The Democratic Alliance (DA) and ActionSA on Tuesday laid criminal charges against Minister of Higher Education, Science and Technology Dr Blade Nzimande, for his alleged role in defrauding the National Student Financial Aid Scheme (NSFAS) through kickbacks paid to him, NSFAS board chairperson Ernest Khoza, and the South African Communist Party (SACP). Last week, non-profit civil rights organisation the Organisation Undoing Tax Abuse (Outa) said it had voice recordings containing "damning allegations about a patronage network in the Department of Higher Education, implicating Nzimande, Khoza, and several others". The organisation alleged that Nzimande and Khoza were involved in the fraudulent scheme coordinated by corrupt tenderpreneurs to loot NSFAS through irregular contracts. Outa released voice recordings of two meetings between Khosa and a representative of a service provider, which revealed how service providers allegedly paid millions of rand in kickbacks to Nzimande and Khosa and at least R1-million to the SACP. On Monday, Nzimande rejected the allegations in a media briefing, vowing to take legal action. He said he would voluntarily subject himself to the African National Congress's ethics and integrity bodies. Amid calls for him to step down, he stated that he was not guilty of corruption and added that there was no need for him to resign. DA Shadow Deputy Minister of Higher Education, Science and Innovation Karabo Khakhau said that Nzimande squandered his opportunity to take the public into his confidence, on Monday. "He provided no evidence to contradict Outa's allegations and assure vulnerable students who depend on NSFAS or the public at large that he hasn't wilfully risked their futures to enrich himself and his comrades," said Khakhau. ActionSA also rejected Nzimande's "theatrical attempt at a press conference", and said he evaded accountability through a "laughable tale" of being the victim of an elite conspiracy. "Such delusions are unworthy of serious consideration," said ActionSA Youth Forum chairperson Hluphi Gafane. She explained that in undermining the principles of transparency and accountability, Nzimande resorted to invoking racial undertones to shield himself from scrutiny - "a tactic befitting someone caught red-handed with his grubby hands in the cookie jar". ActionSA is of the view that Nzimande lacked the authority to speak on behalf of poor students, owing to what the party calls a track record marred by a shameful combination of mismanagement, cronyism and corruption, which it says has only exacerbated the disenfranchisement of poor students. Outa has also confirmed that criminal charges had been drawn up with regards to the leaked recordings against Nzimande, Khosa, Thula Ntumba, the directors of Coinvest as well as Coinvest Africa itself for corruption and bribery in terms of the Prevention and Combating of Corrupt Activities Act (No. 12 of 2004). Outa said it would be sharing the report and recordings with the Auditor-General, the Public Protector, Werksmans Attorneys, the South African Revenue Service, National Treasury and the umbrella body for universities, Universities South Africa. The report will also be given to the parliamentary Portfolio Committee on Higher Education, Science and Innovation for oversight purposes, the organisation said. Outa reiterated its call for Nzimande and Khosa to resign. "If they don't want to resign, President Cyril Ramaphosa must for once show that he is putting the country before his party and remove them from their positions," the organisation said.

The Democratic Alliance (DA) said on Monday, through its student organisation, it will initiate mass mobilisation campaigns at tertiary education campuses across the country to force President Cyril Ramaphosa to fire Minister of Higher Education, Science and Technology Blade Nzimande. Last week, a series of leaked recordings released by the Organisation Undoing Tax Abuse (Outa) revealed the details of a criminal cartel operating inside the Department of Higher Education and the National Student Financial Aid Scheme (NSFAS). The recordings revealed that service providers that were awarded multimillion-rand tenders to administer direct payments to students allegedly paid kickbacks to NSFAS chairperson Ernest Khosa, to Nzimande, and to the South African Communist Party (SACP). According to Outa, "This was done in return for tenders and protection for service providers." DA leader John Steenhuisen said that these revelations demonstrated that nothing was sacred to the African National Congress (ANC) government. He said the party was preparing criminal charges against Nzimande and was also briefing its legal team to declare the NSFAS board delinquent over the corrupt and irrational direct payment and accommodation tenders. "This legal action is in keeping with the findings of the State Capture Commission, which recommended that it should become standard practice to declare board members involved in capture and corruption as delinquent," he said. Steenhuisen announced that the DA would immediately submit a request under the Promotion of Access to Information Act to obtain a copy of the Werksmans report into the awarding of the direct payment tenders. The party will write to Ramaphosa and the Special Investigating Unit (SIU) to demand that the scope of the SIU's investigation be broadened to include the alleged kickbacks to Nzimande and the SACP. Steenhuisen explained that instead of supporting students who were working hard to rise above hardship to build a better future for themselves and the country, the ANC only saw "another opportunity to loot". He highlighted that the awarding last year by NSFAS of direct payment tenders to companies with no proven track record had resulted in students being charged exorbitant fees for every transaction. "In many cases, students also received their allowances late or not at all, leaving them unable to even buy food. Thanks to the recently released recordings, we now know why these lucrative tenders were awarded to companies no one had ever heard of: in exchange for kickback payments to Nzimande, Khosa and the SACP," he said. SYSTEMIC CORRUPTION Steenhuisen said in addition to cutting the accommodation allowance by R15 000 per year last year, the scheme now also required educational institutions and private accommodation providers to obtain accreditation at a cost of up to R200 per bed. By the end of last year, only 6.5% of the beds required for the 2024 academic year had been accredited under the new system. Steenhuisen believes that the "systemic corruption evident at NSFAS and the Department of Higher Education" is likely to trigger a serious crisis when students return to campuses later this month, only to find that they cannot access accommodation and are being charged to fund corruption every time they try to buy food. He explained that ANC corruption and mismanagment had created a funding shortfall of over R1.1-billion, which meant that funding would be withdrawn from over 87 000 students, in addition to the 20 000 students who were already deprived last year. "Instead of firing Nzimande and Khosa, [Ramaphosa] has remained silent, while the ANC has meekly suggested that Nzimande may appear before its so-called integrity committee. The Constitution spells out that only the President has the responsibility to act against corrupt Cabinet ministers," Steenhuisen said.

Last week Outa called for the resignation of Nzimande and National Student Financial Aid Scheme (NSFAS) board chairperson Ernest Khosa. Outa released voice recordings of two meetings between Khosa and a representative of a service provider which reveal how service providers allegedly paid millions of rands in kickbacks to Nzimande and Khosa, as well as at least R1-million to the SACP. This was done in return for tenders and protection for service providers. The recordings and Outa's accompanying report are the latest bombshells in exposing corruption and mismanagement at NSFAS. Nzimade explained that the SACP has already made its stance known on the "false allegations" contained in the Outa report and had rejected the allegations with "the contempt they deserve". "I also wish to place it on record that I do a lot of party political fundraising, especially for the SACP, as is the case I am sure with leaders of all political parties. However, with the strict guidance from the SACP I am not permitted to raise funds from entities under my departments," he said. Nzimande said that he was "taking the initiative" to go to the integrity committee of the African National Congress (ANC) and what is called the central ethics committee of the SACP to account and place "his side of the story". "…But cooperating with any law enforcement agency I do not have a problem because I have no fear," he said. He noted that the publishing of the report and leaking of the recording was "calculated" to disrupt the smooth start of the academic year and said it had no regard for the "plight and well-being" of poor and working class students. "In any case, an organisation such as Outa doesn't care about ordinary poor black South Africans. [It is] an organisation of the elite that serves the interests of the elite," he said. Nzimande said he would meet with the NSFAS board on Thursday to receive news of progress on the 2024 application process, finalisation of the 2023 disbursement and the implementation of the pilot project student accommodation reforms.

Higher education, science and innovation minister Blade Nzimande says perhaps National Student Financial Aid Scheme (NSFAS) funding allocation should be prioritised according to certain degrees and programmes based on the country's needs. But before this “discrimination”, as the minister called it, there should be a large college sector that can absorb students who don't get funding for university education. The minister was in parliament tabling the department's state of readiness for the 2024 academic year. NSFAS, government's bursary scheme, aids students who lack financial access to higher education. For students in the “missing middle” - households earning within the threshold of R350,000 to R600,000 a year - the minister said they should be on a mixed system of a loan and a bursary. He said his preference was for PostBank to handle loan systems for the missing middle. “We have raised R3.8bn and our figures tell us that money will go a long way in addressing the missing middle” Last month thousand of students were left in limbo by the financial scheme when they did not receive their allowances. NSFAS blamed the universities' data management systems for the payment failures.

Minister Blade Nzimande has complained he is being called too often to account in parliament. The minister of higher education, science and innovation was appearing before a parliamentary portfolio committee at its last meeting for this year. Nzimande said being called “too much” to account to the committee does not give him and his team enough time to do their work. Committee chair Nompendulo Mkhatshwa said the minister must direct his concerns to the chair of chairs. EFF MP Mandla Shikwambana did not take kindly to the minister's complaint, telling him to “stop policing the committee”. Nzimande explained the negative effect on him and his team of having to appear before them frequently. “It poses certain challenges on our side, If I don't raise it here, where do you expect me to raise it? In a rally?”  The minister asked to be released early from the meeting as the president required him to discuss NSFAS issues at a special cabinet meeting.

NSFAS has been rocked by a series of scandals including leadership instability and the irregular awarding of four fintech companies to disburse student allowances. The University of South Africa (Unisa) welcomed the decision taken by Higher Education, Science and Innovation Minister Dr Blade Nzimande to withdraw the notice to place the university under administration. Last week the Gauteng High Court ordered the Minister to overturn his decision following Unisa's court interdict against the move. The university believes that this decision by Nzimande affirms the "sacrosanctity of the courts" and the rule of law. Last month, Nzimande notified the university of his intention to place it under administration, after the Unisa Council failed to present written representations by the September 4 deadline. Nzimande's intention to place Unisa under administration followed reports on the management of the institution by Independent Assessor Professor Themba Mosia and the Ministerial Task Team (MTT) on Unisa chaired by Dr Vincent Maphai. Nzimande previously said that the Independent Assessor's report revealed financial and other maladministration of a serious nature and serious undermining of the effective functioning of Unisa. The report also revealed that the appointment of an administrator was in the best interest of Unisa and of higher education in an open and democratic society. The MTT on the other hand, conducted an Independent Review of Unisa, and looked at the issue of 'Unisa's mission drift', which had massive implications for the financial sustainability and future of Unisa.

The transition to green hydrogen can be a hugely beneficial reality in the near future with collaboration between companies, countries and knowledge institutions, Higher Education Science and Innovation Minister Blade Nzimande told a just transition event attended by European Commission joint research director DG Stephen Quest, UK High Commissioner Antony Phillipson and representatives of neighbouring African states. The Minister also emphasised the vital role provincial and municipal governments need to play in collaboration with countries such as Namibia and Angola, as well as partners such as the European Union, United Kingdom, Netherlands, and Japan. “If we indeed work together, we can speed up the energy transition and make the green hydrogen economy a reality in the near future,” said Nzimande, whose Ministry has been at the forefront of exploring ways in which South Africa can play a significant role in the green hydrogen economy. Public Works and Infrastructure Minister Patricia de Lille has afforded special integrated project or SIP status to the R100-billion Hive Hydrogen project in Coega, Nelson Mandela Bay, led by former Standard Bank chairperson and one-time Eskom CEO Thulani Gcabashe, the current Hive Hydrogen South Africa executive chairperson. The burgeoning outlook for the platinum-based green hydrogen economy is highlighting the need for green artisan and green technician development. Recommended is that South Africa equips its technical vocational education and training (TVET) colleges to develop pathways from high-carbon to zero-carbon jobs through the formal Green Hydrogen TVET Ecosystem Just Transition Strategic Framework aimed at helping South Africa's workforce to prepare for an emerging green hydrogen economy, in which the Public Investment Corporation (PIC) calculates that investment of more than R4.3-trillion is required. The hydrogen investment strategy of the PIC, which has R2.339-trillion worth of assets under management, is aimed at unlocking value through providing early-stage capital for the development of the hydrogen value chain and.leveraging off more than 200 hydrogen projects that have been announced worldwide. PIC sees hydrogen as the next frontier in clean energy technology owing to its extensive value chain applications. In addition, H2Global ­– a market ramp-up instrument that serves as an innovative form of subsidy scheme to smooth out bumps along green hydrogen's early-mover road – has made a strong call for final investment decisions to be taken on the multiplicity of green hydrogen projects that are already underpinned by memoranda of understanding. TVET colleges are being enhanced to play a more pivoting role than ever before in the rapid expansion of renewable energy generation and the transition away from fossil-fuel dependence. “In transitioning to the inclusive green hydrogen economy, the TVET ecosystem needs to cultivate transversal skills, develop a knowledge common for skills and create an enabling, collaborative environment to address local shifts and challenges,” Nzimande told the event as green hydrogen emerges as an area of huge investment potential in South Africa and Africa. “We're a continent of wind and the sun and like Africa is the cradle of humankind, it is also a future primary source of alternative energy, such as green hydrogen,” said Nzimande, who added that the focus would be on green hydrogen exports, local electrolyser and fuel cell production, and the manufacture of green steel, sustainable aviation fuel, ammonia fertilisers and renewable energy components. South Africa had to potential, the Minister said, to generate between six million tonnes and 13-million tonnes of green hydrogen and green hydrogen derivatives by 2050, an output which would require from 140 GW to 300 GW of renewable energy, and the just energy transition requiring even closer collaboration between industrial companies, innovative small and medium enterprises, training facilities, f...

Those wishing to apply for the 2022 National Student Financial Aid Scheme (NSFAS) can do so from November 2 until January 7, 2022. Minister of Higher Education, Science and Innovation Dr Blade Nzimande made the announcement on Thursday and urged those hoping to study at public universities and technical and vocational education and training (TVET) colleges to apply on time. Addressing the media in a press briefing attended by NSFAS CEO Andile Nongogo, officials from the Department of Higher Education and Training and student leadership, Dr Nzimande said the demand for student funding had increased now more than ever, owing to the impact of the Covid-19 pandemic. NSFAS funding had increased from R5.9-billion in the 2014/15 financial year to about R35-billion in 2020/21. “This is a significant contribution by government to supporting access to higher education and the success of students from poor and working class backgrounds. I am very proud of the achievements of the NSFAS,” Nzimande said. Government will categorise applying students as first-time and returning students who are also South African Social Security Agency (Sassa) beneficiaries; first-time and returning students who are not SASSA beneficiaries; and students living with disabilities. Applications are also open to individuals who are already enrolled at institutions, but are without funding and who qualify financially for NSFAS funding. Nzimande said the NSFAS board had given its assurances that the 2022 application process would handle student applications efficiently and seamlessly. According to Nzimande, NSFAS funding for university and TVET college bursaries for poor and working class students increased by 107% from R20-billion in 2018 to R42-billion in 2021. The 2020 academic year saw 751 858 fully-subsidised third year students, 489 912 of whom were university students and 261 404 of whom were TVET college students. The total number of university students funded, including funding from other government departments, increased by 45.4% from 346 966 students funded in 2018 to 504 366 students funded in 2020. “These indeed are not small numbers in terms of government assistance to students at university and TVET colleges. In essence what I would like to say is that indeed there is free higher education for the children of the working class and the poor in this country,” Nzimande said. Sharing the overall student demographic profile he said university and TVET college students in 2020 comprised of 92.9% African students, 4.2% Coloured students, 0.9% white students, 0.7% Indian students and 1.4 % others. Nzimande pointed out that NSFAS had been particularly effective at targeting female students, who constituted 61.5% of all students funded – in 2018 this was 61.4%. He highlighted this as a huge achievement in terms of affirming women in post school education and training. However, the Minister noted a 26% decrease in funding for students with disabilities and promised to give it focused attention. In the 2020 academic year, NSFAS funded 1 421 university students with disabilities compared to 1 921 students in the prior year. Students with disabilities who qualify for funding fall within the maximum threshold of up to R600 000 of combined gross family income a year. Nzimande stressed that the system had been improved and assured students that the new changes would make the application process smooth and glitch-free.

Transport Minister, Blade Nzimande has expressed concern over the spike of fatal road crashes involving public transport. This after 14 people died when a taxi overturned near Greytown in KwaZulu Natal last night. Earier this week, another thirteen people including three children, died and more than fifty others were injured in a bus crash at Satansnek between Ngcobo and Elliot in the Eastern Cape. Former Higher Education Minister, Blade Nzimande, says he is still of the view that all poor and working class students should be provided with free education at tertiary level. His comments come after President Jacob Zuma released the Fees Commission Report yesterday. It recommends that students be funded through a cost-sharing model of government guaranteed loans from commercial banks. The report also recommends that students studying at TVET Colleges receive fully subsidised free education in the form of grants. The announcement which was made through a media statement saw SACP general secretary Blade Nzimande removed from the higher education portfolio. Nzimande now remains an ordinary member of parliament. Four other ministers were also move to different portfolios. Protesting students on the main campus of the University of the Free State have slightly damaged the statue of former state president C.R. Swart after attempting to set it alight. However, university security personnel managed to put out the blaze. The protesting students are members of the EEF and students organisation SASCO. They are supporting workers who are demanding an end to outsourcing. Meanwhile, The gates remain locked with a visible police presence at the University of Pretoria. This follows the clash between a group of students calling for abolishment of the use of Afrikaans language and the group supporting preservation of Afrikaans at the institution. A handful of Front National supporters picketed near the university's main entrance.

The Minister of Higher Education, Blade Nzimande, says free tertiary education is only for the poor. He told Parliament's Portfolio Committee on Higher Education today that those who can afford will have to pay. The committee had asked about his department's plans to address the matter of student fees at universities.
