Possessing small amounts of illicit drugs — including opioids, cocaine, methamphetamine and MDMA — will be legal in B.C. beginning next year. Under an exemption to the federal Controlled Drugs and Substances Act, people will be able to hold up to 2.5 grams. Drug users and advocates say the exemption doesn't go far enough to curb an overdose epidemic in the country. Others have been critical of the plan, including Alberta Premier Jason Kenney who said in a statement on Tuesday that his government would be "monitoring the situation very closely." Our question this week: Should small amounts of drugs such as opioids or cocaine be decriminalized? How does the overdose problem in Canada affect you? Adrienne Rosen, whose daughter died of a drug overdose in 2018, on why she welcomes decriminalization of hard drugs; Gillian Kolla, a post-doctoral research fellow at the Canadian Institute for Substance Use Research at the University of Victoria, discusses what more needs to be done; Fiona Wilson, deputy chief of the Vancouver Police Department, on how police are preparing for the policy shift; and Carolyn Bennett, minister of mental health and addictions, discusses the government's decision to decriminalize hard drugs in B.C.

British Columbia is taking a critical step toward reducing the shame and fear associated with substance use as the federal Minister of Mental Health and Addictions and Associate Minister of Health announced the granting of a three-year exemption under the Controlled Drugs and Substances Act (CDSA) to remove criminal penalties for people who possess a small amount of certain illicit substances for personal use.This exemption will be in effect from Jan. 31, 2023, to Jan. 31, 2026, throughout British Columbia. The Province will work with a broad range of partners to implement this policy change, including the federal government, health authorities, law enforcement, people with lived and living experience, Indigenous partners and community organizations to establish the public health and public safety indicators in order to monitor and evaluate the outcomes of this exemption in real time.“The shocking number of lives lost to the overdose crisis requires bold actions and significant policy change. I have thoroughly reviewed and carefully considered both the public health and public safety impacts of this request,” said Carolyn Bennett, federal Minister of Mental Health and Addictions and Associate Minister of Health. “Eliminating criminal penalties for those carrying small amounts of illicit drugs for personal use will reduce stigma and harm and provide another tool for British Columbia to end the overdose crisis.”This exemption is not legalization. These substances remain illegal, but adults who have 2.5 grams or less of the certain illicit substances for personal use will no longer be arrested, charged or have their drugs seized. Instead, police will offer information on available health and social supports and will help with referrals when requested.“Substance use is a public health issue, not a criminal one,” said Sheila Malcolmson, B.C.'s Minister of Mental Health and Addictions. “By decriminalizing people who use drugs, we will break down the stigma that stops people from accessing life-saving support and services.”Over the past five years, British Columbia and the federal government have been building a continuum of care for mental health and substance use for people throughout the province and Canada. Increasing access to harm-reduction programs, such as safe consumption sites, safer supply and naloxone have been essential in saving lives. Implementing this exemption and reducing stigma around drug use is a vital part of the work toward decreasing barriers to this critical system of care."This exemption is a vital step to keeping people alive and help connect them with the health and social support they need,” said Dr. Bonnie Henry, B.C.'s provincial health officer. “By removing the fear and shame of drug use, we will be able to remove barriers that prevent people from accessing harm reduction services and treatment programs.”Together, the federal and provincial governments will work closely to evaluate and monitor the implementation of this exemption, to address any unintended consequences and to ensure that this exemption continues to be the right decision for the people of B.C.

She was Canada's first Arctic Ambassador, and then Ambassador to Denmark. Since we last spoke to Karl Dockstader and Sean Vanderklis about the occupation of a development site in Caledonia, Ontario known as 1492 Land Back Lane, tensions between land defenders and local authorities have flared. At the end of October, an Ontario Superior Court judge granted the developers a permanent injunction against the encampment. A violent confrontation between protesters and the OPP erupted. The One Dish, One Mic co-hosts return with an update from the site, and to explore why federal government inaction just makes things worse. After this episode was recorded, on Friday Nov. 13, 1492 Landback Lane issued a press release: “The Federal Government reached out to Land Defenders during the summer, as well as to the Six Nations Elected Council (SNEC) and the Haudenosaunee Confederacy Chiefs Council (HCCC) to begin discussions on a negotiations table, but have not updated their position for more than 50 days. Six Nations people continue to demand a real response to the situation from the Federal Government.”  Later the same day, the office of Carolyn Bennett, Minister of Crown-Indigenous Relations, also released a statement. “Our government is committed to continuing to work collaboratively addressing Six Nations historical claims and land rights issues. (…) Federal government officials have been in regular communication with representatives of Six Nations Elected Chief and Council, Haudenosaunee Confederacy Chiefs Council and Ontario throughout this process with regard to our offer to meet. We look forward to meeting with the community at the earliest opportunity.” At the time of publication, no meeting or negotiation has been announced. Chapter 4: Surrey United Soccer Club are running a symbolic 6,000km in support of the people of Nova Scotia. Why 6,000km? Because that's the distance between BC and Nova Scotia. Players individually record how far they've been running on their own, and the total will be added up. Players have from April 25th to May 9 to complete the challenge. Chapter 5: Local sports teams are giving back to the community.  Niki Reitmayer spoke to Alex Oxenham about how the Canucks are getting involved and giving back. Food insecurity is a fact of life for almost half of all households in Nunavut. Finding—and affording—sustenance is a daily challenge across Canada's North. To meet the UN’s goal of zero hunger by 2030, we must start at the top and work our way down. About one in eight households in Canada is food insecure, according to the University of Toronto’s PROOF research team. This means that “over 4 million Canadians, including 1.15 million children, [are] living in homes that struggle to put food on the table.” The Qajuqturvik Food Centre is a registered charity that supports its community in three areas. They are: Food access, via a community meal that it serves daily Food skills, including a culinary training program for underemployed Iqalummiut and cooking classes for kids Engagement and advocacy to compel change from politicians and policy makers As heard in this episode: In the 1950s and ’60s, the RCMP and other authorities killed sled dogs that they no longer considered healthy. To many Inuit, though, the dogs were killed for no reason. Many elders viscerally remember the day when their dogs were killed. For many Inuit, it is a tragic flashpoint for when life began to change for the worse. In 2006, the RCMP concluded that no organized slaughter had ever occurred. In 2010, the Qikiqtani Truth Commission reported that RCMP officers had been following animal control laws—but that they had failed to explain their actions to the dogs’ owners. “Many Inuit were not even told why their dogs were shot,” the Commission noted. This episode is no small matter in the North. The federal government apologized to Qikiqtani Inuit for the killing of the qimmiit this past August. Carolyn Bennett, minister of Crown-Indigenous relations and northern affairs, announced that Ottawa would provide roughly $20 million in funding for programs that support history, governance, healing and revitalization. “Canada needs a more healthy, just and sustainable food system that ensures everyone’s right to food. The very establishment of a federal food policy, with associated budget lines, is an important first step in realizing that vision. Food Secure Canada has been calling for government leaders to develop a joined-up national food policy since our founding in 2001, and we are encouraged that the new Policy takes an integrated approach”—Gisèle Yasmeen, executive director, Food Secure Canada. The Government of Canada announced this country’s first-ever national food policy earlier this year. It is specifically intended, in part, to help Canada meet its commitments to the SDGs. Hosts John Fenn and Stephen Winick discuss children's songs, and in particular "Ring Around the Rosie." They interview Carolyn Bennett, the Library of Congress Teacher-in-Residence, and play versions of children's songs recorded in the field in 1939 and in 2019. They talk about the story that the origin of "Ring Around the Rosie" is related to plague symptoms in English history. They conclude that the plague story is folklore, and that specifically it is "metafolklore," meaning folklore about folklore. They also conclude that it's probably not true. Nevertheless it tells us interesting things about the way folklore is told, spread, and used by various kinds of people, including children.
