You'll be casting ballots in Missouri tomorrow on constitutional amendment five, which would allow the Missouri Gaming Commission to issue one additional gambling boat license to operate on the Osage River at the Lake of the Ozarks. Amendment five spokesman John Hancock has told 939 the Eagle that the Lake of the Ozarks community desperately wants and deserves this project. Mr. Hancock says if voters approve the ballot measure, the casino would be built near the quarry on Highway 54 at the Lake of the Ozarks. He says the boat would provide about 700 good-paying, year-round jobs. Supporters say those would be union jobs, along with a new convention center and hotel. There is opposition to the measure and from some local residents who don't want the boat. U.S. Rep. Blaine Luetkemeyer (R-St. Elizabeth), who represents the Lake of the Ozarks on Capitol Hill, joined us live this morning on 939 the Eagle's "Wake Up Mid-Missouri." 939 the Eagle's Brian Hauswirth asked the congressman how he feels about the ballot measure. Congressman Luetkemeyer tells listeners that while he believes Amendment 5 will pass statewide, he doesn't like it and says locals are not happy. Congressman Luetkemeyer tells listeners that the Lake of the Ozarks is a family destination for families. Congressman Luetkemeyer also discussed the presidential election during the live interview and blasted the Harris-Walz Democratic ticket, saying he served with then-Congressman Walz on Capitol Hill and that Walz didn't do his homework. Congressman Luekemeyer also blasted the national news media for its coverage of the presidential election:
Sixteen years ago, Bob Onder lost a bitterly contested congressional primary to Blaine Luetkemeyer. Since that time, Onder's political trajectory took plenty of twists and turns — including becoming a key member of Senate Republicans who openly fought with GOP leadership. But after beating his former Senate colleague Kurt Schaefer in an August primary, Onder could very well be on his way to Washington, D.C. next year as Missouri's 3rd Congressional District representative. “At the end of the day, I think our conservative message, our America First message, did break through, and the voters decided by a healthy margin to choose me as the Republican nominee,” Onder said on an episode of the Politically Speaking Podcast. “47% of the vote in a seven way race is not bad.” Onder is taking on Democrat Bethany Mann to represent the 3rd District, which takes parts of the St. Louis area and portions of central Missouri. Mann recorded an episode of Politically Speaking that will air later this week.

The Weather Channel is reporting that Hurricane Helene's death toll is now at least 236 people in six states. That includes at least 118 deaths in North Carolina. There are currently about 70 members of Columbia-based Missouri Task Force One (MO-TF1) in North Carolina, and they searched a hurricane-damaged area and river this weekend using boats, drones and helicopters. Boone County Fire Protection District assistant chief Gale Blokenkamp says the team has had to decontaminate and clean their equipment. Retiring U.S. Rep. Missouri's third district representative discusses the briefings he's receiving, how they're related to the border and security, and why it's scaring him.
U.S. Rep. Blaine Luetkemeyer (R-St. Elizabeth) says congressional redistricting has reduced the number of "swing districts" nationwide from 74 to 51. The retiring congressman joined us live on 939 the Eagle's "Wake Up Mid-Missouri", telling listeners that while there's a good chance the U-S House will remain in GOP control after November, it will be tight. He notes the GOP currently has just a one-vote margin. Congressman Luetkemeyer tells listeners that while voters in his red GOP district think former President Donald Trump "walks on water," voters in some swing districts view the former president as toxic. Congressman Luetkemeyer's district includes much of Columbia as well as Jefferson City, Boonville and Fulton. He says the swing districts are critical to retaining GOP control in 2024. Congressman Luetkemeyer also discussed the recent verdict against former President Trump in New York, describing it as "a complete travesty that makes a mockery of our judicial system." He also says he's proud of his bipartisan bill to reform HUD, which passed both chambers in Congress unanimously. Congressman Luetkemeyer also addressed an issue that's been a big topic in Jefferson City: the aging tri-level. The U.S. Supreme Court issued a 6-3 decision on Friday that struck down the Biden administration's plan to forgive student debt for more than 43-million American borrowers. U.S. Rep. Cori Bush (D-St. Louis) is blasting the ruling, calling for expanding the court. She tweeted on Friday that "Student debt cancellation is a racial justice issue — Black and brown people are disproportionately harmed by the student debt crisis. Inaction is not an option." Joel Wood joins RIMScast to discuss the shared goals of RIMS and CIAB in 2023 in the way of cyber, NFIP, and other major risk management issues. Though many of these issues are non-partisan, he provides a pragmatic view of how much progress might be made with such a divided Congress. Joel shares his hopes for the House and the Senate to work together on important data security legislation. [1:57] Joel Wood became president of CIAB in January 2023 and is well-known in the risk and insurance community, having lobbied on behalf of CIAB for thirty years. [2:08] Justin recorded this interview with CIAB President Joel Wood prior to RISKWORLD. They discussed RIMS's and CIAB's common goals and visions for 2023. [2:31] Justin welcomes Joel Wood to RIMScast. [2:37] Joel Wood is President of CIAB after 30 years of lobbying for the organization. [3:07] Joel went to Washington 40 years ago to work for a member of Congress from his hometown and after five-and-a-half years, he went to an insurance trade group. Joel joined CIAB 30 years ago. CIAB has about 185 members, responsible for over 90% of premiums placed in the commercial property/casualty insurance market nationally. [4:05] CIAB members have a good chunk of premiums on the health benefits side, also, including two-thirds of all employer-sponsored group health insurance plans. [4:30] All CIAB firms do business in all 50 states; most do international business. There is a commonality of interests among them. Joel talks of the extraordinary M&A environment over the last several years. CIAB has benefitted overall from M&A. [5:35] The member of Congress Joel worked for was Don Sundquist, who later served for eight years as Governor of Tennessee. Joel talks about working for him. [6:44] CIAB goes back 115 years. They host a premier event in the international commercial business insurance marketplace, at the Broadmoor, for brokers, carriers, and reinsurers to make connections. For most CIAB members, though, the one meeting that matches or surpasses it is the annual RIMS meeting. [7:30] The relationship between CIAB and RIMS is extremely strong. Joel lists the threat of hard markets, shrinking capacity, inflation, and the rise of uninsurable events, in the eyes of the carriers. Joel comments on the chances of getting legislation passed by the divided government on Capitol Hill. [9:34] Joel sees the most room for bipartisanship this year on data privacy legislation. Everyone in the insurance ecosystem shares frustration with 50 different standards on anything to do with data privacy. Joel explains his hope for the House and Senate to work together on data privacy legislation. [11:33] A stretch goal is to reduce the cost of prescription drugs and enforce transparency for the PBM marketplace. Joel finds two-thirds of member firms spend two-thirds of their time on the benefits side, fighting existential threats, instead of on the property & casualty side, where two-thirds of their revenue is. [12:42] PBMs have declared that the 2020 legislation requiring brokers to prospectively report all of their compensation from ERISA plans does not apply to them. Joel hopes the Senate will look closely at that. [13:57] In property & casualty, Joel would like to see 2023 legislation on flood insurance. They have global operations. [16:20] About the National Flood Insurance Program (NFIP). Joel has never heard anyone say they were happy with it. He would like to see more private solutions and private markets in the flood arena. We went a long stretch in a soft commercial marketplace. These are difficult issues. [18:17] Justin and Joel share reminiscences about former Congress member, Dennis Ross. Joel would like to see him come back to lobby for risk retention insurance issues. [19:20] The biggest and perhaps smartest champion of the insurance industry in the Senate is Senator Tim Scott a former Allstate executive and agency owner. In the House, Blaine Luetkemeyer has a strong industry background. Newer House members Monica De La Cruz, Anthony Garbarino, and Byron Donalds have industry experience. [22:43] Anthony Garbarino chairs the cybersecurity subcommittee. He may be an ally on data privacy. A lot of carriers call cyber marketplace security breaches uninsurable events. Missouri Governor Mike Parson (R) tweeted Friday that he had received "zero communication" from the Biden administration about a suspected Chinese spy balloon flying across the country. It flew over mid-Missouri on Friday afternoon. A U.S. fighter jet shot the balloon down on Saturday, over the Atlantic Ocean. The balloon appeared to have flown over or near the Callaway nuclear generating station near Fulton on Friday. The plant is in the district of U.S. Rep. Blaine Luetkemeyer (R-St. Elizabeth) has been working with the Missouri Propane Gas Association and with Missouri Attorney General Eric Schmitt's office regarding the sudden closing of Gygr-Gas. Congressman Luetkemeyer tells 939 the Eagle's "Wake Up Mid-Missouri" that the closing left some of his mid-Missouri constituents without propane, during winter and Christmas. The congressman is also praising Governor Mike Parson's executive order regarding Gygr. That order allows other propane companies to fill the tanks of Gygr customers:

A new congressional redistricting map that's been approved by a Missouri House committee is a solid 6-2 GOP map, and puts more Republican voters in U.S. Rep. Ann Wagner's (R-Ballwin) district. It also keeps U.S. Reps. Cori Bush (D-St. Louis) and Emanuel Cleaver's (D-Kansas City) districts solidly blue. There are several changes in mid-Missouri, under the proposed new map. Part of Columbia and Boone County and all of Cooper and Moniteau counties would move to U.S. Rep. Blaine Luetkemeyer's (R-St. Elizabeth) district, under the map. That would impact Ashland, Boonville and California. State Rep. Chuck Basye (R-Rocheport), who serves on the House Special Committee on Redistricting, tells 939 the Eagle's "Wake Up Columbia" that he's cautiously optimistic the new map will be approved by lawmakers next week. He says if the courts get involved, it will not be good for people who think like him, meaning conservative Republicans:
The Missouri Senate has approved a new congressional map that likely solidifies six GOP districts and two overwhelmingly Democratic districts. The Senate map moves Boone, Cooper and Moniteau counties in mid-Missouri to east-central Missouri's third district. It also moves Crawford County to the third.
