Dr. Weeden discusses the commercial industry offering more diversified sources of data collection and more information into how space awareness data is generated. With different objectives than the military, there is more transparency in the commercial industry.

To work towards technical and safety standards DARPA funded a new organization with that goal. Today, Brian Weeden, the Executive Director of the Consortium for Execution of Rendezvous and Servicing Operations, known as (CONFERS), provides an in-depth look at what their organization is doing and the challenges ahead. He is currently the Chief of Staff in the Program Planning and Control Office Mr. McClung recently completed his 1 year assignment to NASA Headquarters as the Orion Program executive, representing the Orion Program to internal and external stakeholders.  Prior to that assignment, he served as the Functional Area Manager for Mechanical and Pyrotechnic systems and lead for Orion Production and Assembly. a focusing on engineering and supply chain management. Mr. McClung spent seven months in 2010 at the NASA Michoud Assembly Facility in New Orleans as the Orion Ground Test Article vehicle manager. He also served as the Orion Production Operations Deputy Manager for Exploration Flight Test -1 for nine months at the Kennedy Space Center in Florida... Mr. McClung joined NASA in 1989 in the Orbiter Project Office at Johnson Space Center. He served as project manager through 2005 for orbiter hardware upgrades and safety improvements, including the orbiter docking system, external airlock, and the main landing gear. In 1992, Mr. McClung spent one year at NASA Headquarters in Washington, D.C. where he served as the space shuttle orbiter liaison in the Office of Space Flight     About Orion:  NASA’s Orion spacecraft is built to take humans farther than they’ve ever gone before. Recorded in Washington, DC, on June 11, 2018. Over the last decade, there has been growing interest and investment in commercial space activities. Companies are developing new and innovative space applications and services that could deliver significant societal, economic, and national security benefits on Earth. However, some of these ventures face obstacles from outdated, overly restrictive, or non-existent licensing and government oversight processes. At the same time, the growing congestion in critical orbit regimes and potential to launch tens of thousands of new satellites over the next decade have heightened concerns about orbital debris and the long-term sustainability of space.  As a result, the US government has spent much of the last decade debating national policy on space traffic management (STM), which includes both reform of the government oversight regime and improving civil space situational awareness (SSA) to increase knowledge of the space environment and space activities. This debate appears to be coming to a conclusion, as the Trump Administration readies a policy decision on STM. However, significant parts of their decision will require both changes to existing authorities and regulations and funding from Congress to implement, a matter on which Congress has yet to decide. This luncheon panel discussion brought together experts from the Trump Administration, academia, and think tanks to discuss  the challenges driving interest in STM, regulatory and administrative considerations, and ideas for how the Trump Administration and Congress can best implement an STM regime that enables sustainable commercial development of space. This luncheon panel discussion examined the technical, legal, and policy prospects for active debris removal (ADR), and the steps Congress can take to help incentivize the development of ADR technologies and capabilities.  Space debris continues to pose a significant threat to future space activities. Although progress has been made over the last decade on implementing voluntary guidelines to minimize the creation of new debris, some 22,000 pieces of space debris larger than 10 cm still exists in orbit around the Earth. Scientific studies done by multiple space agencies have shown that collisions between these debris objects will generate thousands of additional space debris, even if there were no new launches, and that removing some of the largest space debris objects from orbit can mitigate this growth and future risk.  In 2010, the Obama Administration issued a new US national space policy that included a directive to Administrator of the National Aeronautics and Space Administration (NASA) and the Secretary of Defense to jointly research and develop technologies and techniques to do ADR. Seven years later, little progress has been made, and neither NASA nor the Department of Defense has shown a willingness to invest in ADR development, despite the threat space debris poses to their continued use of space. NASA has awarded a few small grants to private sector entities for early concept studies of some promising ADR techniques, but that support has not included on-orbit demonstrations.  This event is the third in a series organized by Secure World Foundation (SWF) on Capitol Hill. In 2012, "Trash in the Skies: The Challenge of Space Debris" discussed the impact the growing amount of space debris has had on space activities, and the importance of improving space situational awareness (SSA) for managing the risk posed by space debris, and national and international efforts to mitigate space debris. In July 2017, "Trash in the Skies II: Industry Perspectives on Dealing with Space Debris" provided an update that looked at the progress made, and not made, over the last five years, and included perspectives from satellite operators and insurers on the risk to satellites from collisions with space debris.  Speakers Opening Remarks: Senator Gary Peters (D-MI), Member, Senate Subcommittee on Space, Science and Competitiveness Panelists: Dr. Marshall Kaplan, Chief Technology Officer and Co-Founder, Launchspace Technology Corporation Mr. Jerome Pearson, President, Star Technology and Research, Inc. SWF held a luncheon panel discussion on Capitol Hill that brought together private sector experts to discuss the current space debris situation, what steps are being done (or not done) to address it, whether the blanket 25-year rule is still sufficient, and what role industry can play in helping ensuring the long-term sustainability of space while fostering continued innovation and growth of the space sector. In 2012, Secure World Foundation (SWF) hosted an event on Capitol Hill called "Trash in the Skies: The Challenge of Space Debris" to discuss the impact the growing amount of space debris has had on space activities. The event highlighted the then estimated 22,000 pieces of space debris larger than a softball that could destroy a satellite in a collision, and the hundreds of thousands of pieces of smaller debris that could cause serious damage. The event also discussed the importance of improving space situational awareness (SSA) for managing the risk posed by space debris, and national and international efforts to mitigate space debris. The biggest effort focused on implementing voluntary space debris mitigation guidelines, the most important of which stipulated that no objects should be left in a protected region for longer than 25 years after the end of their useful life. In addition, the space community needed to focus on developing the capability to start removing space debris from orbit, in order to avoid long-term growth in increased risk over time. Five years later, there have been few meaningful improvements in the situation. Space debris still continues to pose a threat to space activities. Compliance with the 25-year rule hovers around 40-60%, a rate scientists have concluded is insufficient to stave off long-term growth. Additionally, there have been only very limited efforts made to develop debris removal technologies, particularly in the United States where both NASA and the Department of Defense have shown little willingness to prioritize it.  At the same time, the commercial space industry has grown, with dozens of new companies raising billions in private investment to embark on new and innovative uses of space. Several of these companies are planning large constellations of hundreds to thousands of satellites,  sparking new concerns about space debris and congestion in space. Barry Bohnsack, Finance and Program Planning expert for the Orion ALTO Program, joined me by phone for this truly special podcast—one that I’ve been looking forward to for a long time! Barry works for Lockheed Martin, which is contracted to help build the Orion spacecraft, NASA’s deep space craft. Orion is on the brink of making history, heading next to the dark side of the moon to test human capacity to survive these types of missions. Once successful, Orion will be headed on a manned mission to MARS! How cool is that?!?! Barry started out being into all things space and science at a very young age, and realized there was a path for him to parlay his business acumen into a career at the Kennedy Space Center. As an ambassador to the First Robotics Competition, Barry and I first met a few weeks ago, where stopped by to support my previous CTC Kids guests, the Poinciana Elementary School’s Taz Bots from episode 70. And, I was so excited when he agreed to be on. On this podcast, Barry and I talk about the history of NASA, how he managed to live his dream of working there and his role as a project planner, the commonality of both being young astronautics and Lego lovers, and what the real benefits are to society garnered from space exploration. Nelson Urban Acres Nelson Urban Acres is bringing fresh produce closer to home. They are a multi-plot urban farm in Nelson, British Columbia that launched into operation in 2009 based on the SPIN farming model. Co-founders Paul Hoepfner-Homme and Christoph Martens are working backyard gardens within the city using low-impact, organic farming techniques to grow fresh produce. This year they have been growing a variety of vegetables throughout the season for Nelson's community markets. Deconstructing Dinner checks in with Paul to learn of the challenges and opportunities learned from trying to make living as an urban farmer. Massachusetts Avenue Project The Massachusetts Avenue Project hosts the Growing Green Program, a youth development and urban agriculture program about increasing healthy food access and revitalizing the Buffalo community through urban farming, healthy nutrition, environmental stewardship and social enterprise. In addition to its urban farm, Growing Green also hosts a youth enterprise, a farm to school initiative, a mobile market and runs various workshops related to urban agriculture. Guests/Voices Paul Hoepfner-Homme - urban farmer, Nelson Urban Acres (Nelson, BC) - Paul is 28 years old and was fortunate to grow up in a gardener's oasis uncharacteristic of the norm in suburban Oakville, Ontario. His mother, a passionate gardener, transformed the lawns into a thriving landscape consisting of native plants and shrubs, vegetables and berries. Being raised in this environment gave Paul an early appreciation for what grows out of the ground. During university he developed a passion for sustainability when he read the novel Ishmael, and upon completing his computer science degree he made it his mission to learn how to live sustainably. This passion led him to enroll in a 7-month internship at Everdale, an organic farm in Ontario, where he gained valuable skills and knowledge in operating an organic vegetable farm. In 2008 he moved to the Kootenay region of British Columbia and took a Permaculture Design course in Winlaw where he gained a deeper understanding of growing food in relationship with ecosystems. Diane Picard - executive director, Massachusetts Avenue Project (MAP) (Buffalo, NY) - Diane has been with MAP since 1997. She was instrumental in opening the Neighborhood Outreach Center in 1998 and she currently directs Growing Green. She received a Masters of Social Work from Boston University, specializing in Program Planning and Community Organizing. Her undergraduate degree in International Agriculture and Development from Cornell University prepared her to teach agriculture and art at a rural secondary school in Botswana, where she served as a Peace Corps volunteer from 1986-1988. Diane is devoted to grassroots community-building as a means of making positive change.
