High seas treaty 2026 is often described as historic, but one surprising and deeply emotional insight from this episode is that the treaty does not automatically stop overfishing. It creates a toolset, not a safety net. Without coordinated action, transparency, and pressure on distant water fleets, the ocean could continue to be emptied in plain sight, even under a new global agreement. The federal retirement inventory has reached yet another new high. The Office of Personnel Management now has over 50,000 applications still awaiting a finalized annuity. The increase comes after more than 13,000 retirement applications entered OPM's systems in December. It's taking OPM about 67 days to process a retirement case from start to finish. But OPM's numbers don't include any retirement cases still pending with agencies. Recent comments from Federal Reserve Chairman Powell suggest potential interest rate cuts, beginning in September. Meanwhile, the S&P 500 index has returned 30% since its April low, and the Dow Jones Industrials Average made a new high for the first time this year. The Shanghai Composite index has conclusively broken multi-year resistance. On the surface it's driven by sentiment only, but China's 10-year government bond yield bottomed in January and has been building a base since then. Government bond yields are often lead indicators. Additionally, a survey also shows a shift in consumer opinions, from very pessimistic to less pessimistic. In other developments, Singapore has replaced Thailand as Southeast Asia's largest economy.
