Parliament last month enacted the Promotion and Regulation of Online Gaming Bill, 2025, establishing a comprehensive legal framework for India's rapidly expanding online gaming sector. The legislation, which received the President's assent on August 22, seeks to regulate segments such as e-sports and social gaming, while simultaneously imposing a blanket prohibition on all money-based online games. The stated rationale for this prohibition is the “serious social, financial, psychological and public health harms, particularly among young individuals and economically disadvantaged groups,” associated with real-money gaming. Even before the law has taken effect, several petitions have been filed in the Karnataka High Court challenging its validity. The Court has issued notice to the Union government on an interim plea seeking a stay on the Act's application to online games of skill. Can the new legislation withstand constitutional scrutiny? What are its broader implications? Does it run contrary to established judicial precedents that distinguish between games of skill and games of chance? The federal government is in an unusual position: in addition to the "garden variety" attacks, such as phishing and ransomware, it is also subject to political attacks with a specific agenda. Ostensibly, they do not have financial motivation; their motivation is a political statement. Welcome to hacktivism. The tool they use is a tried-and-true, good, old-fashioned Distributed Denial of Service (DDoS) attack. If you consult your history books and shake off the dust, you will find that the first DDoS attack was recognized in 1996. Advances in cloud computing and AI have been a force multiplier for malicious actors to shut down websites. In the past, the attacker would remain anonymous; not today. Today's hacktivist often claims responsibility for the attack and publicize their demands. It has gotten to the point where DDoS attacks are available to consumers as DDoS-as-a-service. Pascal Geenes has authored an article about a particularly nasty DDoS attack, appropriately called "DieNet."  It attempts to instill doubt and chaos in a federal site. What is the defense? Pascal Geenes has identified vulnerabilities in APIs as a key attack vector. Many federal agencies are not aware of their API inventory. It is possible to scan a federal site, identify a flaw in an unused API, and leverage that knowledge to launch a DDoS attack. Radware's solutions, including AI-driven security, help mitigate these attacks quickly, reducing the mean time to resolution (MTTR). Long range forecasts are predicting an especially hot summer, and that could mean higher demand for electricity. Federal regulators are warning the margins between electricity supply and demand are shrinking. Recipients of government assistance are increasingly falling victim to electronic thefts. Bipartisan legislation in Pennsylvania would require a report to detail how the state could make the leap to chip cards. Renovations are underway at Sunbury's City Hall. Mayor Josh Brosious says the upgrades are much-needed for the improved safety of city employees. A Cumberland County woman is facing charges after police say she hit a basketball official with a tripod at a Spooky Nook Sports event earlier this month. Thirty-two year-old Taylor Hair is charged with assault on a sports official and disorderly conduct. As the current school year begins to wind down, one state lawmaker is looking ahead to the next school year. A bill introduced by western PA state Rep. Andrew Kuzma would establish an annual sales tax holiday, beginning the first Friday of August and lasting for one week. Story:  Wildfires have once again made headlines, highlighting the growing intensity and frequency of natural disasters across the United States. And these disasters leave more than destruction in their wake; they have lasting effects on communities, including expensive recovery bills. In fact, 2024 was the fourth-costliest year on record with 27 natural disasters that resulted in at least $1 billion in damage each. In this episode of “After the Fact,” we speak to Pew's Colin Foard and Caitlyn Wan Smith about how states can prepare better financially for natural disasters rather than reacting to emergencies. And Kimiko Barrett, a research and policy analysist with Headwaters Economics, discusses why wildfires pose a particularly difficult challenge to state budgets and local communities.
