Since 1973, the American Association for the Advancement of Science's (AAAS) Science and Technology Policy Fellowship (STPF) has brought thousands of scientists and engineers into the policy world. The fellowship is a very popular pathway into science policy, and AAAS fellows have featured in several episodes of our Science Policy IRL series.  In this episode, we talk with the STPF fellowship director, Rashada Alexander. After completing a chemistry PhD and postdoc, she applied for an STPF fellowship that placed her inside the National Institutes of Health, where she worked for 10 years.  Alexander talks to us about how her fellowship experience helped her look up from the lab bench and find meaning in her life. In particular, she found ways to build relationships, learn how to read a room, and navigate organizational structures—skills that are not always valued in scientific labs. In this episode, we speak with Ambassador Julie Turner, the U.S. Special Envoy for North Korean Human Rights at the Department of State. Ambassador Turner is globally recognized as an expert in human rights and democracy and has worked over the past 20 years to strengthen democratic institutions and promote human rights throughout the East Asia and Pacific Region. As a career civil service employee and former Presidential Management Fellow, Ambassador Turner has dedicated her career to advancing human rights around the world. Brittany Brown, Acting Assistant to the Administrator of USAID's Bureau for Conflict Prevention and Stabilization, joins Mike Shanley to discuss the Office of Transition Initiatives (OTI). OTI has been an ongoing effort for 30 years, and Brittany shares some of their successes with working in other countries. Localization is a large aspect of the work that OTI is focused on, by working with local partners and change makers to ensure that everyone has a buy-in on the project a grant is funding. OTI partners with the National Security Council, State Department, and DOD in a variety of ways, and with someone from the OTI team on the Administration this year, they are seeing success with educating the government on impacts of certain decisions.   IN THIS EPISODE: [1:17] Brittany covers some of the key successes and lessons learned across 30 years of OTI.  [4:00] Brittany shares an example of the OTI's work in Libya.  [6:30] Brittany shares about the work that has been done in Columbia. Higher education is currently forcing many adult learners to jump through hoops to complete their degrees. Although many of these nontraditional students can be successful, colleges and universities should still meet adult learners where they are, as higher ed faces dwindling enrollment and a workforce that is relying less on employees with four-year degrees.  Higher ed institutions can start the process of change themselves, but much of the work still requires support from Congress. To help understand how the gap between both entities can be bridged, Dr. Drumm McNaughton spoke with Julie Peller, who uses her past experience at the House of Representatives and Department of Education to serve as executive director of Higher Learning Advocates (HLA), which supports and advances policy changes to increase postsecondary access and success.  "As we go into the new Congress, in the new year, we are really focusing on this Widen the Path campaign. How can we bring partners together? How can we lift up voices of both learners, institutions, and community members who are doing this and bring that story to Washington so that we can make change?" - Julie Peller Podcast Highlights Identify who's still on and off campus and why. Those who are no longer on campus most likely left for financial reasons, for example. Think about creating programs like the ones that President Dr. Russell Lowery-Hart of Amarillo College did to support students in the classroom and those who have dropped out. Many of these programs are only possible through policy changes, but in the meantime, higher ed can still create a more welcoming environment and ensure certain services are available. Forge connections and partnerships with preexisting community services. This involves sharing the data of low-income and eligible students to connect them with the right supportive services. Institutions are encouraged to adopt credentials or certificates that facilitate lifelong learning for students who take breaks in their education. She worked in both Nigeria and Zambia, providing leadership and oversight to CDC's programs as part of the President's Emergency Plan for AIDS Relief (PEPFAR). Whittaker is the founder of Humans of Public Service, an organization and project he started to share the stories of public servants from across the country on social media. One of the first people interviewed by Humans of Public Service was Chaudhry, an emerging government leader and current Customer Experience Lead at the Department of Housing and Urban Development where she works to implement a more human-centered approach to government customer service. Rob Dietz is the Program Director at Post Carbon Institute, where he is responsible for guiding projects from conception to completion. With training and experience in ecological economics, environmental science, and conservation biology, he has built a career aimed at moving society in sustainable directions. Prior to joining Post Carbon Institute, Rob worked as a project manager at Farmland LP, helping to transition conventional farmland to organic. He was also the first executive director of the Center for the Advancement of the Steady State Economy (), taking it from an unfunded start-up organization to an internationally respected leader on new economic thinking.  He is the lead author of , a popular book on steady-state economics that Noam Chomsky called “lucid, informed, and highly constructive.” Rob also has produced dozens of articles and presentations on a variety of topics related to sustainability. Rob is a former Presidential Management Fellow, with appointments at the U.S. Geological Survey and U.S. Fish and Wildlife Service.  He was the first person at the Fish and Wildlife Service to serve as a Conservation Goals Coordinator, a position that combined long-range planning and landscape modeling for the National Wildlife Refuge System. He also did time as an economic analyst at two Washington, DC, consulting firms. His educational background includes a master's degree in environmental science and engineering from Virginia Tech and an undergraduate degree in economics and environmental studies from the University of Pennsylvania.

This week we wrap up season 6 and episode #60.  And we go out with a bang with our interview of the producing partners of Mike Wallach and DJ Leslie, who have had a successful launch of their documentary film series known as "The Viral Delusion".  This 5-part, 7-hour series brings doctors and other medical and research professionals together to talk about the problems with the virus paradigm and how science is willfully ignorant about fixing things.  This film series has faced challenges in getting publicity and we really enjoyed being able to spend some time with the film makers in order to get more eyes on their project.     Mike Wallach's Bio - Mike is the founder of Paradigm Shift Pictures and is the director, and co-producer with Diarra(DJ) Leslie, of its film series, The Viral Delusion, which has received extraordinary early reviews. Dr. John Bevan-Smith called the series “Immensely important and beautifully made.” Dr. Vinnie Costa said it's “Amazing. Should be translated into every language in the world,” and Dr. Sam Bailey explains The Viral Delusion is “incredibly important and absolutely incredible. A Masterpiece!” Mike is a graduate of Cornell University who holds a Master's Degree in International Affairs from Columbia University. Mike went on to become a Presidential Management Fellow with the State Department as a Middle East Analyst. His reports were delivered directly to the White House, the Pentagon and the National Security Council. Mr. Malick specializes in working with stakeholders, educators, state officials, and staff from philanthropic organizations to understand and apply evidence in order to tackle problems of practice and make progress toward their goals. His research considers important questions about how to align complex systems to achieve desired aims.   An experienced facilitator of adult learning experiences, Mr. Malick employs human-centered design principles and continuous improvement frameworks to help stakeholders unpack the challenges they face and realize evidence-informed approaches to tackle those challenges. About Today's GuestBetty Rhoades joined the HillVets Foundation in December of 2019 as the Executive Director. Betty lives in Washington, DC – just steps from the HillVets House! – with her husband, her rescued pit bull, Jack, and her “quarantine kitty,” Rex. Betty's husband, Jason, was one of the original class of HillVets Fellows; he worked in Congresswoman Ann Kirkpatrick's office and then moved on to achieve success in federal government, consulting, and private legal practice. Betty has seen firsthand how HillVets changes people's lives for the better, and she and Jason have been enthusiastic supporters ever since.Betty began her career with the Department of Veterans Affairs as a Presidential Management Fellow in 2005. Subsequently, she served as a Specially Adapted Housing (SAH) agent, SAH Coordinator, then Assistant Valuation Officer at the Atlanta Regional Loan Center. She was selected as the Chief of SAH in January of 2013. During this episode, Dr. David Gioe discusses active measures. Active measures is a term which gained increasing public attention following the 2016 US election meddling by Russia. Dr. Gioe defines active measures as nation state actions which are intended to remain non-attributable. Also known as the “dark arts,” active measures are not new. Dr. Gioe recounts some historical active measures examples, discusses implications for the West going forward, and suggests a strategy for citizens to navigate the growing fake news problem. Link to full show notes and resources Guest Bio: Dr. David Gioe is Associate Professor of History at the US Military Academy at West Point, where he also serves as History Fellow for the Army Cyber Institute. David is also Director of Studies for the Cambridge Security Initiative and co-convener of its International Security and Intelligence program. He holds advanced degrees from Georgetown University and the University of Cambridge. His scholarship and analysis has appeared in numerous outlets. Before starting his academic career, David was an intelligence officer, beginning with appointment in 2001 as a Presidential Management Fellow in the FBI National Security Division with responsibility for economic espionage cases and later counterterrorism. In 2003 he transferred to CIA as a counterterrorism analyst in the DCI's Counterterrorist Center (CTC) before earning field tradecraft certification. He served multiple overseas tours as an operations officer in the Middle East and Europe. He retains his commission as a Commander in the Navy Reserve and is assigned to the Defense Intelligence Agency's Defense Attaché Service. In 2015 he deployed as the Director for Human Intelligence and Counterintelligence for the Combined Joint Task Force – Horn of Africa. Other Navy assignments include service as a Division Officer in the Office of Naval Intelligence and as a Department Head in the Joint Analysis Center, RAF Molesworth, UK. He is currently Visiting Professor of Intelligence and International Security in the King's College London Department of War Studies. Dave Uejio was announced as the Acting Director of the Consumer Financial Protection Bureau by President Joseph R. Biden, Jr., on January 20, 2021. As the Bureau's Acting Director, Mr. Uejio oversees a $600 million budget and a 1,600-member workforce dedicated to protecting consumers from unfair, deceptive, and abusive practices, in the financial marketplace, through the enforcement of federal consumer financial law. Currently, the Bureau supervises over 150 depository institutions with assets totaling more than $10 billion. The Bureau also supervises mortgage originators and servicers and payday lenders, as well as companies from the consumer reporting, consumer debt collection, student loan servicing, international money transfer, and automobile financing financial marketplaces. Having been with the Bureau since 2012, Acting Director Uejio is committed to ensuring a smooth transition for President Biden's nominated director, Commissioner Rohit Chopra. Acting Director Uejio will focus on taking all available measures to protect consumers, particularly vulnerable ones, negatively affected by the pandemic; he also will work to utilize the tools of the Bureau to tackle racial disparities and inequalities laid bare by the pandemic. Prior to becoming Acting Director, Mr. Uejio served the Bureau as Acting Chief of Staff, as Lead for Talent Acquisition, and, most recently, as the Bureau's Chief Strategy Officer. As Chief Strategy Officer, Acting Director Uejio led the development of an integrative approach to strategic planning, policy prioritization, enterprise risk management, organizational performance, and program evaluation. Acting Director Uejio utilized this integrative approach to improve the strategic advice provided to the Director and to better translate the Director's priorities into tangible, reportable, and auditable programs and initiatives. In addition, to his experience at the Bureau, Acting Director Uejio has served in Human Resources capacities at the National Institutes of Health, the Office of Personnel Management, and the Office of the Secretary of Defense. Acting Director Uejio began his career in government service in 2006, when he joined the NIH as a Presidential Management Fellow. Acting Director Uejio is devoted to public service both as a profession and a calling. He co-chairs the Federal Innovation Council, which is a leading federal government interagency body to drive public sector innovation. He also co-founded the largest event to connect, develop, and inspire emerging public service leaders, the Next Generation of Government Summit. Acting Director Uejio received a master's degree in public policy from the University of Minnesota and a Bachelor of Arts degree from the University of California, Santa Barbara.

Dr. Tracy Fanara is an engineer, research scientist, professor, and public speaker with a BS, ME, and PhD from the University of Florida. Tracy spent almost a decade designing water projects all over the world in addition to her work in research and development. While at UF, Tracy stormchased Florida weather events as part of her research in hydrologic restoration, she mentored and was the design engineer on 2 nationally winning EPA design competitions; was selected as a Presidential Management Fellow by the US Federal Government, and was a National Science Foundation SPICE fellow. Tracy now manages a research program at Mote Marine Laboratory where she designs and develops technology, tools and programs to protect wildlife and water quality. Her diverse program includes Florida red tide and harmful algae research, water treatment design, biofiltration, hydrologic modeling, and sustainable design. She is now working on designing an aquaponics system for space travel, and was on the development team for HABscope (a NASA funded, NOAA and GCOOS led, citizen science project for Florida red tide detection). At Mote, Tracy developed a website and three apps for publicly available environmental data reporting with over 1.5 million users. In 2018, Florida was under a state of emergency in response to an intense dual algal bloom, in which Tracy was called upon to speak on many media platforms as mass wildlife fatalities filled shorelines and economy, recreation, quality of life, and public health were threatened by dual harmful algal blooms. Tracy spends time outside of work on communicating science to the next generation. Tracy was featured in Marvel’s Unstoppable Wasp and co-created the comic book, Seekers of Science. To better equip and understand, I invited my dear friend, Ali Abazeed, a Public Health Advisor at the National Institute of Health (NIH), and a former Presidential Management Fellow at the U.S. Department of Health and Human Services. He is a graduate of the University of Michigan earning a Master of Public Health and Master of Public Policy in 2017. Now as the cost of computing continues to decline, digital adversaries are able to conduct increasingly automated, successful attacks at minimal cost. Network defenders, on the other hand, are generally relying on legacy security technologies to manually defend against these automated, machine-generated attacks. Incorporating AI and automated machine learning into cybersecurity capabilities provides a strong tool for identifying cyber threats and preventing successful attacks.  In the show today, J. Amy Wan is Founder & CEO of Bootstrap Legal, which builds dispute resolution infrastructure for smart contracts. Previously, she was a Partner at a boutique securities law firm and General Counsel at a real estate crowdfunding platform. Amy is also the founder and co-organizer of Legal Hackers LA, which programs around the intersection of law and technology; was named one of the one of ten women to watch in legal technology by the American Bar Association Journal in 2014; and was nominated as a Finalist for the Corporate Counsel of the Year Award 2015 by LA Business Journal. Amy has also worked in international regulatory and trade policy at the U.S. Department of Commerce, and was a Presidential Management Fellow at the U.S. Department of State and U.S. Department of Transportation. In my interview with Amy, we learn about her journey to founding Bootstrap Legal. Her attention to detail and focus on pattern recognition allowed her to realize that she was "almost" doing the same thing every day. In realizing this, she was able to automate a majority of the process which allowed her to focus on much more important tasks at hand.

Today's guest is a housing and community development professional with diverse, multi-sector experience. Early in his career he was an AmeriCorps*VISTA for two years which is where he launched an “Urban Service Experience” series and led efforts to conduct a neighborhood risk and resource assessment. His interest in urban planning led him to The Heller School at Brandeis University where he received his Master's in Public Policy and then to work for 5 years as a Presidential Management Fellow at the U.S. Department of Housing and Urban Development. He led efforts in Massachusetts to implement HUD's Rental Assistance Demonstration Program, a program that allows expiring use multifamily properties to be preserved as long-term affordable housing. He also provided strategic support to State partners on high-level issues such as public housing governance reform and addressing Veteran's homelessness statewide. He was a New Leaders Council Fellow in 2010 and Director of the Boston Chapter from 2012-2014. This interview was recorded when he was Director of Policy at Massachusetts Department of Housing and Community Development. Listen NowBeyond the problem of an estimated 600,000 Americans being homeless each night (and 1.5 million in any given year), homelessness or unstable housing is strongly correlated with high rates of chronic illness, unmet healthcare needs and mortality. Inadequate housing impedes access to health care and  an ability to stay healthy such as caring for injuries or disease and taking medications. For the chronically homeless mortality is four to nine times higher than for the general population.   Though current federal Medicaid rules do not allow states to provide supportive housing, it appears the health care industry is nevertheless beginning to close the gap between health care and housing by recognizing and addressing the fact it is a key social determinate of health.During this 20 minute interview Ms. Morely discusses the work of the National Center for Healthy Housing, the magnitude of the housing "famine," how housing serves as a health care "vaccine," why health care providers have been slow to recognize its importance as a key social determinate of health and opportunities to better intergrate supportive housing and health care.     Rebecca Morley is the Executive Director of the National Center for Healthy Housing (NCHH), a national non-profit dedicated to creating healthy and safe housing for children. Among other things Rebecca spearheaded NCHH's recovery work in the Gulf Coast after hurricanes Katrina and Rita and she led the development of the National Health Homes Training Center. She is the author of numerous publications including the new book, "Healthy & Safe Homes: Research, Practice and Policy." Before joining NCHH, Ms. Morley worked with ICF Consulting on affordable housing and related issues, at HUD as a Presidential Management Fellow and as a Legislative Fellow for Senator Jack Reed.  She serves on numerous boards and commissions including Health Housing Solutions. Jayne Jones and Alicia Long, co-authors of Capitol Hell began their political careers working for former Senator Norm Coleman (MN) as staffers in both his St. Paul, MN and Washington, D.C. offices. She is proud of her work with Margaret's Missions, ensuring travelers with disabilities get access to see the world and enjoy life's greatest adventures! Jayne is currently planning her wedding on a shoestring budget, and resides in St. Paul, Minnesota.   After graduating from law school, Alicia was selected to be a Presidential Management Fellow in the Department of Justice where she worked as a Special Assistant U.S. Attorney (SAUSA) in the criminal division of the United States Attorney's Office. As a SAUSA, Alicia brought 31 matters to trial, resulting in 26 convictions.  By day, Alicia fights the good fight at her current job in the Chief Counsel’s office of the Drug Enforcement Agency.
