The assisted dying bill is about to undergo detailed scrutiny by the Public Bill Committee - a group of 23 MPs tasked with reviewing the Bill's text and proposing amendments to refine and improve it. But what exactly happens during this amendment process? Former House of Commons Clerk, Paul Evans CBE, breaks it down. Plus, we hear from Dr Ben Spencer MP, a former consultant psychiatrist turned parliamentarian, who has proposed dozens of amendments to the Bill.This week, Ruth is joined by procedural expert Paul Evans to break down the role and purpose of a Public Bill Committee. They explore how amendments are proposed, the rules that determine which amendments are admissible, and the grouping and selection of amendments for debate and decision. Paul explains the pivotal role played by the Committee chair in making fine procedural and political judgements and the mechanisms like ‘closure' motions that keep the process moving and guard against filibustering. What is the Government's role in this process. While officially neutral, Ministers have a ‘duty to the statute book'. So, will they step in to propose amendments, or will that responsibility fall to the Bill's sponsor, Kim Leadbeater MP? Plus, we explore the tactical side of law making: is it smarter to push amendments now, or save them for the next stage when the Bill returns to the full Commons for the Report stage? We also sit down with Dr Ben Spencer MP, the Conservative MP for Runnymede and Weybridge. He voted against the Bill at Second Reading and discusses why he thinks the Private Members' Bill process is not the right route for this complex legislation. Despite his opposition to the Bill, and although he's not a member of the Public Bill Committee, he has nonetheless tabled several dozen amendments. One of his key proposals? Today's destination: Coonoor, Tamil NaduNearest Airport: Coimbatore International Airport - CJBNearest Railway Station: Coonoor Railway Station (ONR)Prerequisites - N/APacking - Pack warm clothes, depending on the time of the yearTime of the year - Summers (March to May) and winters (October to February) are ideal time to visitLength of the itinerary: 3-5 daysItinerary Highlights: Ayush takes us to the quaint little hill town of Coonoor on the podcast today - we begin the journey on the historic UNESCO World Heritage Site, Nilgiri Mountain Railway or popularly known as the toy train. The train runs from Mettupalayam to Udhagamandalam or Ooty, making stops at several beautiful stations, including Coonoor. Make sure to book the tickets well in advance as the demand is very high during the tourist season! The toy train runs 3 times a day between Ooty and Mettupalayam, and is one of the steepest lines that is run on a narrow gauge rail line supported on a rack and pinion mechanism. The journey takes about 5 hours, and is one of the few lines that still runs on a steam engine (for a part of the journey). Other stations in the journey include Runnymede, Ketti, Hillgrove, Lovedale and Wellington. The railway line has also been featured in a number of popular movies including the SRK/Mailaika song “Chaiyya Chaiyya” and Kamal Hasan/Sridevi starrer Sadma. The Nilgiri biosphere is also an ecological hotspot that is teeming with wildlife and hundreds of species of flora and fauna. The western ghat formation is believed to be at least 150million years old, making this a significant part of the Indian subcontinent. After enjoying the train ride, Ayush covers off the touristy places in Coonoor including Sim's Park, Lamb's Rock and Dolphin's nose to get a view of the beautiful Catherine Waterfalls. It gave way to an explosion of protest, and a closer examination among historians of the systemic racism in the way the African diaspora is described. Cultural institutions around the world are examining their own legacy within the history of colonialism and imperialism. Join historian David Olusoga in conversation with Dr Omar Khan for his personal perspective on how we memorialise, teach and write about racism, and why black British history matters. Professor David Olusoga is a British-Nigerian historian, broadcaster and BAFTA award-winning presenter and filmmaker. He is Professor of Public History at the University of Manchester and a regular contributor to the Guardian, Observer, New Statesman and BBC History Magazine. The author of several books including Black and British: A Forgotten History and A House Through Time, he was also a contributor to The Oxford Companion to Black British History. In 2019 he was awarded the OBE for services to history and community integration. David's new children's book, Black and British: A Short Essential History has recently been published. Omar Khan was director of the Runnymede Trust, the UK's leading race equality thinktank for 6 years, until June 2020, and before that Head of Policy at Runnymede. In this capacity he was involved in helping bring the Windrush injustice to light and was a member of the advisory group of the Windrush Lessons Learned Review, chaired by Wendy Williams. During his tenure as Director, Runnymede produced the award-winning site Our Migration Story (www.ourmigrationstory.org.uk) and consistently argued for the need to teach history more accurately in Britain.
