Last night's meeting was a long one, lasting just over four hours. The main agenda item of the night was a recap of the new contract agreed to between the Boston Teachers' Union (BTU) and the district. Before this recap, the Superintendent gave a lengthy update on happenings in the district, which included a note about a new transportation policy. While this was not an agenda item, the district did announce a new policy that may remove some students from routes who do not ride the bus for 10 days in a row. There were few questions about this policy and members further encouraged the district to increase the “on-time” rate of buses earlier in the year than seven months into the school year.  District leaders then presented to the School Committee on the details within the newly agreed upon BTU contract. More specifically, the Superintendent and her team outlined updates to an increase in wages for paraprofessionals as well as a new model for serving students with disabilities. The district's explanation of the revisions to the model for special education were convoluted, at best.  Another area of concern that emerged from the district's presentation was the financial implications of the new contract, with the Superintendent's team stating they felt “uncomfortable” with the cost of the contract. The contract, as well as the supplemental appropriations necessary to fund the contract, passed the school committee vote unanimously.  After a short public comment period and a few votes on small grants, the meeting moved on to a discussion of transformation schools. As mandated by the Systemic Improvement Plan (SIP), these quarterly updates provide a glimpse into the progress, or lack thereof, of the district's most underperforming schools. While two principals from these schools shed some light on some positive news, the majority of the presentation touched on many of the same points we have been hearing, mainly, continued concerns about student achievement and chronic absenteeism. School Committee members asked pointed questions about potential alternatives to transformation schools and whether we are using the best data practices to monitor their growth. Due to the district moving out of the SIP, there was uncertainty about how this information will continue to be shared moving forward, but we will continue to keep an eye out for updates on them in the future.  Finally, the meeting wrapped up with a discussion on the Massachusetts School Choice Plan for SY 2025-2026. In the past, and last night, the district has opposed having the district opt-in to school choice, which would allow students from other cities and towns to enroll in BPS. Member Cardet-Hernandez proposed to allow municipal employees, including teachers, who live outside of Boston, to enroll their kids in BPS. This potential pilot program received significant pushback from the Superintendent and her team and was shut down without any further conversation.  The School Committee will next meet at 6pm on Wednesday, May 14th. Last night's meeting lasted around five hours, hitting on many important topics. Before the official meeting, the School Committee hosted its third and final budget hearing for the FY26 budget. The Superintendent and her team answered questions from School Committee members, including inquiries about the role of federal funding in the budget, how long-term goals are achieved in the budget, and the cuts made to community advancement programs. Questions were also asked about accelerating student performance, which was highlighted in a recent report published by the Boston Policy Institute. Following the conclusion of the budget meeting, the regular School Committee meeting began. Chair Robinson announced that the district had reached a tentative agreement with the Boston Teachers Union following months of negotiation. While main details were not discussed, the Superintendent and her team said that they would provide an update at a future meeting. Following this, the meeting moved into public comment, where nearly every speaker was a community member representing schools on the proposed closure and merger list voicing their pleas to keep their school communities open. After public comment and quick votes on grants and the renaming of the Sumner/Philbrick school, the School Committee voted on the Core Program Statement of Interest to the MSBA for Madison Park Vocational High School. Last month, during a City Council hearing, the Mayor's team announced plans to seek MSBA funding for a new Madison Park facility, with the estimated cost rising to nearly $700 million—up from the originally earmarked $500 million. While there was not much further discussion after last meeting's comprehensive discussion, School Committee members did question what alternative plans were in place if the district did not receive the money. Once again, the O'Bryant School was only tangentially mentioned and there was minimal discussion about what the future will hold for that community. In the end, the School Committee unanimously voted to approve the Statement of Interest. Finally, the School Committee meeting ended with a vote on the aforementioned school closures and mergers. The public comment during the evening was filled with tangible emotion from community members, and it was clear that this carried over to School Committee members as well. Multiple School Committee members harped on the difficulty of these decisions and the necessity of making hard choices for the benefit of long term district health. The Superintendent and her team responded to questions about how educators will be supported during the transition as well as the assistance BPS is offering to families that will be forced to change schools. Moreover, the Superintendent stated that no child reassigned during this process would be forced to leave their current school again. However, due to the lack of a long-term facilities plan, there is no way to track this across the district; hence, it is unclear how this process will occur. Nevertheless, their answers seemed to satisfy the School Committee as the closure and merger plan passed by a vote of five to one. The shift in facilities will take place in June 2026.  Next week, the School Committee will vote on the revised budget. The meeting will take place on March 26th at 6:30pm. In this short podcast episode, Bryan talks about EER (Energy Efficiency Ratio) and SEER (Seasonal Energy Efficiency Ratio) and how to calculate EER in the field. EER and SEER are ratings that we often see on equipment (as are SEER2 and EER2) based on a ratio of an output to an input. Whereas coefficient of performance (COP) is a direct ratio of watts out to watts in, EER and SEER account for BTUs and watts. EER and SEER indicate the cooling capacity (in BTUs) we get from the watts we put in. The ratio changes based on field conditions, and EER2 and SEER2 have more realistic test conditions than EER and SEER (the static pressure for systems rated below 65,000 BTUs per hour was 0.1"wc for EER and SEER, and it is now 0.5"wc for EER2 and SEER2, which is much closer to average field conditions). To determine EER, you have to figure out BTU production and stack it against your wattage. You'll need to know your delta enthalpy (delta H), multiply it by the CFM, and then multiply the product of those by 4.5 to get your BTU output. A calculator on apps like measureQuick can help you find out your delta H, but you'll need a proper wet-bulb temperature before you can do that. You can determine CFM with a TrueFlow grid or manufacturer's blower charts. Finding watts can be a challenge with ECMs and inverter-driven systems; it's not as simple as volts x amps, and you will need a meter that can measure power factor and take readings from the condenser fan, compressor, and blower motor. That wattage becomes the number you divide into BTUs to get the EER. SEER is averaged over a season, HSPF is for heating instead of cooling, and you can convert the BTUs to watts (by multiplying by 3.41) and determine the ratio of watts out to watts in.   Have a question that you want us to answer on the podcast? The fresh air freak wound up triggering a BTU brouhaha by announcing their dislike of the seasonal window-killer on Reddit's popular Ask NYC message board. In the headlines on #TheUpdate this Tuesday, in our continuing coverage of the death of UnitedHealthcare CEO Brian Thompson, a man suspected in the brazen Manhattan killing of him was arrested and charged with murder after a quick-thinking McDonald's customer in Pennsylvania recognized him from a surveillance photo and police officers found a gun, mask and writings linking him to the ambush. Elsewhere, at the Daniel Penny trial, a Marine veteran who used a chokehold on an agitated subway rider was acquitted in a death that became a prism for differing views about public safety, valor and vigilantism. On today's show we are talking about the implications of “drill baby drill” on real estate across the United States. The US has an abundance of energy, thanks to the fracking revolution. The oil produced in the United States is mostly a light sweet crude. There is a surplus of this crude oil and the US exports a bunch of it. The US imports heavy oil which is then combined with the light oil in order to produce the spectrum of products that an oil refinery is designed to separate from the crude oil. The US has a lot of associated natural gas coming from its oil wells. This gas is either captured into a pipeline network or flared off at the well head. Some have installed small electric generators next to the well head and are producing low cost electricity.  Natural gas is the preferred fuel source for generating electricity. It is the cleanest of all fossil fuels. But it is also the most inconvenient to transport. By super cooling it and compressing it, the gas can be liquified and transported by ship.  The US exports about 10% of its natural gas production. That is the limit of the liquefaction capacity in the country today. Most of these LNG plants are located along the gulf coast in Louisiana and Texas. Each one of these LNG plants costs a few billion dollars to build. Natural gas is incredibly cheap in the US compared with the rest of the world. The US price is currently hovering around $2.87 per million BTU. In Europe and Asia, the current price is about $35 per million BTU. That is a huge price disparity. Last night's School Committee meeting was focused on hiring and transportation. The meeting began with public comment, after Chair Robinson announced that there would be no Superintendent's Report. Public comment featured a little less than 50 testimonies, with the majority of speakers members of the Boston Teachers Union advocating for a fair contract and working conditions. Over the past few months, BTU members have continued to testify at the School Committee about the need for a two-teacher model as part of the district's inclusion plan and other important considerations. Last night's public comment emphasized the BTU's clear message to the district, which comes as other towns in Massachusetts have dealt with teacher strikes. The School Committee heard two reports last night. The first report was regarding a tentative bargaining agreement between Transdev, the district's transportation provider, and the bus drivers union. Prior to the meeting, the School Committee went into executive session to discuss the negotiations, and last night's meeting did not feature a robust conversation about the contract. While the contract includes agreements to increase drivers' pay and hours and ensure students get to athletic competitions, as well as continuing previous agreements that ensures the drivers will be employed regardless of the contractor, there was no discussion as to whether this new contract would address transportation issues plaguing the district and the cost implications of a contract, when 10,000 less students are riding the bus. The last report of the evening was an update on hiring and workforce diversity. Every year, the district provides the School Committee with an update on hiring practices and initiatives to have a diverse workforce. Similar to previous years, the report did not include any data or discussion regarding teacher vacancies, the number of positions added, professional development, and evaluation. The report left key questions unanswered about whether the district staff is truly representative of the students they serve, and continued to show the disconnect between the district and the Boston Teachers Union as it relates to its ongoing contract negotiations and the looming budget season. Last night's meeting focused primarily on transformation schools with a required quarterly update as part of the district's systemic improvement plan put in place by the Department of ELementary and Secondary Education. The meeting began with Deputy Superintendent Linda Chen, standing in for the Superintendent, highlighting bright spots and providing an update on a still struggling transportation system, noting the installation of new electric chargers at one bus yard. This report was followed by a short discussion led by member Cardet-Hernandez who raised a question about the district's response should the ballot initiative to remove the MCAS as a graduation requirement pass. Dr. Chen noted that a fuller discussion would occur at the next meeting, adding that the state has not yet provided guidance on the matter.   There were about a dozen public commenters, with the majority of commenters testifying about the district's ongoing negotiations with the Boston Teachers Union. As the district continues to negotiate with the BTU, teachers and BTU members testified with a new strategy in place: teachers are pointing out the district is relying on dual licensure, and they are advocating for removing this requirement. The sole report of the evening was on transformation schools, identified by the state as requiring intervention. The report, mandated by the Massachusetts Department of Elementary and Secondary Education, showed low growth and performance across the 39 schools, which are in the bottom 10% statewide, as well as high rates of chronic absenteeism. School Committee members voiced concerns about these trends and emphasized the need for systemic improvements, though it was unclear how actively the state or city has been involved in addressing these continued issues. [SEGMENT 1-1] Weekend and Al Smith Dinner setup Last week President Trump attended the Al Smith dinner, and Kamala Harris didn't. I'm not sure why, because it's a tradition that both candidates do so. Perhaps Harris doesn't feel like a candidate? One thing is for sure, Harris wasn't helping hurricane victims and most likely attended a Hollywood fundraiser. She's raised a lot of money, and she's outspending Trump at least 10 to 1 and to no avail. I see more of her commercials in Spanish than I do in English, and that's a fact. At least 3 to 1 Spanish to English. Apparently, Harris is relying on the illegal vote in AZ. Anyway, I love coming back from weekends, because that's when I can absorb the trends. I will get to some of these in a bit. For now I want to discuss part of today what I could have discussed Friday, again the Al Smith Dinner. Trump was magnificent. I'm not sure who wrote his jokes, but they were clever. Btu that's not what shone most for Trump. He went into the belly of the beast with people who claim to hate him. And he was gracious, and showed the Billionaire Trump side that made him a New York institution. Behind Trump on the dais sat Letitia James, a woman who has tried illegally to put Trump in jail. Consider a decade ago, she would have begged him for an endorsement.  [SEGMENT 1-2] Trends 1 We are way less than a month away from the election, the most important in our lifetimes…BAR NONE And I'm not worried at all I consider what would happen if Trump loses, because THE WORLD knows that he is winning. My attitude about this country would change dramatically. Look at what it did last time when we peacefully marched on DC after the coup. Well they are attempting a 2nd coup, but it won't work. You have to have too many things in place for a coup of that magnitude to work TWICE. The KEY ingredient is the black vote. I did a radio show for a friend over the weekend and he asked me about Harris' strategy with Blacks. In a word, pander. He asked me what would she do next,  [SEGMENT 1-3] Trends 2 We are talking trends and politics and things are going our way. I'm excited. In a few days we will put this country back in order, and you can bet Americans and the WORLD will breath a sigh of relief. Trump will have a job ahead of him, but he will lead this country with some of the best minds out there. This time HE will pick the people to bring along, and not a bunch of self-serving bureaucrats. In this short podcast episode, Bryan answers a listener-submitted question about an HVAC system that won't dehumidify. This question was submitted by a homeowner with a Carrier heat pump with an attic air handler that cools but won't dehumidify on the hottest days of summer. One of the past companies that serviced the system added charge, but the problem wasn't resolved. This case doesn't seem to be a sizing issue, as the insufficient dehumidification is happening on the hottest days. Normally, sizing issues happen during the edge seasons when temperatures aren't as high as in the summer, but the dew points are still high.  Bryan's first recommendation is to use measureQuick to evaluate the delivered capacity and determine the sensible heat ratio (SHR) by comparing sensible BTUs to latent BTUs. High SHRs are associated with less effective dehumidification and more effective sensible BTU removal. Then, we have to determine that airflow is properly dialed in. Typically, lower fan speeds are associated with better dehumidification; 350 CFM per ton is typical of humid climates. In the case of two-speed or variable-speed equipment, we should verify that it is staging up and down properly.  On the ventilation side, a duct leakage test is recommended. Proper use of exhaust ventilation, like bath fans and kitchen exhaust, is also critical. Structural leakage and MAD-AIR are also worth checking if a company can measure those, though those are premium services that are usually more expensive.   Have a question that you want us to answer on the podcast? The Jungle Ultra is Beyond the Ultimate's 5 day, 230km journey deep into the rainforests of Peru. Runners arrive in the historic city of Cusco, are escorted over the rugged Andes Mountains, and begin their journey in the Manu National Park, one of the most biodiverse areas on the planet. The area is beautiful but the terrain and the climate alone give this event a reputation for arguably being the toughest race on the BTU roster. Stage 4 in particular is notorious as possibly the hardest stage of any BTU race. In this episode, Will catches up with the winner Ben Harrison plus two more Jungle legends in the form of Jemma Harding and Mark Reilly. The trio recount the highlights, the challenges and their tips for success in such extreme environments. Since 2020, Focus on Energy has helped Wisconsin farms and agribusinesses save money with their grain bin tune up program, and energy saving incentives.  In that time, 87 dryers have received incentives to upgrade their grain dryer.  These incentives totaled over $1.5 million.  There are 24 trade allies across the state that have assisted customers in receiving incentives and choosing an energy efficient dryer.  Incentives are available through Focus on Energy for Natural Gas dryers and propane dryers.  If your existing grain dryer is 20 to 30 years old, consider replacing with a newer, more efficient model. Last night's meeting lasted about four and a half hours, and touched on numerous subjects. The meeting began with the Superintendent's Report, where Superintendent Skipper spent most of the time discussing the negotiations with the Boston Teachers Union. The Superintendent noted that she hopes to have a deal by the end of the month, and that negotiations were going smoothly. However, numerous BTU members, including president Jessica Tang and vice president Erik Berg, testified asking the School Committee members to join negotiation and support the co-teaching model in every classroom in the district and adjust the pay for over 8,000 members of the BTU to be in line with inflation. The School Committee heard three reports last night. The first report was on Interim Salary and Non-Personnel Payments on External Funds, which was a short presentation. The second report was a proposal to rename the Jeremiah E. Burke High School to the Dr. Albert D. Holland High School of Technology. Dr. Holland has been a revered school administrator and community leader for nearly 40 years, and the majority of public commenters came to support the renaming. The third report of the evening was an update on equitable literacy. Equitable literacy has been a priority for the district for the past few years, and the School Committee has heard numerous updates from the Superintendent and her team about it. Last night's report covered updates around implementation and a centralized strategy, but there was little to no data on student outcomes nor accountability measures being taken to ensure every student in Boston is reading at grade level.  The next School Committee meeting will be held in-person or on Zoom at 6 pm on Monday, June 17th. This is the fourth in a sequence of posts taken from my recent report: Why Did Environmentalism Become Partisan? This post has more of my personal opinions than previous posts or the report itself. Other movements should try to avoid becoming as partisan as the environmental movement. Partisanship did not make environmentalism more popular, it made legislation more difficult to pass, and it resulted in fluctuating executive action. Looking at the history of environmentalism can give insight into what to avoid in order to stay bipartisan. Partisanship was not inevitable. It occurred as the result of choices and alliances made by individual decision makers. If they had made different choices, environmentalism could have ended up being a bipartisan issue, like it was in the 1980s and is in some countries in Europe and democratic East Asia. Environmentalists were not the only people making significant decisions here. Fossil fuel companies and conservative think tanks also had agency in the debate - and their choices were more blameworthy than the choices of environmentalists. Politicians choose who they do and do not want to ally with. My focus is on the environmental movement itself, because that is similar to what other activist groups are able to control. I am more familiar with the history of the environmental movement than with most other social movements. The environmental movement is particularly interesting because it involves an important global issue that used to be broadly popular, but has since become very partisan and less effective at enacting policy in the United States. It nevertheless can be risky to over-update on a single case study. Much of the advice given here has support in the broader social movements literature, but the particulars are based on the history of one movement. With those caveats aside, let's look at what we can learn. Here is a list of advice I have gleaned from this history: 1. Make political alliances with individuals and institutions in both political parties. This is the most important advice. Allying with the Democratic Party might have seemed like a natural choice at the time. Climate scientists might have already leaned left, and so found allying with Democrats to be more natural - although the evidence for this is weak. Al Gore was committed to their cause, and was rapidly building political influence: from Representative to Senator to Vice President, and almost to President. The mistake was not simultaneously pursuing alliances with rising Republicans as well. At the time, it would not have been too difficult to find some who were interested. Building relationships with both parties involves recruiting or persuading staffers for both Democratic and Republican congressmen and analysts for both conservative and liberal think tanks. Personal relationships with individuals and institutions often matter more than the implications of a fully consistent ideology. 2. Don't give up on one side once partisanship starts to be established. I wouldn't be surprised if some environmentalists in the late 1990s or 2000s thought that the issue was already partisan, so it didn't matter that they were only working with one side. They were wrong. Partisanship could and did continue to get worse. Environmentalism is now one of the, if not the, most partisan issue in the country. In 1995, after Newt Gingrich had won control of the House of Representatives opposing the BTU tax, there was still only one conservative think tank that regularly promoted climate skepticism. Environmentalists might have been able to gain influence at other conservative think tanks to weaken the reframing efforts of fossil fuel companies. In 2006, Al Gore...

These systems utilize water or another liquid as a heat transfer medium to provide heating, cooling, or both to a building or space. The formula helps calculate the energy transfer in such systems and is essential for designing and optimizing their performance. The Universal Hydronics Formula is expressed as Q = 500 x GPM x dT. Where: Q is the heat transfer rate in British Thermal Units per hour (BTU/hr). ΔT is the temperature difference between the supply and return water (in degrees Fahrenheit). GPM is the flow rate of the heat transfer medium in gallons per minute. 500 comes from one gallon of water that weighs 8.33 pounds (the weight of water at 60F) times 60 minutes in one hour times the specific heat of water. It breaks down like this: 500 = 8.33 lbs/gallon x 60 minutes/hour x 1.0 Btu/lb/F Specific heat refers to the amount of heat energy required to raise the temperature of one pound of a substance by one degree Fahrenheit. Please note that the specific heat will change if you have glycol or any other fluid than water. This formula calculates the amount of heat energy transferred through the hydronic system per unit of time. It considers the temperature difference between the input and output water, the heat transfer medium's flow rate, and the medium's specific heat. Using this formula, engineers and designers can accurately size components of a hydronic system, such as pumps, pipes, and heat exchangers, to ensure efficient heat transfer and optimal system performance. Additionally, it helps determine the heating or cooling capacity required to meet the comfort needs of a building or space.

In this short podcast, Bryan talks about air changes per hour, also known as ACH, and what it means in HVAC design and indoor air quality (IAQ) discussions. ACH tells us how frequently the entire volume of air in a room or structure is replaced; we are referring to the cubic feet of air leaving a space and then being replaced within that same space. If we have a balanced number of cubic feet per minute (CFM) of air supplied to and returned from the room in one hour, we would multiply that CFM by 60 to get the ACH, as there are 60 minutes in one hour. ACH should not be used to calculate heat loss and heat gain, even though BTUs are moved with air. ACH is a practical guideline for HVAC design. Ventilation needs will vary based on the purpose of a room and the number of occupants in it, and ACH tends to be a more important factor for determining how we can meet ventilation needs in commercial and industrial structures than in residential structures, in which we mostly rely on Manual J calculations of sensible and latent BTU gains and losses. However, we should not confuse ACH with outdoor air ventilation requirements as described in ASHRAE Standards 62.1 and 62.2. ACH also comes into play when it comes to infiltration and the tightness of an entire structure. When used in the context of blower door testing, the ACH will tell us if a building meets tightness standards. There is also a term called ACH50, which refers to air changes per hour at the standard pressure for blower door testing: -50 Pascals. Natural gas prices have jumped from $2 to $2.80 BTU in just 15 days or so (+40%) and not surprisingly energy stocks with a natural gas focus have done much better than those exclusively focused on crude oil. One of the energy bear arguments seems to have really dissipated, and that was the idea that exposure to higher rates would be catastrophic for the highly levered energy sector (in 2020 it was often said that the debt cliffs these companies have would usher in a wave of bankruptcies). A new survey from the Dallas Fed of 150 oil and gas companies indicated that less than 20% see tighter credit conditions having a significant impact on their business. New home sales were up +12.2% in May (volume) with supply down to 6.7 months (had been 7.6 months). My study is starting to indicate a worthlessness to national supply data when some markets are so substantially under-supplied and some suffering from big over-supply (making the aggregate number like the guy whose “average temperature” is found with one arm in the freezer and one in the oven). But what I would point out is that median sales prices have dropped -16.2% (for new homes) since their peak, right in the middle spot of that 10-20% drop I predicted (though this is just new homes, not existing, yet). This podcast episode is Alex Meaney's 2023 HVACR Training Symposium session: "The Art of Unteaching." We may have flawed understandings of HVAC concepts, including the understanding that "heat rises." Our world is constantly shaped by the things we see and believe, and we are hard-wired to defend our observations and beliefs if we feel that those are threatened by new information. Instructors need to be sneaky about "unteaching" flawed ways of understanding the scientific principles of HVAC. When we communicate concepts to others, we need to watch our language and make sure our messages are clear; the subtext is as important, if not more important, than the actual material. Humility also goes a long way when teaching, though teachers need to be especially careful of imposter syndrome.  Teachers can be most effective when they find a point of common ground between what their students already know and what they want to teach their students; avoiding jargon is a good way to make sure everyone can start on the same page before you teach them the vocabulary. When teaching, think about filling in the gaps without students realizing that those gaps have been filled; some teaching techniques, like inversion, can help with this process. Group settings also make it easier for students to process new information.
