Plans to challenge Putnam incumbent as independent Larry Burke, a former officer-in-charge for the Cold Spring Police Department, has announced a campaign to challenge incumbent Putnam County Sheriff Kevin McConville in the fall election. Both men live in Philipstown. Burke said he plans to collect signatures for a nominating petition by a May 27 deadline to get on the ballot as an independent. McConville is seeking his second, 4-year term on the Republican and Conservative lines. Burke, 59, has worked in law enforcement for 37 years, including 26 years with the New York City Police Department. He joined the Cold Spring department in 2013 and served as officer-in-charge for seven years. He resigned in 2024 but continues as a part-time officer. Burke has also served as a firefighter with North Highlands Fire Co. for 12 years. He spoke with The Current on Thursday (May 1). His responses have been edited for clarity and brevity. What was your role with NYPD? I was a transit police officer for five years, riding and patrolling the subways in all the boroughs, 8 p.m. to 4 a.m. After that, I did regular patrols in the 40th precinct, South Bronx, for two years. I moved to the community policing unit, where you patrol a five- to 10-block area. You get to know people, the residents, store owners and the bad guys. You learn about cultures; that people from Colombia, Puerto Rico and Dominican Republic are different culturally in how they bring up their family, how they do certain things. It's how I learned community policing. You get into people's lives, understand them, understand their kids, understand where they're from. They might distrust the police because the military may have run the police department [in their native countries]. It was a learning experience for me, a white police officer in a predominantly minority neighborhood. It was good. It was about gaining friendships and mutual respect. There must have been culture shock coming to Cold Spring. The crime was a lot less than what I dealt with before! One school, one neighborhood, stores on Main Street. You get to know people a lot quicker. I was experienced but still had to start on midnights. I found it a little hard to adjust to seeing three deer in the middle of the street but no people at 2 a.m. When I started day shifts, I got out of the patrol car, started walking, got to know the community. Is being an officer-in-charge enough experience to be sheriff? I had to run a small police department. I knew how to be a patrol officer, but I didn't know about budgets. I didn't know about manpower. I didn't know how to deal with the county, the state. I learned a lot in seven years. I went through seven budget processes, learned what we could and couldn't afford, what to fight for, what to let go until the next cycle. I learned about hiring people and letting people go. As my responsibilities increased, it built my confidence. I did the administrative work and I know I can do that with the county. I will reach out and hire a staff with expertise in the civil unit, the corrections unit, captain of patrol, captain of communications and other positions. I want to surround myself with intelligent people who know the police world. I want mutual support and to do the best job I can. Is running as an independent realistic? It is to me. There should be no politics in policing whatsoever, especially with today's atmosphere. Everyone's fighting at the national, state and county level. I'm a police officer and a volunteer firefighter. We don't look to see who's a Democrat and who's a Republican. We serve. I knew it was going to be hard running as an independent, but I'm not going to push one political party or another. And no one should run unopposed. Why should residents vote for you? I've dealt with Sheriff McConville personally. I've been in meetings with him, along with the chiefs of other police departments in the county, and what I've seen is division. It's his way or the highwa...

For years, Asheville, North Carolina, has been billed as a “climate haven,” a place safe from the touch of climate change-exacerbated disasters. But last month, Hurricane Helene called that label into question. Some of the worst damage of the storm occurred inland, in Western North Carolina.Data visualization designer David McConville lived in Asheville for about 20 years, before moving to California.“Watching people idealize Asheville was a little bit crazy-making,” McConville says. “There were very clear patterns of the combination of the topography and hydrology, weather patterns, and development patterns that were creating these dangers,” he says, referring to the extreme flooding and damage brought on by Hurricane Helene.Resilience and adaptation for communities hit hard by storms is a huge area of conversation for cities. And for places hit hard consecutively, like Florida's coast after Hurricanes Helene and Milton, that need is even more pressing. No one, says Putnam County sheriff Rank is not everything, even when it pays nearly $134,000. Putnam County Sheriff Kevin McConville has asked the Legislature to reclassify a lieutenant's position to first sergeant because an officer "voluntarily demoted himself" to deputy to make more money. Despite the title and $133,888 salary, the lieutenant position is unattractive to officers because it doesn't include overtime, McConville told the Legislature's Personnel Committee before its members voted on Sept. 5 to send his request to the full body. Deputies, sergeants and first sergeants earn overtime, which can substantially boost their pay, said McConville. According to SeeThroughNY, a public database of municipal salaries, 30 Putnam deputies earned more than a lieutenant in 2023, led by Matthew Kraisky ($195,309), Christopher Tompkins ($170,383) and Peter Vigilio ($168,727). A lieutenant also is not eligible for compensatory time and is not represented by the union. McConville said he asked three officers who had passed a civil service exam for lieutenant, along with eligible sergeants, if they wanted the promotion. "In short, their answer was no," he said. In March, the Legislature approved a five-year agreement with the Police Benevolent Association, which represents deputies, investigators and sergeants. PBA members received a 3.5 percent raise, retroactive to 2023, under the first year of the agreement, which expires in 2027. Salaries increased by 2.75 percent this year and will rise by the same amount in 2025. The final two years of the agreement include 3 percent raises. With the 2023 and 2024 raises, the existing first sergeant's salary rose to $135,186 from $127,119. If the full Legislature approves the reclassification when it meets Oct. 1, the additional first sergeant will be assigned to the patrol division and earn $127,119. Increasing the salary for the lieutenant position "creates a problem" for higher ranks, McConville said, and raises would likely be needed for the undersheriff ($149,651) and the five captains ($141,624). Legislator Ginny Nacerino, who represents Patterson and is a member of the Personnel Committee, said that the problem is not limited to the Sheriff's Department. County employees represented by other unions have declined promotions because their pay with overtime exceeds management salaries, she said.

Must 'obligate' pandemic money by Dec. 31 With a Dec. 31 deadline to "obligate" funding from the American Rescue Plan Act, a $1.9 trillion pandemic-relief bill enacted by President Joe Biden in 2021, Putnam and Dutchess counties are joining other municipalities in a mad scramble to avoid losing some of the millions they've received. Putnam received $19 million and Dutchess $57 million from the $350 billion appropriated for state and local governments. In addition to being obligated - meaning "contracts, sub-awards and similar transactions that require payment," according to the federal government - ARPA money must be spent by Dec. 31, 2026. On Aug. 12, the Dutchess Legislature approved a resolution to reallocate to the 2024 budget $10.7 million in unspent ARPA funds that had been designated for parks, a Poughkeepsie youth center, sheriff's vehicles and other projects that will instead be paid for using reserves. Those funds, along with $9.3 million originally destined to replace reserves used for Dutchess' Housing Trust Fund and $5.7 million that had yet to be allocated, will instead be used by Dutchess Community College and for the county's share of a preschool special education program. In recent months, Putnam legislators have voted on a flurry of requests to reallocate ARPA funding, including $370,000 Philipstown had planned to use to buy water for the Garrison Landing Water District. Water purchases were deemed ineligible, so the money will instead be used on a public works project in the town. On Monday, the Putnam Legislature's Rules and Audit committees approved redirecting to the county clerk's office $31,000 from $300,000 in ARPA money for highway infrastructure studies. Michael Bartolotti, the county clerk, said he will use the funding to purchase laptops, printers, barcode scanners and other equipment from the state Department of Motor Vehicles so that staff from the DMV office in Brewster can hold regular mobile office hours in Philipstown and other parts of the county. Being able to process DMV transactions at sites outside of Brewster has been "definitely a vision and has become a priority of mine," said Bartolotti. He named the Friendship Center in Cold Spring, the William Koehler Memorial Senior Center in Mahopac, town offices and nursing homes as potential locations. "It's a really good opportunity for our DMV to extend its footprint throughout the community and get to citizens instead of always having citizens come over to us," he said. Less certain is the fate of Sheriff Kevin McConville's request to reallocate half of the $2 million in ARPA money the Legislature approved in 2022 for infrastructure projects to improve school security. In a letter to County Executive Kevin Byrne, McConville said the security projects will not meet ARPA's deadlines "because of delayed responses from vendors and manufacturers." The Rules Committee voted Monday to table a resolution shifting $1 million of the funding to construct a new building at Camp Herrlich, which a nonprofit operates on county-owned property in Patterson. The ARPA funding would be used to replace a rundown building with a dining room and kitchen that caters to Camp Herrlich's summer program and before- and after-school programs for students in the Carmel school district. Legislator Ginny Nacerino, who represents Patterson, said that although she has supported Camp Herrlich, she was "taken aback" when the request appeared on the Rules Committee's agenda and "was never brought into the fold and knew nothing about what was being considered." Nacerino, before asking to table a vote on the request, said she had "many questions" about the project, including how it relates to school safety, a dearth of details and whether the money will be spent before the federal government's deadline. "I would think a sitting legislator who represents the Town of Patterson would have some knowledge about this before it hit the agenda," she said.

By 17, he was being warned by his local bookie that he would develop a problem if he didn't stop betting. Oisín didn't take the advice and gambled for years more, borrowing, stealing and scamming to pay his way, until he realised he needed help after losing a £20,000 loan for a new business in one bet. Dr. McConville is a senior faculty member at the Gestalt Institute of Cleveland and has lectured and taught widely on the subjects of child development, parenting, and counseling methodology. His book Adolescence: Psychotherapy and the Emergent Self (Jossey-Bass, 1995) was awarded the 1995 Nevis Prize for Outstanding Contribution to Gestalt Therapy theory. He is the author of the Counseling Feedback Report, an innovative and widely used adolescent assessment tool, and is co-editor of The Heart of Development: Gestalt Approaches to Childhood and Adolescence, vols. I & II,(The Analytic Press, 2001). His latest book titled ‘Failure to Launch' which investigates the root causes of why modern kids are struggling to transition from childhood to adulthood was released in January 2020.
