Le texte, attendu par une grande partie des victimes, des détenus et de la majorité parlementaire, a été voté par 126 députés sur 146. »Alors, il faut resituer le contexte : « entre 2021 et 2024, rappelle Afrik.com, le Sénégal a été secoué par des manifestations politiques violentes, principalement en opposition aux décisions du gouvernement de l'époque. La répression de ces manifestations a fait au moins 65 morts et de nombreux blessés. Les forces de l'ordre, soutenues par des hommes armés en civil, ont été accusées de réprimer violemment les contestations. Celles-ci ont laissé un lourd traumatisme dans le pays. La loi d'amnistie adoptée en mars de l'année dernière, sous la présidence de Macky Sall, visait à mettre fin à ces tensions en annulant les poursuites pour les crimes et délits commis pendant cette période. Cette loi a été saluée par certains comme une mesure nécessaire pour pacifier le pays. Cependant, pointe Afrik.com, elle a rapidement suscité des critiques (…). Question posée à la Une du site d'information sénégalais Senego. « Après sa défaite à l'élection présidentielle cette année, l'ex-président Macky Sall est annoncé comme tête de liste de la (nouvelle) coalition Takku-Wallu (qui rassemble l'APR, le PDS et Rewmi) en vue des élections législatives anticipées du 17 novembre. Il semble que le leader de l'APR veuille prendre sa revanche sur le leader de Pastef, Ousmane Sonko, lui aussi tête de liste de son parti. Macky Sall voudra (en effet) certainement laver l'affront qui lui a été causé, si l'on peut le dire ainsi, par l'actuel chef du gouvernement. Et pour cela, pointe encore Senego, il n'y a pas de meilleure façon que d'imposer une cohabitation au régime de Bassirou Diomaye Faye ».Un paysage politique refondu…On n'en est pas encore là. Les législatives anticipées ont lieu dans un mois et demi. Le dépôt des listes a été clos dimanche. Ce qui est sûr c'est qu'on assiste à une reconfiguration du paysage politique sénégalais. Jeune Afrique le souligne : « les principales coalitions de la précédente législature, Yewwi Askan Wi, Wallu Sénégal et Benno Bokk Yakaar, semblent en effet mortes et enterrées, remplacées par de nouvelles. Quant aux Patriotes africains du Sénégal pour le travail, l'éthique et la fraternité (le Pastef), portés par la large victoire à la présidentielle de Bassirou Diomaye Faye et emmenés par Ousmane Sonko, leur tête de liste nationale, ils porteront leurs propres couleurs, accueillant leurs alliés à leurs côtés mais sans former de véritable coalition. Après la désagrégation spectaculaire de certains partis politiques de premier plan au soir du 24 mars dernier, le scrutin prévu le 17 novembre aura donc pour principal enjeu de savoir si cette tendance se confirmera dans l'hémicycle, pointe encore Jeune Afrique, conduisant alors à une "hégémonie patriote" que les forces dispersées de l'opposition seront bien en mal de contrecarrer ».Des débats électriques en perspective…En tout cas, « entre Ousmane Sonko et Macky Sall, l'heure de la revanche semble avoir sonné », insiste également Le Monde Afrique. « Le retour annoncé de Macky Sall, absent du pays depuis qu'il a cédé le pouvoir à Bassirou Diomaye Faye en avril, est un revirement de taille dans la vie politique sénégalaise. (…) Ce rebondissement en début de campagne des législatives ne devrait pas manquer d'électriser un peu plus les débats. Car Macky Sall est loin de faire l'unanimité, relève Le Monde Afrique. Le collectif des victimes de son régime le tient pour l'un des responsables de la répression des manifestations antigouvernementales qui a fait plus soixante morts entre 2021 et 2024 d'après Amnesty International. Sa figure agit comme un chiffon rouge brandi par le nouveau pouvoir, lancé depuis plusieurs semaines dans une opération de "reddition des comptes" qui vise les anciennes autorités. Enquêtes contre certains de ses proches, interdictions de quitter le territoire, audits des comptes publics, le gouvernement du premier ministre exerce une forte pression sur les anciens responsables et les soutiens de l'ex-président ».Paradoxe…Ce qui fait dire à WalfQuotidien à Dakar qu'on est aux « prémices d'un régime policier » : « parallèlement aux dossiers judiciaires de reddition des comptes impliquant d'anciens ministres et directeurs généraux, d'autres individus font l'objet de poursuites à cause de leurs sorties médiatiques. Une situation qui rappelle la fin de règne de Macky ». Et le quotidien sénégalais de dénoncer les « convocations-arrestations » de certains hommes politiques, journalistes ou chroniqueurs, à l'instar de Cheikh Yérim Seck, ancien journaliste à Jeune Afrique, qui a été placé en garde à vue hier pour diffamation et diffusion de fausses nouvelles.Il y a aussi, souligne le site d'information Seneplus, la convocation policière de Bougane Gueye Dany, le leader du mouvement Gueum sa bop. « Cette action, perçue par beaucoup comme une tentative d'intimidation à l'approche des élections législatives, suscite de vives réactions au sein de l'opposition et de la société civile ». Ainsi Thierno Alassane Sall, figure de l'opposition, dénonce « le paradoxe d'un régime issu de l'opposition qui semble aujourd'hui vouloir museler ses détracteurs. De son côté, Alioune Tine, figure respectée de la société civile, appelle à la raison et au respect des principes démocratiques ».Cette vague de convocations et d'arrestations, conclut Seneplus, « met en lumière les tensions croissantes entre le pouvoir et l'opposition à l'approche d'échéances électorales cruciales, et ravive le débat sur la liberté d'expression et le respect du jeu démocratique dans le pays ».
