This Day in Legal History: Lincoln Signs Legal Tender ActOn February 25, 1862, President Abraham Lincoln signed the Legal Tender Act into law, allowing the U.S. government to issue paper money not backed by gold or silver. These new notes, called "greenbacks" due to their color, became the first widely circulated fiat currency in American history. The Civil War had placed enormous financial strain on the Union, and the government needed a way to fund its war effort without relying solely on borrowing or taxation. By making greenbacks legal tender for all debts except customs duties, the law ensured their widespread use. However, the move was controversial, as some feared it would cause inflation and undermine public confidence in the currency. Despite this, the greenbacks helped stabilize the wartime economy and ensured that soldiers and suppliers were paid. After the war, legal battles arose over whether the government could require creditors to accept paper money instead of gold or silver. The Supreme Court initially ruled against the policy in Hepburn v. Griswold (1870) but reversed its decision in The Legal Tender Cases (1871), upholding the government's power to issue fiat currency. The Legal Tender Act set a precedent for the federal government's control over the monetary system, paving the way for modern U.S. currency.A federal judge has temporarily blocked Elon Musk's Department of Government Efficiency (DGE) from accessing sensitive data held by the U.S. Education Department and the Office of Personnel Management. The ruling, issued by Judge Deborah Boardman in Maryland, came in response to a lawsuit from labor unions arguing that granting DGE access to personal records violated the Privacy Act of 1974. The data in question includes Social Security numbers, addresses, income details, and citizenship status of federal employees and student aid recipients. The Trump administration contended that restricting DGE's access would hinder its government downsizing efforts, but the judge determined that the agency had no legitimate need for such information. The White House has not commented on the decision. Since Trump's return to office, DGE, led by Musk, has pursued aggressive cost-cutting measures, including mass layoffs. In New York, Oswego County received a $26 million grant to build an open-access fiber network, allowing multiple internet providers to compete over shared infrastructure. The network's primary provider, Empire Access, is offering 500 Mbps service for $50 a month and 1 Gbps for $65, significantly undercutting industry giants like Charter and Verizon.Similarly, Minnesota's Carver County has used ARPA funds to build dark fiber infrastructure, leasing it to MetroNet in a public-private partnership. MetroNet now provides residents with gigabit fiber for $50 and 5 Gbps for $110, far cheaper than traditional providers. This strategy contrasts with other states that continue to funnel broadband subsidies to large telecoms with a history of neglecting rural and low-income areas.Some states—Vermont, Maine, California, and New York—are using federal funds to expand community-owned broadband, treating internet access as an essential utility. This is a linkpost for/ (This is a guest post on Holden Karnofsky's Cold Takes blog, written by Ajeya Cotra.) Holden previously mentioned the idea that advanced AI systems (e.g. PASTA) may develop dangerous goals that cause them to deceive or disempower humans. This might sound like a pretty out-there concern. Why would we program AI that wants to harm us? But I think it could actually be a difficult problem to avoid, especially if advanced AI is developed using deep learning (often used to develop state-of-the-art AI today). In deep learning, we don't program a computer by hand to do a task. Loosely speaking, we instead search for a computer program (called a model) that does the task well. We usually know very little about the inner workings of the model we end up with, just that it seems to be doing a good job. It's less like building a machine and more like hiring and training an employee. And just like human employees can have many different motivations for doing their job (from believing in the company's mission to enjoying the day-to-day work to just wanting money), deep learning models could also have many different “motivations” that all lead to getting good performance on a task. And since they're not human, their motivations could be very strange and hard to anticipate -- as if they were alien employees. We're already starting to see preliminary evidence that models sometimes pursue goals their designers didn't intend (here and here). Right now, this isn't dangerous. But if it continues to happen with very powerful models, we may end up in a situation where most of the important decisions -- including what sort of galaxy-scale civilization to aim for -- are made by models without much regard for what humans value. The deep learning alignment problem is the problem of ensuring that advanced deep learning models don't pursue dangerous goals. In the rest of this post, I will: Build on the “hiring” analogy to illustrate how alignment could be difficult if deep learning models are more capable than humans (more). Explain what the deep learning alignment problem is with a bit more technical detail (more). Discuss how difficult the alignment problem may be, and how much risk there is from failing to solve it (more). Analogy: the young CEO This section describes an analogy to try to intuitively illustrate why avoiding misalignment in a very powerful model feels hard. It's not a perfect analogy; it's just trying to convey some intuitions. Imagine you are an eight-year-old whose parents left you a $1 trillion company and no trusted adult to serve as your guide to the world. You must hire a smart adult to run your company as CEO, handle your life the way that a parent would (e.g. decide your school, where you'll live, when you need to go to the dentist), and administer your vast wealth (e.g. decide where you'll invest your money). You have to hire these grownups based on a work trial or interview you come up with -- you don't get to see any resumes, don't get to do reference checks, etc. Because you're so rich, tons of people apply for all sorts of reasons. Your candidate pool includes: Saints -- people who genuinely just want to help you manage your estate well and look out for your long-term interests. Sycophants -- people who just want to do whatever it takes to make you short-term happy or satisfy the letter of your instructions regardless of long-term consequences. Schemers -- people with their own agendas who want to get access to your company and all its wealth and power so they can use it however they want. Because you're eight, you'll probably be terrible at designing the right kind of work tests, so you could easily end up with a Sycophant or Scheme...

They may disrupt, they may con, they might lie, steal, and cheat; they have a trait in common - they're a Poser! Sometimes you can spot them quickly, but most often, they hide in plain sight for quite a while. Anyone who is wired wrong knows it and embraces it for odd reasons, and they use it to take advantage of situations and poison the organization and the culture. You can't help them or re-wire them, and it's not your job anyway. Your job is done when you get rid of them.You've all seen them, and you've worked with them; you've had a bad experience with them. You may have even asked: "How did they ever hire that guy!" or as I said once or twice in my career: "How did I ever hire that person?" Posers are good at the game!Poser is mostly a slang term, and we've all used it to describe someone who exhibits that behavior. Over time this word evolved into sycophant and its meaning has evolved as well. In recent years, it’s come to be defined as a subserviant person who flatters for personal gain. So someone who flatters just for the sake of being nice can’t truly be considered a sycophant. Many successful movie stars wind up getting surrounded by sycophants. Oh my goodness. I can hardly believe what I am seeing today. Republican members of the Senate standing up to President Trump's Declaration of a National Emergency. This week on Episode 66 of Bobby Pickles' Podcast (Dying Scene Radio #11), The Bobs interview South Central Los Angeles-based comedy punk rock band Tartar Control - a three-piece comprised of two Mormon missionaries and a robot. Bob and Bobby host a cordial discussion with Sean (Guitar/Angelic Singing), Robert (Screaming) and Robot (Bass/Drums) about the origin of their band and humanity alike, their insanely hilarious YouTube videos, and their new record, “We Forgive You”, which drops on April 6th.   SYNOPSIS OF BANTER: Bobby admits to being a “pro wrestling dork” as a child growing up in a region chock-full of household wrestling names. Bobby recalls watching the 90’s romance classic, Sleepless In Seattle, in the same movie theatre as Hulk Hogan. Bobby teaches Bob a new word: Sycophant. Bob makes generalizations about Canadians, then references Avril Lavigne and her useless husbands. Bobby attempts to convert Tartar Control to Scientology, arguing that robots and aliens go hand-in-hand. Bob compares Mormon uniforms to the garb painters traditionally wear, then humblebrags about recently meeting Andrew WK. Sean and Robert discuss the challenges of traveling with a robot, sharing one of their fun experiences with the TSA. Bob disrespects the memory of both Jim Morrison and Joey Ramone. Bobby mentions his “Lizard King” tattoo. Then, Bob reveals to the world that Bobby Pickles began his rise to prominence in 2013 when he appeared on the TLC reality series “America’s Worst Tattoos”. Bob concedes to being a “bad father” for allowing his children to watch Tartar Control’s pilot episode. The band mentions noticing more and more “multi-generational punk rock families” at their concerts, acknowledging that the presence of children is “never not awkward” (intentional double-negative). NOTE: Tartar Control is NOT for children. Bob discloses his shaving habits, while Sean and Robert share a few tips about oral hygiene. Bobby grills Sean about his “Open Me” tuning and the rhythm section’s (Robot’s) BPM. Then Sean, Robert and Robot sing some acapella.   Robot voices his displeasure with Bob Noxious, repeatedly insulting him. Bob feels he and Robot should get along better given their shared technologically advanced natures. Bobby compares Robot to a dog sensing danger. Taking the high road, Bob invites the band to Florida, promising a safe haven for Robot to recharge, if they someday decide to take him up on his gracious offer.
