Under his leadership, PSC is shaping public policy, leading strategic coalitions, and establishing communications between government and industry — all with a focus on best outcomes and results for the government and the American taxpayers.  Carroll brings over 30 years of relevant government and industry experience, including service across multiple federal departments and agencies, and a Fortune 25 corporation. He is widely respected for his ability to navigate complex legal frameworks and government regulatory issues.   Carroll's deep relationships with senior decision-makers across federal agencies, the White House, and Capitol Hill uniquely position him to help influence and shape policies. His ability to foster bipartisan dialogue and deliver meaningful results has been consistently demonstrated throughout his career.   From 2016 to 2018, Jim held several high-profile roles at the White House, including Principal Deputy Chief of Staff, Deputy White House Counsel, and General Counsel of the U.S. Office of Management and Budget. Earlier in his career, during the George W. Bush Administration, Jim held various senior roles, including Associate Counsel and Special Assistant to the President before becoming the Deputy General Counsel and Acting General Counsel of the U.S. Department of Treasury. For example, let us say you get 60 requests. You do not have an equal chance to win any of the sixty messages. Do you assign the same amount of time to each one? Do you review each and rank the chances of success? What about the time you used in the ranking process? Remember, you could jeopardize your chances of winning if you do not respond promptly. Deep Water Point & Associates offers one solution to this dilemma. During the interview, Brian Seagraves describes a system called “North Star” that leverages AI to look at an opportunity and give it a grade for your specific company. A ranking of 0—100 means you will not waste time or effort on a proposal that will go nowhere. As a “proof of concept,” John Milward from Axxa painted a picture of a solution. In 2023, he was drowning in responding to opportunities. He started using the North Star system and has experienced drastic improvement. Brian Seagraves reminds the audience that the federal government still awards contracts and sends out RFPs. During stressful times, it is always best to keep a cheerful outlook and increase the number of opportunities for your company.

The Internal Revenue Service's chief information officer is leaving the tax agency this month, the latest in an increasingly long line of veteran IT leaders exiting the government amid President Donald Trump's gutting of the federal workforce. Rajiv Uppal told IT staffers in a Monday email, obtained by FedScoop, that he had “decided to depart” the tax agency, and that his last day will be April 28. Kaschit Pandya, the agency's chief technology officer, will take over as acting CIO “while leadership finalizes long-term plans for the role,” Uppal wrote. President Donald Trump signed a pair of executive orders Tuesday to revamp the federal procurement and contracting processes, part of the administration's sweeping takedown of government regulations. The procurement order takes aim at the Federal Acquisition Regulation, which the White House says has evolved “into an excessive and overcomplicated regulatory framework and resulting in an onerous bureaucracy.” To “create the most agile, effective, and efficient procurement system possible,” Trump's EO calls for the removal of “undue barriers” and “unnecessary regulations” in procurement. He has played a crucial role as a technical advisor in the development of the HHS OSDBU system known as MYSBCX. This web-based program has revolutionized the way OSDBU efficiently and securely routes HHS program and Contracting staff requests, including small business program and subcontracting reviews, along with all the necessary supporting documents. A Small Business Specialist serves Contracting and agency program officials as the subject matter expert for the Federal small business program. These duties include monitoring contracts awarded to small businesses and maximizing contracting opportunities for small businesses.
