Lesotho ist ein kleines Königreich mitten in Südafrika. Es ist reich an Diamanten. Als Bergland steht reichlich Wasser zur Verfügung. Beides, Wasser und Diamanten, sind wichtige Exportprodukte. Doch damit nicht genug: Hoch in den Bergen gedeiht ein berauschendes Business: Dort wird medizinisches Cannabis kultiviert. Als erstes Land in Afrika hat Lesotho 2017 eine entsprechende Anbaulizenz vergeben. Das Geschäft funktioniert - und reicht bis nach Deutschland.Marcus Knupp ist Wirtschaftsexperte von Germany Trade & Invest, der Außenwirtschaftsagentur des Bundes. Im Podcast "Wirtschaft Welt & Weit" berichtet er von seinem Trip zu den Hanffarmen in den Bergen: Wie im schottischen Hochland sehe es dort aus, einsam und rau. Im Winter falle auch mal Schnee. Knupp erzählt von kleinen, speziell gesicherten Farmen, in denen die Pflanzen in Gewächshäusern heranwachsen. "Cannabis hat es gerne warm und möglichst hell", sagt Knupp. Die Betreiber hätten von Anfang an mitgedacht, dass weder Heizung noch Licht ausfallen dürften.Ein Stausee und ein nahes Wasserkraftwerk sichern eine dauerhafte Stromversorgung. Diese ist nicht nur für eine gute Ernte wichtig, sondern auch für die Zertifizierung als Medizinprodukt: Der Anbau muss ganz bestimmte Standards einhalten. Das gilt auch für die weitere Verarbeitung. Knupp erzählt von Produktionsanlagen, in denen die Blüten gezupft werden. "Die einzelnen Blütenteile werden grammgenau verpackt", sagt er. "Da kommt man nur mit Schutzkleidung herein, damit nichts verunreinigt werden kann."Die Lieferkette des medizinischen Cannabis reicht bis nach Europa: "Deutschland ist einer der wesentlichen Abnehmer", sagt Knupp. Die Kooperation zwischen Partnern bei uns und in Lesotho funktioniert für den Experten bestens, von Beginn an: Ganz am Anfang, so erinnert er sich, habe eine Zulassungsbehörde in Lesotho gefehlt, um das Geschäft starten zu können. Produzent, Importeur und die Verantwortlichen in Lesotho hätten eine solche Behörde dann gemeinsam auf den Weg gebracht - mit Standards, die den Kriterien der deutschen Behörden entsprechen, "die natürlich akribisch darauf achten, dass alle Papiere und Lizenzen und Prüfungen vorliegen."Hoch in den Bergen von Lesotho ist so ein neuer Wirtschaftsbereich entstanden - mit Arbeitsplätzen, die es in dieser Form vorher nicht gab. Das steigert die wirtschaftliche Vielfalt, ändert jedoch nichts daran, dass Lesotho weiterhin zu den armen Ländern dieser Welt zählt. Denn die positiven Effekte für die Wirtschaft Lesothos sind überschaubar: "Selbst der relativ große Betrieb, den ich besichtigt habe, hat nur knapp 300 Mitarbeiter", sagt Knupp. Dass der Anbau von Medizinalhanf der Wirtschaft des gesamten Landes einen entscheidenden Push nach vorne geben könnte, ist also bisher ein Traum geblieben. He will be given credit for 243 days served.

Nearly 75% of cannabis businesses operate at a loss, and many in the industry point to a feature of the Internal Revenue Code as the reason why. Cannabis companies are prohibited from deducting ordinary business expenses—like rent or payroll—from their federal taxes as long as marijuana remains under the most restrictive portion of the Controlled Substances Act. That could change if marijuana is moved from Schedule I to Schedule III of the act, as the Biden administration has proposed. But in the meantime, 22 states plus Washington, D.C., have allowed medical or recreational cannabis businesses to take some deductions on their state returns, by decoupling their tax codes from Section 280E of the Internal Revenue Code, which imposes the federal ban. Pennsylvania was the most recent to make that change with a state budget adopted last month. In this episode of Talking Tax, Bloomberg Tax reporters Angélica Serrano-Román and Owen Racer talk about their recent look into how states are increasingly decoupling their tax from 280E at the state level. Selling weed is in Brady Cobb's blood. Using shrimp boats and a suntan lotion company as a cover, his father, Bill Cobb, ran one of the country's largest pot smuggling enterprises in the 1980s, until the federal government arrested him and shut down the $300 million ring during "Operation Sunburn." The younger Cobb became a lawyer and cannabis lobbyist before founding his own marijuana company, Bluma Wellness, which he sold in April 2021 to Cresco for $213 million in an all-stock deal. In November 2022, Cobb took his father's rich history of smuggling and launched Sunburn in Florida, a vertically integrated dispensary chain with nine retail shops. Sunburn is the 13th largest medical marijuana company in Florida, the company is valued at $105 million and will generate around $50 million in revenue by the end of its first year in operation.
