A few weeks ago, space security issues took center-stage in the news after reports of a nuclear satellite weapon. This raised a lot of questions — What would a nuclear weapon mean in space? Why would Russia pursue this? There are no international laws against littering in space, which is a shame, because individual governments love to blow things up in low-Earth orbit. The result? A crisis of ricocheting debris that goes on forever. As private industry sends an unprecedented number of satellites into orbit, security experts find themselves in a race against the clock to bring sanity (or sanitation?) to the space around us. This episode features former NASA astrophysicist Donald Kessler, Professor Mariel Borowitz of Georgia Tech, and Victoria Samson and Brian Weeden of the Secure World Foundation.

Today, we are zooming out from Earth observation a little bit and going to focus on a subject that I think is very important for the future of EO: space sustainability.We are launching more Earth observation satellites than ever before, and the progress in space tech has meant that any individual, organisation or country can put up an instrument in space to collect data for scientific, commercial, environmental or strategic purposes. On this Constellations Podcast we'll discuss space sustainability, what it means and how it is changing. During this episode, Dr. Brian Weeden, Director of Program Planning, Secure World Foundation will discuss working with governments, industry, international organization and others to hopefully avoid conflicts in space, supporting a safer, more sustainable space environment. Hear Dr. Weeden talk about the number of constellations currently in space and the role commercial industry has played in managing over 7,000 payloads. He raises concerns regarding how different constellations will operate close to each other and how they will interface - especially if they each have their own autonomous maneuvering systems. Dr. Weeden discusses the commercial industry offering more diversified sources of data collection and more information into how space awareness data is generated. With different objectives than the military, there is more transparency in the commercial industry.   

A new space boom is underway. Commercial activity is multiplying, and new state actors are developing space programs. Subsequently, ethical concerns are emerging regarding the responsibilities of these actors and how to adapt space governance policies to protect space security. Brian Weeden, a space sustainability expert from Secure World Foundation, joins Amelia Mae Wolf to give listeners an understanding of these ethical challenges. The US was the first state to conduct an anti-satellite (ASAT) weapons test, as far back as 1959. Since then, several countries have conducted similar tests, generating dangerous orbital debris. Now, the US has also become the first state to declare – unilaterally – that it will not conduct direct-ascent ASAT tests that create debris. But why conduct such tests in the first place? Are they useful from a military perspective? How destructive are they exactly? And what kind of policy would be most effective at preventing further tests that pose a risk to our orbits? We discuss all this, and the ambitions for the UN's open-ended working group on reducing space threats, which started in May 2022, with Victoria Samson, Washington Office Director for Secure World Foundation, and Dr Brian Weeden, Director of Programme Planning at Secure World Foundation.

Peter Beck launched Rocket Lab in 2006 in New Zealand. Though his background isn't traditional, he knew he wanted to build rickets from a young age. He quickly developed international partnerships and expanded with venture capitalists in 2014. Since 2014, the company has doubled in size every year. Today, Rocket Lab has more than a thousand employees. Beck said, “we made quite a few acquisitions last year, and we doubled that way.”Rocket Lab requires the best of the best from its partners, and some of those partnerships have led to acquisitions. After long held relationships, Beck recognized the best in class and grew the Rocket Lab family. With US Headquarters and operating in New Zealand and a couple of other countries, Beck said, “we've been global since day one and we're used to operating in various hemispheres.” In addition to expecting the best in class, Rocket Lab prioritizes sustainability. The launch company is exploring ways to make their rockets more sustainable, both by decreasing the stage times of the rockets and by transitioning elements into working satellites while in orbit. Beck knows that the entire industry has to adapt to become more sustainable. “There's technology to sustain space, but it's better not to get there in the first place,” said Beck.History of space exploration has accumulated dead rockets in orbit. Leaving the upper stages with huge mass in orbit, “is not cool,” said Beck. According to the Committee on the Peaceful Uses of Outer Space, “the Earth's orbital space environment constitutes a finite resource that is being used by an increasing number of States, international intergovernmental organizations and non-governmental entities.” Hence, the focus on transformative elements so that Rocket Lab vehicles can lead the industry in responsible launching.The majority of the work for sustainability has to be done by governments and authorities. “As a launch provider we're a glorified freight company,” said Beck. It's a logistical nightmare for regulation to fall onto the freight company. “There's not cohesive framework there, there has to be a global regulation.” According to the Secure World Foundation, space sustainability requires international cooperation, discussion and agreements designed to ensure that outer space is safe, secure, and peaceful. Addressing increasing complexity of space operations requires international cooperation.

How does space fit into the international diplomatic framework of the UN? How do countries try to reach agreements on some of the biggest legal and technical issues in space? What are some of the greatest obstacles facing space diplomacy today? In this episode, Robin Dickey, policy analyst at the Center for Space Policy and Strategy, will interview Peter Martinez, executive director of the Secure World Foundation and the former chair of the UN COPUOS Working Group on the Long-Term Sustainability of Outer Space Activities. This episode will focus on the history of space diplomacy in COPUOS, some of the major current efforts to keep space safe and sustainable, and future challenges and opportunities for international space cooperation and diplomacy in the UN.

Most of the world's space agencies and companies are winding down their cooperation with Russia, while other major space-faring nations are making agreements. Laura Winter speaks with the Secure World Foundation's Washington, D.C. Office Director Victoria Samson, who explains what this may mean for future international cooperation in creating a stable space environment.

This week U.S. Vice President Kamala Harris convened the Biden Administration's inaugural National Space Council meeting. It had three agenda items: STEM education, to create the future space-based workforce; using space-based assets and the data they produce to combat climate change; and space-based security, which at present has precious few rules or norms governing behavior. Also, this week, the U.S. Department of Defense shared that it had completed its Global Posture Review, but didn't include space in its report, which has raised more than a few eyebrows. To unpack the week's events, Laura Winter speaks with Victoria Samson of the Secure World Foundation, Daniel Dumbacher, the executive director of the American Institute of Aeronautics and Astronautics and Sarah Mineiro, a true space and defense policy nerd, who is an adjunct fellow with the Center for a New American Security.
