The devastating landslides in Wayanad that left over 400 dead and over 100 still missing shocked not just Kerala but the entire country. Almost immediately, a blame game began – Union Home Minister Amit Shah said adequate warning had been given to Kerala, but the government of Kerala disputes this – it said the warning came after the landslide had occurred. Experts in the meantime have pointed to a number of factors that could have acted as the trigger, including the 570 mm of rainfall received in the region on July 30 and 31st. The tragedy has also brought back into the news the Western Ghats Ecology Expert Panel, led by Madhav Gadgil, whose report in 2011 recommended that the entire region of the Western Ghats – 1,29,000 sq km across six States be declared an ecologically sensitive zone. The report recommended three zones for ecologically sensitive areas, with strict restrictions on development activities in the first two. This report generated backlash from the States as it would significantly impact livelihoods and economic growth. Following the landslide, the Central government brought out, for the sixth time in 10 years — a draft notification classifying parts of the Western Ghats as ecologically sensitive areas. Concerns of the States are now to be addressed by a separate committee. What were the actual triggers of the landslide? Thapan, 32, was arrested on April 26 from Punjab by a team of Mumbai police crime branch.India's gross Goods and Services tax collections rose to a record-high level of Rs 2.10 lakh crore in April (for year-end sales in March), as per data released by the Finance Ministry today. Driven mainly by a rise in domestic transactions, the gross GST collections increased by 12.4 per cent in April. This is the highest level of GST collections recorded since the July 2017 of the indirect tax regime. Punjab Congress seems to have descended deeper into chaos after the surprise resignation of the state Congress committee chief Navjot Singh Sidhu, which came just two days after a new state Cabinet was announced. In his resignation letter, which was posted on his Twitter profile on 28 September, he said that “the collapse of a man's character stems from the compromise corner” and that he can never compromise on the state's future and welfare. In a video posted on 29 September, Sidhu hinted that it was the inclusion of certain politicians in the new Cabinet which led to his resignation. To add further insult to injury, none of his Cabinet recommendations were considered for the Cabinet. His resignation also comes 10 days after the ouster of Captain Amarinder Singh from the chief minister's office, a change that Sidhu spearheaded since he took on the role of Punjab Pradesh Congress Committee chief in July. Amarinder Singh has also been opposing Sidhu being the CM face in upcoming polls tooth and nail and now with news of him meeting Union Home Minister Amit Shah at at the latter's residence, there is a lot of curiosity around the possibility of Singh joining the Bharatiya Janata Party. And with taunts coming in from the BJP and AAP quarters on the Congress party's failure in Punjab and the Congress's G-23 leader Kapil Sibal also raising pointed questions on who is making the calls at the top, the party is left trying to douse fires in all corners of its house. A border dispute between Assam and Mizoram resulted in the deaths of five Assam Police personnel and a civilian on 26 July. Even though both the states are ruled by the Bharatiya Janata Party and its NDA ally, the Mizo National Front, the dispute seems to have blown up with chief ministers of both states engaging in a Twitter spat exchanging allegations, and even seeking Union Home Minister Amit Shah's intervention into the matter. But the border dispute has a much longer history beyond the recent incident. Border clashes between the two states have occurred before – in the years 1968, 1979, 1985, and most recently in 2018 as well, where nearly 50 persons were injured in actions taken by Assam Police. Amid a deep trust deficit in Jammu and Kashmir after the abrogation of Article 370, Prime Minister Narendra Modi in a surprise move, seems to have extended the olive branch with an invite to major political leaders for a meeting on 24 June. The meeting, which will consist of fourteen political leaders also has former chief ministers on the invitee list like National Conference's Farooq Abdullah and Omar Abdullah, PDP chief Mehbooba Mufti and Congress' Ghulam Nabi Azad. This would be the first such exercise to be held between the Centre and Kashmir's mainstream political leaders since J&K was stripped of its statehood. What is curious though is that despite the meeting being called, the agenda behind the meeting still remains to be a mystery, and that has left many mainstream parties, leaders and experts with a lot of guesswork on what PM Modi has on his mind. The dialogue between the Valley's senior leaders and New Delhi has remained frozen in the wake of unceremonious arrests and prolonged detention of many political leaders, including those on the invitee list. Furthermore, comments from the saffron party's top brass against Kashmiri political leaders, calling them anti-national or dubbing the PAGD alliance as the “Gupkar Gang” by Union Home Minister Amit Shah has of course, soured the relations further. Which begs the question— why the sudden move to call for a democratic sit down? Is it just an optics play for the West, who has been criticising the Centre's handling of Kashmir? or could restoration of statehood for the erstwhile state be on the table? Delhi, the national capital, is the third worst affected state in the country after Maharashtra and Tamil Nadu. Last week, Lieutenant Governor Anil Baijal overruled Delhi Chief Minister Arvind Kejriwal's decision on keeping hospitals in the city open to Delhi residents only and to limit the scope of COVID19 testing. The Union Home Minister Amit Shah had announced that the testing will be doubled in the state in the next two days and subsequently tripled. He further added that COVID-19 tests would be started at every polling station in the containment zones and a comprehensive house-to-house health survey would be conducted in the hotspots for contact tracing. Meanwhile, the Delhi government has issued an order of attaching the hotels in the state to hospitals for turning them into COVID19 treatment centres. The Taj Man Singh Hotel has been attached to Sir Ganga Ram Hospital and has been directed to place all its rooms at the disposal of the hospital. The Indian Railways also suspended the train services from the Anand Vihar railway station as the platforms have been reserved for the deployment of isolation coaches for coronavirus patients in the state. Assam economy progressing in a positive direction: Himanta Biswa Sarma. Assam finance minister Himanta Biswa Sarma claimed that the state is performing well in economic front under the BJP-led alliance government unlike the previous Congress rule. Due to the endeavours of the incumbent government the state is currently progressing at the rate of 12 per cent GDP, he said. Such economic progress has enabled the state government to provide pensions to various sections of the society, the minister hinted. The investigative team recovered some incrematory documents from his possession. Later, he was handed to the police. Closure of government tols, madrassas from August 15, 2020. Assam government is all set to close all Sanskrit tols and Madrassas in the state by August 15, 2010. Last month Education minister Himanta Biswa Sarma announced that the BJP-led Assam government will no longer fund any religious educational institute in the state. Keeping the stance, the minister on Thursday said in the state Assembly that all the tols and madrassas will be closed by August 15. He also informed that the private or khertai madrasses must teach science and mathematics. BASSA protests against State land policy at Dispur Last Gate, Guwahati. The Bhumi Adhikar Sangram Samity (BASSA on Thursday staged protest at Dispur Last gate demanding cancellation of the State Land Policy formulated by the Sarbanada Sonowal-led government. The protesters castigated the Land Policy as anti-farmer and urged the government to stop allocation of land. They also raised slogan for immediate release of all arrested anti-CAA activists. Border Security Force (BSF) seized at least 8,000 kg of sandalwood worth Rs 25 crore from Arundhutinagar Industrial Estate area in a joint operation led by BSF, Tripura forest department, police and civil administration. Shakti Kant Singh, the West Tripura district forest officer said that they received some information from the BSF suspecting something illegal was stored inside a room in the Arundhutinagar Industrial Estate area. Between 2015 and Januaruy this year, 20,765 people have been arrested by the state police for entering Mizoram without Inner Line Permit (ILP), Mizoram Home Minister Lalchamliana informed the state Assembly. Within the same period, 5,53,321 ILPs were issued to outsiders visiting the state. The state government is also in the process of upgrading the ILP format within the state. In 2019 December, the government launched an online ILP portal in the state. There is ILP Enforcer mobile apps for state police as well as ILP Mizoram mobile apps for NGOs and public to ensure that ILP can be well implemented in the state. The second edition of “Jonaki” film festival organized by the Department of Communication and Journalism at Gauhati University from February 28 at Phanidhar Dutta Memorial Hall and AT Hall. In wake of violence in Delhi, Delhi High Court told Delhi police that there should be no delay in lodging FIRs over alleged hate speeches. At press conference in Delhi, Gandhi said that the riots were a “well-planned conspiracy.” The Congress also questioned the manner in which the riots were handled. The Delhi Chief Minister Arvind Kejriwal has called for the intervention of the army to control the situation in Delhi. Yesterday, Kejriwal had called for sealing the city's border in areas that witnessed violence over the amended citizenship act to prevent “outsiders” from entering the national capital and creating a commotion. So far 20 people have died and hundreds have been injured in the violence that broke out in the city. The clashes between pro and anti CAA group have now taken the shape of full-fledged riots. After several journalists were attacked during the riots in Delhi, the Editors Guild of India has issued a statement asking the Home Ministry to investigate such incidents and punish the guilty. “The Guild notes that journalists being attacked is tantamount to a direct assault on press freedom and those guilty of having indulged in such violence must be brought to book” according to the statement. Amid coronavirus threat, Ministry of Health & Family Welfare, Government of India has issued a travel advisory for Indian citizens. “Indians are advised to refrain from non-essential travel to Republic of Korea, Iran and Italy. People coming from Republic of Korea, Iran and Italy or having such travel history since February 10, 2020 may be quarantined for 14 days on arrival to India,” according to the advisory.

At Delhi's Shaheen Bagh, women protestors have been peacefully protesting against CAA and NRC for almost a month now. The sit-in protests have continued despite bad weather. The Delhi High Court on Friday turned down a plea filed by IGNOU student Tushar Sachdev asking for the removal of protestors to another area citing traffic movement and damage to public property as reasons. Union Home Minister Amit Shah on Thursday held a high-level meeting with National Security Advisor (NSA) Ajit Doval and top officials in the Ministry of Home Affairs on internal security issues.
