A new wave of Covid-19 is emerging in Europe, with a corresponding bump in hospitalisations. The World Health Organisation says it's clear the pandemic is not over yet and it is seeing indicators rising again, suggesting another wave of infections has begun. De Italiaanse premier Mario Draghi stapte op en in het Verenigd Koninkrijk kwam Boris Johnson ten val. Kabinetscrisissen alom in Europa. En in ons land is ook van alles aan de hand. Rutte IV beleeft een roerige zomer waarin crisissen zich opstapelen (Energiecrisis! Stikstofcrisis! Asielcrisis!). CDA-aanvoerder Wopke Hoekstra trok voor het front van zijn collega's een gele kaart en in alle vier de coalitiepartijen roert de achterban zich. Het wachten is ondertussen op Johan Remkes, de architect van dit kabinet die als 'gespreksleider' de stikstofcrisis moet oplossen.Jaap Jansen en PG Kroeger duiken in de politieke geschiedenis. Ze analyseren hoe, waarom en in welke omstandigheden coalities dusdanig in beroering raken dat een crisissfeer onvermijdelijk wordt. En ze kijken wát er dan gebeurt en hóe de val van kabinetten zich dan voltrekt. Een leerzaam verhaal voor nu.Er zijn vier patronen van crisistoestanden in coalities.Zo is er de onmin tussen Kamerfracties en een kabinet wat zelf stevige eensgezindheid vertoont. Fameus voorbeeld hiervan is het kabinet-Cals (1965-1966).Maar ook gedoe binnen een kabinetsploeg terwijl de coalitiefracties elkaar goed vasthouden is een bekend patroon. Ruud Lubbers zei over het kabinet-Van Agt/Den Uyl/Terlouw (1981-1982) dat hij met zijn collega-fractievoorzitters vergeefs 'aldoor met zuurstofmaskers aan kwam zetten'.En dan zijn er de crises rond specifieke bewindslieden, zoals premier Jan Peter Bakenende tweemaal achtereen ondervond.Tenslotte is er de crisis die ontstaat doordat een kabinet 'de gunfactor' kwijt is, intern en onderling, zoals Joop den Uyl en later Wim Kok moesten ervaren.Het soort coalitiecrisis zegt soms maar weinig over de aard van de val van een kabinet. De diepere oorzaak is lang niet altijd de feitelijke aanleiding! Ook hier zien we vier typen ondergang. En die zijn extra leerzaam voor Rutte IV.Zo is er de val waarbij een sleutelfiguur - zoals de premier - zélf de stekker uit het kabinet trekt. Fameus is hoe Ruud Lubbers dat deed in 1989 en zeker ook hoe Maxime Verhagen en Gerrit Zalm dat in 2002 deden bij Balkenende I.Een ander type kabinetsval is waarbij een premier de greep op de coalitie en zijn collega's kwijtraakt, zoals bij Balkenende II (2003-2006).Daarnaast kennen we de ondergang waarbij voor een van de coalitiepartners de pijn te zwaar opweegt tegen de plussen van een gezamenlijke lijn. De PvdA van Wouter Bos gaf daar in 2010 een sterk voorbeeld van.En tenslotte is er de val die eindeloos gerekt wordt doordat onvoorziene omstandigheden of incidenten de feitelijke ondergang blokkeren. It was a rather short preseason for Bayern Munich having only had the chance to play two friendlies in the United States against DC United and then Manchester City. There was a bit of gap in terms of quality of the opponents, but Julian Nagelsmann was able to use the opportunities to get a good look at some different players in the squad, our new signings, and some different formations. Bayern now has less than a week until the competitive fixtures start with a trip to RB Leipzig for the DFL-Supercup on Saturday. Bayern looked like they were in the mood to score for fun, beating DC United by a scoreline of 6-2 with goals from Sadio Mane, Marcel Sabitzer, Serge Gnabry, Matthijs de Ligt, Joshua Zirkzee and Thomas MUller, but they were unable to find the back of the net against Pep Guardiola's Man City in Green Bay. Gnabry had a goal ruled out for offside, but the replay suggested Joao Cancelo was actually keeping Muller on in the buildup. It's now also expected that Stade Renne's Mathys Tel will become one of Bayern's last signings of this summer window, as it looks like Bayern has agreed upon approximately 30-million Euros to sign the young striker. While he's certainly no Robert Lewandowski, Nagelsmann has said that he does feel the youngster can become a striker that's good for nearly 40 goals in a season once he's had time to develop.
