Our season on Culture of Care continues this week with a discussion of academic and social/emotional support for students, specifically the Tier Two level of the Multi-Tiered Systems of Support (MTSS) rubric. Tier Two is a particularly difficult level to address, coming between Tier One, which all students receive, and Tier Three, which requires one-on-one help. Host Dr. Amy Yillik's guest for this conversation is Jamie Gunter, a counselor for LaPine High School and Suicide Prevention Coordinator for the entire Bend/LaPine district, who suggests various approaches for Tier Two support when adequate staffing and funding are lacking. This episode offers many options for schools who struggle to support these Tier Two students in terms of substance usage, suicide prevention, and other social/emotional and academic needs. Suggestions range from a Graduation Coach who works with students beginning in their freshman year, to a designated Focus Room for any student who needs space and time to self-regulate, learn skills, or talk to a counselor. Schools without these resources could still utilize Youth Truth Surveys and host social/emotional campaigns throughout the year. Individual educators can help students with calming and self-regulating measures, such as grounding and breathing exercises. Oregon was one of the first states to mandate programs of suicide prevention in schools, but funding is insufficient to implement these programs. She is the lead editor of the book, A School Counselor's Guide to MTSS (2019, Routledge), and with colleagues authored Making MTSS Work, published by ASCA (2020). After nearly 10 years as a board member for the Virginia School Counselor Association, Dr. Goodman-Scott served as Chair of the VSCA Board (2019-2020) and is presently the co-chair of the Research Committee. She co-coordinates a national network of school counseling faculty, was president of the Association for Child and Adolescent Counseling (2020-2021), and represented Virginia at several White House School Counseling Convenings under First Lady Michelle Obama. She recently was elected to the American Counseling Association governing council (2022-2025). She is on the editorial review board for multiple journals related to school counseling, including ASCA's Professional School Counseling journal. Finally, she is proud to be a recipient of the 2020 American Counseling Association Research Award, and the 2018 Insiders Business: “Top 40 Under 40” recognition. Education is the great equalizer it eliminates the gaps between opportunities and advancement its fully intended to place students hopefully on an equal path towards prosperity and growth. However, in America there is sadly still more work to do to make sure American kids can participate in competing on a global stage. According to statistics from Research.com Overall, American students placed 24th in reading, 38th in mathematics, and 25th in science. The total average of the students' performance was 470. The OECD average was 490, putting the U.S. students' academic achievement way below many of the high academic achievement of their OECD peers. Matt J. Navo serves as the Executive Director for the California Collaborative for Educational Excellence (CCEE). Navo's knowledge and expertise in systems improvement comes from over three decades of experience as a K-12 educator and leader. Navo served as the Superintendent of Sanger Unified School District. Before assuming the role of Superintendent, he was a special education teacher, secondary instructor, counselor, resource teacher, junior high learning director, high school assistant principal, elementary and alternative education principal, director of special education, and area administrator. Prior to his current role, Navo served as the Director of Systems Transformation with the Special Education Policy and Practice Division (SEPPD) at WestEd. He has experience working with districts and schools to guide systems transformation by developing strategies, structures, policies, and practices, aligned with the Multi-Tiered System of Support (MTSS) at the state, county, and local levels, to close the achievement gap for all students. Navo's expertise lies in aligning systems, building capacity for continuous improvement, fostering collaborative cultures and collective efficacy among teams, and establishing coherent and efficient models for districts and schools. Navo has sat on various state-level committees, boards, and work groups. Navo has been a Governor appointee to the California State Board of Education (SBE) since 2019 and has served on the CCEE Governing Board, first as the Governor appointee from 2015 to 2017, and later as the Governing Board Chair from 2019 to 2021, appointed by the president of the State Board of Education. He also served on the California Practitioners Advisory Group (CPAG) and the Advisory Commission for Special Education, in which he served as committee chair for the California Special Education Task Force (Evidence-Based Practices). Navo has been a keynote speaker and trainer for systems improvement across the state, and has presented at over 100 different conferences on special education and school reform. He is the author of Collective Efficacy in a PLC at Work (2021) and Demystifying MTSS, A school and District Framework for meeting students' academic and social-emotional needs. Navo has contributed to various articles on school reform, systems improvement, Response to Intervention (RTI), Professional Learning Communities (PLC), and Explicit Direct Instruction (EDI), including ONE SYSTEM: Reforming Education to Serve All Students, Report of California's Statewide Task Force on Special Education (2015). Stacey had lots of questions for Chris about creating a lending library for technology, providing AT and AAC to everyone through Multi-Tiered Systems of Support (MTSS), informing teachers about Tier 1 resources (i.e. resources available to everyone without the need for an evaluation or special education eligibility), and more! In this episode, Sanger Unified School District Superintendent Adela Madrigal Jones highlights approaches and actions her district has taken to advance equity. It's chock-full of practical guidance, real-life experiences and candid reflections from a lifelong educator who has helped lead successful work in this Central Valley district.One of the key strategies Sanger USD utilizes are “Principal Summits.” These summits engage school site leaders in reviewing data, collectively exploring how dollars are invested (including LCFF-LCAP funds), developing plans and actions to meet the needs of all students, and regularly monitoring those plans. Superintendent Madrigal Jones shares further insights into the mechanics of budgeting for equity, including describing how some recent allocation models called for distributing dollars equally, and some equitably.
