HSD began its Spanish-English Dual Language program in the 2002-03 school year to engage and support the increasingly diverse community we were serving and continue to serve. In HSD's Dual Language program (also referred to as two-way immersion), students learn content in Spanish and English simultaneously. Cultures are explored while students work and learn together, preparing them for a successful future in the multicultural world in which we live.Today, we have more than 3,600 PK-12 students participating in Dual Language Programs across our district. These are in place at eight elementary schools and to varying degrees at each of our middle and high schools. The programs at South Meadows Middle School and Hilhi are considered “robust” programs, with two or three of the four core classes offered in Spanish at each grade level. Our other middle and high schools offer one or two core classes in Spanish - one of them being Spanish Language Arts. This way, students are able to maintain and grow their biliteracy skills within their own communities. Read more on our website at: www.hsd.k12.or.us

Joining us for this episode of the podcast is Dr. Vindia Fernandez, who has been on the show before back in episode 3. Dr. Fernandez earned her Ph.D. in clinical psychology from the University of Houston and completed her APA-accredited internship and fellowship at UCLA, specializing in neurodevelopmental issues like autism, ADHD, and learning disabilities. As founder of the Center for Pediatric Neuropsychology and director at UCLA's Cultural Neuropsychology Program, her focus is on culturally appropriate evaluations for Latino/a children and teaching social skills to neurodiverse youth. Dr. Fernandez discusses how bilingualism in children is often misunderstood and that it's usually good for cognitive development. She also elaborates upon some red flags when it comes to identifying possible learning disabilities such as dyslexia and how her procedures differ depending on whether or not the bilingual child is in an English-only classroom or if the child is in a dual language immersion program. She reflects on some of her frustrations around how bilingual children are assessed and what she hopes to see change in the future. While we have certainly seen great strides and progress in this area, there is still much work to do, such as honoring heritage languages, increasing integration, and identifying problems earlier. Dr. Fernandez is a wealth of knowledge on this topic, and her passion truly shines through.  Show Notes: [2:40] - Assessing bilingual children is a true passion for Dr. Fernandez. Alexandra Torres Guerrero is the Interim Principal at Latin American Montessori Bilingual Public Charter School in Washington DC, where students learn in both English and Spanish.  Alex was born in Bogotá, Colombia and has lived in the DC area since 2007. She is AMI-trained at the 0-3 and 3-6 levels, and is currently doing her AMI Administrators Certificate training. She has worked at LAMB for the past 12 years and recently became the school's interim principal. LAMB is a really unique school because it is a public Montessori charter school, and so I was excited to have the chance to chat with Alex about the dual language structure of the school, how they serve the student and parent community, and the joys and challenges that come with joining the Montessori method with the public and charter schools frameworks.  Take the Podcast Listener Survey (and be entered to win one of three e-books written by past and future podcast guests!) In this episode of Highest Aspirations, we're discussing dual language programs: what key features make them successful, how we make them more equitable, the steps we can take to further progress in the dual language movement, and much more. For this conversation, we're interviewing Conor Williams, a senior fellow at The Century Foundation, where he writes about education, immigration, early education, school choice, and work-life balance challenges for American families. He is an expert on American educational inequity, English learner students, dual immersion programs, urban education reform, and the history of progressivism. He was previously a senior researcher in New America's Education Policy Program, a senior researcher in its Early Education Initiative, and the founding director of its Dual Language Learners National Work Group. He has taught postsecondary courses at Georgetown University, George Washington University, and American University. He is a member of the Children's Equity Project and the National Conference of State Legislatures' State Policy and Research for Early Education (SPREE) Working Group. Williams is a regular columnist at the 74 Million. His work has also been published by the New York Times, Atlantic Monthly, Washington Post, The New Republic, Dissent, Commonweal, The Daily Beast, Vox, Talking Points Memo, and elsewhere. Williams holds a PhD and MA in government from Georgetown University, an MS in teaching from Pace University, and a BA in government and Spanish from Bowdoin College. Before beginning his doctoral research, he taught first grade in Brooklyn, New York. Williams attended public schools for his K–12 education, and has two children enrolled in a public elementary school in Washington, D.C. This episode is dedicated in loving memory to Thais America Guirigay Aparicio de Sanguinetti. Thais made her earthly transition after this recording on Friday October 6, 2023.Sophie P. Jupillat Posey was born in Venezuela, adopted by French parents, residing in the United States from three to 28 years of age and now currently residing in Franc. Sophie's life has been as complex and rich as her heritage. Her childhood and teenage years were full of amazing adventures such as raising raccoons, learning dual curriculums at the same time and traveling extensively throughout the US and France. However, those years were full of pain due to psychological and physical abuse. She was exposed to the arts early on; which resulted in her falling in love with writing and music. Sophie went to Rollins College in 2011, and graduated with a Bachelors in English with Honors, as well as minors in both Music and Creative Writing. She started publishing short stories, and her orchestral and piano pieces in literary magazines while she was still in college. She is now an indie author, publishing novels and novellas, in the fantasy and science fiction genres mainly (also some poetry and kid lit). She is also an indie composer and singer-songwriter with three albums in the neoclassical and jazz genres under her belt. She has also scored the soundtracks for a few short films.Sophie is also a teacher with experience teaching Special Ed and ESE students in English and French. The Borderlands Shakespeare Colectiva (BSC) seeks to amplify the work of Chicanx and Indigenous artists who adapt Shakespeare to reflect the histories and lived realities of the U.S.–Mexico Borderlands. The Borderlands Shakespeare Colectiva are editing a three-volume anthology titled The Bard in the Borderlands. Their work has been supported by funding from the Mellon Foundation, the National Endowment for the Humanities, and the Folger Shakespeare Library. Dr. Brenda Sarmiento Quezada is an assistant professor of Literacy and Language Education with emphasis on emergent bilinguals at Purdue University. Born in Mexico City, she taught as a Dual Language teacher at a Title 1 school in San Antonio, Texas. Her research area focuses on language practices and identity performances of linguistically and culturally diverse students. Her research and interests also encompass teacher education and preparation programs, literacy integration across content areas, bilingual community engagement, digital spaces and multimodalities, and language policy and practices. Tony Diaz Writer and activist Tony Diaz, El Librotraficante, is a Cultural Accelerator. He was the first Chicano to earn a Master of Fine Arts degree from the University of Houston Creative Writing Program. In 1998, he founded Nuestra Palabra: Latino Writers Having Their Say (NP), Houston's first reading series for Latino authors. The group galvanized Houston's Community Cultural Capital to become a movement for civil rights, education, and representation. When Arizona officials banned Mexican American Studies, Diaz and four veteran members of NP organized the 2012 Librotraficante Caravan to smuggle books from the banned curriculum back into Arizona. He is the author of The Aztec Love God. His book, The Tip of the Pyramid: Cultivating Community Cultural Capital, is the first in his series on Community Organizing. Iceland is known as the Land of Fire and Ice, the most peaceful country in the world 15 years running, and – unfortunately for Big Mac fans – has zero McDonald's. And, this year, it's the fellowship destination for seven Fund for Teachers Fellows. Ranging in topic from sustainability and geothermal energy to yoga and elves, grant recipients from Connecticut, Illinois, Indiana, and Virginia will learn within the Arctic Circle this summer. Before Fellows begin embarking on their experiential learning, we connect them with other grant recipients who plan to be in the same region or conference. Just this week on our Instagram we shared photos of Fellows meeting up in Egypt, Dallas, Guatemala and Salamanca. However, a driving rain in Reykjavik (and five layers of coats) prevented two Fellows from recognizing each other this week. When one posted a picture, we spotted them both and reached out to coordinate a call and compare notes. And for the next hour, we finagled enough Wifi to enjoy a fascinating conversation with about divergent experiences and intended impact from these exemplary educators. Editing it down was a struggle.Today we're learning from Laura Nunn, teacher at Patrick Henry Elementary and Instructional Support Leader for Chicago Public Schools, and Frances Rivera, teacher at Ernie Pyle Elementary School in Indianapolis. Frances is in Iceland exploring issues of global warming, biological and cultural conservation, and sustainable development, to develop tools for teaching these issues in a Dual Language classroom. While Laura is there studying the folklore of elves and fairies said to inhabit and protect the Subarctic'snatural landforms and attending the Reykjavik Elf School, then walking sacred sites with scientists and storytellers. She plans to build a cross-curricular unit on what value stories have and how nature impacts the stories we tell.For three years, I've started this podcast in the same way with the same question: Why did you become a teacher? This time, the three of us were so excited to connect that we didn't get around to this question for a bit – but their answers are worth the wait…

The importance of getting more Oregon children learning more languages is what the U.S. Secretary of Education is scheduled to talk about on his trip to Woodburn this week. Meanwhile, the National Association of Bilingual Education is meeting in Portland for its annual conference. And the Beaverton School District is actively looking for input from parents on how to expand its dual language program. Toshiko Maurizio is the administrator for the district's multilingual programs and she says with more than 100 languages spoken in the district, it's critical to hear from K-4th grade parents in particular where they would like to see the district invest their dual language dollars. We talk with Maurizio about the district's plan and what the research shows about how bilingual students compare academically with those who only speak English.
