The centrepiece is an updated Preliminary Economic Assessment for the company's 100%-owned Ashram Rare Earths and Fluorspar Project in Nunavik, Québec, released and followed by the formal NI 43-101 Technical Report required under Canadian disclosure rules.The updated PEA confirms Ashram as a 30-year, large-scale development. On a post-tax basis, the project delivers an NPV8 of C$2.03 billion, an IRR of 22.0%, and payback of 3.9 years from the start of production; pre-tax figures are stronger, at C$3.44 billion NPV8 and 25.6% IRR. Life-of-mine revenue is forecast at C$24.6 billion, with EBITDA of C$15.5 billion (a 62.7% margin), driven by average annual production of approximately 17,466 tonnes of saleable rare earth oxide, including roughly 4,035 tonnes of NdPr oxide. Initial capital expenditure is estimated at C$1.23 billion, including a 30% contingency, with the Company also anticipating C$342 million in refundable Clean Technology Manufacturing tax credits.The updated Mineral Resource Estimate totals 204.3Mt (73.2Mt Indicated at 1.89% TREO and 131.1Mt Inferred at 1.91% TREO), with the mine plan drawing on only around 25% of that base over its 30-year life leaving room for future expansion, including the currently excluded BD-Zone. NdPr, the primary magnet metal pairing, represents approximately 21% of the resource's total rare earth oxide content, a distribution that positions Ashram to supply the higher-value end of the rare earth basket into markets forecast to grow at 8-12% annually through 2050.Beyond the economic study, Mont Royal is managing two other active workstreams. First, the company acknowledged an independent, Nation-led initiative from the Naskapi Nation of Kawawachikamach to evaluate potential regional access corridor options, a process Mont Royal says it respects but does not control, running in parallel to its own engagement with Inuit, Naskapi and Innu communities on Ashram-related infrastructure. Second, the company's 75%-owned Northern Lights Minerals project is undergoing a helicopter-supported gold till-sampling survey across the Chateaufort Property, targeting ground directly along strike from Benz Mining's 1,005,000oz Eastmain gold deposit, with preliminary data expected in August 2026 and a full report in Q3.For investors, the key considerations are straightforward. On the positive side: a resource base and NdPr distribution that stack up well against global peers, PEA economics that clear the bar for progression to Pre-Feasibility Study, and access to Canadian government funding support, including the anticipated tax credit allocation. On the risk side: the PEA carries a ±50% accuracy range typical of scoping-level studies, no off-take agreements or committed financing are yet in place against the roughly C$1.23 billion initial capital requirement, and the assumed third-party access-road cost model has not yet been formalised into an infrastructure agreement. It seemed like a perfect new America and gave all of us godless creatures, who'd been chewed up and spit out by the Boomers' counterculture revolution, a collective sense of purpose. It was all going so great until it wasn't.A Virtual UtopiaI got online 30 years ago. I never planned on living half of my life on the internet. It just turned out that way. I had motive, means, and opportunity to kill off my real-life self and be reborn in the virtual world. Why wouldn't I escape a life that had become a full-spectrum failure at everything I tried to do? A relationship that blew up when the man I thought loved me went back to his wife, the Graduate Film Program at Columbia I'd targeted as my life's dream ended in one semester as I chased that loser guy back to LA. There are things about that moment that are too painful to write about, at least for now, but I will someday. The result was me staring at the wall with nothing achieved and nowhere to go. I had just turned 30.The internet allowed me to remake myself as someone else. I could be strong. I could be confident. I could be beautiful because who knew what you looked like? I could just use words, and I was good at words. So I dove into a life online full of excitement and wonder, a dreamscape of endless possibilities. There was no Amazon, no eBay, no Google. There was barely a web browser.I fell in love with an Italian I met online and came back from Italy pregnant. He didn't want to be a father, but I wanted to be a mother, so I had my baby, and then I built a website so I could stay home with her and support us. I was the success story for every progressive female: a single mom and a business owner. A daughter of feminism en route to helping launch the Great Feminization and the Great Awokening.I was in Italy when I sent my first Tweet from my Treo. When Barack Obama signed on, I followed him, and he followed me. Then I became part of his army of clicktivists, shaping the new rules and building our desired narratives. We felt omnipotent. This was the internet, after all, and you could be anything you wanted to be - an activist for moral good? Check. An outspoken exhibitist? Check. West Wing-like politicos acting like experts in politics? Check. Remaking a new America one social media post at a time? Check. Virtue signaling with images blasted out to followers displaying our goodness? Check.For all the ways we used the internet, it shouldn't be that surprising that we built a virtual America - a fantasy utopia - that we forgot wasn't real. We were riding high with our media stars like Jon Stewart and Rachel Maddow. We were the new, the progressive, the forward thinkers, the early adopters. We colonized the internet in our image. Utopias only have two paths forward. They either collapse or they must become more totalitarian out of necessity, to quote Milan Kundera in The Book of Laughter and Forgetting.Our utopia was opt-in at first, and who wouldn't want to be a part of it? For a time, it felt like the best thing ever, all of our problems solved. It was everything, everywhere, all at once. A “whole of society” effort. It was # OscarsSoWhite. It was Critical Race Theory. It was every institution, corporation, legacy media outlet, and movie studio. But it was also dull. Movies became infused with dogma. The rules became stifling. Sooner or later, people like me were going to shake the tree.Says Siegel:Maintaining utopia, let alone defining it, meant that there would eventually be people like me who asked too many questions, who would be hurled before the almighty panopticon — an army of puritanical scolds policing thought and speech — and eventually destroyed and purged as the mob cheered. The BreakdownI'd been a good liberal, a loyal and devoted Democrat all of my adult life. I'd never thought about conspiracy theories. I didn't really challenge the system. I never doubted the intent of our government. I was all in for Obama, Hillary Clinton, and Joe Biden. I was so loyal a supporter that I was invited to an early Biden fundraiser in May of 2019. I watched him speak with tears in my eyes. He will save us, I thought. One year later, however, COVID hit. My daughter had to leave her senior year of college and have her graduation on my balcony. We were sewing our own masks and making our own hand sanitizer. It was a whole-of-society effort to deal with this once-in-a-generation pandemic. But by the end of May, the George Floyd video whipped around the world, and before long, the whole of society's effort had to shift to racial injustice as millions poured into the streets. What I saw unfold that year, the lies that were told, the gaslighting, the lurching from one narrative to the other, and all of the obedient robots going along with it, in full mass formation, was too much, even for me. We watched them lie - the experts, the journalists, the celebrities, the Democrats. I kept trying to scream from the rooftops that we would lose the 2020 election if the violent protests didn't stop. What I didn't know, what I would find out by the end of the election, was that it didn't matter. They would bend the media narrative to pretend there were no violent protests. It all worked cleanly and smoothly. No one was even allowed to question it. Trump was campaigning hard, doing multiple rallies a day, and it seemed to me he was making headway and changing minds. We know this because he won Florida, Ohio, and Iowa. Only once in history has anyone won those three states and still lost: The 1960 election.The difference in votes between Kennedy and Nixon proves how close the election was. But it never made sense to me that Biden would win by such a large margin and also lose Ohio, Iowa, and Florida. Unless, of course, they'd built a system that was too big to fail and had collected enough ballots long before Election Day.The FBI, still working under Trump, had helped the Democrats by suppressing the Hunter Biden laptop via social media. COVID gave Biden the excuse to hide in the basement and not campaign. A “whole of society” effort to purge a once-in-a-generation threat seemed to justify everything they did, as we know from the confession in TIME Magazine. Our elections, it seemed, were too risky to leave up to the people. This system, this utopia we built, believed itself to be more powerful than our democracy, more powerful than our elections. I couldn't go along with that, just as I couldn't go along with everything that came after, as our utopia devolved into a totalitarian dystopia. The Information StateSometimes, during those dark nights of the soul, I wonder, did I do the right thing? Did what I thought happened really happen? No one in the mainstream media or culture has ever acknowledged any of it. They don't want to admit it or talk about it. Their war on Trump simply rages on, and they hope all of us will one day get with the program.But for me, there is still that untold story, a story I need to be told so that everyone on the Left - my friends and family and all of Hollywood and much of our legacy media understands what happened in the last ten years. Why are we living like this, with one half of the country marching by the millions to protest a president who defeated them not once but twice? Their hatred and shunning of half the country is still justified and accepted. Why?Now, thanks to Jacob Siegel, we don't have to wonder. He's written it all down, the whole ugly tale, in this essential text, The Information State: Politics in the Age of Total Control. There is nothing they can do about it now. It will set the record straight, at long last. The Information State starts with Woodrow Wilson's Great War crackdown on speech, and moves through World War II, Harry Truman and the Cold War, up to 9/11 and the expansion of the surveillance state. But it was the Obama administration that took it much further, beyond mere surveillance. He used information to change hearts and minds and to create a utopian society, not unlike those of the Soviet Union or China. As Siegel writes:How the protests and riots over the Summer in 2020, versus those on January 6th, were treated so differently by our government remains one of the clearest examples of the kind of two-tiered society we were living under before Elon Musk bought Twitter and Donald Trump won again. The BLM riots attacked working-class people, so they didn't matter, but January 6th attacked the powerful, and that, to them, meant war. Siegel writes:“Truth Held Forth and Maintained.”The scandal of how 20 people were hanged as witches in Salem would have been long forgotten, were it not for a cantankerous Quaker named Thomas Maule, who made the brave choice to expose the scandal in a pamphlet he called Truth Held Forth and Maintained. In cool and cutting sarcasm, he wrote that God would condemn the witch trial judges. He famously stated, “[F]or it were better that one hundred Witches should live, than that one person be put to death for a Witch, which is not a Witch.”Maule's pamphlet was banned, and he was thrown in jail for “blasphemy and slander.” He would eventually get a trial, and the jury, exhausted and demoralized by the events of that winter, ruled in his favor, handing him a landmark win that would be among the cases that inspired the First Amendment. Jacob Siegel won't be jailed for blasphemy. Those named in the book will either ignore it outright or attempt to discredit it. As of today, there are no reviews in the New York Times or the Washington Post. As if out of a chapter in his own book, Renée DiResta objected to how she was portrayed and wrote a letter of complaint to the website Baffler, which then pulled the review. Siegel and DiResta publicly debated whether it counted as censorship. But who needs censorship when you have total societal control? At least among the university-educated ruling class. DiResta's bio on Twitter reads:DiResta and the machine she works for have rigged the game in their favor. No major media outlets will ever call them out. Hollywood won't write any controversial screenplays about them. Late night comediens will never mock them, and they will always be treated gently, with soft cotton gloves, lest anyone leave a mark.Into the UnknownJacob Siegel's The Information State does not paint an optimistic vision for the future. It ends with a question mark. Who will control this vast leviathan of data and human behavior, that now includes unstoppable AI? And how will we survive it?What will these same people who took complete control of society, of thought and speech, do if they take back power? I think we can probably guess. If they've never admitted it, never atoned for any of it, then we can expect it will come roaring back, and this time, they won't bother trying to hide it. My advice? Log off. Migrate back to the real world. Look at the sky at twilight. Dig your toes into the sand. Build a fire in the woods. Look people in the eye. Attend a poetry reading. Go to a coffee shop. Standard Uranium Vice President of Exploration Sean Hillacre joined Steve Darling from Proactive to announce that drilling has officially commenced at the Company's Rocas Uranium Project, located approximately 75 kilometres southwest of the Key Lake Mine and Mill facilities. The Rocas Project is subject to a three-year earn-in option agreement with Collective Metals, which can earn a 75% interest by funding CAD$4.5 million in exploration expenditures. Under the agreement, the current drill program is fully funded by Collective Metals and operated by Standard Uranium. The exploration team mobilized to site on March 16, with diamond drilling now underway on the first-ever hole at Rocas. The winter/spring 2026 campaign is expected to comprise approximately 1,200 to 1,500 metres of drilling, targeting high-priority zones identified through a 2025 ground gravity survey and integrated geophysical modeling. Rocas covers 4,002 hectares across three mineral claims along Highway 914 in the southeastern Athabasca Basin, a globally significant uranium district. Recent fieldwork has confirmed the presence of both uranium and rare earth element (REE) mineralization across the property. Notably, a newly identified pegmatite outcrop returned assays of up to 9.83% total rare earth oxides (TREO) and 0.016% U₃O₈ from grab samples. Additional uranium assays from outcrop and boulder samples across the project range from 0.007% to 0.409% U₃O₈, highlighting widespread mineralization potential. The inaugural drill program will focus on testing high-priority targets along a 7.5-kilometre magnetic low and electromagnetic conductive corridor. This corridor coincides with gravity lows, cross-cutting structural features, and multiple uranium and REE surface occurrences, making it a compelling exploration target. Rainbow Rare Earths Ltd (LSE:RBW, OTC:RBWRF, FRA:RR1) CEO George Bennett talked with Proactive's Stephen Gunnion about the company's Uberaba rare earths project in Brazil and why an economic assessment suggests it could replicate the success of the company's Phalaborwa project. Bennett explained that the project benefits from a unique approach to rare earth extraction. Instead of traditional mining, Rainbow plans to recover rare earth elements from phosphogypsum residue generated during phosphoric acid production at Mosaic's fertiliser operations in Brazil. This process eliminates many of the typical mining steps such as drilling, blasting and crushing, helping to significantly reduce operating costs and development risk. The Uberaba site also offers a long operational horizon. According to Bennett, the phosphoric acid facilities feeding the residue are expected to operate for more than 30 years, creating a long-life opportunity for rare earth extraction. He highlighted that the material contains grades above 0.5% TREO, which compares favourably with many ionic clay projects. Bennett said the streamlined processing route helps support strong project economics. “Most traditional rare earth mining projects have geological risk and mining risk… we start with a direct acid leach and then go into continuous ion exchange,” he explained, noting that these advantages contribute to EBITDA margins of around 69–70%. Rainbow is developing the project alongside global fertiliser producer Mosaic, with a proposed 51% Mosaic and 49% Rainbow joint venture structure following a successful pre-feasibility study. The partnership also provides access to existing infrastructure and a brownfield industrial site, which Bennett said could accelerate development timelines. The company is targeting production by 2030, an unusually fast timeline for rare earth projects. Theo báo cáo do Văn phòng Liên Hiệp Quốc về Ma túy và Tội phạm (UNODC) công bố vào tháng 5 vừa qua, hoạt động sản xuất và buôn bán trái phép ma túy tổng hợp từ khu vực Tam giác Vàng ( khu vực nằm giữa biên giới ba nước Lào, Thái Lan, Miến Điện ) đã tăng gấp bội. Là quốc gia có đường biên giới chung với Lào, một trong 3 quốc gia của khu Tam Giác Vàng, Việt Nam đang phải đối phó với ngày càng nhiều đường dây buôn lậu ma túy tổng hợp từ nước láng giềng.  Trả lời RFI Việt ngữ ngày 15/09/2025, nhà tội phạm học Lương Thanh Hải, giảng viên Trường Tư pháp hình sự và tội phạm học Griffith, Úc, và là chủ tịch Hội đồng nghiên cứu về tội phạm ma túy tại châu Á của Viện nghiên cứu AICS (Hoa Kỳ), trước hết nêu lên những tuyến đường mà ma túy tổng hợp xâm nhập vào Việt Nam : Lương Thanh Hải: Đến nay, việc thẩm lậu ma túy từ khu vực Tam Giác Vàng vào Việt Nam trải đều trên cả ba tuyến chính, đó là đường bộ, đường hàng không và đường biển. Việt Nam may mắn là không nằm trực tiếp trong vòng xoáy của Tam Giác Vàng. Thế nhưng Việt Nam lại là hàng xóm, chia sẻ đường biên trực tiếp với nước Lào, một trong ba nước của khu vực Tam Giác Vàng. Thành thử điều không tránh khỏi được là việc thẩm lậu ma túy, đặc biệt là ma túy tổng hợp, vào Việt Nam trải đều cả ba tuyến, đặc biệt là tuyến đường bộ. Báo cáo mới đây nhất của Liên Hiệp Quốc vào tháng 5 vẫn sử dụng các tài liệu của 63 tỉnh thành. Cho nên tôi cũng theo cái thói quen đó tạm thời đề cập đến các tỉnh trước ngày 01/07 năm nay, khi Việt Nam giảm xuống còn 34 tỉnh thành. Tôi lấy ví dụ đường biên giới Việt Nam và Lào, đặc biệt là các cái cửa khẩu Cầu Treo của Hà Tĩnh, Cha Lo của Quảng Bình và Lao Bảo của Quảng Trị, những vùng rất nóng bỏng, hoặc là tuyến Tây Bắc thì có những khu vực đặc biệt nóng bỏng ở Lóng Luông, Mộc Châu, Sơn La, hay là ở Lạng Sơn, vân vân... Các trục đường biên giới giữa Việt Nam và Lào là một trong những điểm nóng mà Cục cảnh sát phòng chống ma túy của Bộ Công an Việt Nam đã đưa vào tầm ngắm không chỉ bây giờ, mà từ rất lâu. Ngoài ra, tuyến biên giới Việt Nam - Cam Bốt cũng vậy. Ở các đường biên giữa hai nước như Tây Ninh, An Giang, Long An, giới buôn ma túy cũng lợi dụng các hoạt động thương mại, du lịch và vận tải đường bộ. Có thể nói rằng trên đường bộ, ngoài các khu vực cửa khẩu mà tôi có nhấn mạnh, với một đường biên giới trải dài tổng cộng hơn 3000 km tiếp giáp giữa Việt Nam, Lào, Cam Bốt, giữa Việt Nam và Trung Quốc, thì có thể nói rằng có rất nhiều đường mòn, lối mở. Lực lượng bộ đội biên phòng cũng như cảnh sát phòng chống ma túy của Việt Nam mặc dù đã chủ động và đã bố trí nhiều điểm chốt nhưng cũng không xuể được. Có thể nói nguồn nhân lực không thể kham hết được. RFI: Như vậy thì giữa Việt Nam với các nước láng giềng Lào, Cam Bốt, Trung Quốc, các lực lượng thực thi pháp luật có phối hợp với nhau để ngăn chận những đường dây đó? Lương Thanh Hải: Đó cũng là một trong những khía cạnh rất đáng ghi nhận. Nói gì thì nói, việc tăng cường hợp tác song phương và đa phương giữa Việt Nam và các nước láng giềng cũng có những tiến triển nhất định. Điều này đã được Ủy ban phòng chống ma túy và tội phạm của Liên Hiệp Quốc UNODC ghi nhận. Một điểm tôi muốn nhấn mạnh ở đây, đó chính là mô hình hợp tác song phương đường biên, mà chúng tôi hay gọi là Border Liaison Office, tức là việc bố trí song song lực lượng thực thi pháp luật của cả hai nước, bao gồm cảnh sát, biên phòng, hải quan, vân vân. Hai bên sẽ chia sẻ thông tin, kể cả thông tin tình báo, phối hợp các chuyên án để cùng nhau đánh sập các đường dây ma túy thẩm lậu giữa các nước với nhau.  Tuy nhiên, thành công trong các chuyên án phối hợp song phương hoặc đa phương cũng chỉ dừng lại góc độ chừng mực nhất định. Việc thực thi pháp luật vẫn đang còn những hạn chế, bởi vì thứ nhất, có sự khác biệt về mặt luật pháp. Đôi khi việc bắt và đánh sập một đường dây ma túy sau đó còn liên quan đến việc truy tố, xét xử và thi hành án, thậm chí là có dẫn độ hay không? Tất cả những câu hỏi đó, những rào cản đó cũng góp phần làm cản trở hiệu quả mang tính chất bền vững trong hợp tác quốc tế về phòng chống tội phạm xuyên quốc gia.  Ngoài cái đầu tiên đó là đường mòn, như tôi nói, rất phức tạp, có thể là điểm nóng nhất, thì đường biển cũng vậy. Đặc biệt trong giai đoạn Covid thì hầu hết đường biên giới của các nước đều đóng cả. Chính vì vậy, giai đoạn từ 2021 cho đến 2023 có thể nói là giai đoạn bùng nổ, không chỉ đối với Việt Nam hay ba nước khu vực Tam Giác Vàng, mà kể cả là Úc, Nhật hay Trung Quốc, kể cả Nam Mỹ, tất cả các hoạt động buôn bán vận chuyển trái phép ma túy tổng hợp đều tận dụng đường biển rất nhiều. Cho nên khu vực eo biển nằm ở Vịnh Thái Lan và đi qua eo biển Malacca có thể nói cũng là một trong những đường biển mà Việt Nam cần phải tập trung để hạn chế tối đa. Ngoài đường bộ và  đường biển, đường hàng không và bưu kiện có thể nói cũng là một trong những hướng thẩm lậu ma túy nổi lên trong nhiều năm trở lại đây đối với Việt Nam, mà lực lượng thực thi pháp luật cũng đã ít nhiều có những thành công nhất định và đã phá được nhiều chuyên án liên quan vận chuyển trái phép ma túy tổng hợp bằng đường hàng không và bưu kiện vào Việt Nam.  RFI: Với lượng bưu kiện nhập vào Việt Nam rất là lớn thì làm sao các cơ quan chức năng có thể kiểm tra để mà phát hiện được ma túy tổng hợp giấu trong những bưu kiện đó? Lương Thanh Hải: Đây là một trong những vấn đề rất là đau đầu và cũng là một trong những cái khó, bởi vì thứ nhất nó liên quan đến chính sách, pháp luật về kiểm soát và giám sát hàng hóa của từng nước. Việt Nam cũng vậy, không tránh khỏi những vướng mắc và khó khăn. Chẳng hạn về phương tiện trang thiết bị cho các lực lượng thực thi pháp luật, không phải cơ quan nào cũng đều được trang bị một cách tối tân nhất như ở các nước phương Tây. Đó cũng là một hạn chế làm giảm thiểu khả năng phát hiện đối với lực lượng thực thi pháp luật của Việt Nam đối với các đối tượng vận chuyển ma túy qua đường hàng không, hoặc là đường bưu kiện. Ngoài ra, những phương thức, thủ đoạn của các đối tượng vận chuyển ngày càng tinh vi hơn, không chỉ là giấu trong vali hay các vật dụng, vân vân. Có nhiều đối tượng còn nuốt vào trong bụng và thậm chí còn phẫu thuật để nhét vào các bộ phận của cơ thể, vân vân... Tất cả những điều đó đặt ra những thách thức và đòi hỏi các lực lượng thực thi pháp luật phải nâng cao hơn nữa trình độ nghiệp vụ, cùng với việc sử dụng phối hợp các trang thiết bị. Hiện nay, đối với Việt Nam thì Cảnh sát Liên bang Úc AFP cũng hỗ trợ rất nhiều cả về vật chất lẫn chương trình đào tạo, hỗ trợ về trang thiết bị. Ở góc độ nhà nghiên cứu và cũng là người thúc đẩy mối quan hệ hợp tác giữa lực lượng thực thi pháp luật Úc và Việt Nam, tôi hy vọng trong thời gian tới sẽ có nhiều hỗ trợ về trang thiết bị tối tân hơn. Ví dụ như các máy tia hồng ngoại có thể rà soát các loại chất ma túy qua đường bưu kiện và đường hàng không, hoặc là có thể có các khóa huấn luyện chuyên sâu đặc biệt đối với các detective dog, chó nghiệp vụ, để hỗ trợ Việt Nam trong quá trình điều tra, phát hiện và suy xét các chuyên án ma túy liên quan đến đường hàng không. RFI: Cũng nói về hợp tác giữa Việt Nam với Úc, bây giờ có những đường dây vận chuyển ma túy tổng hợp từ Việt Nam sang Úc, chắc là qua đường hàng không nhiều hơn, hay không? Như vậy hai nước phối hợp như thế nào để ngăn chặn những đường dây đó?  Đúng vậy. Tuy nhiên, so với mặt bằng chung, so với các nước khác, việc vận chuyển từ Việt Nam trực tiếp sang Úc thì số lượng không đáng kể. Theo báo cáo hàng năm của Ủy ban nghiên cứu về tội phạm và ma túy của Úc, hầu hết các đối tượng vận chuyển ma túy tổng hợp từ Việt Nam qua Úc với số lượng vừa phải, nhỏ lẻ. Tức là nếu căn cứ theo định lượng tội danh của khung hình sự thì nó cũng ít nghiêm trọng, chứ không phải là hàng tạ hay hàng tấn, như khối lượng từ Tam Giác Vàng thẩm lậu vào Việt Nam. Các đối tượng vận chuyển như vậy thì rơi vào các nhóm thứ yếu, có thể là những du học sinh, những người lớn tuổi, những người nhẹ dạ cả tin cầm hành lý hộ, vân vân. Tuy nhiên, ở góc độ về thực thi pháp luật, hợp tác giữa Cảnh sát Liên bang Úc AFP và cảnh sát Việt Nam khá chặt chẽ, bởi vì AFP là một trong những lực lượng thực thi pháp luật triển khai khá sớm con người cụ thể ở đại sứ quán ở Hà Nội cũng như lãnh sự quán ở thành phố Hồ Chí Minh . Mô hình thành lập trung tâm phòng chống tội phạm xuyên quốc gia Việt - Úc có thể nói là một trong những mô hình đầu tiên mà một lực lượng cảnh sát ngoài Việt Nam, cụ thể là Úc, phối hợp cùng Tổng cục Cảnh sát trước đây, bây giờ là văn phòng cơ quan điều tra phụ trách. Cả hai bên đã phối hợp và xây dựng và đặt tại trụ sở thành phố Hồ Chí Minh. Trung tâm phòng chống tội phạm xâm quốc gia này hoạt động khá hiệu quả, là nơi trung chuyển, cung cấp, trao đổi thông tin, cả thông tin tình báo lẫn thông tin về các loại tội phạm, đặc biệt là về ma túy, để giúp  lực lượng thực thi pháp luật cả hai nước có cơ sở để triển khai các hoạt động phòng chống hiệu quả.

Điều này đã được Ủy ban phòng chống ma túy và tội phạm của Liên Hiệp Quốc UNODC ghi nhận. Một điểm tôi muốn nhấn mạnh ở đây, đó chính là mô hình hợp tác song phương đường biên, mà chúng tôi hay gọi là Border Liaison Office, tức là việc bố trí song song lực lượng thực thi pháp luật của cả hai nước, bao gồm cảnh sát, biên phòng, hải quan, vân vân. Hai bên sẽ chia sẻ thông tin, kể cả thông tin tình báo, phối hợp các chuyên án để cùng nhau đánh sập các đường dây ma túy thẩm lậu giữa các nước với nhau.  Tuy nhiên, thành công trong các chuyên án phối hợp song phương hoặc đa phương cũng chỉ dừng lại góc độ chừng mực nhất định. Việc thực thi pháp luật vẫn đang còn những hạn chế, bởi vì thứ nhất, có sự khác biệt về mặt luật pháp. Đôi khi việc bắt và đánh sập một đường dây ma túy sau đó còn liên quan đến việc truy tố, xét xử và thi hành án, thậm chí là có dẫn độ hay không? Tất cả những câu hỏi đó, những rào cản đó cũng góp phần làm cản trở hiệu quả mang tính chất bền vững trong hợp tác quốc tế về phòng chống tội phạm xuyên quốc gia.  Ngoài cái đầu tiên đó là đường mòn, như tôi nói, rất phức tạp, có thể là điểm nóng nhất, thì đường biển cũng vậy. Đặc biệt trong giai đoạn Covid thì hầu hết đường biên giới của các nước đều đóng cả. Chính vì vậy, giai đoạn từ 2021 cho đến 2023 có thể nói là giai đoạn bùng nổ, không chỉ đối với Việt Nam hay ba nước khu vực Tam Giác Vàng, mà kể cả là Úc, Nhật hay Trung Quốc, kể cả Nam Mỹ, tất cả các hoạt động buôn bán vận chuyển trái phép ma túy tổng hợp đều tận dụng đường biển rất nhiều. Cho nên khu vực eo biển nằm ở Vịnh Thái Lan và đi qua eo biển Malacca có thể nói cũng là một trong những đường biển mà Việt Nam cần phải tập trung để hạn chế tối đa. Ngoài đường bộ và  đường biển, đường hàng không và bưu kiện có thể nói cũng là một trong những hướng thẩm lậu ma túy nổi lên trong nhiều năm trở lại đây đối với Việt Nam, mà lực lượng thực thi pháp luật cũng đã ít nhiều có những thành công nhất định và đã phá được nhiều chuyên án liên quan vận chuyển trái phép ma túy tổng hợp bằng đường hàng không và bưu kiện vào Việt Nam.  RFI: Với lượng bưu kiện nhập vào Việt Nam rất là lớn thì làm sao các cơ quan chức năng có thể kiểm tra để mà phát hiện được ma túy tổng hợp giấu trong những bưu kiện đó? Lương Thanh Hải: Đây là một trong những vấn đề rất là đau đầu và cũng là một trong những cái khó, bởi vì thứ nhất nó liên quan đến chính sách, pháp luật về kiểm soát và giám sát hàng hóa của từng nước. Việt Nam cũng vậy, không tránh khỏi những vướng mắc và khó khăn. Chẳng hạn về phương tiện trang thiết bị cho các lực lượng thực thi pháp luật, không phải cơ quan nào cũng đều được trang bị một cách tối tân nhất như ở các nước phương Tây. Đó cũng là một hạn chế làm giảm thiểu khả năng phát hiện đối với lực lượng thực thi pháp luật của Việt Nam đối với các đối tượng vận chuyển ma túy qua đường hàng không, hoặc là đường bưu kiện. Ngoài ra, những phương thức, thủ đoạn của các đối tượng vận chuyển ngày càng tinh vi hơn, không chỉ là giấu trong vali hay các vật dụng, vân vân. Có nhiều đối tượng còn nuốt vào trong bụng và thậm chí còn phẫu thuật để nhét vào các bộ phận của cơ thể, vân vân... Tất cả những điều đó đặt ra những thách thức và đòi hỏi các lực lượng thực thi pháp luật phải nâng cao hơn nữa trình độ nghiệp vụ, cùng với việc sử dụng phối hợp các trang thiết bị. Hiện nay, đối với Việt Nam thì Cảnh sát Liên bang Úc AFP cũng hỗ trợ rất nhiều cả về vật chất lẫn chương trình đào tạo, hỗ trợ về trang thiết bị. Ở góc độ nhà nghiên cứu và cũng là người thúc đẩy mối quan hệ hợp tác giữa lực lượng thực thi pháp luật Úc và Việt Nam, tôi hy vọng trong thời gian tới sẽ có nhiều hỗ trợ về trang thiết bị tối tân hơn. Ví dụ như các máy tia hồng ngoại có thể rà soát các loại chất ma túy qua đường bưu kiện và đường hàng không, hoặc là có thể có các khóa huấn luyện chuyên sâu đặc biệt đối với các detective dog, chó nghiệp vụ, để hỗ trợ Việt Nam trong quá trình điều tra, phát hiện và suy xét các chuyên án ma túy liên quan đến đường hàng không. RFI: Cũng nói về hợp tác giữa Việt Nam với Úc, bây giờ có những đường dây vận chuyển ma túy tổng hợp từ Việt Nam sang Úc, chắc là qua đường hàng không nhiều hơn, hay không? Như vậy hai nước phối hợp như thế nào để ngăn chặn những đường dây đó?  Đúng vậy. Tuy nhiên, so với mặt bằng chung, so với các nước khác, việc vận chuyển từ Việt Nam trực tiếp sang Úc thì số lượng không đáng kể. Theo báo cáo hàng năm của Ủy ban nghiên cứu về tội phạm và ma túy của Úc, hầu hết các đối tượng vận chuyển ma túy tổng hợp từ Việt Nam qua Úc với số lượng vừa phải, nhỏ lẻ. Tức là nếu căn cứ theo định lượng tội danh của khung hình sự thì nó cũng ít nghiêm trọng, chứ không phải là hàng tạ hay hàng tấn, như khối lượng từ Tam Giác Vàng thẩm lậu vào Việt Nam. Các đối tượng vận chuyển như vậy thì rơi vào các nhóm thứ yếu, có thể là những du học sinh, những người lớn tuổi, những người nhẹ dạ cả tin cầm hành lý hộ, vân vân. Tuy nhiên, ở góc độ về thực thi pháp luật, hợp tác giữa Cảnh sát Liên bang Úc AFP và cảnh sát Việt Nam khá chặt chẽ, bởi vì AFP là một trong những lực lượng thực thi pháp luật triển khai khá sớm con người cụ thể ở đại sứ quán ở Hà Nội cũng như lãnh sự quán ở thành phố Hồ Chí Minh . Mô hình thành lập trung tâm phòng chống tội phạm xuyên quốc gia Việt - Úc có thể nói là một trong những mô hình đầu tiên mà một lực lượng cảnh sát ngoài Việt Nam, cụ thể là Úc, phối hợp cùng Tổng cục Cảnh sát trước đây, bây giờ là văn phòng cơ quan điều tra phụ trách. Cả hai bên đã phối hợp và xây dựng và đặt tại trụ sở thành phố Hồ Chí Minh. Trung tâm phòng chống tội phạm xâm quốc gia này hoạt động khá hiệu quả, là nơi trung chuyển, cung cấp, trao đổi thông tin, cả thông tin tình báo lẫn thông tin về các loại tội phạm, đặc biệt là về ma túy, để giúp  lực lượng thực thi pháp luật cả hai nước có cơ sở để triển khai các hoạt động phòng chống hiệu quả.

Rare Earths at Splinter Rock – Smarter Processing, Lower Capex, Better Product ✔ Heap Leach Breakthrough What started as a "just in case" test alongside traditional tank leach flowsheets has emerged as a breakthrough: heap leaching not only works — it offers higher recoveries, lower reagent use, and slashes capex. 75–80% recoveries from column testwork Removes the need for tanks, filters, tailings dams Simplifies the flowsheet and reduces environmental impact "Everyone expected heap leach to fail with clays. Instead, we found it performs better — less equipment, cheaper, and scalable." – Brett Hazelden ✔ Nanofiltration: A Technical Edge In August 2025, OD6 announced it had successfully trialled nanofiltration on its leach solutions — a key value unlock: Cuts acid use by 80–85% through recycling Reduces downstream plant size by 70% Enhances product purity and ESG credentials Nanofiltration acts like a REE-specific desalination process — separating heavier rare earths from light elements and allowing a high-quality EM-rich product to be recovered with minimal waste. ✔ Orebody Confidence – Consistency at Depth OD6's testwork has focused on the Inside Centre area of Splinter Rock: 120Mt @ ~1600ppm TREO (from a broader 680Mt JORC) Broad, flat geometry with 70–80m of mineralised clays Simple stratigraphy with consistent metallurgy Upcoming bulk column testing with ANSTO is validating how the ore performs across depth zones — the top 40m vs. the bottom 40m — to ensure no surprises in full-scale operations. OD6's Advantage in the Rare Earth Game OD6's rare earth mineralogy is distinct from hard rock monazite or apatite systems, allowing for ambient temperature leaching. Other projects require aggressive cracking at high temperatures — expensive and carbon-intensive. OD6's approach works at room temperature, using simpler, cheaper reagents. "You can't just apply heap leach to any rare earth project. Ours works because of our unique mineralogy — that gives us a genuine technical edge." Strategic Thinking: Beyond China, Beyond Hype OD6 is focused on developing a high-purity, globally marketable rare earth carbonate, and potentially refining it further into selective oxides (e.g., NdPr oxide). While the REE market has been volatile, OD6's strategy is focused on real offtake, real product, and long-term survivability: No reliance on inflated spot prices or unsustainable government support No hype-driven LOIs with no substance Clear cost pathway: ~USD $300M capex vs $1.2B for many peers "There's a lot of noise in rare earths, but not many with a product that works. Historic production (1896–1912) reported grades of 2–12% Cu Drilling confirms mineralisation continues below the old mine 4.6% Cu intercepts in recent programs VMS-style system with multiple repeat structures mapped Strong magnetic signatures tied to known mineralisation OD6 is currently drilling new targets — Big Bend, West Limmon, Northwest — that exhibit geophysical and geological similarities to the main Gulf Creek lode. "VMS is a small company's holy grail. High grade, modest tonnage, fast capex. Just look at what DeGrussa did for Sandfire." With solid land access, supportive local communities, and compelling historic grades, Gulf Creek could evolve into a separate copper value centre — and even warrant a spin-out if the results continue to deliver. Samso Concluding Comments OD6 Metals today is not the company it was in 2022. This is now a business with: A technically proven REE flow sheet A heap leach process that defies conventional wisdom Clear understanding of mineralogy, product quality, and economic constraints And now, a copper discovery story brewing quietly in NSW. In 2002, he founded the Redwood Neuroscience Institute, where he served as Director for three years. The institute is currently located at U.C. Berkeley. Previously, he co-founded two companies, Palm and Handspring, where he designed products such as the PalmPilot and Treo smartphone. Jeff has written two books, On Intelligence (2004 with Sandra Blakeslee) and A Thousand Brains: A New Theory of Intelligence (2021). Viviane Clay is the director of the Thousand Brains Project. She received her doctorate degree in Cognitive Computing and master's degree in Cognitive Science at University of Osnabrück in Germany, where she focused on sensorimotor learning as a key aspect in intelligence. She brings to Numenta fifteen years of coding experience, along with her background in neuroscience, psychology, and machine learning.

All of these pegmatites are undrilled."The project's strategic value is enhanced by its proximity to the Saskatchewan Research Council's rare earth processing facility in Saskatoon, specifically designed to process monazite, the primary rare earth mineral found at Kulyk Lake. Recent exploration has identified a mineralized zone measuring 450 by 600 meters, with rock values exceeding $1,000 per tonne.Beyond rare earths, Searchlight controls the Flin Flon North gold project, which hosts four past-producing mines that historically produced around 10,000 ounces per year. The project, located just 5 kilometers from Flin Flon, benefits from existing infrastructure including a mill and tailings facility currently on care and maintenance. Historic work from 1989 outlined a resource of approximately 150,000 ounces.The company's uranium portfolio is anchored by the Duddridge Lake deposit, Saskatchewan's most southerly uranium deposit, acquired during the post-Fukushima uranium bear market.
