An ethnographic study of Indian democracy that shows how agrarian life creates values of citizenship and active engagement that are essential for the cultivation of democracy, Cultivating Democracy provides a compelling ethnographic analysis of the relationship between formal political institutions and everyday citizenship in rural India. Dr. Mukulika Banerjee draws on deep engagement with the people and social life in two West Bengal villages between 1998 and 2013 to show how the micro-politics of their day-to-day life builds active engagement with the macro-politics of the state. Her sensitive analysis focuses on several "events" in the life of the villages shows how India's agrarian rural society helps create practices and conceptual space for citizens to be effective participants in India's great democratic exercises. In September 2020, the government of India approved a series of agricultural acts, often referred to as the “Farm Bills.” What was proposed threatened to change the state of agriculture in India forever, and thus, inspired a long farmers' protest that is only just coming to a conclusion (thanks to a recent announcement that confirms the laws have been repealed). This episode tracks my journey to Tikri border — located on the capital’s suburbs — where thousands of farmers lived as they protested the effects of neoliberalism on Indigenous agricultural systems. Cooking with the community and feeding everyone who came to the site (including the police!) was one crucial way in which solidarity was cemented. My guide, and the guest of this show, is the inspirational activist Navkrian Natt, who along with thousands of farmers, resisted injustice with all her heart. India produces nearly 1.7 million tonnes of grapes every year and Maharashtra contributes nearly 70 per cent of the output. Grape is a highly profitable crop. Of the 1.7 m tonnes only a tiny fraction goes into winemaking and wine grapes offer even better returns. It is estimated that grape farmers make anywhere between Rs 40-80 for every litre of wine consumed. In comparison, Barley and wheat farmers earn just Rs 12 for a litre of beer and sugarcane farmers just Rs 4 for a litre of molasses-based hard liquor. To increase the income of grape farmers, the Maharashtra government last week allowed supermarkets with an area of more than 1,000 sq feet to sell wine. Wine-makers are obviously cheering and the move seems to have thrilled the farmers too. But the opposition in Maharashtra, the BJP says this would abet alcoholism. Is there indeed a big social cost that the government is overlooking to help farmers? And does it indeed help farmers or merely the big winemakers? It's been one year since thousands of farmers in India started protesting controversial agricultural laws. Indian Prime Minister Narenda Modi has promised to repeal those laws, but protestors aren't going home yet. Hear from two organizers of a Halifax rally in solidarity with Indian farmers.
A movement to support Indian farmers scored a win this past week. The Prime Minister of India, Narendra Modi, announced plans to roll back three controversial laws that had sparked protests for more than a year. The Sikh community in California had rallied behind this movement and staged several marches here in the Bay Area, including one that stopped traffic on the Bay Bridge. Many said they wanted to take a stand against privatization. Some wanted to stand in solidarity with relatives back home. And now, it seems that these continued demonstrations have paid off. For more than fifteen years, the scholar Mukulika Banerjee has been deeply embedded in the social and political life of two villages in the state of West Bengal—studying developments there, both during elections and between them. Her new book, “Cultivating Democracy: Politics and Citizenship in Agrarian India,” is a deeply researched study of Indian democracy that shows how agrarian life creates values of citizenship and active engagement that are essential for the cultivation of democracy. Mukulika Banerjee is an associate professor in social anthropology at the London School of Economics, and she joins Milan on the podcast this week to discuss the importance of India's status as a “republic,” what B.R. Sugarcane farmers, especially in Maharashtra, have been expressing grievance over pending payments from sugar mills or looking to supply cane to neighbouring Karnataka as mills near their home have closed. Sugarcane is one of the most beneficial crops and yet, there are problems for growers on the payment front. Maharashtra growers are the most affected with the mills there getting prices below the minimum sale price level (MSP) fixed by the Centre. Maharashtra sugar industry problems have cropped up as Uttar Pradesh has emerged as its main rival. As Maharashtra mills are forced to sell sugar below production costs, they are facing a financial crisis. Closer scrutiny reveals the policies are interlinked with politics in the State. It is one reason why no Government has not been able to do much on the policy front. None of the central or state governments have come forward with medical assistance. But the kisan (farmers and peasants) are more resolute than ever, and more united than ever, in their struggle to force the government to withdraw the three farm bills and the anti-people electricity legislation.During our one-and-a-half-day stay with the protesters, we noted how those who were severely sick received emergency treatment in the 30-bed camp hospital that has been set up at the Singhu border and run by doctors and nurses from Delhi and the adjoining districts. The doctors themselves have contributed medicines and life-saving equipment.The peasants and farmers remain in high spirits. Every day, rain or shine, from the break of dawn to the very late afternoon when icy winds start to gust fiercely across the open fields, they organize demonstrations at every blocked highway crossing. The current market protections for farmers will evaporate, including government procurement policies and minimum price guarantees, government staple food quotas, state subsidies, marketing boards, farmers' co-ops, the co-op banking system which provided farmers with cheap loans and the system of Commission agents which advanced funds to small and marginalized farmers.The new laws will enable the agricultural monopolies to dictate what crops will be grown, what the price of food will be to surviving contract producers and to consumers. They will enable unprecedented corporate price-fixing and profiteering in food production and will give the food monopolies the ability to create massive food shortages in order to do it.These neoliberal laws, in line with World Trade Organization (WTO) demands that countries eliminate farm-gate price controls, income subsidies and other assistance to small farmers, have stripped small farmers of their power to negotiate with government and corporations, and their legal rights to take disputes to court. The new laws force them to accept resolution from third parties named by the fascist Modi government.Read the article in full.

On 2 February, when Singer and actor Rihanna shared a report by CNN on the internet blockade imposed around Delhi, on her Twitter asking her 100 million strong followers “Why aren't we talking about this?! #FarmersProtest” — barely hours within posting the tweet, a huge amount of global support came pouring in from international icons, journalists, activists, advocacy groups and legislators too. Rihanna's tweet is perhaps not all that suprising since she has frequently spoke up about human rights issues such as Black Lives Matter and even the recent coup in Myanmar.But immediately after Rihanna's tweet, teen environmental activist Greta Thunberg also tweeted saying, "We stand in solidarity with the #FarmersProtest in India." British MP Claudia Webbe retweeted Rihanna's post and wrote: "Solidarity to the Indian Farmers. Thank you Rihanna. In an era where political leadership is lacking we are grateful for others stepping forward." US Vice President Kamala Harris's niece Meena Harris wrote, “It's no coincidence that the world's oldest democracy was attacked not even a month ago, and as we speak, the most populous democracy is under assault.
