The Joint Readiness Training Center is pleased to present the seventy-second episode to air on ‘The Crucible - The JRTC Experience.' MG Ellis is the Director of the Army's Network Cross-Functional Team. Mr. Kitz is the Program Executive Officer for Command, Control, & Communications-Tactical. The Network Cross-Functional Team is an outgrowth of Army Futures Command, established in 2018 to tackle the Army's modernization requirements. It is one of eight original teams convened and works closely with the Program Executive Office for Command, Control and Communications-Tactical (PEO-C3T). The Network Cross-Functional Team is a highly dynamic and responsive unit, integrating cross-domain network capabilities to relay mission-critical data and operational updates with the speed and precision required for Joint All-Domain Command and Control. Its ability to seamlessly connect multiple domains ensures that vital information reaches decision-makers in real-time, making it indispensable to JADC2. In this episode we discuss some of the modernization efforts being made across the force for our command and control networks. Specifically we look at some of the ways that the new capabilities are being employed and some of the ways that we can improve it. Our Combat Training Centers allow units to not only employ new equipment and theories but to test them under duress against a free-thinking opposing force. The US and her allies are embracing the Multi-Domain Operations philosophy with the Joint All Domain Command and Control System is at the heart of this endeavour. Multi-Domain Operations, or MDO, focus on improving the pace and quality of decision-making at the expense of one's adversary. The goal is to navigate the famed OODA (Observe, Orient, Decide and Act) loop at a faster clip than your enemy. Get MDO right and you will always be proactive while your opponent is forced to be reactive. JADC2 The Joint All Domain Command and Control architecture, or JADC2, is the US Department of Defence's networking and computing project that will enable MDO. JADC2 will see the inter- and intra-force connection of all personnel, weapons, sensors, platforms, subsystems and capabilities at all levels of war. The undertaking is ambitious. Reports say that since 2022 the Pentagon has spent up to $2.6 billion on JADC2. A further $9 billion could be spent on the initiative before the end of the decade. It sure looks like the federal government is starting to recognize data is a strategic asset; managing that asset given today's pace of volume and complexity forces leaders to examine a more systematic approach to handling data. Let's review in 2021 there was an Executive Order called the Federal Data Strategy. That same year, the State Department deployed its data strategy. The DoD developed the Joint All-Domain Command and Control (JDAC2) to utilize data in today's contested environments. The Chief Data Officers Council now lists 90 members. Today's interview is with Rob Carey, the well-known expert who boasts twenty-five years of increasing management authority in the United States Navy. He begins with an observation that focusing on the platform or the infrastructure will miss direct systems administrators. Effectively securing the data over a hybrid cloud will allow one to optimize this data stream in a fast and secure manner. During the interview, Rob defines concepts like data lakes, data warehouses, and data lake houses. The focus is not to produce a tech glossary, the reason for the differentiation is to give federal leaders data-driven insights. He argues that today's hybrid world must be bridged by a system that can leverage machine learning and artificial intelligence to classify and tag data in a fast-moving world.

The Pentagon has been talking about its vision for Joint All-Domain Command and Control for years. Now there's a plan to make it real. The formal implementation plan is still classified, but Defense officials say they're ready to get to work on JADC2's five separate lines of effort.
