#Ep.060 Nepal is a multi-linguistic country with over 130 national languages recognized by the State. However, debates on multilingualism keep resurfacing, particularly concerning the State's preference for khas kura (Nepali), a remnant of the Panchayat regime's monolingual ‘Ek Desh, Ek Bhasa' policy. The country has multilingual provisions, but the gaps within such provisions are quite visible; for example, even with a multilingual policy like the first-language-based multilingual education (MLE) program, most schools in the country explicitly focus on using Nepali or English as the sole language as the medium of instruction. In this episode, PEI colleague Sonia Jimee sits in conversation with Prem Phyak to explore multilingualism and multilingual policies in Nepal with a specific focus on Nepal's education sector. The two analyze the gap between constitutional provisions and their real-world implementation, exploring the potential cultural implications of multilingual policies in governance and education as well as the growing societal perception of the English language being correlated with ‘quality' education. Prem Phyak is currently an Associate Professor at Columbia University, Faculty of International and Comparative Studies. Previously, he was an assistant professor and associate professor at the Chinese University of Hong Kong and Tribhuvan University, Nepal, respectively. His research focuses on social justice, critical pedagogy, multilingualism and multilingual education, decolonial turn and language policy. To break it down, Suchin spoke to Head of India Originals, Aparna Purohit. We spoke about the Amazon secret sauce, why she's tired of being pitched different versions of Mirzapur, the challenges of nailing a second season, the need for more rockstar streaming executives, and the changes she'd like to see within the streaming landscape

There is no player within the Indian streaming landscape quite as prolific and distinctive as TVF (The Viral Fever). What started as a YouTube channel back in 2010 known for its skits and sketches, the company ventured into making shows on YouTube in 2016 with titles like Pitchers and Permanent Roommates. But, despite being the first movers in the digital space, they certainly didn't get left behind. By 2019 they'd quickly snowballed into a storytelling machine with winning shows across platforms like Gullak, Kota Factory, Hostel Daze, and Panchayat. To decode the TVF secret sauce, Suchin spoke to the Head of TVF Originals Shreyansh Pandey. They chatted about the mammoth success of Panchayat, how you maintain the level of intimacy in your stories when you're making so many at once, the curse of season 2, and the TVF template - the joke being that TVF will make a show for every academic syllabus out there. It's a formula they hope to soon break by stepping into the sci-fi space.

Democracy in Question?
Mukulika Banerjee on the Cultivation of Democracy in India

Guests featured in this episode:Mukulika Banerjee, Professor of Anthropology at the London School of Economics and Political Science where she was also the inaugural director of its South Asia Centre from 2015 to 2020. Working at the intersection of social anthropology, politics, and history, Mukulika has published widely on South Asia. She edits also the excellent Routledge series, exploring the political in South Asia. Her most relevant publications to this episode are;  Why India Votes [2014]  and  Cultivating Democracy, Politics and Citizenship in Agrarian India.[2021]GlossaryWhat is the caste system in India?(16:15 or p.4 in the transcript)In South Asia, the caste system has been a dominating aspect of social organization for thousands of years. A caste, generally designated by the term jati (“birth”), refers to a strictly regulated social community into which one is born. Some jatis have occupational names, but the connection between caste and occupational specialization is limited. In general, a person is expected to marry someone within the same jati, follow a particular set of rules for proper behavior (in such matters as kinship, occupation, and diet), and interact with other jatis according to the group's position in the social hierarchy. In India virtually all nontribal Hindus and many adherents of other faiths (even Muslims, for whom caste is theoretically anathema) recognize their membership in one of the hereditary social communities. Among Hindus, jatis are usually assigned to one of four large caste clusters, called varnas, each of which has a traditional social function: Brahmans (priests), at the top of the social hierarchy, and, in descending prestige, Kshatriyas (warriors), Vaishyas (originally peasants but later merchants), and Shudras (artisans and laborers). The particular varna in which a jati is ranked depends in part on its relative level of “impurity,” determined by the group's traditional contact with any of a number of “pollutants,” including blood, menstrual flow, saliva, dung, leather, dirt, and hair. Intercaste restrictions were established to prevent the relative purity of a particular jati from being corrupted by the pollution of a lower caste. A fifth group, the Panchamas (from Sanskrit panch, “five”), theoretically were excluded from the system because their occupations and ways of life typically brought them in contact with such impurities. They were formerly called the untouchables (because their touch, believed by the upper castes to transmit pollution, was avoided), but the nationalist leader Mohandas (Mahatma) Gandhi referred to them as Harijan (“Children of God”), a name that for a time gained popular usage. More recently, members of that class have adopted the term Dalit (“Oppressed”) to describe themselves. Officially, such groups are referred to as Scheduled Castes. Those in Scheduled Castes, collectively accounting for roughly one-sixth of India's total population, are generally landless and perform most of the agricultural labor, as well as a number of ritually polluting caste occupations (e.g., leatherwork, among the Chamars, the largest Scheduled Caste). sourceWhat is a panchayat?(26:03 or p.7 in the transcript)Panchayat is the most important adjudicating and licensing agency in the self-government of an Indian caste. There are two types: permanent and impermanent. Literally, a panchayat (from Sanskrit pañca, “five”) consists of five members, but usually there are more; the panchayat has a policy committee, however, often numbering five. The panchayat sits as a court of law. Cases are heard in open meetings in which all members of the caste group concerned are entitled to take part. Any evidence that has any conceivable bearing on the case is admissible; it can be produced by either party, by onlookers, or by members of the council. Types of offenses adjudicated in meetings of the panchayat are breaches of eating, drinking, or smoking restrictions; infractions of marriage rules; breaches of a caste's customs in feast; breaches of its trade rules; the killing of certain animals, notably cows; and the injury of a Brahman. Less commonly, the panchayat handles criminal and civil cases actionable before a court of law. Panchayats of Muslim castes try only a few of the offenses, as the rest fall under fiqh, or Islāmic law. Penalties take the form of fines (paid by distributing sweets to a caste group or by contributing to a caste fund), the obligation to offer a feast to the berādarī (family brotherhood) or to Brahmans, and temporary or permanent excommunication. Pilgrimage and self-humiliation are sometimes levied, but physical punishment is now uncommon. The passing of the Evidence Act by the British in 1872, with its strict rules of admissible evidence, led to a bypassing of the panchayat by some caste members who began to take their cases directly to the state court (see Indian Evidence Act). Some castes try cases that have come up before a state court or retry them after the verdict of the state court has been given. The Congress Party in India made a point of creating village panchayats as local instruments of government, the so-called panchayat raj, or government by panchayats. source Democracy in Question? is brought to you by:• Central European University: CEU• The Albert Hirschman Centre on Democracy in Geneva: AHCD• The Podcast Company: Novel Follow us on social media!• Central European University: @CEU• Albert Hirschman Centre on Democracy in Geneva: @AHDCentreSubscribe to the show. You can now support Nepal Now. Hi everyone. This is Marty Logan. Apologies for the long delay between episodes. I finally made it home for the holidays after four years being delayed by Covid and took advantage with a longer than usual break. So, welcome back to Nepal Now, if you're a return listener; greetings to those of you who are here for the first time. What I'm trying to do with this podcast is highlight some alternatives to the usual routes and ideas about so-called development in Nepal. If you have any suggestions for future episodes please write to me at martydlogan@proton.me.We've all made asses of ourselves at one time or another. Unfortunately for me, it seems that those are some of my most enduring memories. But today's guest actually made a career out of it — not of messing up but of being The Ass, the author of a satirical column that ran on the back page of the Nepali Times newspaper for more than two decades. As full-time publisher and editor of the weekly paper he says that writing the column went way beyond horsing around. In fact, more than once during our chat he describes satire as serious business — it's a way to hint at what is really going on in the halls of power without playing by the regular rules of journalism, but if you cross a line and hit too hard — or too low — you could find yourself in a heap of — well, you know what. The Ass says that after decades of poking fun at Nepal's leaders he started to repeat himself — which isn't surprising as the politicians themselves have been revolving in and out of the top posts for just as long. At some point he also realized that the reality of party politics was actually more ridiculous than anything he could dream up. So, The Ass is out to pasture and today says he is sleeping like a foal once again. We also discuss the birth and evolution of Nepali Times, which started off as a cash cow — apologies for the mixed animal metaphors in this episode — but soon became known as a media that reported on life in Nepal beyond the Kathmandu bubble, particularly during the Maoist insurgency, from 1996 to 2006. A quick note: early in the episode The Ass talks about the panchayat, which was the party-less system of government that reigned in Nepal before democracy was restored in 1990. This week was crazy watching because we had 2 movies and one whole long series to cover. #KanganaRanaut's #Dhaakad was a disotypain disappointment despite hot hunk Arjun Rampal trampling our hearts. Kangana just couldn't pull off the Lara Croft x Atomic Blonde avatar with a n hour long back story that did not move a flicker in our hearts that would make us justify her trigger happy avatar.Huge mess.Bhool Bhulaiyaa 2 as Farhad Samji slapstick - a laugh and a half with absolutely no new thing to add except Kartik Aryan in its list of bad actors. For a cult to a basic badly CGI'd slapstick - journey is interesting. Tabu is a beaut.Panchayat 2 was uncomplicated and such a delight to watch in all its simple , impactful writing of people who are selfish and motivated by what works for them. Loved the series. Our reviews are up on our site.Don't forget to follow and engage with us on our social. We like to talk.

What is an eco-community? Is it for the like-minded and those who have similar goals? To serve a true spirit of community, it must be inclusive, we must learn to embrace those with different values, spiritual beliefs, and life goals. A true eco -community is one where we reach out to diverse interests and  at the same time, share respect and kindness with each other.  Citing the Panchayat practice of ancient Vedic tradition ~ we see how each village was responsible through its Panchayat, or committee of five elders, for maintaining the home ground in the forests within its own locality. A community is a safe non-judgmental space where  the despairing, the disgruntled, the pure spirited, the disparaged, the disabled, the affluent, the poor, the ambitious, the creative, all co-exist in harmony with each other. In the Panchayat system, no village was complete without its corresponding mature woodlands, and  animal husbandry. In the spirit of community, we never encroach or use more space than necessary. Everyone shares in the  tending of groves for providing fruits, flowers, timber products, and shelter for grazing cows.Listen In~ Support the show
