Dan Cicilline reintroduced the legislation, along with 163 House & Senate co-sponsors.  The bill deadlocked in the U.S. Senate in 2022.  Should it pass, the legislation requires nonprofit 501c3 and 501c4 groups making political expenditures to immediately disclose any donor contributing $10,000 or more.  Money-in-politics research group Open Secrets found that both Republican and Democratic dark money groups funneled millions in cash into ads and SuperPACs, much of which was never disclosed directly to the Federal Elections Commission.  Since the 2010 Citizens United decision, dark money skyrocketed from $5 million dollars in 2006 to over $1 billion dollars in 2020.  The legislation would also crack down on the use of shell corporation donors, and requires an organization running television advertising to disclose its top five funders at the end of ads.  We have more about the DISCLOSE Act and stunning Open Secrets dark money data at  AmericanDemocracyMinute.org. FECCampaign Legal Center - How Does the Citizens United Decision Still Affect Us in 2022?Groups Taking Action:American Promise, End Citizens United, Common Cause, Issue One, Declaration for American DemocracyToday's Script:  (Variations occur with audio due to editing for time) You're listening to the American Democracy Minute, keeping YOUR government by and for the people.January 21st is the anniversary of the U.S. Supreme Court's Citizens United decision, one of the most consequential decisions about how elections are funded.  What is it, and why should YOU care about it?In 2010, the U.S. Supreme Court decided for a conservative group called Citizens United which challenged the Federal Election Campaign Act.  These rules prevented corporations and unions from “electioneering communications,” like running TV ads for or against a Presidential candidate, or in this case, a documentary.   The court's opinion held that corporations could not be prevented from spending their funds in elections because it would interfere with their right to free speech.   This allowed corporations to vastly increase spending, an estimated $16.7 Billion dollars in 2022 midterm. Most is spent on the endless positive and negative TV ads you see during a campaign, using SuperPACs to obscure their identities.  While federal rules say this spending is not supposed to be coordinated with the candidate's campaign, political consultants have concocted ways of flouting those regulations, usually without sanction from the FEC.Democracy advocates say Citizens United gave megaphones to corporations which can shout speech over ordinary citizens, increasing influence by special interests over elected officials.  Those officials then make decisions which are contrary to the best interests of the citizens they are supposed to serve.We have articles and groups taking action, at AmericanDemocracyMinute.org.  For the American Democracy Minute, I'm Brian Beihl.

Mayor Jerry Dyer is headed to the White House to meet with President Joe Biden on Friday, Jan. 20. Biden will address Dyer and hundreds of his colleagues as part of the winter U.S. Conference of Mayors in Washington. Dyer and Biden met as leaders in August 2021 virtually, discussing the federal infrastructure bill.  Biden opened his comments by saying, “Jerry, I don't want to get you in trouble out in Fresno, California, for letting you know I actually like a Republican. But you've done a hell of a job.”  George Santos was sworn into office Friday despite allegations of fraud and lies about his history. Now, End Citizens United is filing complaints against Santos with the FEC, OCE, and DOJ.  The American Academy of Pediatrics updated clinical practice guidelines to evaluate and treat children and adolescents with obesity. Lauren Baer worked at high levels of the American foreign policy establishment...an aide to former Secretary of State Madeline Albright and in the Obama State Department as Senior Advisor to Secretaries of State Hillary Clinton and John Kerry...until the 2016 election drove home the importance of political campaigns. She then put her own name on the ballot as the Democratc nominee in a targeted US House race in South Florida. That experience drove her decision to join Arena as their Managing Partner to recruit, train, and support the next generation of political campaign staff. Today's LinksThe Campaign Legal Center - "Voters Need to Know What “Redboxing” Is and How It Undermines Democracy"NH Public Radio -  In N.H., Pro-Fiorina Super PAC Tests Boundaries in Campaign Ground GameGet involved!  End Citizens United, American PromiseCampaigns Using "Red Boxing" to Coordinate with Super PACsYou're listening to the American Democracy Minute, keeping your government by and for the people.The Campaign Legal Center just shared an article on  “Red Boxing,” the slimy ways that campaigns and political action committees are navigating around federal campaign finance rules.The new limits for a personal contribution to a campaign for federal office is $2,900 per person.  But for a Super PAC, there are no limits to donations.  And the super-rich can give huge amounts, but only if the Super PAC doesn't give the money to the candidate, AND there is no coordination on spending or strategy between the candidate and the Super PAC.  But campaigns are using a special spot on their public websites, often surrounded by a red box, to send a message to SuperPACs supporting their candidate on what they need done.  The Campaign Legal Center says that phrases like “voters need to see” signals messages to be delivered via TV ads, “read” is asking for direct mail, and “see on the go” is a request for digital ads. In the 2016 Presidential campaign, candidate Carly Fiorina's “Carly for President” team used such red box techniques to communicate the candidate's schedule in the NH Primary, while the “Carly for America” SuperPAC scheduled the venue, provided staffers, and communicated the event.  Both parties use this sleazy practice, and so far, the Federal Election Commission has not taken substantive action.  Links to the Campaign Legal Center article are at our website, AmericanDemocracyMinute.org/  Granny D said, “Democracy is not  something we have, it's something we DO.” For the American Democracy Minute, I'm Brian Beihl.
