Raidījuma Diplomātiskās pusdienas ceļojums šoreiz ved uz Āfrikas centrālrietumu valsti Angolas Republiku. Runājot par Angolu, ir interesanti palūkoties uz valsts ģeogrāfisko novietojumu. Angola ir plaša valsts ar garu piekrasti un centrālo plato, virzoties iekšzemē pāri Dienvidāfrikai, robežojoties ar Namībiju, Botsvānu, Zambiju un Kongo Demokrātisko Republiku. Tā ir septītā lielākā valsts Āfrikas kontinentā, un lai apzinātos valsts izmērus – teju visu Spānijas, Vācijas un Francijas teritoriju varētu ietilpināt vienas Angolas teritorijā. Angolas teritoriālais novietojums un izmērs ir arī spēcīgi noteicis valsts stiprās puses, kā, piemēram, atrašanos blakus okeānam, bagātīgo reto minerālu un kritisko resursu pieejamība un daudzveidīgas ekosistēmas. Lai gan Angolas iedzīvotāji lielākoties ir bantu valodā runājošas tautas, valsts oficiālā valoda ir portugāļu, padarot Angolu par lielāko portugāļu valodas lietotāju Āfrikā un trešo lielāko pasaulē. Mūsdienās portugāļu valoda kalpo arī kā lingua franca, kas apvieno dažādas valsts etniskās grupas un ciltis. Interesanti ir tas, ka, nostājoties piekrastes malā un skatoties pāri Atlantijas okeānam, Angola ir novietota vienā līnijā ar Brazīliju, citu portugāļu valodā runājošu nāciju. Vēsturiski mūsdienu Angolas reģionu apdzīvoja pamatiedzīvotāji Koisani, bet ap 2000. gadu pirms mūsu ēras bantu valodā runājošās grupas sāka migrēt uz šo apgabalu, ieviešot lauksaimniecību un dzelzs apstrādi. Laika gaitā izveidojās spēcīgas Bantu karaļvalstis, piemēram, Kongo karaļvalsts ziemeļos, Ndongo centrālajā reģionā un Lunda austrumos. Portugāļu ierašanās 1575. gadā iezīmēja ilgstošu koloniālo attiecību sākumu, eiropiešiem izveidojot tirdzniecības punktus un aktīvi iesaistoties transatlantiskajā vergu tirdzniecībā, kuras rezultātā miljoniem Angolas iedzīvotāju piespiedu kārtā tika vesti uz pāri Atlantijas okeānam. 19. gadsimtā pēc Berlīnes konferences, kurā tika nostiprināta Eiropas lielvaru ietekme kolonizētajās zemēs, Portugāle izveidoja Angolu kā formālu koloniju. Tradicionālās karaļvalstis sabruka, to aizstāja koloniālā vara, kas noteica bargus darba apstākļus un tradicionālās iedzīves izzušanu. Angola formāli ieguva neatkarību 1975. gadā, izbeidzot 500 gadu ilgo portugāļu pārvaldību valsts teritorijā, taču diemžēl ar to prieks un bagātības laiki nesākās. Valstī izcēlās pilsoņu karš, kas ilga vairākas desmitgades. Pilsoņu karš atstāja dziļu iespaidu uz Angolu, rezultējoties ar vairāk nekā 500 000 mirušo un vairāk nekā 4 miljoniem kara bēgļu. Valsts infrastruktūra tika nopietni bojāta, un mīnas vairākus gadus pēc konflikta radīja ievērojamas briesmas civiliedzīvotājiem. Karš saasināja etnisko un reģionālo šķelšanos un izjauca ekonomisko attīstību. Kopš pilsoņu kara beigām Angola ir koncentrējusies uz ekonomikas atjaunošanu un izaugsmes panākšanu. Valsts ekonomikas sākuma punkts pēc pilsoņu kara – dziļas nabadzības apstākļi. Bet, kas interesanti – pēdējos gados Angolai ir izdevies sekmēt visnotaļ strauju izaugsmi. Galvenie iemesli – valsts ir bagāta ar dažādiem vērtīgiem resursiem, tostarp naftu, dabasgāzi, zeltu, varu, kobaltu. Valsts ekonomika galvenokārt balstīta uz dabas resursiem, un naftas ieguve ir vissvarīgākā nozare, veidojot aptuveni 90% no eksporta ieņēmumiem, vairāk nekā 60% no valdības ienākumiem un 30–40% no IKP. Angola ir sestā lielākā dimantu ražotāja pasaulē, valstij ik gadu ražojot 8-10 miljonus karātu dimanta. Bet tam, protams, var būt arī ēnas puses. Lai noskaidrotu Angolas centienus uz ekonomikas attīstību un to, kāpēc Angola kā resursiem bagāta valsts ir salīdzinoši nabadzīga, jautājām Māstrihtas Universitātes maģistrantam Nikolā Glutzam.

Une inflation qui a des conséquences sur le pouvoir d'achat de ses concitoyens De notre correspondante à Lubumbashi,La commune de Kamalondo à Lubumbashi est réputée pour son ambiance animée, la musique envahit quotidiennement le quartier. Pourtant, sur l'avenue Lunda c'est plutôt calme. Il est 11 heures, et certains élèves sortent déjà de l'école. Gloria, une jeune femme d'une vingtaine d'années est assise au coin de sa maison de deux pièces. Devant elle se trouve son brasero, qu'elle dit avoir allumé il y a quelques heures, mais qui semble désormais éteint : « Nous avons déjà préparé un peu de riz que nous avons mangé le matin. On ne mange le foufou que le soir. »Ne manger le foufou qu'une fois par jour, c'est devenu le quotidien de plusieurs familles à Lubumbashi. Depuis le mois de janvier, le prix de la farine de maïs a doublé, il est passé de 25 000 francs congolais (9,26 euros) à 50 000 francs (18,52 euros). M. Kasongo est réparateur de pneus dans le quartier Karavia, situé à l'ouest de la ville. Aujourd'hui, les clients étaient rares et avec une recette de moins de 10 dollars, il se demande comment il va pouvoir nourrir ses six enfants : « Ici chez nous, l'aliment de base, c'est la farine de maïs. Lorsque j'en ai en stock, je suis sûr que les enfants vont manger et je serai tranquille. Mais le prix du sac de farine est élevé. La vie coute cher surtout avec la dépréciation du franc congolais. »Les prix ont pour la plupart doubléPlus loin, dans le centre-ville de Lubumbashi, Micheline a fini son travail. Elle est femme de ménage dans un centre culturel. Elle aussi se plaint du cout élevé de la vie : « C'est très dur. Aujourd'hui, si j'ai 10 000 francs et que je vais au marché, je ne peux me procurer qu'une portion de farine et du poisson. Impossible d'avoir le charbon, du bois et de l'huile. »Cette situation n'épargne personne, explique également Christelle Ntanga, une informaticienne. Assise derrière son bureau, cette consultante tente toutefois de relativiser : « Je vais donner un exemple simple. La boite de lait que j'achetais au prix équivalant 15$, coute aujourd'hui 17$. » Vous continuez d'en acheter ? « On n'a pas de choix, il faut vivre. »Depuis le début de l'année 2023, les prix de tous les produits de première nécessité sont, pour la plupart, passés, du simple au double.

Esta semana foi dominada pela tomada de posse de Geraldo Martins como novo primeiro da Guiné-Bissau, e por outro lado, as tentativas de diálogo, até agora sem efeito, da CEDEAO com a junta militar que tomou o poder no Níger. No recapitualtivo desta semana em Africa, um dos assuntos centrais foi a nomeação e tomada de posse de Geraldo Martins, como novo primeiro-ministro. Antigo ministro da economia e finanças, Geraldo Martins foi escolhido pela coligação PAI-Terra Ranka vencedora das legislativas de Junho, e confirmado neste cargo pelo Presidente da Republica. Após tomar posse na terça-feira, o novo chefe do governo da Guiné-Bissau disse aceitar o desafio por saber que pode contar com o apoio de Umaro Sissoko Embalo e prometeu envidar esforços para uma convivência institucional serena.O outro assunto que dominou as atenções nestes últimos dias foi o Níger, no centro de intensas discussões esta semana na sequência do golpe de estado militar do 26 de Julho e da detenção, desde essa data, do presidente Bazoum. No domingo, terminou o prazo do ultimato definido pela CEDEAO para uma intervenção militar no Níger para restabelecer a ordem constitucional. Neste contexto, a junta militar nigerina decidiu nesse dia encerrar o espaço aéreo do país.A CEDEAO acabou por não cumprir a ameaça no imediato. Ao referir pretender privilegiar uma solução diplomática, a organização regional também sublinhou que deixava todas as opções em cima da mesa, designadamente a da intervenção militar.A opção por uma tentativa de mediação oeste-africana não impediu que uma delegação da CEDEAO, União Africana e ONU não fosse recebida em Niamey na terça-feira pela junta militar que invocou "motivos de segurança".Na quinta-feira, em cimeira extraordinária na Nigéria, perante o impasse das discussões com a junta militar nigerina, os países da CEDEAO decidiram mobilizar as suas formas armadas com vista a uma possível intervenção no Níger.Paralelamente, no Senegal, a actualidade foi marcada pela hospitalização no começo da semana do líder da oposição Ousmane Sonko, após 8 dias de greve da fome em protesto contra sua detenção que ele considera ser uma tentativa de inviabilizar a sua candidatura às presidenciais que decorrem dentro de 6 meses. Na África do Sul, cinco pessoas morreram em violências ocorridas na cidade do Cabo, nestes últimos dias, aquando de bloqueios efectuados em varias vias pelos táxis colectivos em greve para protestar contra um novo regulamento local que confere ao município o poder de apreender os veículos por infracções como a condução sem carta, a ausência de placa de matricularão ou ainda a sobrecarga.Em Moçambique, terminou nesta sexta-feira o prazo para a apresentação de candidaturas para as autárquicas de 11 de outubro, os três partidos com assento parlamentar tendo nestes últimos dias efetuado as respetivas tramitações neste sentido. Foi também neste contexto que o MDM, terceira força política do país, informou que avança sem coligação nas 65 autarquias. Também em Moçambique, o parlamento aprovou na segunda-feira em definitivo e por consenso a proposta de revisão da lei de trabalho. O documento prevê algumas inovações, nomeadamente a penalização o assédio no local de trabalho.Em Angola, vários trabalhadores grevistas da Sociedade Mineira do Cuango, a segunda maior mina público-privada do país, ficaram feridos e 7 outros teriam sido detidos, na sequência de desacatos com a polícia neste domingo, 6 de Agosto, à noite, na província da Lunda norte. Em Cabo Verde, no rescaldo das Jornadas Mundiais da Juventude em Lisboa e do debate gerado pela opção de alguns dos participantes cabo verdianos permanecerem em Portugal, o cardeal Dom Arlindo Furtado declarou não ter ficado escandalizado com esta decisão, o prelado tendo pedido, por outro lado, reciprocidade na isenção de vistos para Portugal.

Roger Howell Jr. Professor of History David Gordon discusses his interpretation of the African legend “the Lunda love story” as a peace treaty of sorts, along with his research using art and oral tradition and archival sources to explore nineteenth-century political transformations in the central African interior. In the course of the conversation, he talks about the reason African art can be found in Portuguese museums and tells the story of a statue that goes missing in the 1970s right from its display case. Gordon, who teaches history, earned his bachelor's degree at the University of Cape Town, South Africa, and his PhD at Princeton.

En Angola, les citoyens du pays sont appelés à élire leurs députés ce mercredi 24 août. Le candidat majoritaire deviendra le chef de l'État. Le pays est dirigé par le Mouvement populaire de libération de l'Angola (MPLA) depuis son indépendance en 1975. Mais cette fois, le scrutin s'annonce serré avec une opposition revigorée autour de son principal parti, l'Union nationale pour l'indépendance totale de l'Angola (Unita). Pour en parler, Didier Péclard, spécialiste de l'Angola à l'université de Genève, est au micro d'Alexandra Brangeon. Cela fait 47 ans que le MPLA est au pouvoir, depuis l'indépendance de l'Angola, est-ce qu'il pourrait encore remporter cette élection, ou est-ce que l'opposition a une chance cette fois-ci ? Écoutez, on est dans une situation assez paradoxale et assez tendue, parce que d'un côté, le MPLA est quand même très fermement installé au pouvoir, il a un contrôle total sur tous les leviers du pouvoir politique, économique, et cela, à tous les niveaux du pays. Il a pu injecter aussi des moyens disproportionnés dans la campagne pour les élections. En même temps, il y a une grande fatigue du pouvoir, une grande lassitude au sein de la population, et notamment au sein de la jeunesse marginalisée qui est très avide de changement. Et enfin le dernier point, face au MPLA, on a sept autres partis, mais le parti principal ça reste l'Unita, l'ancien parti rebelle qui a mené la guerre civile contre le MPLA qui s'est profondément réformé et qui est beaucoup plus fort qu'il ne l'était lors des précédents scrutins. Et pourtant le président Lourenço a lancé plusieurs réformes en arrivant au pouvoir, ça n'a pas été suffisant ? Effectivement, lorsqu'il a été élu en 2017, Joao Lourenço s'est présenté comme un candidat, disons, de la rupture de la continuité puisque évidemment il est issu du même parti, mais il était très important à ce moment-là pour le parti MPLA de se démarquer de la fin de l'ère du président précèdent José Eduardo dos Santos marqué par une corruption généralisée, par un enrichissement très important notamment de son clan familial et il était indispensable pour le MPLA de prendre des distances par rapport à ça. Joao Lourenço a surpris tout le monde en s'attaquant frontalement à José Eduardo dos Santos et à sa famille, cela au nom de la lutte contre la corruption. Mais en même temps, rapidement, les espoirs ont été déçus parce qu'on a vu que la lutte contre la corruption s'est finalement arrêtée à un cercle très restreint autour du clan Dos Santos, et qu'il n'y a pas eu de réforme fondamentale, il n'y a pas une plus grande transparence. Aussi, les pouvoirs sont restés tout aussi concentrés et l'exercice du pouvoir tout aussi autoritaire qu'il l'était à l'époque de Dos Santos. Si on ajoute à ça une profonde crise économique depuis le milieu des années 2010, suite à la chute des cours du pétrole, on a une situation qui est vraiment tendue pour le MPLA. Et donc malgré les promesses de lutte contre la corruption, lutte contre la pauvreté du gouvernement, la population n'en a pas profité ? Très largement pas, effectivement, l'Angola est actuellement le principal producteur de pétrole en Afrique subsaharienne, devant le Nigéria, et il dispose aussi d'importantes autres richesses, notamment minières, le diamant entre autres, et puis des sols qui sont très fertiles. Mais, s'il y a une très forte concentration du pouvoir politique, il y a une encore plus forte concentration du pouvoir économique et des richesses du pays aux mains d'une toute petite partie de la population, et on est encore dans un contexte où une partie importante de la population vit avec deux ou moins de deux dollars par jour. Face au MPLA, il y a l'autre grand parti historique, l'Unita, avec à sa tête Adalberto Costa Júnior, est-ce que c'est une alternative crédible aujourd'hui ? Là aussi, il s'agit d'un parti qui existe depuis l'indépendance. Effectivement, l'Unita est sorti très affaibli de la guerre en 2002, n'a jamais disparu politiquement, et s'est transformé véritablement en parti politique. Mais surtout, ce qui change cette fois, c'est que là où l'Unita était pendant longtemps un parti plutôt des campagnes, des zones rurales, est devenu un parti très fortement ancré dans le milieu urbain et notamment avec un fort soutien auprès des jeunes bien formés. Adalberto Costa Junior est né à Lunda, il a passé de nombreuses années à l'extérieur du pays, et il a su parler à cette jeunesse qui se sent profondément marginalisée, sans espoir et qui est vraiment avide de changement.

In this episode, our team has an insightful conversation with Dr. Danny Burns and Dr. Marina Apgar. Danny Burns is a Professorial Research Fellow at the Institute for Development Studies (IDS) a think tank affiliated with the University of Sussex in England. He has directed more than 25 action research projects and programmes. His work focuses on participatory learning for social change with a strong emphasis on systems thinking and complexity. Marina Apgar is Research Fellow in the Participation, Inclusion and Social Change cluster at IDS. She is a human ecologist with 20 years experience working in the research-practice divide with marginalised communities in international development supporting learning and change in complex systems. Danny and Marina are working on a large-scale system-changing project called Child Labour: Action-Research-Innovation in South and South-Eastern Asia [CLARISSA]. Started in 2016, CLARISSA has a team of more than 150 members. In this episode, Adam and Joe discuss what AR looks like on the ground, and specifically in a large-scale project. What does the creation process look like? How does this huge collaborative team work reflexively in this AR framework? This conversation starts with our classic lightning round where we dive into questions such as: what is systemic AR? (5:17) what does collaboration look like in systemic AR? (6:34) what is IDS? what makes IDS a fertile ground for this sort of AR? (7:40) And, what is your greatest critique of AR? (12:20). In the later segment, we dive deeper to learn more about CLARISSA, which is built on three core values (but not limited to them): 1. child-centred, 2. participation, and 3. being truly integrated (16:55). This is a really big project that involves a lot of stakeholders, participants, and organizations who work collaboratively in variety of different ways (26:57). How does the creation of processes look in this space? To understand this, Adam and Joe ask questions about how the planning process, facilitation and relationship building looks (36:11).
