All are invited to attend the 2nd Annual 2025 Ontario Police Suicide Memorial (OPSM) at 11a.m. ET, Sunday June 22, 2025 on Queen's Park Crescent, Toronto, to show support for all Ontario police members who have died "Because of the Line of Duty".  Our 10-5 Podcast guest is Psychologist Dr Andrew Ekblad. Dr. Ekblad is a Board Member of Canada Beyond the Blue, the peer led organization leading the Ontario Police Suicide Memorial with support of the Police Association of Ontario, the Ontario Provincial Police Association, and the Toronto Police Association.  Dr Ekblad discusses Post Traumatic Growth, and the importance of the Ontario Police Suicide Memorial.Ontario Police members are invited to attend the OPSM in our out of uniform.At 10:15 a.m. mustering will begin in the paved parking lot south of the Legislative Assembly Building.  A March to the Ceremony will begin promptly at 10:50 a.m.  The OPSM will be held at Queen's Park Crescent, which is located opposite Queen's Park. Juanita “Winnie” Migwans, a 31-year-old Indigenous woman from M'Chigeeng First Nation on Manitoulin Island, has been missing since October 4, 2024. She was last seen walking along Riverside Drive in M'Chigeeng. She disappeated without her phone, identification, or personal belongings . Her sudden disappearance has left her family and community deeply concerned.Migwans is described as 5'6" tall, weighing approximately 100 pounds, with brown hair and brown eyes . She was last seen wearing a light-colored jacket and dark pants.​In an effort to find her, a $100,000 reward is being offered for information leading to her whereabouts or the arrest and conviction of those responsible for her disappearance . Billboards have been placed across Manitoulin Island and along major highways to raise awareness, and a crowdfunding campaign is underway to fund additional signage.If you have any information about Juanita Migwans' disappearance, please contact the Ontario Provincial Police at 1-888-310-1122 or Crime Stoppers at 1-800-222-TIPS (8477). Back on the air after a lengthy break your host Michael Martinz presents the new and improved "Martinz ELEVATED Review" broadcasting early this morning from a chilly wintery day in south central, British Columbia. In today's program we welcome back our friend and conspiracy analyst Vincent Gircys to have a frank and realistic discussion about the events which have taken place in Canada since we last spoke.   Vincent was a former member of the Ontario Provincial Police. His 32 years of service included a number of duties throughout his career. From Emergency Response Team deployments to the Forensic Reconstruction of hundreds of cases. Having conducted over 4000 investigations he retired having received the Police Exemplary Service Medal.  Having retired in 2016, the onset of the Covid era became highly suspicious to Vincent  and he began investigating the many inconsistencies.  He spoke out publicly and actively denounced the unlawful actions of government overreach resulting in arrest warrants against him and the freezing of his bank accounts.  He was successful in obtaining a Superior court decision (The Mosely Decision) that determined the government overreach of the Emergency Measures Act was unlawful. He is now suing the government and those responsible in a civil action. Registered Nurse Michelle Marr works for Headwaters Healthcare Centre in Orangeville as a Mobile Crisis Response Team (MCRT) Nurse in partnership with Dufferin OPP Officers.  Michelle joins 10-5 The Official Podcast of the OPP Association to discuss the success of the Dufferin MCRT program and assert her wish for sustainable funding.  Dufferin County has one of the highest call volumes for mental health calls in Ontario. The Dufferin MCRT have not been able to deal with all of the calls due to not having 24/7 coverage. The Dufferin MCRT have dealt with 600 calls and made 1539 referrals in the first 11 months of 2024, reducing significantly the number of hospital visits for people experiencing mental health crisis. Dr. Frank Stechey is a renowned Canadian forensic dentist who has been involved in several criminal investigations assisting the Ontario Provincial Police, as well as police services throughout Ontario, Canada and internationally. He attended both public and high school in the Napanee area, subsequently graduating from Napanee District Secondary School in 1982. Terry was, and still is, very active in local community sports, playing for All Ontario Championship softball and hockey teams. He served as the captain of a number of these teams, including the Napanee Junior "C" hockey team. His competitive hockey concluded after playing for the Loyalist College Varsity hockey team. In 1984, Terry continued with his post-secondary education, attending Loyalist College in Belleville, Ontario, successfully obtaining a Diploma from Loyalist College in the Law and Security Program. In 1986, Terry embarked on a successful career in the Policing field, having served with both the Peel Regional Police and the Ontario Provincial Police, later retiring in 2016. Terry served in several capacities in the Policing field, from uniform patrol and administrative court duties to many specialized functions, ranging from drug undercover work, large-scale joint forces criminal investigations, and property and rural agricultural crime investigations. In 2018, Terry participated in the 2018 Municipal election, running for Councillor of Ward 2, Greater Napanee. He was successful in obtaining the Ward 2 Council seat, subsequently sitting on several Committees of Council during that time. These included the Cataraqui Conservation Authority, Committee of Adjustment, Physician Recruitment Committee, Municipal Heritage Committee, Property Standards Committee, and Council alternate for the County of Lennox and Addington. In January, a Canadian court ruled in favour of citizens who participated in the 2022 Freedom Convoy in Ottawa, determining that Justin Trudeau's Liberal government's invocation of the Emergencies Act was unconstitutional and without legal justification. The Emergencies Act was invoked on February 14, 2022 by the Federal Cabinet in an effort to shut down the peaceful protests happening in opposition to Covid-related mandates and restrictions. As a result of this decision, hundreds of Canadians had their bank accounts frozen (among other egregious acts), including Vincent Gircys, a retired member of the Ontario Provincial Police. In this episode, Meghan Murphy speaks with Vincent about his experience at the Convoy in Ottawa, the police and government response, and Justice Mosley's decision in response to the constitutional challenge brought forward by four plaintiffs, represented by the Justice Centre for Constitutional Freedoms (JCCF). On Halloween morning, 1984, 17 year-old Scott Christopher Dove left home in his car heading to classes at high school and disappeared. 8 days later his abandoned car was discovered behind the psychiatric hospital, across the street from the high school. Evidently he had been abducted.On December 1st, 30 days after he had disappeared, Scott Dove's body was discovered, dumped in a gravel pit, his body left for someone to find. He had been stabbed multiple times, and had bled to death.Immediately incredible rumors spread throughout the city, graphic tales of genital and facial mutilation done to Dove—sent as a message. Thunder Bay police proceeded with their murder investigation but by July, 1985 there had been no arrests.Scott's parents Dolly and Mervin Dove were desperate to bring the killers of their son to justice, and so they requested the regional Coroner conduct an inquest into Scott's death.In America, inquests are generally conducted by a coroner, who are officials of a county or city. These inquests are not trials, but investigations conducted to provide information that will assist in determining the manner in which a person died.In Canada, an inquest is a public hearing conducted by a coroner held to inform the public about the circumstances of a death. It is not an investigation. But unlike in America, inquest jurors are prohibited from making any finding of legal responsibility, or expressing any conclusion of law.2 days later the inquest was halted by an attorney on behalf of his client, convicted drug trafficker Gary Bruce Lamont. He had been named as Scott Dove's killer.By 1986, despite everyone, including the police believing that Lamont was their suspect, the murder case turned cold.Then just before Christmas 2013, Gary Lamont was arrested. But it was not for the murder of Scott Dove. The Ontario Provincial Police entered into an investigation regarding allegations of historical sexual assaults which had occurred between 1997 and 2007.At the preliminary trial in May 2014, victims of Lamont testified about 17 separate charges including seven counts of sexual assault, one count of administering a stupefying drug; one count of forcible confinement; and one count of sexual assault with a weapon—an axe. All involving young male victims, aged 17-24. He eventually plead guilty to 5 counts of sexual assault, and was sentenced to 5 years in prison.Gary Bruce Lamont as a convicted sex offender would be required to give a DNA sample. In 1984, DNA was in its infancy, as were its numerous future advancements. It was now 2016, 32 years later. Military Officer Serial Killer Russell Williams - Police Interrogation and Confession SHOCKING Bob McKeown deconstructs the interrogation and shocking confession of Russell Williams. From his initial denial to the full declaration of guilt, the fifth estate deciphers one of the most compelling and distressing confessions in Canadian criminal history with the help of people who know the art of interrogation better than anyone else. Investigation and arrest Jessica Lloyd, 27, had vanished on January 28, 2010. Investigators identified distinctive tire tracks left in snow near her home. One week after her disappearance, the Ontario Provincial Police conducted an extensive canvassing of all motorists using the highway near her home from 7 pm on February 4, 2010, to 6 am on the following day, looking for the unusual tire treads. Williams was driving his Pathfinder that day — rather than the BMW he usually drove — and an officer noticed the resemblance of his tire treads. These were subsequently matched to the treads near Lloyd's home. On February 7, 2010, the CFB Trenton base commander was at his newly built home in Ottawa, where his wife lived full-time and he lived part-time, when he was called by the OPP in Ottawa and asked to come in for questioning. During the 10-hour interview he confessed to the numerous crimes of which he was later convicted. Early the next morning Williams led investigators to the woman's body in a secluded area on Cary Road, about 13 minutes away from where he lived. Williams was also charged in the death of Corporal Marie-France Comeau, a 37-year-old military flight attendant based at CFB Trenton, who had been found dead inside her home in late November 2009. Along with the murder charges, Williams was charged with breaking and entering, forcible confinement, and the sexual assault of two other women in connection with two separate home invasions near Tweed, Ontario in September 2009. According to reports, the women had been bound in their homes and the attacker had taken photos of them. Williams was arraigned and remanded into custody on Monday, February 8, 2010. The Canadian Forces announced that day that an interim commander would soon be appointed to replace him (Dave Cochrane took over 11 days later), and removed his biography from the Department of National Defence website the following day. Hours after the announcement of Williams' arrest, police services across the country reopened unsolved homicide cases involving young women in areas where Williams, a career military man, had previously been stationed. According to news reports, police began looking at other unsolved cases based on a full statement that Williams gave to police. A week after his arrest, investigators reported that, along with hidden keepsakes and other evidence they had found in his home, they had matched a print from one of the homicide scenes to his boot. In addition to the four primary incidents, the investigation into Williams includes probes into 48 cases of theft of women's underwear dating back to 2006. In the searches of his Ottawa home, police discovered stolen lingerie that was neatly stored, catalogued, and concealed. In April 2010, Williams was placed on suicide watch after he tried to kill himself by wedging a stuffed cardboard toilet paper roll down his throat. Confession On February 7, 2010, Williams was interrogated at Ottawa Police Service headquarters by Detective Sergeant Jim Smyth, a member of the Ontario Provincial Police's Behavioural Sciences Unit. The interview started at 3 p.m. and by 7:45 p.m. he was describing his crimes. The interrogation lasted approximately ten hours. Excerpts of the confession were shown in court at Williams' sentencing hearing on October 20, 2010. In the confession, Williams gave details of his crimes, including the sexual assaults in Tweed and 82 break-ins and thefts. Some of them occurred in Ottawa homes within walking distance of his Orleans, Ontario home where he lived with his wife. Other break-ins and thefts occurred in Belleville, and in Tweed, where the couple had had a cottage since 2004. He also told police where they could find evidence, including hidden keepsakes, inside the Ottawa home. The couple had moved to a new house two months before he was interrogated by police. He told Detective Sergeant Jim Smyth where police could find the thousands of images he took of Lloyd and Comeau and the two women he sexually assaulted. He then identified on a map where he dumped Lloyd's body. A video of the interrogation was made available to the public and was posted online by several newspapers and on YouTube.

Tyler was born and raised in the Bruce Peninsula and now lives in beautiful central-northern Ontario. From his initial denial to the full declaration of guilt, the fifth estate deciphers one of the most compelling and distressing confessions in Canadian criminal history with the help of people who know the art of interrogation better than anyone else. Investigation and arrestJessica Lloyd, 27, had vanished on January 28, 2010. Investigators identified distinctive tire tracks left in snow near her home. One week after her disappearance, the Ontario Provincial Police conducted an extensive canvassing of all motorists using the highway near her home from 7 pm on February 4, 2010, to 6 am on the following day, looking for the unusual tire treads. Williams was driving his Pathfinder that day — rather than the BMW he usually drove — and an officer noticed the resemblance of his tire treads. These were subsequently matched to the treads near Lloyd's home.On February 7, 2010, the CFB Trenton base commander was at his newly built home in Ottawa, where his wife lived full-time and he lived part-time, when he was called by the OPP in Ottawa and asked to come in for questioning. During the 10-hour interview he confessed to the numerous crimes of which he was later convicted. Early the next morning Williams led investigators to the woman's body in a secluded area on Cary Road, about 13 minutes away from where he lived. Williams was also charged in the death of Corporal Marie-France Comeau, a 37-year-old military flight attendant based at CFB Trenton, who had been found dead inside her home in late November 2009.Along with the murder charges, Williams was charged with breaking and entering, forcible confinement, and the sexual assault of two other women in connection with two separate home invasions near Tweed, Ontario in September 2009. According to reports, the women had been bound in their homes and the attacker had taken photos of them.Williams was arraigned and remanded into custody on Monday, February 8, 2010. The Canadian Forces announced that day that an interim commander would soon be appointed to replace him (Dave Cochrane took over 11 days later), and removed his biography from the Department of National Defence website the following day.Hours after the announcement of Williams' arrest, police services across the country reopened unsolved homicide cases involving young women in areas where Williams, a career military man, had previously been stationed. According to news reports, police began looking at other unsolved cases based on a full statement that Williams gave to police.A week after his arrest, investigators reported that, along with hidden keepsakes and other evidence they had found in his home, they had matched a print from one of the homicide scenes to his boot.In addition to the four primary incidents, the investigation into Williams includes probes into 48 cases of theft of women's underwear dating back to 2006. In the searches of his Ottawa home, police discovered stolen lingerie that was neatly stored, catalogued, and concealed.In April 2010, Williams was placed on suicide watch after he tried to kill himself by wedging a stuffed cardboard toilet paper roll down his throat.ConfessionOn February 7, 2010, Williams was interrogated at Ottawa Police Service headquarters by Detective Sergeant Jim Smyth, a member of the Ontario Provincial Police's Behavioural Sciences Unit. The interview started at 3 p.m. and by 7:45 p.m. he was describing his crimes. The interrogation lasted approximately ten hours. Excerpts of the confession were shown in court at Williams' sentencing hearing on October 20, 2010.In the confession, Williams gave details of his crimes, including the sexual assaults in Tweed and 82 break-ins and thefts. Some of them occurred in Ottawa homes within walking distance of his Orleans, Ontario home where he lived with his wife. Other break-ins and thefts occurred in Belleville, and in Tweed, where the couple had had a cottage since 2004.He also told police where they could find evidence, including hidden keepsakes, inside the Ottawa home. The couple had moved to a new house two months before he was interrogated by police. He told Detective Sergeant Jim Smyth where police could find the thousands of images he took of Lloyd and Comeau and the two women he sexually assaulted. He then identified on a map where he dumped Lloyd's body. It is March 17, 1997, and the day is winding down for Killaloe Ontario police superintendent Ken Leppert. As he leaves the Ontario Provincial Police dept, he is greeted by 39-year-old Nancy Filmore. The visibly upset woman demands to speak to a detective. As the two sit down, Nancy tells the detective she is there to talk about Cherrylle Dell. She blasts into name-calling, directed at the 42-year-old widow and mother of three, Cherrylle. Nancy goes on to say that Cherrylle has been opening accounts of credit under fake names and reporting bogus burglaries to gain insurance money. When asked if she could prove her allegations, Nancy said no, leaving the detective with little to go on. He takes her statement and files it away for now. When asked how she knows Cherrylle, Nancy said they used to date, but the relationship ended and not on a good note. Nancy adds that she is suing Cherryll, claiming that her ex-lover stole money and clothing from her. Now the detective wonders if this is just a scorned lover out for revenge, but this is only the beginning. As Nancy is telling the detective this long detailed story, Nancy messes up and tells a little too much…it is too late now. She could not go back. The detectives knew there was much more to this story than revenge and a jilted lover.
