Toni Westland joined the federal workforce as a ranger with the U.S. Army Corps of Engineers giving lock and dam tours on the Mississippi River. She then had a stint in north Georgia at Lake Lanier, then moved on to Lake Okeechobee and then Manatee Park in East Fort Myers. At some point she had vacationed on Sanibel Island so knew she loved the J.N. “Ding” Darling Wildlife Refuge, so when the opportunity arose in 2002 for her to join their team as an education specialist, she jumped on it and has been at Ding Darling ever since. Now, she's taking an early retirement as part of the federal government's downsizing DOGE efforts.

Tornado Threat Intensifies As Hurricane Milton Nears Florida Landfall

(AURN News) — As Hurricane Milton bears down on Florida's west coast, the NOAA National Weather Service National Hurricane Center is warning of an elevated tornado threat across much of central and southern Florida. The National Hurricane Center reports that the tornado risk associated with Milton is greater than typically seen with most landfalling hurricanes. A tornado watch has been issued through 9 p.m. EDT Wednesday, covering a large area from Orlando south to Lake Okeechobee and extending across much of central and southern Florida. Multiple tornadic thunderstorms have already been observed. These tornado-producing storms are expected to advance northward with one tornado already confirmed. The elevated tornado threat comes in addition to the numerous other hazards posed by Hurricane Milton. As a powerful Category 4 storm with maximum sustained winds of 145 mph, Milton is expected to bring devastating storm surge, destructive winds, and heavy rainfall to much of Florida. Residents in evacuation zones are urged to leave immediately and officials are asking for all Floridians to complete their storm preparations and be ready to shelter in place as Hurricane Milton approaches. Every bit of this overlooked past serves up important lessons; lessons that go largely unheeded leading to mistakes being repeated. Nitika Moibi, Andrea Stephenson, and Cynthia Calixte each touch on the current state of pediatric vaccination rates from the unique perspectives of a provider, through the lens of data, workforce and access, as well as community trust. The Fellows share personal experiences, historical data and information, as well as the importance of increasing these rates and tactics to make a difference. “If you don't have trust in your healthcare provider, then progress can't be made and you're not going to get the good care that you deserve. So please advocate for that and find a healthcare provider that you trust and can have these conversations with.” – Dr. Cynthia Calixte Cynthia Calixte, MD, MPH serves the lower Eastern Shore of Maryland as a Family Physician and the Physician Deputy for Wicomico County and Somerset County Health Departments. She works part-time at Menocal Family Practice in Salisbury, Maryland. Dr. Calixte graduated from SUNY Downstate Medical College in Brooklyn, NY, and completed her residency at the University of Maryland Medical Center in Baltimore.  After residency, she obtained her Masters in Public Health from CUNY School of Public Health and Health Policy in New York.  As a provider, she addresses the health inequities in her community.  She also understands the importance of preventive care and health education.  She is committed to educating her rural community on healthy lifestyle and chronic disease management. Andrea Stephenson-Royster, MBA, MHA is the Chief Executive Officer of the Lake Okeechobee Rural Health Network (LORHN), one of nine rural health networks established by the Florida state legislature. Mrs. Stephenson-Royster is committed to the residents, providers, and community partners that form the rural communities around Lake Okeechobee. She has developed a solid knowledge base of issues and trends in healthcare and human services during her 20 years in the public, private, and non-profit sectors, and has served on community committees and the board of directors of several nonprofit organizations in the fields of aging, health care, child welfare, community partnerships, and mental health. Nitika Moibi works for the Minnesota Department of Health, Office of Rural Health and Primary Care. She oversees statewide collection and analysis of data on Minnesota's healthcare workforce and directs research on workforce availability, distribution and emerging trends to inform workforce policies and investments. Her background includes health services research and rulemaking. Nitika received her undergraduate degree in Sociology and Human Resource Management from the University of Minnesota Duluth, and her graduate degree in public policy from the University of Minnesota's Humphrey Institute of Public Affairs.

In 2018, a water quality scare caused by changes in regulations allowed industries to dump their waste into Lake Okeechobee, resulting in harmful algal blooms and toxic red tide. These events led to the death of marine life, including fish, manatees, dolphins, and sea turtles, and the destruction of seagrass habitats. The foul smell and poor air quality caused by the decaying animals affected the health of residents and tourists alike. The tourism industry, which is a major source of revenue for Florida, has suffered greatly as a result of these water quality issues. Visitors come to Florida to enjoy activities such as deep-sea fishing, scuba diving, snorkeling, and beach activities. However, the presence of harmful algal blooms and the associated health risks have deterred tourists from visiting the state. This has resulted in a potential loss of millions, if not billions, of dollars for Florida's economy. A recent study conducted by the Captiva Conservation Foundation and other organizations revealed the economic impact of poor water quality in Charlotte, Lee, and Collier counties. The study estimated that harmful algal blooms and degraded water quality could lead to a loss of over $460 million in commercial and recreational fishing, over 43,000 jobs, $5.2 billion in local economic output, and $17.8 billion in property values. Additionally, property tax revenue could decrease by $60 million, and the value of outdoor recreation and quality of life could decline by $8.1 billion. The consequences of these water quality issues extend beyond the economic realm. The ability to enjoy outdoor activities, such as walking on the beach or kayaking in rivers, has been compromised due to the health risks associated with poor water quality. The decline in the manatee population, a popular attraction for tourists, further exacerbates the negative impact on the tourism industry. Addressing these water quality issues is crucial for the well-being of Florida's economy and its residents. It requires a concerted effort from government officials, environmental organizations, and concerned citizens. Monitoring water quality, implementing stricter regulations, and investing in projects and policies that improve water quality are essential steps towards mitigating the economic and environmental damage caused by harmful algal blooms. By taking action, Florida can protect its valuable tourism industry and ensure a sustainable future for its coastal ecosystems.

Chris Wittman grew up fishing every second he could. He never thought of becoming a fishing guide until he became one in 2000. This was the same year The Comprehensive Everglades Restoration Plan was signed into law by Governor Jeb Bush and President Clinton, which was a financial engine that was designated to save the Everglades. Invaluable clean water is paramount to insure the future of wildlife, birds and fish, and regain its lost prominence. The Everglades is one of our countries most treasured national parks and was rapidly dying. Over the next sixteen years the war over water was real and the flora and fauna of Florida was losing out to big sugar. In 2016, Lake Okeechobee was overwhelmed with green toxic water and billions of gallons were released into the St. Lucie and Caloosahatchee Rivers emptying into the Atlantic Ocean and Gulf of Mexico. It killed everything living in the water that was exposed to it. Even local riverside communities suffered the effects of the deadly water. Chris Wittman and Daniel Andrews quit their jobs as fishing guides to build an army to challenge the status quo in Tallahassee and help restore the clean water that was being misappropriated to the sugar industry. Through Chris Wittman, here is the story of Captains for Clean Water.
