Paula Ortiz es abogada con más de dos décadas de experiencia en regulación digital, con foco en publicidad y protección de datos. Durante ocho años trabajó en la Agencia Española de Protección de Datos (AEPD), representando a España en foros internacionales, incluyendo el CEPD/EDPB. Đối với người nước ngoài, tại Pháp, tiếng Pháp trở thành một trong những điều kiện bắt buộc để được cấp thẻ cư trú và hội nhập vào xã hội. Từ tháng 07/2025, người xin thẻ cư trú hoặc quốc tịch Pháp có ba cách để chứng minh trình độ tiếng Pháp : có bằng cấp của Pháp ; bất kỳ bằng chứng nào khác chứng minh thành thạo tiếng Pháp ; chứng chỉ ngôn ngữ tương ứng với mỗi loại thẻ cư trú : A2 cho thẻ từ 2-4 năm, B1 cho thẻ 10 năm và B2 để xin quốc tịch. Chứng chỉ A2 tương đương với trình độ học sinh cấp 2, B1 tương đương với cấp 3 và B2 tương đương với trình độ đại học. Một điều kiện thắt chặt khác là sau khi đã ba lần có thẻ cư trú một năm, người nước ngoài phải xin thẻ cư trú nhiều năm, và như vậy, cần chứng chỉ tiếng Pháp A2. Nếu không chứng minh được, đơn xin có thể bị từ chối, dù đã sống ổn định ở Pháp hoặc đoàn tụ gia đình. Riêng về xin quốc tịch, điều kiện về tiếng Pháp cũng bị thắt chặt hơn, cần trình độ B2 (nói, viết) kể từ tháng 07/2025 thay vì B1 như hiện nay.Quy định thắt chặt mới được ghi rõ trong Thông tư bộ trưởng Nội Vụ Bruno Retailleau tháng 01/2025 và có hiệu lực cho đến khi có luật nhập cư mới, dự kiến vào năm 2026. Bộ trưởng Othaman Nasrou, phụ trách Quyền Công dân và Chống phân biệt, khẳng định là chính quyền “sẽ khắt khe hơn về mặt hòa nhập xã hội”. Tuy nhiên, các lớp học trực tiếp, có giáo viên hướng dẫn chỉ còn dành cho người mới đến, chưa biết tiếng Pháp. Còn đối với người đã biết tiếng Pháp, họ có rất nhiều trang web tự học và trắc nghiệm trình độ (tham khảo trang FUN MOOC). Chính điều này khiến các tổ chức phi chính phủ, hiệp hội giúp đỡ người nhập cư, tị nạn lo ngại và lên án vì như bỏ rơi người nhập cư, mặc họ tự xoay sở.Trả lời RFI Tiếng Việt ngày 04/04/2025 khi nói về việc chính phủ “thắt chặt kiểm soát nhập cư bất hợp pháp và tiến trình hội nhập”, ông Félix Guyon, trường THOT chuyên dạy tiếng Pháp cho người tị nạn và xin tị nạn ở vùng Ile-de-France, nêu một thực tế là không phải người nước ngoài nào cũng có điều kiện vật chất (máy tính, máy tính bảng) hoặc có kết nối internet tốt để có thể tự luyện tập.Các hiệp hội tổ chức lớp học tiếng Pháp miễn phí cho người nước ngoàiTuy nhiên, để bổ sung cho “sự giảm cam kết của Nhà nước”, theo cáo buộc của các hiệp hội bảo vệ người tị nạn, di dân nước ngoài, có hàng nghìn chương trình dạy tiếng Pháp, đặc biệt là ở vùng Ile-de-France (Paris và vùng phụ cận), được các hiệp hội và trường tư tổ chức miễn phí cho người nhập cư. Trường THOT (viết tắt của Transmettre un Horizon à tous, Truyền tải cả một chân trời đến mọi người) là một trong số đó. Ông Félix Guyon giải thích :“Hiện tại, trường THOT có 6 lớp học với khoảng 15 học viên mỗi lớp. Mỗi kỳ chúng tôi nhận được từ 200 đến 500 đăng ký. Do số lượng yêu cầu nhiều hơn số chỗ cho nên chúng tôi phải tuyển chọn học viên dựa trên các tiêu chí như không có bằng cấp, không nói được tiếng Pháp hoặc nói được ít tiếng Pháp, sống ở vùng Île-de-France và có thể học được 10 giờ mỗi tuần. Họ được yêu cầu đến làm bài kiểm tra để xếp vào lớp có trình độ tương ứng. Đối với những người mà chúng tôi không thể tiếp đón được, chúng tôi sẽ cố gắng hướng dẫn họ, cung cấp cho họ địa chỉ và thông tin liên lạc của những nơi khác - có rất nhiều cơ sở ở Paris và vùng lân cận - để họ có thể nhanh chóng tìm được lớp học phù hợp. Chúng tôi có rất nhiều yêu cầu và đáng tiếc là chúng tôi không thể đáp ứng được hết”.Người nước ngoài muốn học tiếng Pháp có thể truy cập vào các trang web hoặc ứng dụng, như BonjourBonjour hoặc Réseau Alpha.... chọn “học trực tiếp” hoặc “học trực tuyến (online)”, chọn khu vực sinh sống để có thể tìm được một khóa học phù hợp với nhu cầu. Những khóa học này đều miễn phí, theo ông Félix Guyon :“Trường chúng tôi đặt mức lệ phí nhập học là 7 euro. Thực ra đây chỉ là mức phí mang tính biểu tượng nhằm tạo ra cam kết và hợp đồng giữa nhà trường và học viên. Chúng tôi cho rằng đây là một ý tưởng hay để cải thiện sự chăm chỉ, để hiệu quả hơn so với các khóa học hoàn toàn miễn phí. Dĩ nhiên là khoản phí này không thể chi trả cho toàn bộ kinh phí cho giảng viên, cơ sở vật chất và nhân viên. Nhưng ý tưởng của chúng tôi là lập ra một kiểu hợp đồng, một chút trách nhiệm, niềm tin giữa người học và nhà trường. Phần còn lại, chúng tôi phải đi tìm ngân sách từ các nguồn trợ cấp công, từ các tổ chức doanh nghiệp, quỹ tư nhân và quyên góp của cá nhân. Trọng trách của chúng tôi là phải tìm được nguồn tài trợ để có thể mở trường và tiếp nhận các học viên đó gần như miễn phí hết”.Không có giấy tờ hợp lệ cũng có thể đăng ký họcTHOT được ba phụ nữ đồng sáng lập năm 2015 sau các sự kiện Mùa Xuân Ả Rập và chiến tranh ở Syria. Họ trực tiếp đến các khu tạm trú hỗ trợ người tị nạn và thấy rằng ngoài mong muốn có được mái nhà che mưa che nắng, được ăn uống bình thường, những di dân đến Paris, vùng Île-de-France hoặc Pháp thực sự muốn học tiếng Pháp giúp hòa nhập hiệu quả vào nước Pháp, được hội nhập vào xã hội Pháp.“Trường THOT nhận được một số ngân sách dành cho một số kiểu quy chế. Ví dụ, Nhà nước cấp ngân sách cho chúng tôi để đào tạo người có quy chế tị nạn. Nhưng chúng tôi cũng có nhiều nguồn ngân sách khác, từ các cá nhân, các quỹ tư nhân giúp chúng tôi tiếp nhận cả những người không có giấy tờ hoặc đang xin tị nạn hoặc bị từ chối quyền tị nạn. Đối với những trường hợp như vậy, chúng tôi thực sự ủng hộ ý tưởng là tất cả người nước ngoài ở Pháp đều được quyền tiếp cận những điều kiện tốt để học tiếng Pháp.Chúng tôi có những khóa học tiếng Pháp kéo dài 160 giờ phù hợp với trình độ của từng cá nhân và được giảng dạy bởi một giảng viên có trình độ chuyên môn, từ “vỡ lòng” dành cho những người không biết đọc, biết viết lên đến trình độ A2”. Đọc thêm : Học tiếng Pháp qua bản tin thời sựChính vì vậy, thẻ cư trú - được coi là giấy tờ tùy thân - không phải là một điều kiện bắt buộc khi đăng ký học tại những ngôi trường dạy tiếng này. Tuy nhiên, khi đến giai đoạn hỗ trợ tìm việc làm hoặc một ngành đào tạo chuyên môn, vấn đề thẻ cư trú lại là một trở ngại, theo giải thích của ông Félix Guyon :“Ở điểm này, đúng là chúng tôi bị hạn chế vì quy chế của học viên, có nghĩa sẽ không thể đăng ký đào tạo chuyên môn cho một người không có giấy tờ. Chúng tôi sẽ phải cố gắng hỗ trợ nhiều nhất để giúp họ hợp thức hóa giấy tờ tùy theo hoàn cảnh cá nhân hoặc có tiến triển trong hồ sơ di trú. Nhưng chúng tôi sẽ không thể tìm việc làm cho người không có giấy tờ vì điều đó là bất hợp pháp. Vì vậy, chúng tôi phải theo hoàn cảnh của từng người, cố gắng giúp họ thay đổi hoàn cảnh và nhất là nâng cao trình độ tiếng Pháp. Sử dụng tốt tiếng Pháp sẽ luôn hữu ích cho họ, bất kể số phận của họ như thế nào, bất kể chặng đường còn lại của họ ra sao. Khi có trình độ tiếng Pháp tốt hơn, họ sẽ tự lập hơn, tự tin hơn vì ngoài ngôn ngữ, đây là những kỹ năng rất quan trọng cho chuỗi hành trình còn lại”.Tạo điều kiện, đồng hành để đi tới thành côngKhông chỉ dạy tiếng Pháp, theo dõi quá trình học tập và tiến bộ của học viên, hầu hết các trường dạy tiếng cho người nước ngoài đều tổ chức thêm các hoạt động văn hóa, thể thao, dịch vụ tư vấn pháp lý di dân, tị nạn và xã hội.“Ví dụ, tại trường THOT có tổ tư vấn pháp lý, định hướng nghề nghiệp, hỗ trợ tâm lý trị liệu và cả nhà trẻ để những phụ nữ thường phải trông con có thể gửi con nhỏ trong giờ học. Mục tiêu thực sự là tạo ra một nơi hiệu quả và chu đáo để mọi người đến trường chúng tôi đều có thể học tiếng Pháp hiệu quả nhất có thể và trong điều kiện tốt nhất.Tất cả các tổ tư vấn quanh các khóa học nhằm mục đích bảo đảm rằng khi đến lớp, đứng trước giáo viên, học viên có thể sẵn sàng về mặt tinh thần và sau đó là tự tin để có thể học tiếng Pháp hiệu quả và đạt được bằng tốt nghiệp đầu tiên bởi vì trong trường của chúng tôi, có những người chưa từng có bằng cấp nào ở nước của họ hoặc ở Pháp. Do đó chứng chỉ tiếng DILF (Diplôme Initial de Langue Française, chứng chỉ tiếng Pháp dành cho người mới bắt đầu) hoặc DELF (Diplôme d'Etudes en Langue Française, bằng tiếng Pháp cơ bản cấp A1) mà chúng tôi giúp họ đạt được, sẽ là bằng tốt nghiệp đầu tiên trong cuộc đời họ. Việc đó sẽ hữu ích trong việc tìm kiếm việc làm và con đường sự nghiệp, đồng thời cũng có tác động tích cực đến sự tự tin, tự chủ của họ”.Thông tư Retailleau tháng 01/2025 thắt chặt yêu cầu về tiếng Pháp để hội nhập không ảnh hưởng đến người có quy chế tị nạn vì được luật pháp quốc tế bảo vệ. Họ sẽ không thể bị trục xuất nếu không đạt đến một trình độ ngôn ngữ yêu cầu. Còn tất cả những người nước ngoài khác sẽ phải chứng minh trình độ tiếng Pháp tương ứng. Chính phủ Pháp nhấn mạnh nhiều nước trên thế giới đã áp dụng yêu cầu trắc nghiệm ngôn ngữ.Ví dụ Cơ quan Di trú và Thị thực Vương quốc Anh (UKVI) chấp nhận bài kiểm tra Secure English Language Tests (SELTs). Tại Canada, người nước ngoài xin thị thực hoặc xin nhập quốc tịch đều phải tham gia Kiểm tra trình độ tiếng Pháp (TCF), gồm bốn bài đánh giá kỹ năng hiểu nói/viết và khả năng diễn đạt nói/viết. Nhật Bản cũng yêu cầu người nước ngoài tham gia Kỳ thi năng lực tiếng Nhật (JLPT), được chia thành năm cấp độ. Đối với người muốn có thẻ thường trú nhân thì cần phải có trình độ N1 và đây là trình độ rất khó đạt được.FUN MOOC : Đại học Kỹ thuật số Pháp là nhóm lợi ích công cộng vận hành nền tảng FUN MOOC.Réseau Alpha : Được thành lập vào năm 2006 bởi hai tình nguyện viên người Pháp, hiệp hội Réseau Alpha giới thiệu chương trình học tiếng Pháp tại Île-de-France và cung cấp nguồn lực cho các tổ chức địa phương đầu tư vào việc học tiếng Pháp. Do đó, mục đích của hội là tạo ra mối liên kết giữa người học tiếng Pháp và những người hỗ trợ người di cư.

The company recently strengthened its position through a deal with Santos, Australia's second-largest oil and gas company, securing a 50% stake in two permits adjacent to its existing acreage.The company plans to drill a key well in Q3 2025 to a depth of over 3,000 meters on the Santos acreage. This well, costing less than $10 million with approximately half potentially funded through R&D tax credits, aims to prove commercial viability by testing productivity and liquids content in an up-dip location expected to be more liquids-rich.Elixir's acreage sits within the Taroom Trough, described as a large, homogeneous unconventional gas play. The company estimates its acreage contains over 30 TCF of gas-in-place in deep coals, though current recovery factors are less than 1%. Shell's presence in adjacent blocks provides validation of the play's potential, with the major having invested approximately $500 million in the region through its own activities and its acquisition of BG Group.The project benefits from strong market fundamentals, with current gas prices around $14/GJ at the Wallumbilla Hub. Europa Oil & Gas (Holdings) Plc (AIM:EOG) CEO Will Holland talked with Proactive about the company's operational plans for 2025. He outlined key developments across its assets, including the Equatorial Guinea EG08 prospect, Ireland's Inishkea gas project, and the UK's Wressle and Cloughton sites. Holland highlighted Europa's focus on securing a farm-in partner for the Barracuda prospect within its Equatorial Guinea license, which contains an estimated 2.2 trillion cubic feet (TCF) of gas. He noted that Barracuda is located just nine kilometres from existing infrastructure, making it an attractive opportunity. So she knows her way around senate confirmation hearings. Today's hearings included Pam Bondi, TCF's second choice for Attorney General (after his first, even worse pick Matt Gaetz, withdrew) and Marco Rubio for Secretary of State, among others. An actual ceasefire with a potential end to the war between Israel and Hamas has been announced... I'll have a few details on that too. Plus some news of a personal matter. The bottom line is that the meningioma that was diagnosed with when I had lung cancer has doubled in size. So I have a few doctors appointments in the coming days and weeks to determine what we're dealing with. I promise to keep you posted as we go along.

The biggest skill I use is listening.  Grievers don't need to be fixed.  They need to be heard. - Louise Strasenburgh The holidays are supposed to be joyful, but if you've lost someone you love, they can be tough. This week's guest is here to help.   Louise Strasenburgh is a grief recovery specialist and the author of the book The Space In My Heart.   In 2011, her 26-year-old son Oliver's body was found wrapped in a carpet in Puerto Rico.   In the middle of this horrific loss, her mother died, and then her daughter got married.  Needless to say, Louise experienced a roller coaster of emotions in a short period of time. Desperate to find a community of people who understood her loss, she discovered The Compassionate Friends, compassionatefriends.org, a non-profit that provides friendship, understanding, and hope to bereaved parents, siblings, and grandparents.  It wasn't long before Louise became certified as a grief recovery specialist and became a leader within her local TCF chapter.  Says Louise:  “Imagine grieving parents, sitting in a circle, going around the room, saying their name and how their child died.  By the time you get to the end of the circle, your heart is flooded with compassion.  Here we all are, and we have to find a way to integrate this loss into our lives and still go forward.  Born in England and raised in Portugal, Louise has moved 32 times and in this interview, declares that she's not done yet.  A former flight attendant for Pan Am, she was born to travel and loves the excitement of learning about new places and meeting people from around the world.  Her book The Space In My Heart was written during the Pandemic as a coping tool for loss.  Using the story of her two Westies, Digger and Daisy, as the protagonists, the book explains grief and loss to children but applies to people of all ages.   The daughter of a squadron leader in the UK's Royal Air Force who fought during World War II, Louise credits her father and Queen Elizabeth as her role models.  “She was my queen from the day I was born, says Louise, and my father was a person of great integrity who taught me:  When things go right, hold tight.  When things go wrong, be strong.”  For 23 minutes of hope and healing, just hit that download button.  #grief #loss#mourning #hope #healing

The company recently completed a one-year appraisal drilling campaign that, while delivering mixed results, has provided valuable data to guide the next phase of development.The company's Managing Director, Neil Young, remains confident in the potential of the play despite the final well flowing at a subeconomic rate of 1 MMcf/d. Young attributes this to operational issues rather than reservoir quality, stating, "We are confident that if we had to drill exactly the same well tomorrow without interruptions, we would get a commercial flow rate and above."Elixir's geologic model points to a potentially multi-TCF gas resource across its acreage. The company has identified multiple prospective zones and Young believes there is significant room for optimization through techniques like horizontal drilling and enhanced stimulation designs. He compares the current state of the play to the early days of the major US unconventional developments.With the initial appraisal campaign complete, Elixir is now focused on securing an experienced industry partner to help fund the next phase of drilling. The company is in discussions with a range of potential partners from supermajors to large US independents. While Young expects the farm-out process to take some time, Elixir is in no rush with a 15-year license in hand.In the interim, Elixir is pursuing several smaller-scale deals to generate near-term cash flow. This includes a potential farm-out of a conventional prospect on its acreage and the possible sale of a legacy asset in Mongolia. A key part of the Elixir story is the company's very favorable macro backdrop. Natural gas prices in Queensland have surged to A$12-15/GJ, around 4x the US benchmark, due to declining local production and strong LNG export demand. With the market expected to remain tight for the foreseeable future, Young sees a significant opportunity for Elixir to help fill the supply gap longer-term.The key risk to the Elixir story is that the company still has much to prove at the asset level before its acreage can be considered commercial. Further appraisal work is needed to demonstrate the well productivity and cost structure to attract a major partner. This will likely require additional capital, which could prove challenging in the current market.For investors with a higher risk tolerance, Elixir offers significant upside potential if the company is successful in delineating its unconventional gas resource. The stock could re-rate meaningfully if Elixir is able to secure a major farm-in deal in the coming months. The EDPB has finally adopted its much feared Guidelines on the scope of article 5.3 of the ePrivacy Directive, but consent may still be avoided in some cases not specifically covered by an exemption (e.g., analytics). Absent such an exception, and in light of dismal consent rates, publishers and platforms have embraced highly controversial “Consent or Pay” models. Plan C? Server-side processing (Conversion APIs, Enhanced Conversions, Data Clean Rooms…), not without its own challenges. We have gone through all of it with Peter Craddock in his second appearance on Masters of Privacy.  Peter Craddock is a lawyer as well as a software developer, and he uses this dual background to help clients find legal solutions to technical problems and technical solutions to legal problems. He is based in Brussels and helps international companies with their global data strategy and with EU data litigation. I estimated the cost-effectiveness of CCF is: 3.28 times that of TCF, with a plausible range of 0.175 to 30.2 times. So it is unclear to me whether donors interested in improving nearterm human welfare had better donate to GiveWell's funds or CCF. 0.228 % that of corporate campaigns for chicken welfare, with a plausible range of 0.0122 % to 2.10 %. Consequently, I recommend donors who value 1 unit of nearterm welfare the same regardless of whether it is experienced by humans or animals to donate to the best animal welfare interventions, such as the ones supported by the Animal Welfare Fund (AWF). I concluded the harm caused to humans by the annual GHG emissions of a random person is 0.0660 DALY, and that caused to farmed animals by their annual food consumption is 10.5 DALY, i.e. 159 times as much. In my mind, this implies one should overwhelmingly focus on minimising animal suffering in the context of food consumption. I calculated the cost-effectiveness of: Founders Pledge's Climate Change Fund (CCF) is 0.0326 DALY/$, with a plausible range of 0.00174 to 0.300 DALY/$. Calculations I describe my calculations below. You are welcome to make a copy of this Sheet to use your own numbers. Benefits to humans of decreasing greenhouse gas emissions I think decreasing GHG emissions has benefits to humans of 0.00957 DALY/tCO2eq (= 0.00658 + 0.00299), adding: 0.00658 DALY/tCO2eq strictly linked to decreasing GHG emissions, which comprises 68.8 % (= 0.00658/0.00957) of the total. 0.00299 DALY/tCO2eq linked to decreasing air pollution from fossil fuels, which comprises 31.2 % (= 0.00299/0.00957) of the total. I calculated a component strictly linked to decreasing GHG emissions of 0.00658 DALY/tCO2eq (= 0.0394*10^-3*167), multiplying: A value of increasing economic growth of 0.0394 DALY/k$ (= 0.5/(12.7*10^3)). I computed this from the ratio between: Open Philanthropy's (OP's) valuation of health of 0.5 DALYs per multiple of income (= 1/2). The global gross domestic product (GDP) per capita in 2022 of 12.7 k$. A social cost of carbon (SSC) in 2020 of 167 $/tCO2eq (= 17.1*1.14*2.76*2.06*1.51). I determined this from the product between: A partial SSC in 2020 representing just the effects on mortality of 17.1 2019-$/tCO2eq, as obtained in Carleton 2022 for the representative concentration pathway 4.5 (RCP 4.5), and their preferred discount rate of 2 %[1] (see Table III). Carleton 2022 got 36.6 2019-$/tCO2eq for RCP 8.5. Nevertheless, I considered the value for RCP 4.5 because this results in a global warming in 2100 of 2.5 to 3 ºC relative to the pre-industrial baseline, which is in agreement with Metaculus' median community prediction on 11 March 2024 of 2.81 ºC relative to the 1951-1980 baseline. In contrast, RCP 8.5 leads to a global warming in 2100 of 5 ºC relative to the pre-industrial baseline. Carleton 2022 says "a "full" SCC would encompass effects across all affected outcomes (and changes in mortality due to other features of climate change, like storms)". Hopkinson's bio Dr Barbara J Hopkinson is founder of A Butterfly's Journey™ (ABJ), a nonprofit for resilience after loss, as well as The Compassionate Friends (TCF) of Greater Newburyport, MA. TCF is part of the largest grief recovery organization in the world (supporting family after a child dies). She is also a Grief Recovery Institute certified Advanced Grief Recovery Method (GRM) Specialist, speaker, best-selling author, and retired IBM executive who remains resilient after the loss of 3 children, her husband, an infant brother, her parents, and sight in one eye. Her background is in global corporate technology for several industries, including 10 years at IBM. She received ‘TWIN – Tribute to Women in Industry' from the YWCA. Later in her career and since her retirement, Barbara has led families through the journey of grief for 20 years.  During that time, she received awards; ‘Top Professional in Resilience After Loss' and ‘Empowered Woman' awards from IAOTP (International Assn of Top Professionals) as well as being inducted into the WAW (Women Appreciating Women) Hall of Fame. Most recently, Barbara was named LOANI (Ladies Of All Nations International) Leader for Resilience and she also received an honorary doctorate in Humanitarianism from GIA (Global International Alliance) plus a President Biden Lifetime Achievement Award for her nonprofit service. Barbara is author of a memoir titled “A Butterfly's Journey… Healing Grief After the Loss of a Child”, and the first in a series of photo books “Faces of Resilience”, as well as co-author of 8 other books. Barbara is a member of IAOTP, LOANI, and GSFE (Global Society of Female Entrepreneurs). Dr Hopkinson lives north of Boston, near her adult son, stepchildren, their partners, and her five grandchildren.  Her favorite role is ‘Nana.''
