Verteidigungsminister Martin Pfister fehlt das Geld für die Armee. Pfister möchte innert zwei Jahren die Luftabwehr stark ausbauen. Doch die geplanten Systeme dürften zu spät kommen, denn der Verteidigungsminister hat kein Geld für dringend nötige Anzahlungen. Weitere Themen: In Kuba spitzt sich die Versorgungslage zu: Der Ölmangel so gross, dass gewisse Haushalte tagelang ohne Strom auskommen müssen, der Vekehr ist lahmgelegt, Flugzeuge können kein Kerosin mehr tanken. Die kubanische Regierung zückt derweil Konzepte aus der Zeit nach dem Zusammenbruch der Sowjetunion. Polen rüstet angesichts der russischen Bedrohung das Militär auf, doch der Zivilschutz hinkt hinterher und die Bevölkerung scheint mental nicht auf Bedrohungen vorbereitet zu sein. Die Regierung versucht das zu ändern und verschickt in der Eile Sicherheitsratgeber an alle Haushalte.

Weil sich die Sicherheitslage verschärft, erwägt der Bundesrat, neben den F35-Kampfflugzeugen die Flotte auf 55 bis 70 moderne Jets zu erweitern. Wieviel mehr Sicherheit bietet das? Und wer soll das bezahlen? Kritische Fragen an Bundesrat Martin Pfister. Zwar will der Bundesrat vorerst nur so viele F35 kaufen, wie im Rahmen der vom Volk bewilligten 6 Milliarden Franken möglich sind – weniger als 36, weil der Preis gestiegen ist. Über die «fehlenden» F35 will er aber bereits Ende Januar entscheiden. Und mittelfristig hält das Verteidigungsdepartement sogar eine Aufstockung auf bis zu 70 moderne Kampfjets für nötig. Wie passt das zusammen? Sollen so alle Seiten zufrieden gestellt werden – von den Stimmberechtigten, die ein Kostendach von 6 Milliarden genehmigten, bis zu den Warnern, die eine stärkere Luftverteidigung fordern? Und was bedeutet das für Bundesfinanzen und Steuern? Der Verteidigungsminister nimmt Stellung. Mit der ersten sicherheitspolitischen Strategie geht der Bundesrat zudem auch auf die verschärfte Sicherheitslage ein. Wie gefährdet ist die Schweiz? Wie soll die Gesellschaft resilienter werden?
