It's hard to tell honestly. On the Enterprise, Worf and Troi wear dress Federation uniforms to welcome two very different aliens who we eventually are trying to learn how human emotions work. In order to do that, they have to eat a lot of desserts and get into a lot of antagonistic fights. Then Picard comes back and everyone learns what's really happening, except for the writers of this particularly odd script of STAR TREK television (tm).
