Two years ago, on February 24, 2022, Russia invaded Ukraine. The costs of this war have been unbelievably high. Half a million Ukrainian and Russian soldiers have been either killed or wounded. In terms of cost, the U.S. alone has spent $113 billion on the war. And an aid package that includes another $60 billion for Ukraine is stuck in Congress. Americans' changing sentiment about the war has certainly contributed to that package being in limbo. Two years ago, there was broad support for the war: 66 percent of Americans thought we needed to help Ukraine. But that view is no longer the consensus. Several polls have indicated that the majority of Americans oppose additional funding to support Ukraine. Meanwhile, the eastern Ukrainian city of Avdiivka fell to Russian forces last weekend. The Biden administration says it's a direct consequence of congressional inaction. Today on Honestly, a debate: Where is all of America's aid to Ukraine going? Is Ukraine really such a clear-cut cause? Even if you believe that it is, what has all of this sacrifice gotten Ukraine—and the U.S.? Can Ukraine even win this war? What's the endgame? And is victory in Ukraine really as important to America as many politicians claim that it is? Bret Stephens is a Pulitzer Prize-winning opinion columnist for The New York Times. His book, America in Retreat: The New Isolationism and the Coming Global Disorder, foresaw much of today's world. Bret worries that the world is on the precipice of World War III. Isolationism, he argues, only contributes to global instability. Elbridge Colby is co-founder of The Marathon Initiative think tank. In the middle of the night, Sens. Ron Johnson, R-Wis.; Mike Lee, R-Utah; Rand Paul, R-Ky.; Pete Ricketts, R-Neb.; Marco Rubio, R-Fla.; Eric Schmitt, R-Mo.; Rick Scott, R-Fla.; and JD Vance, R-Ohio, articulated their opposition.When they ran out of options, the tandem of Senate Majority Leader Chuck Schumer, D-N.Y., and Minority Leader Mitch McConnell, R-Ky., moved swiftly to pass the bill on a vote of 70 to 29. Colby further discusses the Biden administration's approach, emphasizing that the United States should focus more carefully on not appearing to contain China.  He also shares that there is consensus among Republicans that China is a central challenge to the United States but there are debates within the party as to how much the U.S. should focus on China. He concludes by advocating for a shift towards prioritizing the PRC, both in terms of force planning and relationships with allies in the region. Elbridge A. Colby is the founder of the Marathon Initiative, a nonprofit that focuses on American preparedness for great power competition. In Episode 261 of Hidden Forces, Demetri Kofinas speaks with Elbridge Colby, co-founder and principal of The Marathon Initiative, an organization whose mission is to develop the diplomatic, military, and economic strategies that the United States will need to navigate a protracted era of great power competition. Colby has also served as US Deputy Assistant Secretary of Defense for Strategy and Force Development and was the chief architect of the 2018 National Defense Strategy (NDS), which was by some estimates the most significant revision of U.S. defense strategy since 9/11, if not since the end of the Cold War. This is a conversation about the national security challenges that Elbridge Colby believes we face as a country, their urgency, and what is needed in terms of practical changes to our strategic objectives, the organization of our national defense, what we prioritize, and perhaps most importantly, our sense of mission, unity, and national purpose. Kofinas and Colby spend the first hour laying out the nature and scope of these challenges as they pertain to the Chinese Communist Party in particular, and to the degree that it acts in unison with Chinese objectives, the Russian Federation as well. The second hour is broken into two parts, the first of which covers specifics on how to meet the challenge, while the second focuses on Taiwan where Elbridge makes the case for why he believes that an attack on the island nation by China is not only likely but may come much sooner than most pundits and military planners expect. The consequences of such an attack would not only be destabilizing for the current equilibrium in Asia, but could escalate into a global kinetic conflict with hypersonic missiles, space warfare, cyber-attacks, and God forbid, the use of nuclear weapons. Matt Pottinger joins Marc and Dany to discuss the new cold war, the conflict's ideological underpinnings, and the historical analogies that help explain Putin's invasion of Ukraine. Matt Pottinger is a distinguished visiting fellow at the Hoover Institution, Chairman of The Foundation for Defense of Democracies China Program, and a Senior Advisor at The Marathon Initiative. From 2019 to 2021, Pottinger served in the White House in senior roles on the National Security Council staff, including as deputy national security advisor. He previously served as senior director for Asia, where he led the administration's work on the Indo-Pacific region, in particular its shift on China policy. Before his White House service, Pottinger spent the late 1990s and early 2000s in China as a reporter for Reuters and the Wall Street Journal. In this episode, Garrison was joined by Elbridge Colby, author of The Strategy of Denial and key architect of the 2018 U.S. National Defense Strategy. They discuss an overview of Colby's landmark book and its strategic approach to the rise of China and maintenance of U.S. national defense. In light of the Russian invasion of Ukraine, the two discuss the return of military hard power to European security and world order, including the drastic shift in Berlin and other European capitols towards enhanced defense, and implications for the idea of increased burden sharing. The position of denial is contrasted to the historic trend towards neo-conservative posture on one side or neo-isolationism on the other. The two discuss the hypothetical fait accompli strategy of Beijing towards a war with Taiwan, and whether or not this describes Vladimir Putin's intended plan for Ukraine (and lessons that holds for the PRC). Their discussion also focuses on potential pitfalls for US deterrence of a potential conflict in Taiwan given China's greater economic strength vis a vis Russia; the need to balance support for Europe while maintaining a clear higher priority for Washington to focus on China as the biggest national security challenge. The role of scarcity in defense strategy is discussed, with a key focus on the need to differentiate responses based on region, and to accommodate various allied and partner responses based on the immediacy of the respective regional threats. Further discussion focuses on the nature of the Russian military power in a ‘limited war' and its implications for Moscow's power projection capabilities; the warning the present crisis presents to Taipei (and questions surrounding stirring Taiwanese commitment to defense); whether taking Taiwan would be harder or easier based on geography when compared to Ukraine; and they close out the discussion on the Biden Administration's response and what must be improved towards both China and Russia. Elbridge Colby, is co‑founder and principal of The Marathon Initiative. He served as deputy assistant secretary of defense for strategy and force development from 2017 through 2018, and led the development of the 2018 National Defense Strategy. In his recent book, The Strategy of Denial: American Defense in an Age of Great Power Conflict, In it, Colby addresses our relationship with China in brutally frank terms Some of the questions he sets out to answer: Do we need a grand strategy for China, similar to the Cold War policy of “containing” the former Soviet Union? To counter China's military strength, do we need to remove our troops from Europe and the Middle East, since we are no longer realistically capable of operating in three theaters? What should we do if China moves on Taiwan? What role would our Western allies play if we confronted China? In a US/China conflict, would other Asian nations side with the US or make their own deal with China? Has US credibility in Asia been irreparably harmed by our Middle East performance? In this episode of Horns of a Dilemma, we hear from Elbridge Colby, co-founder of the Marathon Initiative, former deputy assistant secretary of defense, and author of The Strategy of Denial: American Defense in an Age of Great Power Competition. Colby makes the case for a U.S. defense strategy focused on preventing Chinese hegemony in Asia by denying the Chinese the ability to achieve faits d'accompli--completed acts that violate the security and sovereignty of American's allies and partners in Asia, thereby threatening the defensive perimeter critical to protecting American interests.  Colby's was the principal author of the 2018 National Defense Strategy, and his work continues to influence the formulation of strategy today. This event was hosted at the Clements Center at the University of Texas, Austin, and is introduced by Professor Will Inboden, executive director of the Clements Center.

Photo:  Woodcut of the mass killings which took place during the February 28 Incident:   an anti-government uprising in Taiwan that was violently suppressed by governor Chen Yi of the Kuomintang-led Republic of China government, which killed thousands of civilians beginning on February 28, 1947. The number of Taiwanese deaths from the incident and massacre was estimated to be between 18,000 and 28,000. The massacre marked the beginning of the White Terror, in which tens of thousands of other Taiwanese went missing, died, or were imprisoned.
