Ambassador Dr. Bonnie Jenkins, PhD, ( https://www.state.gov/biographies/bonnie-denise-jenkins/ ) has served as the Under Secretary for Arms Control and International Security since July 22, 2021. As Under Secretary, Ambassador Jenkins leads three bureaus: the Arms Control, Deterrence and Stability Bureau; the International Security and Nonproliferation Bureau; and the Political-Military Affairs Bureau. In addition, as of May 2023, Secretary of State Antony Blinken named Under Secretary Jenkins as the senior official to lead the Department's efforts on AUKUS implementation. U/S Jenkins previously served in the Obama Administration as Special Envoy and Coordinator for Threat Reduction Programs in the Bureau of International Security and Nonproliferation (ISN) from July 2009 until January 2017. Ambassador Jenkins coordinated U.S. efforts on threat reduction globally and U.S. government programs in chemical, biological, nuclear, and radiological (CBRN) security. She was the State Department lead for all four of the Nuclear Security Summits held from 2010 to 2016, as well as the U.S. Representative to the G7 Global Partnership Against the Spread of Weapons and Materials of Mass Destruction. Before serving as Coordinator, she was a Legal Adviser to the U.S. Arms Control and Disarmament Agency where she provided advice to U.S. ambassadors and delegations negotiating arms control and nonproliferation treaties. Ambassador Jenkins also provided legal advice to treaty implementation bodies including the Chemical Weapons Convention, the Comprehensive Nuclear Test Ban Treaty, the Open Skies Treaty, the Conventional Forces in Europe Treaty, and the Biological Weapons Convention (BWC). She has worked with international institutions such as the International Atomic Energy Agency, the World Health Organization, the Organization for the Prohibition of Chemical Weapons, the Office of Security and Cooperation in Europe, the Comprehensive Nuclear-Test-Ban Treaty Organization, Interpol, and the BWC Implementation Support Unit. From 2014 to 2017, Ambassador Jenkins led diplomatic efforts to promote the Global Health Security Agenda, a group of 70 countries, international organizations, non-government organizations, and private sector companies that builds countries' capacity to prevent, detect, and respond to infectious disease threats like Ebola and Zika.  She was the lead staff member conducting research, interviews, and preparing commission reports on counterterrorism policies in the Office of the Secretary of Defense and on U.S. military plans targeting al Qaeda before 9/11. Ambassador Jenkins served as General Counsel to the U.S. Commission to Assess the Organization of the Federal Government to Combat the Proliferation of Weapons of Mass Destruction and worked at Rand Corporation focusing on Middle East weapons of mass destruction issues. From its inception in 2017 until April 2021, Ambassador Jenkins was the Founder, Executive Director, and Board Chair of Women of Color Advancing Peace and Security ( WCAPS - https://www.wcaps.org/ ), a leading advocacy organization supporting women of color in the security and peace-building sector that believes global issues are best approached from a variety of perspectives. Ambassador Jenkins has a Ph.D. in International Relations from the University of Virginia; an LL.M. in International and Comparative Law from the Georgetown University Law Center; an M.P.A. from the State University of New York at Albany; a J.D. from Albany Law School; and a B.A. from Amherst College. Éra amerického prezidenta Donalda Trumpa přinesla v oblasti mezinárodních dohod zaměřených na kontrolu zbraní významné milníky. Mezi ně patří například odstoupení Spojených států od dohody o otevřeném nebi (Open Skies Treaty) nebo od íránské jaderné dohody (Joint Comprehension Plan of Action), jejichž budoucí existence a podoba zůstávají nejasné. Mezi dohody se spornou budoucností se řadí i vzájemná dohoda o snižování počtu jaderných zbraní, tzv. START Treaty, uzavřená mezi Spojenými státy a Ruskou federací. Platnost této dohody je navzdory plánované expiraci v únoru 2021 stále aktuální do roku 2026 a její novější verze tzv. New START Treaty je zatím v nedohlednu. Jaká je současná situace v mezinárodní kontrole zbraní po nástupu amerického prezidenta Joea Bidena? The new buzz word in international diplomacy is multilateralism, or to put it simply, countries working together towards a common goal. This is a concept nowhere embraced so firmly as in the Brussels corridors of power, where EU leaders speak of it with the fervour of a religious belief. But does multilateralism really work? Or does the old diplomatic maxim that “countries do not have friends, just interests” better reflect the reality of how international relations are conducted. In many ways the European Union sees itself as a model of multilateral co-operation: 27 member states pooling their resources and, to some extent, their sovereignty, to achieve common goals. It also sees itself as the standard bearer of multilateralism in the world – exerting influence through building common platforms based on its values. In recent weeks EU leaders from Ursula von der Leyen to Charles Michel in the European institutions, to Angela Merkel and Emmanuel Macron from among the member states, have hammered in the need for multilateralism to tackle the big challenges facing the world: from climate change to COVID-19, from refugee crises to resource shortages. Multilateralism not only requires countries to work together: it also requires them to develop rules of how to do so and then to respect those rules. For a while, under Donald Trump it appeared that the United States had ditched multilateralism, opting instead for an 'America first' approach. President Joe Biden has in his first days in office already gone a long way to reverse this. But is the transatlantic relationship enough for multilateralism to be the norm in the way international relations are conducted. How about Russia and China, who also pay lip service to multilateralism, but who quickly explain that they understand that to mean a multipolar world, where of course they see themselves as one of the poles?
