Il prévoit la construction de six nouveaux EPR. L'examen de ce projet de loi intervient dans un contexte où, depuis plusieurs mois, on s'interroge sur la stratégie et les nombreux changements de pieds de l'Etat dans ce domaine. Le manque de vision de long terme a notamment été pointé du doigt par l'ancien ministre Arnaud Montebourg. Emmanuel Macron avait lui-même annoncé des fermetures de centrales au début de son premier mandat. L'objectif était même inscrit noir sur blanc dans le rapport sur la programmation pluriannuelle de l'énergie, publié en 2020. Mais le président de la République a depuis fait machine arrière. L'actuel cap de l'exécutif a été fixé lors du discours de Belfort prononcé par Emmanuel Macron le 10 février 2022. Il replace le nucléaire au coeur de la politique énergétique nationale. Les députés ont d'ailleurs validé en commission la suppression du plafond de 50 % de la part de l'énergie nucléaire dans le mix électrique français d'ici 2035. Ce plafond avait été introduit par François Hollande en 2015, année où la France avait décidé la fermeture de 14 de ses 58 réacteurs. « Il est temps de ne pas avoir le nucléaire honteux », a pointé Maud Bregeon, la rapporteuse du projet de loi et ancienne d'EDF dans la filière nucléaire. En plus des nouveaux EPR, le projet de loi prévoit de rallonger la durée de vie des centrales au-delà de 60 ans contre 40 ans au maximum actuellement. D'ici 2030, les réacteurs les plus vieux atteindront les 50 ans d'existence. Le gouvernement mise sur le traditionnel soutien de la droite à l'atome pour une adoption du texte sans trop de difficultés en première lecture, après le très large vote du Sénat fin janvier. Mais face à eux, les opposants au nucléaire, EELV et LFI, comptent s'appuyer sur l'actualité récente pour pointer les dangers de la filière. Début mars, une fissure importante a été constatée dans une conduite de refroidissement d'urgence de l'un des réacteurs de la centrale nucléaire de Penly, en Seine-Maritime. Une deuxième fissure, moins conséquente, a été détectée quelques jours plus tard sur un autre réacteur de la même centrale. Cela pose la question de la sûreté de nos installations. D'autant plus qu'à ces problèmes techniques s'ajoute une décision politique de l'exécutif qui met le feu aux poudres. Le gouvernement a justement ajouté au texte la réforme de la sûreté nucléaire, adoptée par les députés en commission. Celle-ci prévoit le démantèlement de l'Institut de radioprotection et de sûreté nucléaire, l'IRSN, et le transfert de ses experts vers l'Autorité de sûreté nucléaire, l'ASN, le gendarme des centrales. Les syndicats des deux institutions sont vent debout contre cette réforme, qui suscite aussi l'ire de la gauche et des protestations jusque dans la majorité. Les opposants craignent pour l'indépendance, la transparence et la qualité de l'expertise. Les experts de l'IRSN redoutent en effet que leur travail ne soit plus guidé par le seul critère de la sûreté, mais aussi par les préoccupations des exploitants. Les débats s'annoncent donc tendus sur le sujet. Les risques de voir les sécheresses se multiplier et s'intensifier avec le réchauffement climatique, ce qui pose la question du refroidissement des réacteurs, sera sans doute aussi souligné par les opposants à la réforme. Tout comme la gestion des déchets nucléaires. Un autre défi à relever pour la filière nucléaire est la formation de personnel qualifié en nombre suffisant. Car la pénurie de main-d'oeuvre est là et s'est déjà révélée pénalisante. Cet automne lorsqu'il a fallu faire face à des problèmes de corrosion, nous avons dû faire appel à des soudeurs étrangers. Le manque de personnel qualifié est l'un des facteurs qui participent à rallonger la durée de ces maintenances, prévues ou imprévues. Des écoles de formation essaient de recruter d'avantage pour faire face aux grands besoin du secteur. Les changements de cap sur la filière nucléaire appartiennent-ils, pour de bon, au passé ? Sécheresse, corrosion, le secteur nucléaire est-il préparé face aux risques qui se multiplient ? Est-on capable de former assez rapidement du personnel qualifié en nombre suffisant pour relancer la filière nucléaire tricolore ?
