US equity indices declined as a "risk-off" selloff spared few corners of the market and with losses acerating in the closing hour of trading - Dow -593-points or -1.20% Microsoft Corp (down -4.97% and now down over >27% from its 28 October peak) and Salesforce Inc (-4.75%) both fell over >4.5%, while investment banks Goldman Sach Group Inc (-2.51%) and JPMorgan Chase & Co (-2.24%) fell over >2%.The broader S&P500 -1.23% and slipped into negative territory for the calendar year-to-date, with Materials (down -2.75%) and Consumer Discretionary (-2.59%) falling over >2.5% and leading nine of the eleven primary sectors lower. The Information Technology sector fell -1.22% after entering official correction territory a day earlier, down ~11.2% from its 29 October peak. Consumer Staples (up +0.25%) and Utilities (+0.11%) were the only primary sectors to settle in positive territory.

Oh no, said the neighbors, what a disaster to lose your horse! Perhaps, said the farmer.But after some time the stallion came back and following him a mare and a pony. Oh my, said the neighbors: what good fortune! You had no horses and now you have 3! Perhaps, said the farmer.        One day the farmer's son galloped off on the mare, hit the branch of a tree, fell to the ground, and badly broke his leg. Neighbors found him, carried him home and said, Oh no, what a disaster for your poor son. Perhaps, said the farmer.The son was in bed with his broken leg when a tribe from the north descended on the village. Every able-bodied man and boy went out to defend their homes and farms. Hurricane Melissa: Concrete Kingston Spared, St. Catherine's Suffers Utter Devastation Guest: Reverend Bill Develin Reverend Bill Develin reports from Kingston, Jamaica, describing Hurricane Melissa as an "unbelievable storm" that surpasses others he has experienced. The Category 5 hurricane features incredible winds reaching 185 mph and torrential rainfall, creating a "toxic mix and meteorological disaster." Develin, located in Kingston on a hill in a concrete home, did not need to evacuate and notes that Kingston has "definitely been spared," though power has been out in his neighborhood for approximately 12 hours and half of New Kingston's business district remains in darkness. In stark contrast, St. Catherine's Parish, approximately 120 miles to the west, has experienced "utter and complete devastation." This underserved, rural, and impoverished area is largely constructed of wood structures with zinc metal roofs, making homes highly vulnerable to the storm, comparable to the poorest parts of New Orleans during previous hurricanes. St. Catherine's Parish was on a mandatory evacuation list of 25 areas; fortunately, though the state public hospital's roof was ripped off, all patients and staff had been evacuated the day before the storm. The government of Jamaica, including Prime Minister Andrew Holness and the Office of Disaster Preparedness, performed exceptionally, establishing 880 safe shelters across the island and maintaining overall preparedness. The Ministry of Transportation hopes the airport will reopen within 48 hours to allow relief flights carrying humanitarian aid from organizations like Samaritan's Purse, the International Red Cross, and the European Union Humanitarian Relief Effort. Despite these efforts, devastation across western Jamaica from May Pen to Montego Bay—where 25,000 tourists shelter—will require massive cleanup efforts lasting at least a year, constituting a "double whammy" for communities still recovering from Hurricane Barrel, which struck over a year prior with similar force. Hurricane Melissa is expected to travel north through Montego Bay, then turn obliquely eastward toward Cuba, barrel into western Haiti, pass near the Bahamas and Bermuda, and eventually dissipate into the Mid-Atlantic Ocean.

Disguised as a free Black sailor, Douglass boarded a train in Baltimore and made his way north to freedom, ultimately arriving in New York City. His flight from bondage was not just a personal liberation—it was a direct challenge to the legal regime of American slavery, upheld at the time by both state laws and federal statutes such as the Fugitive Slave Act of 1793. Douglass's successful escape, aided by forged documents and the relative leniency of northern vigilance at the time, highlights the tension between laws protecting property in human beings and the moral and constitutional arguments against such laws.Once free, Douglass became one of the most powerful legal thinkers of the 19th century, though he was never formally trained as a lawyer. On the surface, the policy looks like progress. The maximum credit is up to $2,200 and now indexed to inflation—something advocates have long called for. But dig into the mechanics, and a more troubling picture emerges.Despite the expansion, around 19 million children—28% of all kids in the U.S.—will remain ineligible for the full credit simply because their families don't earn enough. That's not a glitch; it's built into the law. The income phase-in structure means the poorest families, those most in need, get the least. In fact, a family of four has to make $41,500 to qualify for the full benefit—well above the federal poverty line of $32,150.This flawed design disproportionately affects Black, Latino, and Native American children, as well as kids in single-parent and rural households. And it's a bipartisan failure: Columbia University's data shows the exclusions cut across red and blue congressional districts almost evenly. That's part of what makes this so frustrating—lawmakers on both sides get to claim credit for “expanding” the CTC, even as millions of children continue to be left behind.Meanwhile, states are quietly filling the gap. Since the expiration of the more generous pandemic-era CTC in 2021, about a dozen states have implemented their own refundable credits. The results speak volumes. In Minnesota, for example, a $1,750 per-child credit is projected to lift 13,000 children out of poverty—nearly half the impact of the expanded federal credit in that state. Colorado and Vermont have seen similar success.The message here is that small, targeted, refundable state credits can work—and are working. Columbia's numbers prove that these policies are more than symbolic; they're helping real families. But that momentum could vanish if states assume Washington has solved the problem. The federal version may dominate headlines, but it's the state-level credits doing the actual heavy lifting.Tax policy doesn't usually offer much moral clarity, but this time it does. States have the tools to fight child poverty.
