National Hispanic and Latino Heritage Month is the period from September 15 to October 15, where we pay particular attention to the contributions of Hispanic and Latinx Americans in the United States, and celebrate the group's rich heritage and diverse cultures. This timeframe encompasses the independence days of several Latin American countries: Chile, Costa Rica, El Salvador, Guatemala, Honduras, Mexico, and Nicaragua. It's also an ideal time for us to restate our commitment to providing safe and welcoming schools for all students, regardless of immigration or any other status. Students who identify as Hispanic or of Latino heritage comprise 41 percent of our population in HSD, which is the largest of any demographic group. We believe our multilingual community brings a tapestry of linguistic and cultural assets and are proud to serve these students through a variety of programs - some of which serve them specifically, others of which are accessible to students of all backgrounds. Our PK-12 Dual Language programs serve more than 3,500 students who learn in both Spanish and English, and expand their socio-cultural competence. We have a thriving Latino Parent Advisory Council at the district level, and several “paquitos” at the school level to help ensure our Spanish-speaking families can receive information and provide feedback in meaningful ways, and help our district and schools with events and programming that celebrates their cultures and customs. Our schools will be sharing relevant information with students about events, people, and customs connected to Hispanic and Latino Heritage over the course of the next several weeks. The City of Hillsboro and Centro Cultural are also hosting a wide range of events, including the El Grito Festival, Binational Health Fair, and more. And save the date of Thursday, October 2, for HSD's Hispanic Heritage event featuring activities, entertainment, food, and community.Our featured event was the kick-off to the 2025-26 school year, which officially began on Wednesday and Thursday, September 3 and 4. HSD began its Spanish-English Dual Language program in the 2002-03 school year to engage and support the increasingly diverse community we were serving and continue to serve. In HSD's Dual Language program (also referred to as two-way immersion), students learn content in Spanish and English simultaneously. Cultures are explored while students work and learn together, preparing them for a successful future in the multicultural world in which we live.Today, we have more than 3,600 PK-12 students participating in Dual Language Programs across our district. These are in place at eight elementary schools and to varying degrees at each of our middle and high schools. The programs at South Meadows Middle School and Hilhi are considered “robust” programs, with two or three of the four core classes offered in Spanish at each grade level. Our other middle and high schools offer one or two core classes in Spanish - one of them being Spanish Language Arts. Joining us for this episode of the podcast is Dr. Vindia Fernandez, who has been on the show before back in episode 3. Dr. Fernandez earned her Ph.D. in clinical psychology from the University of Houston and completed her APA-accredited internship and fellowship at UCLA, specializing in neurodevelopmental issues like autism, ADHD, and learning disabilities. As founder of the Center for Pediatric Neuropsychology and director at UCLA's Cultural Neuropsychology Program, her focus is on culturally appropriate evaluations for Latino/a children and teaching social skills to neurodiverse youth. Dr. Fernandez discusses how bilingualism in children is often misunderstood and that it's usually good for cognitive development. She also elaborates upon some red flags when it comes to identifying possible learning disabilities such as dyslexia and how her procedures differ depending on whether or not the bilingual child is in an English-only classroom or if the child is in a dual language immersion program. She reflects on some of her frustrations around how bilingual children are assessed and what she hopes to see change in the future. While we have certainly seen great strides and progress in this area, there is still much work to do, such as honoring heritage languages, increasing integration, and identifying problems earlier. For nearly a decade, the Spanish Embassy's Ministry of Culture, Education and Sports has recognized each of Southampton's public schools as an International Spanish Academy, which implements a Spanish-English dual language immersion curriculum with the support of the ministry. The dual language program has helped students from Spanish-speaking households become proficient in English, and vice versa, and has had the added effect of bridging social and cultural divides in the schools. Alexandra Torres Guerrero is the Interim Principal at Latin American Montessori Bilingual Public Charter School in Washington DC, where students learn in both English and Spanish. Alex was born in Bogotá, Colombia and has lived in the DC area since 2007. She is AMI-trained at the 0-3 and 3-6 levels, and is currently doing her AMI Administrators Certificate training. She has worked at LAMB for the past 12 years and recently became the school's interim principal. LAMB is a really unique school because it is a public Montessori charter school, and so I was excited to have the chance to chat with Alex about the dual language structure of the school, how they serve the student and parent community, and the joys and challenges that come with joining the Montessori method with the public and charter schools frameworks. For this conversation, we're interviewing Conor Williams, a senior fellow at The Century Foundation, where he writes about education, immigration, early education, school choice, and work-life balance challenges for American families. He is an expert on American educational inequity, English learner students, dual immersion programs, urban education reform, and the history of progressivism. He was previously a senior researcher in New America's Education Policy Program, a senior researcher in its Early Education Initiative, and the founding director of its Dual Language Learners National Work Group. He has taught postsecondary courses at Georgetown University, George Washington University, and American University. He is a member of the Children's Equity Project and the National Conference of State Legislatures' State Policy and Research for Early Education (SPREE) Working Group. Williams is a regular columnist at the 74 Million. His work has also been published by the New York Times, Atlantic Monthly, Washington Post, The New Republic, Dissent, Commonweal, The Daily Beast, Vox, Talking Points Memo, and elsewhere. Williams holds a PhD and MA in government from Georgetown University, an MS in teaching from Pace University, and a BA in government and Spanish from Bowdoin College. Before beginning his doctoral research, he taught first grade in Brooklyn, New York. Williams attended public schools for his K–12 education, and has two children enrolled in a public elementary school in Washington, D.C. This episode is dedicated in loving memory to Thais America Guirigay Aparicio de Sanguinetti. Thais made her earthly transition after this recording on Friday October 6, 2023.Sophie P. Jupillat Posey was born in Venezuela, adopted by French parents, residing in the United States from three to 28 years of age and now currently residing in Franc. Sophie's life has been as complex and rich as her heritage. Her childhood and teenage years were full of amazing adventures such as raising raccoons, learning dual curriculums at the same time and traveling extensively throughout the US and France. However, those years were full of pain due to psychological and physical abuse. She was exposed to the arts early on; which resulted in her falling in love with writing and music. Sophie went to Rollins College in 2011, and graduated with a Bachelors in English with Honors, as well as minors in both Music and Creative Writing. She started publishing short stories, and her orchestral and piano pieces in literary magazines while she was still in college. She is now an indie author, publishing novels and novellas, in the fantasy and science fiction genres mainly (also some poetry and kid lit). She is also an indie composer and singer-songwriter with three albums in the neoclassical and jazz genres under her belt. She has also scored the soundtracks for a few short films.Sophie is also a teacher with experience teaching Special Ed and ESE students in English and French. The importance of getting more Oregon children learning more languages is what the U.S. Secretary of Education is scheduled to talk about on his trip to Woodburn this week. Meanwhile, the National Association of Bilingual Education is meeting in Portland for its annual conference. And the Beaverton School District is actively looking for input from parents on how to expand its dual language program. Toshiko Maurizio is the administrator for the district's multilingual programs and she says with more than 100 languages spoken in the district, it's critical to hear from K-4th grade parents in particular where they would like to see the district invest their dual language dollars. We talk with Maurizio about the district's plan and what the research shows about how bilingual students compare academically with those who only speak English.
