Trước khi dịch Covid-19 làm tê liệt toàn cầu, giá khí đốt trên thế giới đã rơi xuống mức « tệ hại nhất » từ 2011 khiến các nhà sản xuất thua lỗ nặng. Thị trường được dự báo chỉ khởi sắc trở lại trong từ 4 đến 7 năm nữa. Hiện tượng dư thừa sản xuất tuy nhiên không làm nản lòng các nguồn cung cấp chính của thế giới như là Úc hay Qatar, Nga, Mỹ. Cuộc chạy đua tranh giành thị phần ngày càng gắt gao hơn với những mặt trận mới liên tục được mở ra. Thị trường ảm đạm Trong sáu tháng đầu năm 2020 giá khí hóa lỏng (GNL) được đo lường theo đơn vị triệu BTU giảm đi mất 57 % và đã rơi xuống còn 2 đô la/1 triệu BTU, chỉ còn bằng 1 phần 10 so với thời điểm 2011. Dầu hỏa từng đi vào huyền thoại nhờ đã làm giàu cho những gia đình nổi tiếng như Rockefeller ở Hoa Kỳ hay các ông vua trên vương quốc Ả Rập Xê Út, Brunei. Nhưng tới nay chưa một ai tay không thành tỷ phú nhờ khí đốt. Dầu hỏa từng tác động đến thế cân bằng địa chính trị của thế giới trong thế kỷ 20, khí đốt mãi cho đến gần đây vẫn còn « ẩn mình trong bóng tối ». Thế nhưng nhờ các kỹ thuật khai thác mới, nhờ các « mạng ống dẫn ngày càng dày đặc » thị trường khí đốt đã được mở rộng. Năm năm trước đây có 17 quốc gia xuất khẩu khí đốt, cung cấp cho 33 khách hàng. Nhờ công nghệ khai thác khí đá phiến, Mỹ đã nhập cuộc và trở thành một nguồn cung cấp hàng đầu của thế giới. Đó là chưa kể đến một số đối tác mới, vừa « chân ướt chân ráo » bước vào thị trường như Israel, Ai Cập Hy Lạp và Síp  trong vùng Địa Trung Hải. Cũng từ 2015 tới nay, các đường ống dẫn khí đốt đua nhau ra đời ở Bắc Mỹ, châu Âu và cả châu Á. Nhờ vậy các bên « cung » và « cầu » dễ « kết nối » với nhau hơn. Theo thẩm định của Cơ Quan Năng Lượng Quốc Tế (AIE) trong báo cáo được công bố đầu năm 2020, nếu như không vì đại dịch Covid-19 nhu cầu tiêu thụ của thế giới đang từ 3.900 tỷ mét khối một năm trong năm 2018 sẽ tăng lên thành 4.100 tỷ vào năm nay, trước khi đạt ngưỡng 4.450 tỷ mét khối vào khoảng 2025. Nhưng virus corona đã làm đảo lộn tình hình : giao thông hàng hải, hàng không và cả trên bộ đều giảm mạnh, các nhà máy giảm nhịp độ hoạt động, hàng loạt các hàng quán phải đóng cửa trong một thời gian … Về phía các nguồn cung cấp, các hoạt động khai thác và sản xuất khí hóa lỏng cũng đã bị chựng lại. Thêm vào đó là câu hỏi quan trọng nhất là khi nào thế giới khống chế được dịch bệnh, thì tới này chưa ai có thể trả lời. Giáo sư kinh tế Philippe Chalmin đại học Paris Dauphine, chuyên gia về năng lượng và nguyên liệu, trên đài RFI, lưu ý : thị trường khí đốt thế giới đang trong giai đoạn ảm đảm cho dù các nhà sản xuất đã giảm mức đầu tư đến 70 tỷ đô la trong giai đoạn 5 năm sắp tới với hy vọng giữ được giá thành ở mức « có thể chấp nhận được, tức là khoảng từ 8 đến 9 đô la 1 triệu BTU ». Thế nhưng hy vọng này tạm thời bị virus corona xua tan : Philippe Chalmin : « Thị trường khí đốt có hai nét đặc thù so với dầu hỏa. Thứ nhất, nhiên liệu này ít là mục tiêu của các nhà đầu cơ. Điểm thứ nhì là tới nay đã có rất nhiều khoản đầu tư vào công nghiệp khai thác khí đốt. Chẳng hạn như Úc, Qatar và cả Mỹ đã chi ra những số tiền rất lớn để sản xuất và xuất khẩu khí đốt. Giá trên thị trường lại đang rơi xuống mức thấp chưa từng thấy, thậm chí Mỹ không thể tiếp tục sản xuất và bán ra khí hóa lỏng vì không có lời. Hồi năm 2011 giá khí đốt trên thị trường, là 20 đô la đổi lấy 1 triệu BTU. Hiện thời chúng ta mua vào 1 triệu BTU với giá là 2 đô la. Đương nhiên dịch Covid-19 đã khiến tình hình thêm nghiêm trọng, thị trường thêm sa sút. Nhưng rõ ràng là thế giới đang trong cảnh dư thừa sản xuất và cung cao hơn cầu. Đây có thể là một tín hiệu tốt vì như vậy ta có thể dùng khí đốt thay cho than đá, giảm thiểu lượng CO2 thải ra ». Đọ sức Úc và Qatar  Giáo sư Chalmin vừa nói đến cuộc chạy đua giữa Qatar và Úc : 2018 là một cột mốc quan trọng trên thị trường khí đốt toàn cầu. Úc qua mặt Quatar trở thành nguồn cung cấp số 1 của thế giới về khí hóa lỏng (GNL) mà hai khách hàng quan trọng nhất của Canberra, theo thứ tự, là Nhật Bản và Trung Quốc. Úc đã soán ngôi của Doha với xuất khẩu 77 triện tấn GNL trong năm 2019. Khả năng xuất khẩu của Qatar năm ngoái là 71 triệu tấn. Để đạt được mục tiêu đó Úc dự trù đẩy mạnh đầu tư vào các khu vực giàu tài nguyên ở miền bắc như dự án Ichthys, mở rộng hợp tác với tập đoàn Inpex của Nhật hay Total của Pháp để đưa khí đốt từ khu vực này đến thẳng Nhật Bản qua cảng Darwin. Gần như cùng lúc giàn khoan ngoài khơi Broome, miền đông nước Úc tăng công suất. Có điều trong cuộc chạy đua khai thác nguồn năng lượng hóa thạch này, Úc phải đối mặt với các đối thủ đáng gờm là Qatar và cả Mỹ hay Nga. Dohar phản công và đề ra kế hoạch nâng xuất khẩu lên thành 126 triệu vào năm 2027. Giáo sư Yves Jegourel, đại học Bordeaux miền nam nước Pháp, đồng điều hành tạp chí về thị trường nguyên liệu thế giới Cyclope giải thích : Yves Jegourel : « Mãi đến lúc này chúng ta mới chú ý đến yếu tố địa chính trị trên thị trường khí đốt. Tới nay người ta gắn liền dầu hỏa và địa chính trị, điều đó dễ hiểu. Nhưng theo tôi khí đốt cũng quan trọng không kém và càng ngày càng chiếm vị trí then chốt trên bàn cờ quốc tế cho dù là giá khí đốt trên thế giới giảm đi mất 57 % từ đầu năm 2020 tới nay. Đối với hồ sơ khí đốt hai mặt trận đang mở ra. Mặt trận thứ nhất là châu Á mà ở đó Trung Quốc là nguồn tiêu thụ lớn nhất. Về phía các nhà cung cấp thì Úc và Qatar là hai đối thủ chính. Cả hai đã đầu tư rất nhiều vào lĩnh vực này. Năm ngoái, lần đầu tiên xuất khẩu của Úc qua mặt Qatar. Nhưng xin phép được nói thêm là « cuộc chiến mới chỉ mở màn ». Qatar còn có những mỏ ở phía bắc với trữ lượng rất lớn và dự trù nâng khả năng sản xuất đang từ 75 triệu tấn lên thành 120 triệu vào quãng năm 2027. Về phía Úc, Canberra thông báo còn thừa sức nâng khả năng cung ứng. Nói cách khác, hai nhà sản xuất này sẵn sàng lao vào một cuộc chiến về giá cả để tranh thủ thị trường. Mặt trận thứ nhì là châu Âu. Dự án đường ống dẫn khí đốt Nord Stream 2 đang gây khó khăn cho các nhà sản xuất Mỹ. Nga đánh đường vòng, tránh né khỏi Urkaina để rót khí đốt đến tận châu Âu. Dự án này một khi đi vào hoạt động, đương nhiên xuất khẩu của Mỹ sẽ giảm mạnh. Đó là lý do vì sao Hoa Kỳ đòi ban hành các biện pháp trừng phạt ». Nga –Thổ Nhĩ Kỳ và lá bài khí đốt Bàn cờ khí đốt của thế giới đã biến động từ cuối năm năm 2019 khi mỏ Leviathan ở ngoài khơi Israel bắt đầu sản xuất ra được những tấn GNL đầu tiên song song với Tamar và Dalit. Ai Cập cũng đã trông thấy viễn cảnh kinh tế tươi sáng hơn với mỏ Zhor ở ngoài khơi Địa Trung Hải. Đầu năm nay, hai quốc gia liên quan này đã cùng với Hy Lạp và Síp họp lại nhằm cùng nhau hợp tác khai thác nguồn tài nguyên thiên nhiên này. Thổ Nhĩ Kỳ đã nhập cuộc để tranh phần. Đó là một trong những động lực chính thúc đẩy Ankra can thiệp quân sự vào Libya ngay từ những ngày đầu năm 2020, trước diễn đàn của nhóm 4 nước Ai Cập, Israel Hy Lạp và Síp khai mạc. Về phần nước Nga, mạng đường ống dẫn khí đốt được xem là « một tâm điểm trong chiến lược địa chính trị của Matxcơva » : Các dự án Nord Stream 2, Turkish Stream hay đường ống cho phép đưa khí đốt từ vùng Siberia sang đến tận Trung Quốc đều theo đuổi cùng một mục đích. Nords Stream 2 nối liền Nga với Đức đi qua biển Baltic, tránh được một điểm nhậy cảm là Ukraina một khi đi vào hoạt động cho phép Nga cung cấp trực tiếp khí đốt cho Liên Âu. Khi đó thị phần của các nhà sản xuất Mỹ tại Lục Địa Già càng bị thu hẹp lại. Đó là lý do khiến Nhà Trắng liên tục đe dọa « trừng phạt » các quốc gia và công ty liên quan đến Bắc Hải Lưu 2. Turkish Stream là đường ống 1.100 cây số cho phép các nhà sản xuất Nga tranh thủ được các nước Nam Âu. Cuối cùng dự án đường ống Siberia trải dài trên 3.000 cây số nhằm trực tiếp rót cho Trung Quốc đến 38 tỷ mét khối khí đốt một năm. Theo giới trong ngành « về mặt kinh tế » chưa hẳn đây là một bài toán khôn ngoan bởi phía Nga phải vượt qua rất nhiều những thử thách về kỹ thuật tại một vùng đất với khí hậu rất khắc nghiệt, dù vậy các tập đoàn khí đốt của Nga đã trông thấy rõ hai lợi thế nhất định : Thứ nhất là « giải tỏa bớt áp lực » trên mặt trận ở miền tây, tức là châu Âu, để cùng cấp cho các thị trường trong vùng Thái Bình Dương. Bởi như giáo sư Philippe Chalmin đại học Paris Dauphine ghi nhận, việc thế giới đã tìm thấy những nguồn cung cấp mới, đã « pha loãng ảnh hưởng của Matxcơva với các khách hàng truyền thống ». Châu Âu ít lệ thuộc hợn vào khí đốt của Nga. Đó là chưa kể những đòn trừng phạt của Âu-Mỹ sau vụ Kremlin thôn tính bán đảo Crimée hồi năm 2014 và cáo buộc Nga can thiệp vào miền đông Ukraina.   Lợi thế thứ nhì hiển nhiên là thắt chặt thêm quan hệ kinh tế với ông khổng lồ Trung Quốc. Agnias Grigas chuyên gia của Mỹ về năng lượng thuộc trung tâm nghiên cứu Atlantic Council, trụ sở tại Washington tin rằng, khí đốt là nguồn năng lượng trọng yếu trong tương lai bên cạnh dầu hỏa và sẽ từng bước thay thế than đá. Nhưng đây là một thị trường còn nhiều bất trắc. Các bất trắc đó bắt nguồn từ mức tiêu thụ của châu Âu, từ khả năng đến lượt Trung Quốc làm chủ công nghệ khai thác khí đá phiến và khả năng của thế giới biến khí đốt thành khí hóa lỏng. Với ngần ấy những ẩn số, hai đồng tác giả điều hành báo cáo hàng năm Cyclope về nguyên nhiên liệu thế giới, Philippe Chalmin và Yves Jegourel cùng cho rằng, khí đốt là điểm nóng trên bàn cờ địa chính trị của thế giới. Câu lạc bộ các nhà cung cấp đang được mở rộng, cuộc đọ sức tranh giành thị phần ngày càng quyết liệt hơn.
