Restart Indian Point Plant?

Six state lawmakers propose study Six Republican state senators introduced a bill on Aug. 30 that, if passed, would establish a commission to examine reopening Indian Point. The nuclear power plant south of Philipstown closed in 2021 and is being decommissioned. The bill also would reclassify nuclear energy and natural gas derived from trash and manure as "renewable energy" and authorize a feasibility study of small modular nuclear reactors. None of the lawmakers are from the Hudson Valley. Any effort to reopen Indian Point would face significant hurdles. For starters, the reactors have been dismantled, and Holtec, the firm hired to decommission the plant, has sent the federal Nuclear Regulatory Commission a "certificate of permanent cessation of operations" that states that it would be impossible to restart. Holtec is attempting to reopen a nuclear plant in western Michigan that closed in 2022, but its reactors are intact. The company must first get authorities to reinstate the operating license and prove to federal inspectors that the plant remains viable. The firm also plans to build small modular nuclear reactors (SMRs) in Michigan and at the closed Oyster Creek plant in eastern New Jersey. SMRs are a class of nuclear fission reactors that proponents say are cheaper and safer than current reactors. The federal Department of Energy had hoped to bring the first SMR online by 2030 in Idaho, but the plant was canceled last year when utilities balked at the cost, which had doubled to more than $9 billion. Building SMRs at Indian Point would prove difficult because, as part of the shutdown agreement, any plans to again create nuclear energy at the site must be approved by the Village of Buchanan, the Town of Cortlandt, Westchester County, New York State and the Hendrick Hudson School District. "There is no such consensus," said state Sen. Peter Harckham, a Democrat whose district includes Indian Point and who sits on the Indian Point Decommissioning Oversight Board. "This bill will never make it to the floor. Indian Point will be re-nuclearized when Elvis Presley makes his comeback tour. Discussions of bringing back nuclear energy to Indian Point are a pointless election-year stunt by Republican politicians. "If my colleagues across the aisle are that interested in nuclear power, they are welcome to invite atomic energy into their communities," Harckham said. Of the bill's sponsors, two are from Long Island, three from western New York and one from north of Saratoga Springs. The primary sponsor, Sen. Tom O'Mara, did not respond to a request for comment. But in a statement on Monday (Sept. 2), O'Mara criticized the state's green initiative as "an approach that has been built on rapidly imposing radical and sweeping clean energy mandates" that lacks a comprehensive cost-benefit analysis. O'Mara and other Republicans have called for the state's 2030 deadline to derive 70 percent of its electricity from renewables to be delayed by 10 years. O'Mara and other critics of the Indian Point shutdown have noted it immediately led to increased use of fossil-fuel-powered "peaker plants" designed to operate only during high demand. Victoria Leung, a staff attorney for Riverkeeper, said the environmental group isn't against examining the feasibility of nuclear technologies but that reopening Indian Point is out of the question. "It was an antiquated facility and responsible for killing billions of fish and fish larvae every year," she said. "This isn't a serious proposal." The bill also proposes that nuclear energy and natural gas derived from methane emissions from decomposing trash and manure - which the fossil-fuel industry and the prospective bill refer to as "renewable natural gas" - be reclassified as renewables. That would allow both sources to contribute to New York's 2030 goal. In current law, renewable energy is defined as "being continuously restored by natural or other means or are so large as to be usable for centuries without ...

Changes Ahead for Route 9 Roundabout

Annsville Circle rezoned for housing and retail The Town of Cortlandt is laying the groundwork to redevelop a mostly barren stretch of Route 9 just south of Philipstown with housing, businesses and a promenade along Annsville Creek. Cortlandt last year approved zoning for the Annsville Waterfront Enhancement District, which has 38 parcels on 41 acres along Route 9 north of Annsville Circle, the roundabout that connects Route 9 (Albany Post Road) and Routes 6 and 202. The district extends along Highland Avenue to the town's border with Peekskill. On Route 9 north of the Table 9 Restaurant and Mobil gas station, the roadside is lined with empty buildings with for-sale signs. There is also an auto repair center and a maintenance facility used by the state Department of Transportation. Under the revised zoning, residences, restaurants, retail stores and hotels will be allowed in the district and, with special permits, developers will be able to build mixed-use residential projects. Cortlandt is requiring projects having more than five units of housing to designate 10 percent as "affordable" under Westchester County guidelines. Property owners will be given incentives to build a 10- to 15-foot-wide promenade for pedestrians and bicyclists along Annsville Creek, which passes under the Jan Peeck Bridge and connects to the Hudson River. "There's talk about building a hotel," said Richard Becker, the Cortlandt supervisor. "And we have three developers interested in developing significant apartment-style housing because there's such a housing shortage." Cortlandt is nearly finished with a design for a water and sewer district covering the area, where properties rely on wells and septic systems, said Becker. Westchester County has allocated $7 million to the $14 million project and Rep. Mike Lawler recently announced $1 million in federal funding, said Becker. Cortlandt has applied for a grant to cover the balance. "We've met with many of the property owners and there's tremendous interest because many of their septic fields are failing and the properties can't be redeveloped without adequate water and sewer," he said. Another problem, flooding, is supposed to be addressed by a $26 million, two-year project to raise Annsville Circle by 4 feet and a half-mile section of Route 6 by 7 feet. Gov. Kathy Hocul announced the launch of that project on Monday (July 15). Those areas, which are increasingly vulnerable as climate change drives the Hudson River higher, will be raised with fill made from recycled glass, an environmentally friendly alternative that will reduce by a year the project's completion, according to the governor's office. The plan includes a path connecting Paddlesports Park with the Jan Peeck Bridge, new crosswalks and landscaping at the center of the roundabout. Contractors are nearly finished replacing a culvert over Putnam Creek on Route 6/202. "It'll be more compact, a smaller circle, and designed in a more modern fashion so there'll be less merging of traffic," said Becker. "It's a dangerous intersection now." He called the area the "gateway" to northern Westchester and an opportunity to fulfill the state's goal of building more housing, which is facing resistance in some municipalities. Cortlandt has submitted a letter notifying the state of its intention to seek certification under its Pro-Housing Community program. Certified communities, such as Beacon, receive preference for housing grants. "You don't want to change the nature of existing residential areas, so this is a way of putting some apartments into the community without impacting other communities," Becker said.

150 Years Ago (March 1874) After The Peekskill Messenger boasted that Mr. Sutton was the longest-serving church choir director on the East Coast, having been at Second Presbyterian for 34 years, The Cold Spring Recorder countered that Mr. Barrows had been at the Episcopal church in the village for the same amount of time. The Recorder reported that "temperance people congratulate each other [on progress made to make alcohol illegal] and hope the day is not distant when every whiskey cask will be knocked in the head." The Cold Spring Board of Trustees proposed a budget of $3443.50 [about $89,000 today], including $600 [$15,500] for street cleaning, $400 to pave the Main Street crosswalks and $200 to deepen the Paulding Avenue well. Charles Baxter sued Oscar Organ for $100 [$2,700], alleging that he quit before completing an eight-month contract as a laborer. Oscar's father, C.J., offered $39.85 to settle - the wages left to be paid - but Baxter refused. A jury awarded $40. The Recorder noted that a Western Union agent traveled on the Hudson River Railroad. For a small additional fee, passengers could have telegraphs delivered to any station on the line. John Dougherty, employed by Capt. George Wise, was arrested in Cold Spring for public intoxication. While awaiting transfer to the county jail, he told Officer Morrison that he had information to offer: He had witnessed the killing of a railroad watchman at the 30th Street depot in New York City and could provide the names of the gang members involved. Stephen Davenport escaped serious injury when a cow protecting her calf placed her horns on either side of his thigh and threw him. The cow was after a dog that had taken refuge behind its master. Howard Dykeman was playing on a soft couch when a threaded needle went into his leg, eye first. The doctors put the boy under ether but decided it was too deep to remove. The Recorder reported that, "like hundreds of letters," three soldiers found themselves in Cold Spring instead of Cold Spring Harbor, on Long Island. J.G. Southard lent them $10 to buy return train tickets. The newly formed Cold Spring Total Abstinence Society met at Town Hall. Vincent Merritt reported finding two horse blankets on the Breakneck road. William West, 34, of Philipstown, died from head injuries sustained when he jumped or fell from a train as it passed near Cortlandt. He and Thomas Avery, who were traveling together, had asked the conductor and engineer to slow the train so they could jump off. When they refused, West ran to the back of the last car but Avery said he did not see in what manner he left the train. Seeing his friend tumbling beside the tracks, Avery jumped after him but was not injured. Two cows owned by Richard Denny in North Highlands found their way into the barn and ate so much feed that they died. His loss was about $100. 125 Years ago (March 1899) Prof. Treat of Garrison caused a stir while walking his 25 performing dogs around Highland Falls before an appearance. Mr. and Mrs. Joshua Sherwood hosted a party for their neighbors. Grace Sherwood and Ethel Briggs each played the organ while guests elsewhere studied the somber pictures of Milton's Paradise Lost. The gentlemen smoked and argued about the duties of town officers. Supper was served at 10 p.m. St. Philip's Church in Garrison hosted a stereopticon viewing at the Reading Room of a wheeling trip and the cathedrals of England. A submarine mine that was taken out of Santiago of Philipstown harbor in 1898 during the Spanish-American War in Cuba arrived at West Point for its ordnance museum after being cleaned of its tropical barnacles and painted black. It was said to be exactly like the one that blew up the USS Maine in Havana harbor, killing 268 sailors. The Union News Co. secured the option to place bootblack stands at all stations of the Central Hudson, including Cold Spring. The Recorder noted that a well-own document dated at West Point, Aug. 19, 1783, gave the weight of its ...

The first trains to operate through were the 11:45 a.m. train from Poughkeepsie to Grand Central and the 10:43 a.m. train from Grand Central to Poughkeepsie. Because of overnight flooding between Cold Spring and Garrison, Metro-North service has been replaced by non-stop buses between Beacon and Cortlandt, according to the MTA. Metro-North said buses will not be able to access Garrison or Cold Spring, and that there is no northbound service from Garrison. As of 10 a.m., there is no service in either direction to or from Cold Spring. Geothermal: a little-known but efficient way to heat and cool your house

More than one-third of all US energy consumption is from heating and cooling homes and buildings — a significant contribution to climate change. Air source heat pumps are a trending topic as a potential solution, but experts say a different kind of heat pump — geothermal ones — is an even more efficient option. A geothermal heat pump installation is underway in Cortlandt, New York. Geothermal heat pumps use underground temperatures instead of outdoor air — unlike the units you see that look like fans in a box outside homes and businesses. To install ground source systems, contractors bring in heavy equipment and drill to run a loop of flexible piping several hundred feet deep in your yard. Dandelion, born out of a Google innovation lab in 2017, designs, installs and maintains its own systems in New York, Connecticut, and Massachusetts. “Geothermal is evolving rapidly. We are seeing it go into much more urban spaces, so right now there are several New York City housing projects that are switching over to geothermal because it's cost-effective, you know, like, if you're looking at how much does it cost to operate those buildings over time, that upfront cost of putting the ground loops in is totally worth it,” explains Kathy Hannun, Dandelion President & Co-Founder. A major push is now underway to get people to consider ground source heat pumps because they use far less electricity than other heating and cooling methods. Dandelion is currently working on a partnership with Lennar Corp, one of the largest home builders in the country and thinks in the future, new homes will be built with geothermal instead of natural gas. “A typical home using fuel oil in this part of the world, so let's say New York, but, you know, anywhere around here, might be spending $4,000-5,000 a year on fuel oil and air conditioning bills. That same home will probably be spending about $1,000 a year on electricity with a geothermal system,” says Hannun. People who live in places with cold winters and hot summers reap the biggest savings. Residential geothermal heat pumps currently make up just 1% of the US heating and cooling market. The audience will learn about ancient principles that promote self-knowledge, the foundation of meaningful equity work. Listeners will gain insight and tools for engaging in the spiritual work required to dismantle systematic oppression. Race is a social construct. To challenge it, we need to study the ways in which it has impacted our lives as well as develop the capacity to interrupt its effects internally and systemically. The current form of the construct of race is at best 500-600 years old, while our humanity is several hundreds of thousands, even millions of years old, and therefore it is a relatively newer extension of the shadow aspect of the self. ⁣ ⁣Our host Rev. Dr. TLC welcomes the founder of LifeGuardian Worldwide, Courtlandt Butts. LifeGuardian's approach to JEDI (Justice, Equity, Diversity, and Inclusion) work is based on ancient (minimum 6000 years BCE) Kemetic concepts that include three main pillars; Know Thyself; Be obsessed with distinguishing knowledge from foolishness; to Build for Eternity. Rev. Dr. TLC and Courtlandt will discuss the benefits of using a spiritual, primordial approach when entering justice work. Tune in for this important conversation at TalkRadio.nyc or watch the Livestream by Clicking Here.Show NotesSegment 1Rev. Dr. TLC kicks off the show with a guided meditation. She invites her listeners to partake in an exercise where they look in the mirror and look at themselves. Rev. Dr. TLC asks what do you see? To heal, we must take a deep look at ourselves. She introduces her guest Courtlandt Butts. Rev. Dr. TLC shares his background and accolades before welcoming him on the show. Courtlandt talks about his experience in spiritual work with Rev. Dr. TLC.Segment 2In Rev Dr. TLC's book, Dismantling Racism, she writes about learning your purpose. She asks Courtandt to speak on his experience in finding his purpose. Cortlandt shares that he was at a crossroads when he would give his speeches at school. He wasn't able to discuss his spiritual side, which was such a huge part of his journey. Courtlandt says he was able to flourish when he gave himself permission to fully embrace his spirituality. Rev. Dr. TLC asks Courtlandt what his experience was in holding workshops that focused on spirituality. She also points out that in order to do the work around racial equity, we must fully commit ourselves.Segment 3Rev. Dr. TLC and Courtlandt continue to discuss the importance of knowing yourself. Courtland speaks on an exercise that he practices with his colleagues where you are stripped from social constructs. He finds that they tend to struggle with this exercise. Courtlandt also adds that people who do work on racial equity can weaponize the tools that they've learned. Rev. Dr. TLC asks Courtlandt if the ill intent comes from a conscious place. Courtandlt says it's how much you know your inner self before learning the tools for dismantling racism.Segment 4Courtandlt does executive coaching, where he trains people who are already immersed in the work of dismantling racism. He is there to guide them and help them dive deeper into themselves. Courtandlt says the world's major problems are apathy, selfishness, and greed. In order to solve those problems, the world will need a cultural and spiritual revolution. LifeGuardian can begin the steps in fixing the problem with their unique approach to JEDI.
