Years of Service: 2008-PresentJarred began his career with the Department of Homeland Security/Immigration and Customs Enforcement in Dallas Texas in 2008 where he was assigned to the Intelligence Operations Unit. In 2009, Jarred was hired as a Special Agent for ICE and was assigned to the Dallas Operation Community Shield Gang Task Force. Jarred investigated individuals and criminal organizations committing offenses related to narcotics trafficking, smuggling, money laundering, RICO/VICAR, firearms, robberies, fraud, stolen property, and immigration-related crimes. In 2018, Jarred transferred to the Boise Office for ICE and added elder financial fraud and human trafficking to his expertise. In 2020, Jarred transferred to the EPA as a Special Agent and then in 2021, began working for the Bureau of Land Management.

NCLA filed an amicus curiae brief in U.S. v. Pheasant, urging the U.S. Court of Appeals for the Ninth Circuit to affirm a decision barring the Bureau of Land Management (BLM) from wielding legislative power to criminalize activity on public lands. Gregory Pheasant was charged with three violations of BLM rules for allegedly failing to use a taillight on his dirt bike at night on federal land in Nevada. A federal district court dismissed the charges, ruling that Congress unconstitutionally delegated “virtually unfettered” legislative power to criminalize activities on BLM-managed lands. NCLA asks the Ninth Circuit to uphold this decision and reasoning. This week Chrissy Wozniak speaks with Ben Burr, Executive Director of the BlueRibbon Coalition, about their opposition to the Bureau of Land Management's proposed rule to sell public land to highest bidder - called the Conservation and Landscape Health Rule.Burr states that "this rule is problematic and should be withdrawn. At the BlueRibbon Coalition we are working to unite public land users of all types to oppose this rule for the following reasons:First, the Bureau of Land Management doesn't have the authority to create this rule out of administrative thin air. Only Congress, can authorize a new program like this that raises revenue for the government.Second, this rule won't work. I have reviewed BLM project files where the agency and high-minded conservation organizations have entered into agreements to manage land towards conservation priorities. In these cases, all parties to the agreement flagrantly neglected to uphold the terms and conditions of the agreement. If the conservation leases don't have any teeth for non-compliance, then they could cede management control of public lands to 3rd parties at the same time the public will have few if any tools to hold the 3rd parties accountable for non-compliance.Third, this rule is unnecessary. The BLM is already required to comply with dozens of other laws and executive orders to prioritize conservation on public lands. Scores of environmental lawsuits that get filed every year ensure that the compliance with these laws is taken seriously. Despite the statutory requirement the BLM has to manage public lands for multiple use, conservation is prioritized above all other uses on a regular basis.Fourth, this rule could easily lead to unintended intervention into public land management by foreign governments.As a leading national non-profit that works to protect recreation access to public land, at the BlueRibbon Coalition we are worried that this rule will be used to limit motorized recreation, dispersed camping, and all other forms of outdoor recreation on public lands. This rule will be a way for conservation organizations to create de facto wilderness, where they have failed to get Congress to make such restrictive designations. The Bureau of Land Management is proposing a new rule that would allow companies, individuals, and NGOs to lease lands for restoration. They also propose to elevate conservation as a multiple use on par with other land uses. This proposal has generated some controversy. The Association of Minnesota Counties (AMC) has an updated legislative agenda, looking to states and the Federal Government for funding and support. Now we all know that money comes in a one-time payment, and because the county scrambles for the free money, they are left having to pay for these things forever after. We see county government taking on Health and Human Services, roads, transportation, housing, law enforcement, and more. It's a huge burden, but some of it is brought on by bigger government and these unfunded programs. AMC is proposing to lower property taxes by getting more money from the state. Wait, what? That's our money too. They want the state to spend more on equitable housing, regardless of what the market calls for. They also call for a state-wide, multi-modal transportation system. Where is it dense enough to support this? It's one desired hand out after another. There is a whole bunch of lobbying going onto get their hands on your money, and as long as these humongous omnibus bills there's a good chance it'll get funded. We take some time to discuss the recent earthquake in Turkey and Syria. Jason compares this one to his memories of the 2010 Hatian earthquake. Have you checked out our Spotify playlist? Lots of people were unhappy, when, during the Trump administration, the Bureau of Land Management headquarters moved from Washington D.C. to Grand Junction, Colorado. The idea was to put management near the lands they oversee. At least one support group, the Public Lands Foundation, is happy BLM is moving back to D.C. Some of Oregon's public land features obsolete fencing that's damaged and harmful to animals. The Oregon Natural Desert Association has been working on removing fencing from public grounds for years. In 2012, the association completed an effort to remove barbed wire fencing from the Hart Mountain National Antelope Refuge in Lakeview. Since then, the organization has continued removal efforts in the state and also works on building and retrofitting fencing to protect wildlife. The organization has partnered with the Bureau of Land Management on some of this work. Lace Thornberg is the communications manager at the association and Kate Yates is a wildlife biologist for BLM. They join us with details.

The wild horse population grows about 20% every year, according to the Bureau of Land Management. In Oregon, there are about 4,500 wild horses but, according to the BLM, the state can only sustain about 2,700. The federal agency is looking for public comments on a proposal of three contraceptive methods. Rob Sharp is the Supervisory Wild Horse and Burro Specialist with the BLM.
