Auckland Council's Policy and Planning committee met yesterday to vote on a new plan that would zone the city for two million homes, primarily around train stations and rapid bus routes. This plan is a response to legislation put forward by housing minister Chris Bishop which requires councils across the country to zone for higher density housing. This plan has not been without controversy, with councillors claiming that Aucklanders are being “put to the firing squad” Deputy PM David Seymour has publicly disagreed with his own housing minister, arguing that suburbs like Epsom and Parnell don't have the right infrastructure to accommodate for this growth. Advocates for the plan, including mayor Wayne Brown argue that the council cannot continue to drag its feet on the need for housing that is closer to the city, and is more affordable. They argue that it's better to build in places with pipes, public transport routes and job opportunities. The plan passed with a majority last evening, so Producer Sanat talked to Councilor Julie Fairey about the plan change and what it means for the future of the city.
It was a big day at Auckland Council yesterday, and I think a good day. The Policy and Planning Committee met for most of yesterday to thrash out the future of Auckland's housing, debating where and how Auckland is going plan for more homes. The council voted 18-5 to discard PC78 and notify PC120 – which basically means the 3 storey townhouses seen increasingly all over Auckland's suburbs are on the way out, and high-rises and greater intensification around key CRL stations and transport corridors are in. This is, of course, highly contentious – and where you lean in the debate may depend on what neighbourhood you live in. Residents of wealthy inner city suburbs like Mt Eden, Parnell, Herne Bay, and Grey Lynn will likely have reservations about more high-rise apartments in their neighbourhoods – citing a loss of character, loss of light, and an increased demand on infrastructure. The new plan retains 73% of the special character areas established under the 2016 Auckland unitary plan, which isn't bad The new plan is also about allowing the council to down-zone in some areas. The 2023 flooding taught us that it's well past time we stopped further housing development in areas we now know are prone to flooding and coastal erosion. This is a no brainer. It's also cheaper to build where good supporting infrastructure already exists than it is to create new housing areas where infrastructure has to be developed from scratch. In particular, given the cost of the CRL, it makes sense to have as many people living near it and benefiting from it as possible. Or as the mayor said, “There's no point in spending $6 billion on something if there's nobody on the damn thing.” Even though the council meeting voted in favour 18-5, it doesn't mean there wasn't plenty of discussion around the council table. Deputy Mayor Desley Simpson asked for conditions around high towers. She suggested tall apartments need to be set back and have communal areas and facilities. Mayor Wayne Brown supported the amendment, saying there needs to be parking and commercial activity on the lower levels, and this was incorporated into the main motion. Carparking is essential, so it's a sensible idea. Councillor Christine Fletcher didn't have quite the same luck with her amendment, which asked for greater consultation and for the plan change to be publicly notified. At present, public consultation will begin on November 3rd and close on December 19th. It's quick. Fletcher's amendment would have dragged consultation out until the middle of next year. To be honest, yesterday I thought the council would take the safe option and extend consultation, but after much debate about what Minister Chris Bishop would think about all this, the amendment was voted down 15-8. While debate was generally a bit dry, the day did come with some interesting rhetoric. Councillor Maurice Williamson thought both options were unacceptable, saying, "It's a choice between a firing squad and a lethal injection,". The battle over intensification of housing has reached cabinet level, with the Deputy Prime Minister and the Housing Minister at odds over Chris Bishop's plan to get hundreds of thousands of houses built in the super city. “It's 2 million,” I hear you say. “They want to build two million houses.” Well, the Housing Minister addresses this in his column in this morning's Herald. There will be the ability for the council to consent two million homes. That doesn't mean they will all be built, as he says, the Auckland unitary plan enabled around a million homes. Ten years later, only around 10% of that enabled capacity has actually turned into new housing. The idea that a plan change that enables two million homes is suddenly going to result in two million homes being built in the short term is nuts, he says. Housing capacity does not immediately mean construction. It means the ability to do it, and it means infrastructure can be sequenced and coordinated to support it. He said, "I expect that the housing capacity the Auckland Council is enabling through this new plan change will support Auckland's growth over the next 30 to 50 years." Chris Bishop says in the past week or so we've seen an almost unprecedented level of misinformation spread about the new draft plan change. He says Auckland is not about to be overrun with sky-riser apartments. The tree-lined streets of the suburbs are not about to be destroyed. Raw sewage will not be bubbling up onto the footpaths or into the Waitematā. The Deputy Prime Minister, who is also the MP for a suburb of tree-lined streets, says the new plan is flawed and he will lobby for changes. He told a public meeting last week that he and supporters must impress on Chris Bishop that this plan is not necessary and it will have negative unintended consequences, as he told Mike Hosking on the Mike Hosking Breakfast this morning. “The plan that has been produced by Auckland Council, as Chris Bishop noted in his column this morning, that requires almost no greenfield development, all intensification. It requires half of Parnell to have 50-metre buildings. Now, I just make the point that, you know, it's only two years ago that we had a building fall into a sinkhole because a 120-year-old brick sewer underneath Parnell imploded and everything fell down into it and we had two years of fixing that up. So, the idea you're going to intensify at that rate there, doesn't make sense. “So, we've got an improvement, but now we've got, an obligation, I think, to make sure that we really go through this from an Auckland perspective and make sure that the plan actually makes sense.” I think, David Seymour, as the MP for Epsom, makes a very good point. There was a great big sinkhole in Parnell because the pipes imploded. Their necessary infrastructure wasn't there. And I wish every single time the government or the council or developers talked about houses, they added the words ‘and the supporting infrastructure'. I can see where both ministers are coming from. We need more housing and supporting infrastructure in all of New Zealand cities. Chris Bishop is passionate about this. He wants to get housing affordability down, the best way to do that is to increase the supply of houses and the supporting infrastructure. But I'm wary of his comment in his column that cities aren't museums, that our streets should not be shrines to the past. Chris Bishop was only a baby when the wholesale destruction of Auckland's Victorian and Edwardian buildings took place. He didn't experience the horror of seeing beautiful old buildings torn down and replaced with priapic smoked glass monstrosities erected in the name of men's egos. Hideous. Not all old buildings are created equal. Not every single building born and erected before 1900 should be saved and preserved in aspic, but we need to keep some links with our past. To know where we're going, we need to know where we've been. We need more housing. We need more affordable housing. We need a variety of housing. It can't all be created equal. Chris Bishop says too in his columns, that he's perplexed by the council's aversion to new greenfield housing, big new subdivisions on the city fringe. He says that he's in favour of greenfield housing where the infrastructure costs can be recovered from new residents. He says in his view, the council should be zoning more for this sort of housing. The new draft plan is a missed opportunity, he says, but it's a draft and the council has a chance to improve it. But I guess the council's looking at arable land. You can't just soak up the land where food is produced to plonk more people there. So, what would you rather? Go up, the high-density apartment buildings? Go out? The greenfield housing on the outskirts of the city where you contribute towards the cost of the infrastructure needed to have long-term viable housing there? Can we have a little bit of everything? A little bit of the old buildings, a little bit of the heritage buildings, a few tree-lined streets, apartment living for those who, who want it and love it. I'm wary of more big subdivisions on the city fringe because I'm mindful that land is usually good land for growing food. See omnystudio.com/listener for privacy information.
David Seymour says he's opposing planning changes in Auckland in his role as local MP, rather than his role as Act Party Leader. Seymour's opposing a move to allow more intensification near transport corridors. The Deputy Prime Minister and MP for Epsom told a public meeting that supporters must impress on Housing Minister Chris Bishop that the plan is not necessary. Seymour told Mike Hosking he's representing the views of his Epsom electorate constituents. In 1889 the leading Irish politician Charles Parnell was cleared of any involvement in the notorious Phoenix Park murders by Irish republican terrorists seven years earlier. In 1890 Parnell was found to be the adulterer in a divorce case involving his mistress and her husband. That scandal destroyed him, permanently split the campaign for Irish self-government and upended Liberal politics in Britain. How did Parnell come to have such a hold on British and Irish politics? Why could he survive accusations of terrorism but not of adultery? And what does his fate reveal about the high-wire politics of a highly decorous and extremely dangerous age? A price tag of more than $80 for just over 3kg of prime New Zealand lamb is a little too rich, even for a former chef who devoted decades to fine dining. According to Stats NZ in the past year food prices have gone up 4.4% percent. That's the biggest jump since December 2023. Tony Astle ran the legendary Auckland fine dining restaurant Antoines in Parnell for almost 50 years. He spoke to Lisa Owen about how to keep cooking costs down.

The life of this week's final Scriblerian, Thomas Parnell, rounds out the picture of the entire Scriblerus club as a fraternity of wildly brilliant men all carrying some great pain or wound. Some of them clearly write out of that wound, while others seem to write in spite of it. Parnell straddles the line, and today's poem is a fine example of his blending of bright energy with a sharp edge. Happy reading.Thomas Parnell (11 September 1679 – 24 October 1718) was an Anglo-Irish poet and clergyman who was a friend of both Alexander Pope and Jonathan Swift.He was born in Dublin, the eldest son of Thomas Parnell (died 1685) of Maryborough, Queen's County (now Portlaoise, County Laois), a prosperous landowner who had been a loyal supporter of Oliver Cromwell during the English Civil War and moved from Congleton, Cheshire to Ireland after the Restoration of Charles II. His mother was Anne Grice of Kilosty, County Tipperary: she also owned property in County Armagh, which she left to Thomas at her death in 1709. His parents married in Dublin in 1674. Thomas was educated at Trinity College, Dublin and collated as Archdeacon of Clogher in 1705. In the last years of the reign of Queen Anne of England he was a popular preacher, but her death put an end to his hope of career advancement. He married Anne (Nancy) Minchin, daughter of Thomas Minchin, who died in 1712, and had three children, two of whom died young. The third child, a girl, is said to have reached a great age. The marriage was a very happy one, and it has been said that Thomas never recovered from Nancy's early death.He spent much of his time in London, where he participated with Pope, Swift and others in the Scriblerus Club, contributing to The Spectator and aiding Pope in his translation of The Iliad. He was also one of the so-called "Graveyard poets": his 'A Night-Piece on Death,' widely considered the first "Graveyard School" poem, was published posthumously in Poems on Several Occasions, collected and edited by Alexander Pope and is thought by some scholars to have been published in December 1721. On December 4th, 1972, 7-year-old Steven Stayner was abducted while walking home from school. Steven's abductor, Kenneth Parnell, manipulated Steven into thinking his family didn't want him and had made Kenneth his guardian. Join Mike and Morf as they discuss the infamous abduction of Steven Stayner. Kenneth Parnell was a master manipulator and had previous convictions. He abused Steven for many years, moving around often and changing Steven's name. It wasn't until Parnell abducted another young boy that Steven made the decision, he could not let what happened to him happen to his boy.
