À 45 ans, Cabral Libii est l'un des candidats les plus jeunes à la présidentielle du 12 octobre au Cameroun. Mais ce n'est pas un néophyte. Il y a sept ans, à la précédente élection, il était arrivé troisième. Et aujourd'hui, pour lutter contre la fraude électorale, il appelle tous les électeurs à surveiller leur bureau de vote le jour du scrutin, comme au Sénégal il y a 18 mois. Que pense-t-il de l'initiative en faveur d'Issa Tchiroma, désigné par certains comme le « candidat consensuel de l'opposition » ? De passage à Paris, le chef du Parti Camerounais pour la Réconciliation nationale (PCRN), répond aux questions de Christophe Boisbouvier. RFI : Si vous êtes élu, quelles seront vos deux priorités ? Cabral Libii : Celle sans doute par laquelle je commencerai, c'est le recouvrement des 11,7 milliards que Glencore, qui a spolié le pétrole camerounais pendant dix ans, a accepté de payer. Le recouvrement est bloqué maintenant par la corruption de quelques agents publics qui empêchent le recouvrement de cet argent dont le peuple a besoin justement pour résoudre les urgences. Et ces urgences, elles sont de quatre ordres. Nous avons déjà annoncé qu'une fois élus, nous donnerions deux milliards de francs CFA à chaque commune du Cameroun pour régler les urgences, les infrastructures notamment routières, en permettant aux communes d'acquérir des engins pour le faire, les urgences hospitalières pour relever le plateau technique des hôpitaux dans les communes, les urgences numériques et scolaires, puis les urgences alimentaires. Face au président sortant Paul Biya et à la machine électorale de son parti RDPC, est-ce que vous ne partez pas battu ? Absolument pas. Cette fameuse machine n'est pas redoutable par son projet, son efficacité et ses résultats. Elle est redoutable par la fraude électorale qui s'est sophistiquée d'année en année. Il y a quelques jours, nous avons rendu publique et c'est encore visible sur notre site internet www.cabral2025.com, nous avons démontré qu'il y a une réserve de deux millions de voix qui a été fabriquée par des manipulations algorithmiques. Des voix fictives ? Des voix fictives par des manipulations numériques. Et pour contrecarrer cela, il y a une seule solution : engager la responsabilité individuelle des électeurs. Ce que le Sénégal nous a donné comme enseignement, c'est que c'est la responsabilité individuelle de l'électeur qui fait tomber de vieux régimes. Il faut que chacun fasse sa part. Faire sa part, c'est être dans le bureau de vote le jour de l'élection, voter et surtout que les uns et les autres se rendent disponibles bénévolement pour surveiller le vote. Parce que si on n'est pas dans les bureaux de vote, ils vont travestir le résultat des urnes. Samedi dernier, l'ancien ministre Issa Tchiroma Bakary a été désigné « candidat consensuel de l'opposition » par un regroupement de partis dénommé Union pour le changement. Qu'est-ce que vous pensez de cette démarche ? Rien du tout. Pour nous, c'est un non-événement. Le mot consensus est un mot français qui signifie accord de volonté. Donc, vous et moi, dans ce studio, on peut faire consensus sur ce que nous voulons, mais encore faut-il que cela ait un impact réel. Ce que moi je sais, c'est que le projet que je porte fait consensus. Voilà le type de consensus que nous avons appelé « la vague orange », que nous avons soulevé au grand meeting de Kribi et qui a déferlé. Vous savez, nous sommes douze candidats. Je fais partie des cadets et l'une des choses que nous entendons constamment, c'est que : « Oui, vous les cadets, vous devez vous aligner derrière les aînés ». Nous leur disons d'accord, que les trois septuagénaires qui viennent juste après le nonagénaire s'entendent déjà, se coalisent déjà entre eux et puis nous aviserons. Ce d'autant que deux de ces septuagénaires sont issus pratiquement du même village, tout au moins du même département, celui de la Bénoué. À écouter aussi[Vos réactions] Présidentielle au Cameroun : quelle image vous renvoie l'opposition ? Vous pensez à Tchiroma et à Bello ? Absolument. Alors justement... Ils n'ont pas que ça en partage. Alors justement, cet appel que vous avez lancé aux trois septuagénaires, c'est-à-dire à Akere Mouna, Bello Bouba et Issa Tchiroma, ça n'a pas du tout plu à Issa Tchiroma, qui y a vu une façon de votre part de vouloir le mettre à la retraite. Il vous appelle à plus de respect, à plus d'humilité... Peut-on faire montre de plus d'humilité que de solliciter des aînés ? Qu'ils s'entendent déjà. C'est du respect. Tout ce que nous leur demandons, c'est que vous avez beaucoup de choses en partage. Certains d'entre eux ont servi le régime pendant 30 ans, d'autres durant 25 ans, puis ils décident à deux mois de l'élection présidentielle de se lancer. Ce n'est pas tout le temps que l'on voit des gens qui ont aussi servilement servi un régime se décider de le faire tomber deux mois avant une élection présidentielle. Et nous leur disons qu'il n'y a pas de soucis. Le peuple vous regarde parfois avec un regard suspicieux parce que ce n'est pas la première fois que vous allez de gauche à droite et que vous justifiez à chaque fois vos allées et venues. L'électeur camerounais, nous lui faisons confiance, est très lucide sur ce point. Mais vous le savez bien que Bello et Tchiroma, leur fief, c'est le nord et que le nord, ça compte un tiers des voix. Vous allez perdre des voix nécessairement, non, par rapport à 2018 où Bello et Tchiroma n'étaient pas candidats ? Écoutez, je sors de ce nord-là. Vous avez vu les milliers et les centaines de milliers de personnes qui sont venues à ma rencontre. Ces personnes-là ne suivent pas un nordiste. Ces gens-là m'ont dit : « Monsieur Libii, vous avez toujours été à nos côtés et à nos yeux, ce n'est pas parce que vous êtes né plus loin au sud que nous ne croyons pas en vous et pour nous, vous incarnez notre espérance et notre espoir ». Moi, je ne suis pas un ancien ministre avec de l'argent gardé ici ou là. Moi, je ne suis pas du vieux système où ils achètent des consciences et des voix, où ils payent des gens pour les réunir. Je suis donc conscient qu'il y a des gens qui sont candidats pour gagner le nord, mais moi, je suis candidat pour gagner l'élection nationale. Le chef du Front pour le salut national du Cameroun (FSNC), a le vent en poupe, car il vient d'être désigné « candidat consensuel de l'opposition » par l'Union pour le Changement à la présidentielle du 12 octobre prochain. Mais aucun autre candidat de l'opposition ne l'a félicité : est-ce un trompe-l'œil ? En ligne de Yaoundé, l'ex-ministre Tchiroma Bakary répond à Christophe Boisbouvier. RFI : Samedi dernier, une assemblée générale Upéciste vous a désigné comme « candidat consensuel de l'opposition » pour le 12 octobre. Quelle est votre première réaction ? Issa Tchiroma Bakary : Ma première réaction, c'est celle de la gratitude et des remerciements à ces hommes et femmes de la société civile comme de la classe politique, qui m'ont fait l'honneur et le plaisir de me désigner pour être le porteur du drapeau qui nous conduira vers l'élection présidentielle et puis vers la victoire inévitable du peuple. Le fait qu'aucun de vos dix partenaires, candidats de l'opposition, n'ait approuvé cette démarche de l'Union pour le changement et qu'aucun de vos partenaires ne vous ait félicité, est-ce que cela ne vous préoccupe pas ? Écoutez, les portes sont ouvertes, nous sommes en discussion. Nous demeurons ouverts et ma foi, j'annonce notre disponibilité à travailler avec tous ceux qui sont prêts pour que l'attente du peuple soit réalisée, à savoir la construction de ce changement. Je pense que non seulement je leur tends la main, mais je voudrais d'abord attirer l'attention des uns et des autres vers une vérité cardinale. C'est l'administration territoriale qui a la responsabilité de l'organisation de ces élections. Même si les dix autres candidats s'allient à Tchiroma pour que ça fasse onze, même si tous nous étions réunis, il est pratiquement impossible de penser que ce corps qui a la responsabilité d'organiser ces élections annonce des résultats différents de ce que le parti au pouvoir et son leader attendent. Donc, il faudrait que cette victoire soit un raz de marée comparable à rien d'autre, parce que la victoire sera massive, une victoire inexorable. Le candidat président de la République sortant face à la détermination du peuple. Je suis persuadé que le président ne fera pas 15 à 20%. C'est impensable. Pour qu'il y ait ce raz de marée, il ne faut pas qu'il y ait plusieurs candidats de l'opposition. Il faut qu'il n'y en ait qu'un seul et ce sera vous. C'est ça ? Ce n'est pas ce que j'ai dit. Ensemble, nous sommes en mesure d'avoir cette victoire écrasante. Elle est inexorable, elle est inévitable. Issa Tchiroma Bakary, vous avez été ministre de Paul Biya pendant seize ans. Vous avez été aussi notamment son porte-parole. Et puis au mois de juin dernier, vous avez démissionné. Pourquoi cette volte-face ? Ce n'est pas une volte-face. Le président de la République, aujourd'hui, à 93 ans. Après 43 ans de règne sans partage, à cet âge, le président de la République, qui aime sa nation, devrait comprendre que la fin est arrivée. Et comme on dit, il est préférable de quitter les choses avant qu'elles ne vous quittent. Vous avez des icebergs partout. Le commandant doit être à la barre et non gouverner par procuration. Et qui c'est qui gouverne alors ? Si ce n'est pas lui ? Mystère. Mais aujourd'hui, on peut dire que c'est une espèce d'oligarchie invisible, mais d'une puissance d'autant plus redoutable que vous ne savez pas qui fait quoi. Je profite de l'occasion pour dire, moi qui vous parle aujourd'hui, que j'ai fait l'objet d'une menace et d'emprisonnement et existentielle de la part des collaborateurs du président de la République qui sont venus me dire que c'est de sa part qu'il me parlait de cette manière. Et quand vous parlez de menace existentielle, c'est-à-dire qu'un collaborateur du chef de l'État vous a menacé dans votre propre vie, c'est ça ? C'est-à-dire qu'il m'a menacé d'emprisonnement. Et puisqu'il sait que je suis malade. Il suffit simplement que l'on m'emprisonne et que je reste deux mois sans médicaments et la suite sera connue. En vertu de quoi doit-on me menacer ? Vous dites qu'il faudra compter avec plusieurs autres candidats de l'opposition. Est-ce à dire qu'avec l'autre grand candidat nordiste, par exemple, l'ancien Premier ministre Bello Bouba Maigari, vous n'arriverez pas à vous mettre ensemble d'ici le 12 octobre ? Mettez ensemble tous les opposants, pas seulement Bello et autres. Il faut d'abord une victoire immense. Il faut absolument un raz de marée. Et le candidat Cabral Libii appelle les trois septuagénaires que vous êtes, Akéré Mouna, Bello Bouba et vous-même, à vous mettre ensemble et ensuite à créer une dynamique de l'unité. Il est libre de dire ce qu'il veut, mais qu'il fasse preuve d'humilité et de respect pour ce que nous sommes. Vous savez, j'ai plus de 70 ans, mais il y a des gens qui gouvernent les plus grandes puissances de ce monde qui ont 79 ans. Suivez mon regard.
