FDNY Deputy Chief Inspector Kingsley Eze, a civilian manager in the Bureau of Fire Prevention found a civilian employee in cardiac arrest in the basement parking garage of the Department's headquarters on August 1, 2024. After calling 9-1-1 he was directed to begin compressions-only CPR, activating the first two steps in the chain of survival. Once first responders arrived on scene, paramedics Alexis Gonzalez and Youssef Al Hammami of Station 31 treated, stabilized and transported the patient to the hospital. Quel est le vrai bilan de la bataille de Goma, en janvier dernier, dans l'est de la RDC ? Trois mois après la prise de cette ville par les rebelles du M23, où en est la situation humanitaire ? Patrick Youssef est le directeur régional pour l'Afrique du Comité International de la Croix Rouge (CICR). De retour d'une mission en RDC, il répond aux questions de Christophe Boisbouvier.  RFI : Quelque 100 jours après la prise de Goma par le M23, est-ce que la situation humanitaire est toujours aussi grave ou est-ce que les choses s'améliorent ? Patrick Youssef : la situation se stabilise de plus en plus. Évidemment, les bombardements et la conduite des hostilités ne sont plus à la même cadence à Goma et ailleurs. Mais la crainte, effectivement, que ça se dégrade encore est bien sûr sur la table.À la fin du mois de janvier, la ville de Goma est tombée après plusieurs jours de combats qui ont fait 3000 morts selon l'ONU et 600 morts selon les rebelles du M23. Quel est le vrai bilan d'après vous ? Ce que nous pouvons dire, c'est que nos équipes sur le terrain ont été témoin des conséquences humanitaires de ce conflit, que ce soient les morts, les blessés. Je pense que je n'ai jamais entendu un constat aussi dur de la part de nos collègues, ainsi que des volontaires de la Croix-Rouge de la RDC, qui nous ont raconté l'exploit et la difficulté de récolter les dépouilles mortelles et d'enterrer plus que 1000 corps. Donc, je ne connais pas les chiffres, mais les hôpitaux étaient déjà bien saturés et certainement les morgues ont suivi. Donc, je confirme que les chiffres sont très très difficiles à avoir à ce stade.Mais en tout cas, au moins 1000 corps ont été ramassés dans les rues de Goma ? Beaucoup plus, je pense. C'était juste cette action-là. Mais je n'ai pas les chiffres, bien sûr.Les personnes tuées à Goma sont des combattants, a affirmé le M23. Qu'en pensez-vous ? Évidemment, il y a des morts et des blessés dans les rangs des militaires, mais aussi des civils. Le nombre de blessés accueillis dans les établissements médicaux soutenus par le CICR a explosé sous ce flux massif. On entend de nos collègues que les bandages étaient coupés en trois. Les médicaments administrés dans le bloc opératoire étaient réduits. Le premier trimestre 2024 avait été marqué par d'intenses combats dans l'Est de la RDC. On avait 860 patients admis. Mais en 2025, ces chiffres ont explosé. Il y a eu trois fois plus d'admissions, autour de 2350 patients dans les quatre centres de soins de santé soutenus par le CICR.En mars dernier, à Goma, quelques 130 soldats congolais qui avaient été blessés dans les combats auraient été arrachés de leurs lits d'hôpital par le M23, disent les Nations unies. Est-ce que vous confirmez ? En fait, le rôle du CICR se limite vraiment à appuyer les structures qui offrent des soins nécessaires dont les blessés ont besoin. Bien sûr, cet événement est tragique. Le CICR n'a aucune manière de contrôler l'accès aux hôpitaux qu'il soutient avec des équipes chirurgicales. Nos équipes médicales sont là pour fournir simplement des soins aux patients, mais n'ont pas les moyens d'empêcher effectivement le transfert des blessés ou de leur garde-malade.Est-ce que vous avez des nouvelles de ces quelques 130 soldats congolais disparus ? C'est toujours un dialogue en cours effectivement avec les parties concernées. Comme vous le savez, c'est le cœur de notre travail. C'est le but d'engager un dialogue pour effectivement que ces violations ne se répètent pas.Depuis sa création, il y a bientôt 200 ans, en 1864, la Croix-Rouge s'occupe aussi des prisonniers de guerre. Est-ce que vous avez pu en visiter beaucoup depuis le début de l'année ? Oui, effectivement. Je confirme que cette action est très importante pour le CICR en termes d'accès et en termes de visites répétées par le CICR. C'est d'ailleurs un des sujets qui a été abordé par la présidente du Comité international de la Croix-Rouge lors de sa visite récente à Kinshasa, pour effectivement non seulement améliorer l'accès, mais effectivement travailler avec les autorités pour l'amélioration des conditions. Nous avons vraiment un espoir, s'il y a d'autres arrestations, que le CICR soit effectivement informé et que cette action puisse être accomplie.Depuis la prise de Goma au mois de janvier, des centaines de militaires congolais, mais aussi burundais, ont été capturés par les rebelles du M23, notamment à Goma et à Saké. Est-ce que vous avez de leurs nouvelles ? Ce n'est pas forcément opportun pour nous de parler de notre action publiquement. Ce qu'on peut dire, c'est que c'est une question extrêmement sensible. On y travaille. De manière générale, on a accès à plein de détenus. Dans ce cas, on y travaille encore. Donc, on a ce dialogue avec l'ensemble des parties et on espère effectivement que l'accès, qui n'est pas encore à un niveau satisfaisant, continue à s'améliorer, comme il y a déjà eu du progrès récemment.Et donc, vous avez pu rassurer des familles de prisonniers ? À chaque fois que nous rencontrons un prisonnier, que nous proposons les services de messages Croix-Rouge, effectivement, on avise effectivement les familles et, dans ce cas précis, on a eu énormément de contacts justement avec, que ça soit des détenus ou des membres de famille, selon les visites, bien sûr !Des familles congolaises ?Oui, bien sûr !Et des familles burundaises ?Je n'ai pas cette information.À lire aussiEst de la RDC: «Plus de 900 corps ont été enterrés par la Croix-Rouge et le CICR»
