The Australian government welcomed a draft UNESCO decision to lift a threat of downgrading the Great Barrier Reef to an endangered World Heritage site. The U.N. cultural agency and the International Union for Conservation of Nature recommended in November of last year that the world's largest coral reef system be added to the List of World Heritage in Danger due to threats including rising ocean temperatures. But UNESCO issued an updated report in Paris that said it would be appropriate to re-evaluate whether the famed tourist attraction off Australia's northeast coast fitted the World Heritage in danger criteria. The report recommended Australia submit a progress report to the World Heritage Committee by February on its commitments to make environmental improvements. Heat stress causes coral to bleach, and bleaching events on the Great Barrier Reef in 2016, 2017 and 2020 damaged two-thirds of its coral. Beijing grumbled but swallowed its irritation in 1997 when then-Speaker Newt Gingrich of the U.S. House of Representatives visited Taiwan, the island democracy claimed by the mainland's ruling Communist Party as its own territory. China had other priorities. President Jiang Zemin's government was preparing to celebrate Hong Kong's return and wanted to lock in Beijing's emergence from diplomatic isolation after its 1989 crackdown on pro-democracy demonstrations in Tiananmen Square. Gingrich, a booster of closer U.S.-Chinese ties, had just helped that campaign by meeting Jiang in Beijing. China avoided a disruptive clash with Washington. A quarter-century later, conditions have changed drastically. Chinese President Xi Jinping's government is richer, more heavily armed and less willing to compromise over Taiwan following news reports the current speaker, Nancy Pelosi, might become the most senior U.S. official since Gingrich to visit the island. Beijing sees any official contact with Taiwan as recognition of its democratically elected government, which the mainland says has no right to conduct foreign relations. The timing adds to political pressure. Xi is widely expected to try to award himself a third five-year term as party leader at a meeting in the autumn. That could be undercut if rivals can accuse Xi of failing to be tough enough in the face of what they consider American provocation. Pelosi has yet to confirm whether she might visit, but Beijing is warning of “forceful measures” including military action if she does. The United States “must not arrange for Pelosi to visit Taiwan,” a Chinese Ministry of Defense spokesman, Tan Kefei, said Tuesday. “If the United States goes ahead with this, the Chinese military will never watch and do nothing,” Tan said. “It will take strong measures to thwart any external interference and separatist plans for ‘Taiwan independence' and resolutely defend national sovereignty and territorial integrity.” Tan referred to Pelosi as “No. 3 in the U.S. government,” after her place in the line of succession to become president. That suggests Beijing sees her as President Joe Biden's subordinate, instead of his equal as head of one of three independent branches of the government. Biden told reporters the American military thinks a visit is “not a good idea right now." But, possibly in deference to her position, the president hasn't said Pelosi shouldn't go. U.S. officials told The Associated Press that if Pelosi goes, the American military would likely use fighter jets, ships and other forces to provide protection for her flight. Chinese rhetoric about that is "quite disturbing,” the chairman of the Joint Chiefs of Staff, Gen. Mark Milley, told the Australian Broadcasting Corp. “If we're asked, we'll do what is necessary in order to ensure a safe visit.” U.S. officials have said the administration doubts China would take direct action against Pelosi herself or try to sabotage the visit. But they don't rule out the possibility that China could escalate provocative flights of military aircraft in or near Taiwanese airspace and naval patrols in the Taiwan Strait should the trip take place. And they don't preclude Chinese actions elsewhere in the region as a show of strength. Taiwan and China split in 1949 after a civil war that ended with a communist victory on the mainland. Both governments say they are one country but disagree about which is the national leader. The two sides have no official relations but are connected by billions of dollars of trade and investment. The United States switched diplomatic recognition from Taipei to Beijing in 1979 but has extensive commercial and unofficial ties with the island. U.S. law obligates Washington to make sure Taiwan has the means to defend itself. Beijing hasn't hesitated to try to intimidate Taiwan with shows of force. The ruling party's military, the People's Liberation Army, fired missiles into the sea near Taiwan to drive voters away from then-President Lee Teng-hui in the island's first direct presidential election in early 1996. That backfired by allowing Lee to talk tough about standing up to Beijing in front of cheering supporters. He was elected with 54% of the vote in a four-way race. The U.S. responded by dispatching two aircraft carrier battle groups to the area, a move that forced China to acknowledge it couldn't stop Washington from coming to Taiwan's aid, which helped propel Beijing's massive military upgrading in the years since. The following year, Gingrich led a delegation of American lawmakers to Taiwan following a three-day visit to the mainland. That followed a visit to Beijing the previous week by Vice President Al Gore. Previously one of Beijing's fiercest critics in Washington on human rights and Taiwan, Gingrich praised China's economic development. He talked sympathetically about the challenges Beijing would face running Hong Kong after 150 years of British rule. He said Congress supported China's claim to Taiwan so long as unification was peaceful. He expressed hope the two sides might evolve to become one state. Gingrich said he told Chinese leaders that “we will defend Taiwan” but said they responded that Beijing had no intention of attacking. After Gingrich's comments, China's foreign ministry said it was confused about U.S. policy. “What the U.S. government and the leaders of some government branches say and what they promised are not the same,” a ministry spokesman, Shen Guofang, said at the time. In the quarter-century since then, Beijing's stance toward Taiwan has hardened and its military resources have grown. And the mainland has warned it will invade if talks on uniting the two sides fail to make progress. China passed Germany and Japan to become the second-largest economy behind the United States. Its military spending also is No. 2 after Washington at $293 billion in 2021 following a 27-year string of increases, according to the Stockholm International Peace Research Institute. The political landscape also has been changed by the rise of Xi, who has amassed more power over the past decade than any Chinese leader since at least the 1980s and wants to be seen as restoring the country to its historic greatness. That includes being more assertive abroad and stepping up pressure on Taiwan. The ruling party has spent hundreds of billions of dollars to develop fighter planes, submarines, an aircraft carrier and other high-tech weapons. It is working on “carrier killer” missiles that are believed to be meant to block the U.S. Navy from defending Taiwan in the event of an attack. The PLA sends growing numbers of fighters and bombers to fly near Taiwan. Beijing's bigger economy and global role also give it more diplomatic tools to show its anger to Washington. The Biden administration wants Chinese cooperation on climate, fighting the coronavirus and other global challenges, all of which Beijing could disrupt. Washington and Beijing already are mired in conflicts over trade, Hong Kong, Beijing's treatment of Muslim minorities and Chinese claims to large sections of the South China and East China Seas. Pelosi is hardly new to irking Beijing. As a rookie member of Congress in 1991, she unfurled a black-and-white banner on Tiananmen Square that said, “To those who died for democracy.” This came two years after the bloody crackdown in which hundreds, perhaps thousands were killed. Diplomatic protocol prevented Chinese police from detaining Pelosi. A visit to Taiwan could cause long-term harm to U.S.-Chinese relations, said Liu Jiangyong, an international relations specialist at Tsinghua University. China's Foreign Minister Wang Yi and a 20-strong delegation arrived in the Solomon Islands Thursday at the start of an eight-nation tour that comes amid growing concerns about Beijing's military and financial ambitions in the South Pacific region.China says the trip builds on a long history of friendly relations between Beijing and the island nations.But Australia scrambled to counter the move by sending its own Foreign Minister Penny Wong to Fiji to shore up support in the Pacific. Wong had been on the job just five days following an Australian election and had just arrived back Wednesday night from a meeting in Tokyo.In Fiji, Wong said it was up to each island nation to decide what partnerships they formed and what agreements they signed, but urged them to consider the benefits of sticking with Australia.“Australia will be a partner that doesn't come with strings attached nor imposing unsustainable financial burdens," Wong said. “We are a partner that won't erode Pacific priorities or Pacific institutions.”Meanwhile, the Media Association of Solomon Islands called on its members to boycott a news conference in the capital, Honiara, held by Wang and his counterpart from the Solomon Islands, Jeremiah Manele, following a meeting between the pair.That's because only selected media were invited to the event, and the schedule allowed for just a single question to be asked of Wang by China's state-owned broadcaster CCTV.“Its a tough call to make regarding the media boycott for the press event on Thursday,” wrote association president Georgina Kekea on Twitter. “Our protest is for our govt to see our disappointment. They have failed us & they failed to protect #democracy.”According to an official Chinese summary of the meeting, Wang told his counterpart that China would firmly support the Solomon Islands in its efforts to maintain national security and territorial integrity, while Manele described the visit as historic and a “milestone in the relations” between the two countries.China signed a security pact with the Solomon Islands last month in a move that sent shock waves around the world.That pact has raised fears that China could send troops to the island nation or even establish a military base there, not far from Australia. The Solomon Islands and China say there are no plans for a base.In another move by China, a draft document obtained by The Associated Press shows that Wang is hoping to strike a deal with 10 small Pacific nations during his visit. The sweeping agreement covers everything from security to fisheries and is seen by at least one Pacific leader as an attempt by Beijing to wrest control of the region.Wang is hoping the countries will endorse the pre-written agreement as part of a joint communique after a May 30 meeting in Fiji with the other foreign ministers.During his 10-day visit, Wang is also planning to make stops in Kiribati, Samoa, Fiji, Tonga, Vanuatu, Papua New Guinea and East Timor.Earlier, Australia's new Prime Minister Anthony Albanese said he'd sent Wong to Fiji because Australia needed to “step up" its efforts in the Pacific.“We need to respond to this because this is China seeking to increase its influence in the region of the world where Australia has been the security partner of choice since the Second World War,” he told the Australian Broadcasting Corp.But Chinese Foreign Ministry spokesperson Wang Wenbin said that in recent years, exchanges and cooperation between Beijing and the island nations had been expanding in a development that was welcomed by the Pacific countries.- By Nick Perry, AP

Britain and Australia had agreed on a free trade deal that will be released later Tuesday, Australian Trade Minister Dan Tehan said.The agreement is the first for Britain since it left the European Union.British Prime Minister Boris Johnson and his Australian counterpart Scott Morrison had reached agreement on the deal during negotiations in London, Tehan said."Both prime ministers have held a positive meeting in London overnight and have resolved outstanding issues in relation to the FTA," Tehan said in a statement, referring to the Free Trade Agreement."Their agreement is a win for jobs, businesses, free trade and highlights what two liberal democracies can achieve while working together," Tehan added.Both prime ministers would make a formal announcement on Tuesday morning in London and release further information, he said.Tehan said he spoke to Morrison on Tuesday. Australian Agriculture Minister David Littleproud described the deal as a "in-principle agreement.""The details are being nutted out from the in-principle agreement that our two prime ministers were able to get to last night over dinner," Littleproud told Australian Broadcasting Corp."Our departments and the Trade Department are working through feverishly to make sure that an announcement can be made at our time tonight so that Australians will see exactly what is in that in-principle agreement," he added.The agreement is Australia's 15th free trade agreement.RMIT University international business expert Gabriele Suder said the deal was good news for both Britain and Australia."It's wonderful news for the U.K. ... in particular because this is the first post-Brexit deal that has been really constructed from scratch, negotiated from scratch, and in addition has been negotiated in a record time of just one year, which is very, very unusual for free trade agreement negotiations," Suder said.Britain is Australia's fifth-largest trading partner. Suder said she expected the deal would add 1.3 billion Australian dollars ($1 billion) a year to the Australian economy.

Australia's prime minister on Friday urged Facebook to lift its ban on news access for Australian users and return to the negotiating table with media organizations, warning that other countries would follow his government's example in making digital giants pay for journalism.Prime Minister Scott Morrison described Facebook's move Thursday to prevent Australians from accessing and sharing news as a threat.The blockade has escalated a fight with the government over whether powerful tech companies should have to pay news organizations for content.“The idea of shutting down the sorts of sites they did yesterday, as some sort of threat — well, I know how Australians react to that and I thought that was not a good move on their part,” Morrison told reporters.“They should move quickly past that, come back to the table and we'll sort it out,” he added.Australian news organizations could not post stories and people who tried to share existing news stories got notifications saying they were blocked from doing so.There was public outrage at how the Facebook blockade was bungled, cutting access — at least temporarily — to pandemic, public health and emergency services.Newspaper headlines included: “No likes for unsocial network,” and “Faceblock.”An article about how fake news would replace credible journalism in Australian feeds carried the headline, “'Fakebook' shows all it cares about is profit, not people.”Some non-Australian outlets also appeared affected, with posts disappearing from Facebook pages belonging to Britain's Daily Telegraph and Sky News. Both share names with news outlets in Australia.The blockade was a response to the passage of a bill by the House of Representatives on Wednesday night that would make Facebook and Google pay Australian media companies fair compensation for the journalism that the platforms link to. The legislation must be approved by the Senate to become law.Google has responded by quickly working out licensing content deals with major Australian media companies under its own News Showcase model.Rupert Murdoch's News Corp. has announced a wide-ranging deal with Google covering operations in the United States and Britain as well as Australia. Major Australian media organization Seven West Media also reached a deal earlier in the week. Rival Nine Entertainment is reportedly close to its own pact, and state-owned Australian Broadcasting Corp. is in negotiations.Morrison said he discussed the Facebook dispute with Indian Prime Minister Narendra Modi on Thursday. Morrison was also discussing Australia's proposed law with the leaders of Britain, Canada and France.“There is a lot of world interest in what Australia is doing,” Morrison said. “That's why I invite, as we did with Google, Facebook to constructively engage because they know that what Australia will do here is likely to be followed by many other Western jurisdictions.”Treasurer Josh Frydenberg, the minister responsible for the proposed News Media Bargaining Code, had a telephone conversation with Facebook chief executive Mark Zuckerberg after the blockade began on Thursday and again on Friday.“We talked through their remaining issues & agreed our respective teams would work through them immediately. Australia’s prime minister said Monday that his government is “very sad and concerned” by China's sentencing of an Australian man to death for drug trafficking, and that he had repeatedly raised with China the case of the 56-year-old former actor and motivational speaker.Karm Gilespie was arrested in 2013 at Baiyun Airport in the southern Chinese city of Guangzhou on charges of attempting to board an international flight with more than 7.5 kilograms (16.5 pounds) of methamphetamine in his check-in luggage.The Guangzhou Intermediate People’s Court announced Saturday that Gilespie had been sentenced to death and ordered the confiscation of all of his personal property.Prime Minister Scott Morrison said Foreign Minister Marise Payne and other Australian officials had raised his case with their Chinese counterparts on a number of occasions.“I and the government are very sad and concerned that an Australian citizen, Mr. Karm Gilespie, has been sentenced to death in China,” Morrison told Parliament.“We will continue to provide Mr. Gilespie with consular assistance and engage China on his case. Our thoughts are with him, his family and his loved ones,” he added.The death sentence comes as bilateral relations are under extraordinary strain over Australia’s call for an independent investigation into the coronavirus pandemic, which started in China late last year.Chinese foreign ministry spokesperson Zhao Lijian said Monday that the sentence was unrelated to those tensions.“Applying the death penalty to drug crimes that cause extremely serious harm can help in deterring and preventing drug crimes,” Zhao said.Australia should “earnestly respect China’s judicial sovereignty. And the above-mentioned case has nothing to do with bilateral relations,” he added.Trade Minister Simon Birmingham has been trying without success to persuade his Chinese counterpart to accept a phone call over China’s decision to effectively end trade in Australian barley through crippling tariffs last month.China has also banned beef exports from Australia’s largest abattoirs and warned Chinese against visiting the country because of pandemic-related racism.Gilespie is among 62 Australians in detention in China, Australia’s Department of Foreign Affairs and Trade said. Most were arrested on drug trafficking and fraud charges, The Australian newspaper reported. The department would not comment on what they were detained for.The Australian prisoners include Henry Chin, 40, who was sentenced to death in 2005 for attempting to send 270 grams (9.5 ounces) of methamphetamine to Australia a year earlier.Birmingham called Gilespie's sentence “distressing,” but said it shouldn’t necessarily be linked to disputes between China and Australia.Paul Monk, former head of China analysis for the Australian Defense Department, suspected there was a link.“He’s been in jail for seven years and only now has he been put through a Chinese-style trial and condemned to death for drug smuggling, so I think it’s hard not to see it in the present context of diplomatic confrontation,” Monk told Australian Broadcasting Corp.“It’s spiteful, it’s vicious really,” he added.Gilespie’s family asked friends not to speculate on his case.“Our family is very saddened by the situation,” the family said in a statement. “We also request that friends and acquaintances of Karm refrain from speculating on his current circumstances, which we do not believe assists his case.”Gilespie has 10 days to appeal his sentence.Gilespie made occasional appearances as a character in the popular Australian television crime drama “Blue Healers” in the 1990s and toured the country performing a one-man stage show he wrote about Australian poet Banjo Paterson before reinventing himself as an entrepreneur and motivational speaker.Singapore-based business coach Roger J. Red dust and rain combined to give some of the blue courts at the Australian Open a more Roland Garros hue, adding yet another element to the freakish conditions that have plagued the first four days of the tournament.Smoke from devastating bush fires on Australia's east coast caused air quality in Melbourne last week to be ranked among the worst in the world, and impacted on qualifying.So far this week, rain on three of the first four days of the tournament has caused more difficulties for players and organizers.Play was delayed on outside courts Thursday by more showers and what a weather expert called "dirty rain" that left red dust covering some outside courts at Melbourne Park, forced the closer of some public pools and turned the water in the Yarra River which winds between the tennis complex and the city deep brown.Melbourne Park staff used high-pressure hoses to clean court surfaces. There has been "universal condemnation" at the actions undertaken by the Australia federal police against two media organisations.The head of Australia's public broadcaster ABC said she has "grave concern" about a recent police raid on the corporation's headquarters in connection with a 2017 story based on leaked documents that indicated the country's military forces were being investigated for possible war crimes in Afghanistan.Australian Broadcasting Corp. Chair Ita Buttrose said the raid Wednesday in Sydney was "clearly designed to intimidate."Buttrose said Friday she had a "frank conversation" with a government minister and that, "As ABC chair, I will fight any attempts to muzzle the national broadcaster."The Sydney raid, in which documents were taken, came a day after federal police searched the Canberra home of Annika Smethurst, the political editor of The Sunday Telegraph of Sydney, over a 2018 story detailing an alleged government proposal to spy on Australians.News Corp. Australia, the parent company of The Sunday Telegraph, said the raid "demonstrates a dangerous act of intimidation towards those committed to telling uncomfortable truths."ABC host Michael Rowland told the Weekend Collective that the two raids has sparked fears over freedom of speech. He says that people feel it is not coincidental that the raids have come shortly after the Australia election. "There are many question marks raised over this. In terms of the ABC raids, there are question marks as a military lawyer has put his hand up and said he gave us the documents. The Federal Police know how we got the documents."Rowland says that people feel that this may not have happened had the Liberal-led Coalition not won the election, but that both major parties have very similar views on national security."When you look at it more broadly, both parties are complicit in this, but we do have the Labor Party expressing its concern and calling for a wider review." There were no arrests in either raid. Australian law forbids officials from disclosing secret information, and the police warrants in both raids were based on a law enacted in 1914.Police said in a statement that the two raids were not linked.Prime Minister Scott Morrison said the ABC raid was a matter of police "soberly and calmly" enforcing the law."What is important here is two things: the government is committed to press freedom ... (and) the government is absolutely committed to ensure that no one is above the law."
