This is the 2nd episode of our FRST Challenge Mini Series! Who else understands the importance of location tracking better than the prior Logistician and Task Force Safety Officer (TFSO) who deployed the Washington State Urban Search and Rescue Team (WATF-1) to the Oklahoma City Bombing and Hurricane Katrina? In this episode: - What is FRST Challenge? - Why do first responders need 3d tracking technology? - How can you participate in the competition? Chief Christian Tubbs has a 40+ year career in the fire service with a background full of highly accredited certifications, degrees, and member statuses. Current Fire Chief for the Mill Valley Fire Department, he also serves as the Northern Division Director and E-Board Member of CalChiefs, as an E-Board Director and Treasurer (NISC) with the National Information Sharing Consortium, and as a Principal Member on the NFPA 950 & 951 committees. Chief Tubbs has also previously served on the IAFC Technology Council, the Department of Homeland Security's Incident Management Information Sharing Committee (IMIS-SC), the Department of Homeland Security's Virtual Social Media Working Group (VSMWG), and the Board of Directors of the Homeland Security Information Network Advisory Committee (HSIN). Given the chief's experiences leading teams into extremely dangerous operations, his - along with all other firefighters' - resultant plea for accurate GPS tracking is crystal clear - and being addressed. FRST Challenge exists to identify 3D tracking technology that can give first responders one-meter accuracy in an indoor setting (use cases include emergency rescue operations and survivor location within large buildings) and to provide competitors with entrepreneurial mentoring. Funded by PSCR, a total of up to $5.6 million in prizes and support funding will be distributed across all 5 phases to aid participants in purchasing materials, forming teams, and creating partnerships to develop their innovation. Prize money grows as teams advance through each phase, and several winners will ultimately be selected in Phase 5 to receive the largest cash prizes. Coinbase has came out with a Visa debit card, funded by your Coinbase balance. The easiest, quickest way to spend your crypto worldwide. This looks great on the crypto space as you can spend your crypto instantly, use your card worldwide, keep your crypto on the safe side, and even choose which crypto to pay with through the app. It takes just a few seconds to switch between bitcoin, ethereum and more. They even have spending summaries, transaction receipts, and instant notifications. The Coinbase Card app makes it easy to manage your spend on the go. DeFi Insurance Firm had actually made its first payout following the bZx attack that we went over a couple days ago. Not many people had insurance on assets locked up in bZx’s Fulcrum, but after a bug yielded an exploit of its smart contract, a couple of accounts that did were covered by Nexus Mutual, the London-based crypto insurance company.  Thank you for listening to Everything Crypto podcast. Bruce Perry, M.D., Ph.D., is a neuroscientist and child psychiatrist, Principal Member of the Neurosequential Model Network and the Senior Fellow at the Child Trauma Academy in Houston, Texas. He is also the author of best-selling book, The Boy Who Was Raised as a Dog: And Other Stories from a Child Psychiatrist's Notebook--What Traumatized Children Can Teach Us About Loss, Love, and Healing, and also published Born for Love: Why Empathy Is Essential--and Endangered. Both are co-authored with journalist Maria Szalavitz. Sandra Begay grew up in Gallup, New Mexico, near the Navajo reservation. Her grandmother lived on the reservation and her father and grandfather served on the tribal council. Sandra remembers going to her grandmother’s house when it was first hooked up to the grid. The family got to watch as her grandmother turned on the porch light. That was only twenty years ago. Roughly 18,000 households in the Navajo nation are still without power. Today Sandra is an engineer which makes her pretty unusual. Only one in every 13,000 engineers in the U.S. are Native American Women. Her job allows her to help bring renewable energy to the reservations and to help young Native American students pursue engineering careers. She is a Principal Member of the Technical Staff at Sandia National Laboratories where she assists Native American tribes with their renewable energy development. She also runs Sandia's Indian Energy Internship Program for the DOE Office of Indian Energy. Interview excerpt DB: So talk a little bit about the program that your involved in. SB: Sure. The sponsorship for my work at Sandia National Labs is from the Department of Energy’s Office of Indian Energy, and specifically I am given assignments to help tribes across the United States, upon their request to the Federal government. And then I can get an assignment to help them out with a specific energy problem. One of the specific things that I enjoy doing is strategic energy planning. So we’ll take a team of three of us from Sandia and our contractors and we’ll go out to the tribal community and host a three-day strategic energy planning session. So at the end of the day we’ve looked at a vision for ten years in the future all focused in on energy and we wind up on that third day with a two year action plan, and part of that is not only to support the tribes in their efforts but to give them the documentation for the tribe to implement. And then we write a report for the federal government so that they’re ready for what the tribes might be requesting in the two year time frame. DB: Do you work with tribes all across the nation? SB: I work with tribes all across the nation but it also includes Alaskan natives out in the state of Alaska. It just depends on the tribe and their readiness to ask for this type of strategic planning assistance. DB: What’s the state of the grid or electrification for a lot of the tribes? SB: The tribes are behind all the way dating back to the 1940s when the rural electrification act was incorporated where many rural communities were connected with lines and poles. For whatever reason tribal lands were skipped over, maybe too complex to deal with from a federal level, and so infrastructure was not actually put in place. Some tribes who might have more money to invest are getting ahead of the curve and having modern infrastructure yet those who do not have a lot of gaming revenue have to go by grants or giving some of their own revenue to put in lines and poles and other infrastructure that they need. DB: So there are still homes out there that aren’t wired yet. SB: Navajo nation is a tribe that skews the numbers quite a bit when you talk about national populations of American Indians or Alaska Natives. So, I’ve heard numbers from 18,000 households all the way to 30,000 people that do not have electricity yet at this point and this is as of 2018. And so the way to answer those problems is, yes there’s need for lines and poles in certain circumstances but the cost of $30,000 to $35,000 per mile is very expensive and that would be out of that person’s pocket. Most people don’t have that kind of money sitting around. So there may be grant dollars available but my unique piece to this puzzle started about 15 years ago where I helped support the tribal utility on Navajo put in solar energy. So it’s off-grid homes that have energy from solar panels and batteries and many even have a small wind turbine associated with it. The threat landscape is changing significantly; complexity and rate of attacks is ever increasing, and the network defender does not have enough resources (people, technology, intelligence, and context) to make informed decisions. The need for network defenders to develop and create proactive threat intelligence is on the rise. Network deception may provide analysts the ability to collect raw intelligence about threat actors as they reveal their Tools, Tactics, and Procedures (TTP). This increased understanding of the latest cyber-attacks would enable cyber defenders to better support and defend the network, thereby increasing the cost to the adversary by making it more difficult to successfully attack an enterprise. This talk will discuss our deception framework, we have created a live, unpredictable, and adaptable Deception Environment leveraging virtualization/cloud technology, software defined networking, introspection and analytics. The environment not only provides the means to identify and contain the threat, but also facilitates the ability to study, understand, and develop protections against sophisticated adversaries. By leveraging actionable data, in real-time or after a sustained engagement, the Deception Environment may be easily modified to interact with and change the perception of the adversary on-the-fly. This ability to change what and where the attacker is on the network, as well as change and modify the content of the adversary on exfiltration and infiltration, is the defining novelty of our Deception Environment. About the speaker: Vincent was raised by his grandparents, both originally from Guatemala who immigrated to the U.S. in the 1960's. As a family, they moved from Manhattan to Albuquerque, New Mexico when Vincent was six years old. Dedicated to their grandchild and his upbringing, they taught him to take responsibility for his own life, to give back to his community and to his country. A curious boy who broke things while taking them apart to see how they worked, he was also entrepreneurial starting a candy selling business in elementary school. He saved his money and bought things that his grandparents could not afford, like a soldering kit. Vincent grew up in neighborhood labeled the "War Zone" made up of hard working but largely impoverished immigrants with its share of violence and gang problems as well as remarkable diversity. Vincent stayed out of trouble becoming involved in extracurricular activities and one of those, the Upward Bound Program gave him the opportunity to spend a high school summer at the University of New Mexico taking classes in math, literature, science and electives. Vincent took advantage of many opportunities this program would offer. His entrepreneurial spirit got him taking community college classes while still in high school and in his sophomore year, he was accepted for an internship at Sandia National Laboratories in its computer support unit. With the support of mentors, he was soon one of the go-to techs fixing computers and getting networks running again. A CyberCorps Scholarship for Service allowed him to stay at Sandia after graduation. He continued to excel and taking associated undergraduate and graduate level internships while earning his bachelor's and master's degree in computer science from New Mexico Tech. Today, Vincent Urias is a computer engineer, and Principal Member of Technical Staff in Sandia's Cyber Analysis Research Development Department continuing to make major contributions to Sandia's cyber defense programs, especially in the simulation of complex networks, in developing innovative cyber security methods, and in designing exercise scenarios that test the limits of current network security. This work is helping Sandia's customers anticipate current and emerging security threats and make critical decisions about their investments. Vincent and his team use technologies to conduct cyber defense exercises in partnership with the U.S. Department of Defense, and to support national security in collaboration with colleagues at other U.S. Department of Energy national laboratories, Department of Defense national laboratories, and the U.S. military.Vincent gives back to the community in a variety of ways, providing guidance and inspiration to college interns in the lab's Center for Cyber Defenders, he supports building computer labs for local organizations and is also helping to create an Urban Wildlife Refuge in Albuquerque's South Valley among other things. Vincent is currently pursuing his Ph.D. in computer science, at New Mexico Tech. He was honored by GMiS with a HENAAC Luminary Award in October of 2016.
