Merkez Bankası geçtiğimiz hafta içinde bankalardaki Türk Lirası hesapların payının artırılması/düşürülmemesi üzere adımlar attı. Adımların stratejisi son yıllarda süregeldiği gibi bankaları koşturmayı esas alıyor. Açıkçası bu tür adımlar sadeleşme karşıtı görülür. Merkez Bankası yönetimi de böyle gördüğünü ifade etmişti. Üstelik attığı adımlar özeleştirisini yapma zahmetine girilmeden hakaret edilip geçilen dönemde uygulanmaya alınan tedbirlerin karakterinde. Ben bankaların, müşterilerinin tercihlerini etkilemeye zorlanmasını doğru bulmam. Hatta bu tür zorlamayı döviz tevdiat hesabı açmanın serbest olmasından daha yanlış bulurum. Döviz tevdiat hesaplarının serbestçe açılmasını yanlış ya da zararlı bulmam konunun tartışmaya değer olduğunu ifade eder. Başka mana aramaya gerek yoktur. Zaten Merkez Bankasının adımları bağlamında tartışmak istediğim husus yöntemler değil, sonuçlar. Gene de açtığım tartışmaların bağlantılı olduğunu bir not edip konuya öyle devam edeyim. Merkezin attığı yeni adımlar karşısında bankalar, müşterilerini TL'de kalmaya yahut KKM veya döviz tevdiatlarını TL'ye dönmeye daha çok ikna etmeli. Böylece mevduat kompozisyonunu %60 TL ve %40 döviz/değerli metaller olacak şekilde ayarlamalı. Mevduat müşterisini ikna ise temelde faizle olur. Yani bankalar TL hesaplara verdiği faiz seviyesini kendi mevduat kompozisyonlarına göre bu yeni şartlarda ya sürdürecek ya da artıracaktır. 60-40 dengesinin uzağında olan bankalar ise varsa KKM'den veya döviz cinsi hesaplardan TL mevduata müşterilerini geçirmek için kendi normallerinin üzerinde faiz teklif etmeye mecbur kalabilir.

Malumunuz arzı az olan malın fiyatı yükselir. Türkiye'de ve Türkiye gibi cari açık veren ülkelerde döviz arzı devamlı surette artmaz, artamaz; bu en nihayetinde dövizin fiyatının artması ile neticelenir. Buna ek olarak bilhassa gelişmekte olan ülkelerde bu düzenin getirmiş olduğu çift para birimlilik meselesi de bulunmaktadır. Yani, ülkenin milli parasının yanı sıra, Dolar veya Euro gibi uluslararası geçerliliğe sahip para biriminin günlük hayatın içerisinde kullanılıyor olması meselesidir bu. İşte, bu dövizin, günlük hayat içerisinde kullanılması alışkanlığı nedeniyle, normalde hammadde ya da ara mamülü ithal girdi ile sağlayan ülkelerde, bunlara ek olarak, ithal girdi oranı çok düşük olan esasen maliyetleri o denli artmayan mal ve hizmetlerde de döviz kuruna bağlı olarak (fırsatçı) artışlar meydana gelir. Bilhassa yeterli rekabet ortamının olmadığı sektörlerde bu artışlar maliyetlerin çok daha üstünde artmaya devam eder. Enflasyondaki atalet mekanizması da bu fasit döngüye tuz ve biber olur. Zira kurda durağanlık meydana gelse bile alışkanlıklar ve fırsatçılık fiyatları yukarı çekmeye devam eder. Böyle bir durumda arz hemen arttırılamaz, talebi dizginleyerek enflasyonun düşmesi sağlanmaya çalışılır. Şu sıralar Türkiye'deki durumda tam bu noktadadır; milli paramız Türk Lirasına karşı, dövizdeki dalgalanma durmuş olsa da fiyatlar seviyesi yani enflasyon artmaya devam etmektedir. Maliyeti olsa bile bu sorunun çözümü bir müddet içerisinde sağlanacaktır. Talebin gerilemesi ile örneğin otel fiyatlarındaki yüksek artış, yerini daha düşük fiyatlara bırakacaktır. Fakat esas mesele enflasyonu kalıcı halde düşürmektir. Bunun da temel gereği bizim gibi ülkelerde kuru sabitleyebilmekten geçiyor. Kuru sabitleyebilmenin yolu ise cari açık vermemek ya da çok düşük seviyelerde vermekten geçer. Eylül ayı önemli… Son dönemde finansal ve mali disiplini sağlayan hükümet, şimdi ihracatı destekleyerek, cari açığın sadece tüketimden gelen gerileme ile değil, üretimin ve bununla beraber ihracatın artmasıyla düşmesini sağlaması yegane hedefi olmalıdır. En az hasar ve kalıcı enflasyon düşümü için ne yapmalıyız? Bunu sağlamak için “görece” değerlenen Türk Lirasından kaynaklı azalan rekabet gücünün yerini, muhtelif destekler ile ikame etmek gerekir. Eylül ayını geçirmeden, değerli Türk Lirasının ve yüksek faizin getirmiş olduğu yüklerin dengelenmesi amacıyla ihracatçılarımıza bir paket hazırlığı yapılıp kaynak tahsisinde bulunmalıdır. Böylesi bir çalışma ile desteklenecek finansal ve mali disiplin bizi sürdürülebilir cari açık patikasına oturtabilir. Bu yol ile enflasyonla mücadelemizde sanayimiz, üreticimiz zarar görmeden ve geçici değil, kalıcı düşük enflasyona varabilmemiz mümkün olacaktır. Üretimin ve ihracatın desteklenmediği, sadece finansal tedbirlerin öne alındığı bir dengede ise kalıcı başarı sağlamak mümkün olmayacaktır. Ayrıca bununla beraber ağır bir siyasi faturada meydana çıkacaktır. Umuyorum ki, hükümetin ekonomi kanadı ve bilhassa siyaseti etkileyecek
Bir süreden bu yana devam eden sıkılaştırma programının para politikası tarafında en çok konuşulan konuların başında politika faizi geliyor. Elbette bu durumun ana nedeni Merkez Bankası'nın kısa bir zaman aralığında politika faizini %8,5'ten %50'ye yükseltmesi. Bugünlerde ise en çok tartışılan konu yine politika faizi ancak bu kez piyasalar faiz indirimlerinin ne zaman başlayacağını öngörmeye çalışıyor. Bu konuda geçtiğimiz günlerde Merkez Bankası Başkan Yardımcısı Cevdet Akçay'ın açıklamalarına bakarak prematüre bir faiz indirimi gelmeyeceğini anlıyoruz. Ancak yine de piyasalar bu yılın son çeyreğinde faiz indirimlerinin gelebileceğini değerlendirmeye başladı. Yabancı finans kurumlarından gelen raporlarda da 2024 yıl sonunda faiz indirimlerine neredeyse kesin gözüyle bakılıyor. Elbette Merkez Bankası'nın aylık enflasyondaki gelişmelere bağlı olarak hareket edeceğini öngörüyoruz. Ancak son dönemdeki veriler ve beklentilerin ima ettiği “reel faiz” hesabına bakarak bu yılın son çeyreğinin teknik olarak faiz indirimleri için uygun olduğunu da söyleyebiliyoruz. Elbette bu tartışmayı bir süre daha izleyeceğiz. Ancak bana göre faiz indirimlerinin başlamasından daha kritik bir konu var. O da Türk Lirası kredilerdeki aylık %2'lik büyüme sınırı. Bu sınır hem bankaları hem de reel sektörü giderek daha fazla zorlamaya başladı. Hatta bazı bankaların BDDK mevzuatına göre uymak zorunda oldukları bazı rasyoları sağlamakta giderek daha fazla zorlandığını biliyoruz. Diğer yandan Türkiye'deki işletmelerin neredeyse tamamına yakını KOBİ yani küçük ve orta ölçekli işletme niteliğinde. KOBİ'lerin de kronik sorunların var. Bunların başında da finansman ihtiyacı geliyor. KOBİ'lerin özsermaye yetersizlikleri nedeniyle sık sık kredilere başvurdukları da verilere yansıyan bir gerçek. Ancak son dönemdeki verilere baktığımızda KOBİ kredilerindeki büyüme hızı neredeyse durma noktasına gelmiş durumda. Ayrıca finansmana erişemeyen KOBİ'lerin takipteki borçları da gün geçtikçe artıyor. (Banka dışı takipteki borçları grafikte gösterilmiyor, sadece bankaların takiplerini görüyoruz.) Elbette böylesi bir sıkılaştırma programında ekonominin bir miktar yavaşlamasını, kredi talebinin azalmasını ve toplam talebin düşmesini bekleriz. Öte yandan KOBİ'lerin içinde ciddi miktarda “zombi şirket” olduğunu da biliyoruz. Hal böyle olunca KOBİ'lerdeki sıkıntının bir domino etkisine dönüşme riski her geçen gün artıyor. Bu bağlamda faiz indirimleri başlamadan önceki dönemde aylık ticari kredi büyüme sınırının yukarı yönlü gözden geçirilmesi hem reel sektör hem de bankalar açısından kritik önem taşıyor. Düşük miktarda kredi desteği ile kurtarılabilecek şirketlerin olduğunu unutmamak gerekiyor. İSO İkinci 500 araştırmasının sonuçlarına göre de KOBİ'lerin borç sorunu ciddi bir sıkıntıya dönüşmek üzere. Araştırma bulgularına göre; İSO İkinci 500'ün üretimden satışları reel olarak %13,7 azalırken, vergi öncesi dönem kârı da reel olarak %23,1 geriledi. Toplam borçlardaki reel büyüme ise %7,2 oldu.

Geçtiğimiz Perşembe günü Merkez Bankası Para Politikası Kurulu (PPK) Mayıs ayı toplantısının kararlarını açıkladı. PPK, politika faizi olan bir hafta vadeli repo ihale faiz oranını %50 seviyesinde sabit bıraktı. Karar piyasadaki beklentilerle uyumlu. Diğer yandan Kurul üyeleri Nisan ayında enflasyonun ana eğiliminin sınırlı bir şekilde zayıfladığını ve yakın dönemde iç talebin 2024'ün ilk çeyreğine kıyasla yavaşlamaya başladığını karar metninde belirtti. Karar metninde bu ay da yinelenen en önemli konulardan birisi hizmet enflasyonundaki katılığın devam ediyor olması. Bir diğer önemli konu ise menkul kıymet tesisi uygulamasının tamamen sonlandırılmış olması. Böylelikle sadeleşme yolunda oldukça ciddi bir adım da tamamlanmış oldu. Son dönemde piyasalarda artan TL fazlasının sterilizasyonu için ilave tedbirler alınması gerektiğini bir süreden bu yana ifade ediyorduk. Son haftalarda mevduat faizlerinde gözlemlenen düşüş de göz önünde bulundurularak PPK'da ek adımlar ve ilave tedbirlere ilişkin de bir yönlendirme yapılmış. PPK kararı yayımlandıktan çok kısa bir süre sonra TCMB'den makroihtiyati kararlar geldi. Banka, makro finansal istikrarın korunması, parasal aktarım mekanizmasının desteklenmesi ve likidite fazlasının sterilizasyonu amacıyla bir dizi adım attı. Buna göre Türk Lirası mevduat ve KKM hesaplarına uygulanan zorunlu karşılık oranları artırıldı. Makroihtiyati tedbirde dikkat çeken bir diğer önemli adım da yabancı para kredilere ilişkin oldu. TCMB, yabancı para kredilere ilişkin olarak aylık %2'lik bir büyüme sınırı getirdi. In this episode of Get Real Wealthy Season 4, Quentin D'Souza discusses using registered funds for private mortgages to create an income source and the associated risks.Quentin notes that the public is generally unaware that they can use registered funds, such as TFSAs, RESPs, and LIRAs, to lend as mortgages and earn a fixed return. The reason for this lack of awareness is the mutual fund industry's focus on managing portfolios and not providing information on alternative investment options. People are not aware that this option is available.He adds that the mutual fund industry earns money based on their management expense ratios, regardless of the portfolio's performance. As a result, they prefer that people keep their funds in mutual funds instead of lending them privately and earning higher returns.Quentin recommends placing registered funds with a trustee, such as Canadian Western Bank or Olympia Trust, to lend to third parties while adhering to specific criteria, such as not exceeding 100% of the property's appraised value. For instance, $300,000 can be moved to an Olympia Trust account to lend as a private mortgage.He emphasizes the importance of transferring funds directly between registered accounts to avoid taxation. Due diligence is crucial when lending funds to third parties, and it is recommended to focus on investors. The loan-to-value ratio should not be too high, as this increases the risks associated with the investment. Mortgage brokers can help with private lending and bring together multiple investors for a single mortgage.When lending, understanding the borrower's exit strategy, the loan-to-value ratio, and the property's risk is essential. Retail properties are riskier than residential properties at the same loan-to-value ratio. The area, person's experience, and returns should also be considered.
