— Bello! bello! Ritornai a casa e maltrattai i miei convitati, bastonai mia moglie, feci tutti i diavoli, ruppi quanto mi veniva in mano: cantai, gridai, insomma un finimondo! Mia moglie scappò in camera e rimase là rintanata. — Velenose sì, ma inutili forse no! – rispose Coombes. Fine. Join retired attorney, genealogist and tour provider Sarah Cato for a discussion of the 56th United States Colored Infantry recognition program The St. Louis African American History and Geneaology Society spearheaded the recognition of the 56th United States Colored Troops, and an Ad Hoc Committe is working to have memorial stones placed at the Jefferson Barracks National Cemetery. 175 soldiers of the 56th USCI died of cholera in August 1866. The 56th Regiment was originally organized at St. Louis as the 3d Arkansas Infantry Regiment (African Descent). The 3d Arkansas was ordered from St. Louis to Helena, Arkansas and served on post duty there. The unit was mustered out of the service on September 15, 1866, but before then, the tragedy occurred that contributed to the reason a monument was built in their honor in St. Louis. The 56th was traveling aboard 2 steamers to be mustered out. During the trip several soldiers died of an undiagnosed illness. A surgeon inspected the men and reported no cholera among them. The men arrived in St. Louis at night and were kept onboard until the next morning, rather than being allowed to roam the town. The next morning, it was clear that the 56th Regiment had cholera. Ordered back to Quarantine Station, the unit lost 178 enlisted men and one officer in the next few weeks. During its service the 56th Regiment lost a total of 674 men. Four officers and 21 enlisted men were killed in action or of wounds. Two officers and 647 enlisted men were killed by disease, 96 percent of their regiment's losses. For many years, China's government organizations led the effort to bring about a "reverse brain drain." However, while 400,000 students have returned, the top 20% of its expatriate talent has remained abroad. To resolve this problem, in 2002-2003, the Organization Department of the CCP expanded its portfolio from "managing cadres" to managing "talent." Yet, these early efforts did not "bring back the best." However, since 2008, largely under the leadership of Li Yuanchao, director of the Organization Department, and through a new "1000 Talents Plan", the CCP has become far more active in mobilizing central ministries, local governments, and overseas efforts to bring back China's best. While these efforts have met with some success, the program has met with some difficulties leading most of the very talented to opt for short-term stays rather than make a full commitment to moving back to China. David Zweig, a member of the USCI board of scholars, is also Chair Professor of the Division of Social Science as well as the Director of the Center on Environment, Energy and Resource Policy and Associate Dean, School of Humanities and Social Sciences. He is an Adjunct Professor, School of Social Sciences and Humanities, National University of Defense Technology, Changsha, Hunan, and the former president of the Hong Kong Political Science Association. In 1984-85, he was a Postdoctoral Fellow at Harvard University. His Ph.D. is from The University of Michigan (Political Science, 1983). He is the author of four books, including Internationalizing China: domestic interests and global linkages (Cornell Univ. Press, 2002), which will be out in a Chinese edition from Renmin University Press in April 2012. He has also edited five books in both English and Chinese and several special issues of academic journals. He is currently editing a book on US-China energy competition in third countries and writing books on Mainlanders who studied overseas and returned to China and on Hongkongers who lived in the Mainland.

Shen Dingli earned his doctorate in physics and was a postdoctoral fellow at Princeton University. He is a professor of international relations at Shanghais Fudan University. He directs the university's Center for American Studies and is and executive dean of the universitys Institute of International Studies. He is the co-founder and director of China's first non-government-based Program on Arms Control and Regional Security, at Fudan University. Prof. Shen teaches courses on nonproliferation and international security, and Chinas foreign policy and carries out research on China-US security matters and nuclear ties, regional security and nonproliferation issues, and Chinese and American foreign and defense policies. He is a member of the USCI board of scholars and publishes widely. Prof. Shen argued the success of the Games reaffirmed Chinas standing among world leaders. Chinas economy is now the third largest in the world. He believes that the domestic and international impacts of the Games are intertwined and cant be easily separated. He noted that this was a huge national event for China. Ordinarily the Games are hosted by individual cities and managed by non-governmental organizations, but in this case the reputation of the entire nation was at stake. In the U.S., taxpayers would complain if soldiers were deployed to train as performers for the Games. In China, people saw it as a matter of national credibility and understood the deployment. Prof. Shen also suggested that efforts to link the Games to the situation in Darfur was depicted by the Chinese government as unfair, but the protests did lead the Chinese government to change its policies toward Sudan, to quietly push for action to address the humanitarian crisis in Darfur. And many in the international community appreciated this effort. It was a useful experience for the Chinese government to act in response to criticism and then to see critics giving them credit for the effort. USC symposium brought together scholars and practitioners who shared research insights on China's public diplomacy strategies and the impact of these games on perceptions of China's soft power resources and global attitudes towards a rising China.
