As a fleet admiral, he was the first flag officer ever to hold a five-star rank in the U. S. Armed Forces.An 1897 graduate of Annapolis, Leahy saw active service in the Spanish–American War, the Philippine Insurrection, the Boxer Rebellion in China, the Banana Wars in Central America, and World War I. He was the first member of his cadet class to reach flag rank, as the Chief of the Bureau of Ordnance from 1927 to 1931. He subsequently served as Chief of the Bureau of Navigation from 1933 to 1936, and commanded the Battle Fleet from 1936 to 1937. As Chief of Naval Operations from 1937 to 1939, he was the senior officer in the United States Navy, overseeing the expansion of the fleet and preparations for war.After retiring from the Navy, Leahy was appointed the governor of Puerto Rico in 1939 by President Franklin D. Roosevelt. In his most controversial role, he served as the Ambassador to France from 1940 to 1942. American policy was aimed at keeping the government of Vichy France free of German control, but Leahy had limited success. He came to believe that the United States should back Free France instead of Vichy France, and asked to be recalled after the Japanese attack on Pearl Harbor brought the United States into the war. Leahy was subsequently recalled to active duty as the Chief of Staff to the President in 1942 and served in that position for the rest of the Second World War. As the de facto first Chairman of the Joint Chiefs of Staff, he oversaw all of the American armed forces and was a major decision-maker during the war. He also presided over the American delegation to the Combined Chiefs of Staff. In December 1944, Leahy was promoted to five-star rank of fleet admiral.In the aftermath of World War II, Leahy served Roosevelt's successor Harry S. Truman, helping shape postwar foreign policy until he retired in 1949. By following the Seven Fundamental Motions of Robert's Rules meetings become more productive Robert's Rules is only used to handle the business of meetings, not the entire meeting. Once board members learn the basics, then the board's productivity increases exponentially. Robert's Rules are intended to provide everyone in the boardroom with a “common language” to help foster productive discussion and decision-making regarding the business of an organization. 4. The role of a parliamentarian in board meetings A parliamentarian is a resource for the chair, ensuring meetings stay on track. The chair ultimately makes the final decision but can consult with the parliamentarian whenever needed. A lot goes into writing a cookbook, especially when she's collaborating with a chef and travels to places such as Egypt and Armenia to research and cull recipes. This week Lara and Michael cover the new lawsuit brought by Palestinian-Americans and DAWN against the U.S. State Department under the Administrative Procedure Act seeking to oblige the U.S. government to comply with the Leahy law and cease military assistance to Israel which is involved in grave violations of human rights through the conduct of its occupation forces in Gaza and the West Bank. Michael comments on Israel's occupation of hundreds of square kilometers of Syrian land in the aftermath of the vacuum created by the fall of Bashar Al-Assad and Lara characterizes this as an act of aggression under international law which has hardly been described as such by mainstream corporate media. Lara refers to the latest reports from international organizations characterizing Israel's conduct as genocide including Amnesty International and Human Rights Watch. Lara mentions an Israeli massacre of seven children from the same family in the Northern Part of Gaza and the frustration that accompanies the lack of policy change in the face of the most horrific admissions by Israeli soldiers of their crimes reported by the leading Israeli newspaper Ha'aretz.
