Says deputies punished for writing too few tickets The union representing Putnam County Sheriff's Office deputies said it has filed a complaint with the state labor board alleging that its members are penalized for failing to meet quotas for writing tickets. The Sheriff's Office PBA announced on May 10 that an action has been filed with the state Public Employees Relations Board (PERB) against Sheriff Kevin McConville, Putnam County and County Executive Kevin Byrne. Neither the union nor the sheriff or county executive's offices responded to emails about the allegation, but a Facebook post by the PBA said Capt. James Schepperly, who heads the Sheriff's Office's patrol division, has used quotas "as a gauge of a deputy's performance," in violation of department policy and state law. The Sheriff's Office only publicizes its use-of-force policy. But state labor law bars police agencies from penalizing officers - including "reassignment, a scheduling change, an adverse evaluation, a constructive dismissal, the denial of a promotion or the denial of overtime" - for failing to meet quotas for writing tickets or arresting or stopping people. Putnam deputies who did not write enough tickets "had their schedules changed and were subjected to a change of duty assignment or location as punishment," according to the PBA. "It's our expectation that once our case is heard by PERB they will side with the PBA and these unlawful, retaliatory actions, that create an increase in tax dollars, will stop." According to data provided by the state Department of Motor Vehicles, Putnam deputies wrote 5,422 tickets in 2024, 20 percent fewer than 2023. Most drivers were cited in Southeast, followed by Philipstown and Putnam Valley. The most common infraction was an expired or missing state safety inspection, followed by driving without a license, lack of registration, speeding and disobeying a traffic device. According to Jackie Fielding, a fellow with the Brennan Center for Justice in New York City who co-authored a 2022 report on ticket quotas, they "can incentivize officers to prioritize enforcement activities that can be completed quickly and easily," rather than "investigating more complex or violent crimes that significantly impact public safety." "In the more extreme case, officers can resort to malfeasance to meet their quotas: fabricating a reason for a stop or arrest, assigning tickets to fictitious drivers or even recording tickets for dead people," she said. One case occurred in February 2023, when the Westchester County district attorney charged a state trooper, Edward Longo, with writing at least 32 tickets over 10 years on the Sprain and Taconic parkways for drivers he never stopped, including someone who had died before the ticket was issued. Longo was charged with 32 felony counts. The trooper who filed the paperwork charging Longo said his division "monitors its officers for performance-related goals in the issuance of traffic tickets," according to The Journal News, and may counsel those "who do not meet expectations or whose productivity falls below their peers."

Homestyle faced criticism over Trump treats There was nothing sweet about the phone calls Homestyle Desserts Bakery began receiving last week about its butter cookies featuring images of presidential candidates Kamala Harris and Donald Trump, according to co-owner Laura Timmons. The quadrennial tradition, dating back more than two decades, had never drawn controversy until this month, when a Philipstown resident on Facebook denounced Homestyle for putting "the face of a 34-time convicted felon … who incited an attack on our nation's Capitol" on cookies and vowed to stop patronizing the bakery. Then the angry calls began, said Timmons on Monday (Sept. 23). "Why would you do that?" "You guys are disgusting." "We're not going to buy from you anymore." "We're going to tell all our friends." Standing behind the counter inside the Peekskill location (Homestyle also sells the cookies at its location on Route 301 in Nelsonville), Timmons pointed to a stack of white shipping boxes sitting on a table. The bakery is being inundated with a different type of call: Trump fans placing orders for shipments to Florida, Kentucky, North Carolina, South Carolina, Texas and other states. A story posted by The Journal News on Sept. 20 about the controversy reached Dan Scavino Jr., a Westchester County native who was deputy chief of staff in the Trump White House and is an adviser to the former president's campaign. He reposted it on social media, and Homestyle has been swamped with orders, mostly for Trump treats. On Monday, Timmons said she expected to send out 2,000 Trump cookies and 200 with Harris' image. "We were selling even until that post [from Scavino] went out, and then it shifted," she said. Homestyle has been putting edible images on cookies and cakes for decades, said Timmons, with clients that have included the Yankees and their players. The visages of the Democratic and Republican candidates for president were introduced on cookies about 25 years ago and meant to be a bipartisan diversion, said Timmons. Unfortunately, the hardening divide between Democrats and Republicans has been characterized by increasing hostility. A Pew Research Center poll in 2022 found that growing numbers of partisans view each other as "more closed-minded, dishonest, immoral and unintelligent." Passions have led to attacks on businesses, but typically only if they promote one candidate over another. The owner of a Manhattan clothing store, for example, said a man wearing a Trump T-shirt attacked her last month, apparently angered by a pro-Harris poster in her window. In a Facebook post in response to the phone calls, Homestyle said that its employees and their family members and friends "hold different beliefs and choices" without threatening each other. "Everybody should be free to choose, and fighting over it is not the answer," said Timmons. State Sen. Pete Harckham, a Democrat whose district includes Peekskill, visited the bakery on Sunday (Sept. 22) after hearing about the calls. The senator, who in April 2022 presented Homestyle with a certificate recognizing it as a New York State Historic Business, recorded a video before leaving. "I know that we're divided and I know we're polarized, but cookies? Really?" he said, holding a microphone in one hand and a bipartisan order of six cookies for each candidate in the other. "Threatening a bakery is not a productive way to help your candidate."

House member becomes latest Democrat to break with nominee Rep. Pat Ryan, a Democrat whose 18th Congressional district includes Beacon, published an opinion piece in the Poughkeepsie Journal on Wednesday (July 10) calling for President Joe Biden, also a Democrat, to end his bid for re-election. Ryan, who urged Biden to "deliver on his promise to be a 'bridge' to a new generation of leaders," posted a similar message on X/Twitter on Wednesday. He becomes the eighth House Democrat and the first elected official in New York to ask Biden to step aside after his poor performance in a June 27 debate against former President Donald Trump, the presumptive Republican nominee. Biden has so far brushed off the calls, saying earlier this week in a letter to congressional Democrats that he is "firmly committed" to staying in the race. Support for Trump Rep. Mike Lawler, a Republican whose 17th Congressional district includes Philipstown, has endorsed former President Donald Trump but hasn't exactly been shouting from the rooftops about his decision. In a December town hall, he said he would prefer that neither Trump nor Biden were on the ballot. "I don't think either of them are able to do the job, frankly, at this point," he said. In April, he declined to tell a reporter from the Journal News whom he had voted for in the New York presidential primary, or if he had voted, although two days later he told CNN he had voted for the former president. In his op-ed, Ryan, who is up for re-election this fall and holds a House seat that Republicans have targeted to flip, recalled taking the oath of office 18 months ago. "As I stood there, on the very same ground at West Point where I took a similar oath 20 years earlier," wrote Ryan, a West Point graduate and U.S. Army veteran, "I felt the full weight and responsibility of this position. "That oath wasn't to any party, special interest or politician," he said. "As an American - as a patriot - I swore to support and defend the Constitution of the United States against all enemies, foreign and domestic." Ryan called Trump "a threat to American democracy" who has been convicted of a felony, tried to overturn the 2020 election and, if re-elected, "wants to criminalize abortion, give more tax breaks to billionaires and big corporations and gut Social Security." Ryan said that Biden is "a patriot and a person of great integrity" while acknowledging past disagreements with the president over border policies and his withdrawal in 2021 of troops from Afghanistan. However, in "countless conversations, especially over the last few weeks," Ryan said that constituents have told him they're losing faith in the country. They feel both Democrats and Republicans have failed them and that Biden and Trump, who are the two oldest presidential candidates ever presented by the parties, are "awful" choices, he said. "Let me be clear: I am asserting no moral equivalency between Biden and Trump," wrote Ryan, who said he will vote for Biden if he remains in the race. But for the good of the country and "the future of our kids and grandkids," the president should step aside, he said. "And I'll work with any patriot who wants to join me in putting country before party to get it done."

Even decades later, a case known as the Easter Sunday Massacre continues to haunt the Hamilton, Ohio community. In 1975, James "Jim" Ruppert murdered 11 members of his own family.  Journalist Karen Holcomb first became familar with the case in the 1990s, when she was a reporter for the Journal News. Jamaal Bowman is taking a stand to hold the federal government accountable for the enduring impacts of slavery and systematic racism by introducing a $14 trillion reparations bill, as reported by The Journal News. The proposed legislation, HR 414, aims to provide free college education at the 107 Historically Black Colleges and Universities (HBCUs) across the nation. Additionally, it seeks to support the National Publishers Association and National Association of Black Broadcasters, along with advocating for the restoration of voting rights for individuals currently or previously incarcerated. With approximately 42 million African Americans constituting 12 percent of the U.S. population, Bowman suggests that, if evenly distributed, each person could receive $333,000, potentially disbursed over several decades. On August 6, 1978, the body of thirty-five-year-old bar owner Jack Tupper was found in a vacant lot in the Bronx, just across the street from the local firehouse. His face had been severely slashed, his head and body badly beaten, he had been shot seven times, and finally, he had been set on fire. Witnesses reported seeing a small group of men in the lot attempting to set fire to a box earlier that day, including three witnesses who identified former racehorse trainer Howard “Buddy” Jacobson as one of the men, and one who was able to provide detectives with the license plate number of the car they were driving.Buddy Jacobson was quickly arrested for Tupper's murder and the story quickly became New York's latest scandal: Former horse trainer murders man in love triangle. I'm joined by professional writer, salsa dancer, world traveler and patron of the arts Ken Valenti. A former journalist for The Journal News, he is currently working in the public relations industry. This Fordham University graduate also enjoys writing for leisure. As a participant of National Writing Month November, he has partaken in the lofty challenge of writing a novel of at least 53,000 words within the month of November once a year. Not a stranger to international adventure, Ken was a part of language study programs that gave him opportunities to visit several countries in Latin America. Recently he has returned from a trip to Iceland where he immersed himself into local culture by sampling the infamous Icelandic delicacy of aged shark meat. This worldly former salsa partner of mine was my classmate while we were both training in club-style Latin dancing at Dance Mosaic. Marlon Sobol is a professional percussionist and board certified music therapist who has performed extensively throughout the world. Sobol's musical pedigree runs in the family. His father was a master clarinetist, concert producer, and educator and his mother is a concert pianist, as well as a music teacher for special learners. The younger Sobol has shared the stage with musical legends Richie Havens(Woodstock 1969), David Amram(Manchurian Candidate), and Candido Camero(2008 NEA Jazz Master). Sobol was featured on the Grammy nominated album, "Youth", and has performed at Madison Square Garden and appeared on the Carson Daly Show. He is the percussionist in Afro-Beat Jazz band “Zion 80,” whom the NY Times has hailed as a "truly soulful experience!" Sobol toured Europe performing at the Sarajevo Jazz Festival in Bosnia and at “Porgy and Bess” Jazz Club in Vienna, Austria. His work as both musician and music therapist have been featured in "DRUM!" Magazine; in "Preserving Your Memory" Magazine; in the Journal News, on Armand Dimele's, "The Positive Mind," and NPR's "Soundcheck" with John Schaefer. When Jane graduated from Columbia University's Graduate School of Journalism, she was able to work in the last few years of New York's newspaper scene before journalism moved online. Jane started her career at The Journal News and later for ESPN and now Deadspin. She has covered the NFL and been an analyst for SportsCenter, The Sports Reporters, and Outside the Lines in addition to having a radio show and podcast. Throughout it all Jane has loved teaching.      Slam the Gavel welcomes Antonella Giovanna to the podcast for up-dates to her case. She was last on Season 3, Episode 102. She is a mother and former dental assistant  for many years and now works in a school as a teacher's assistant in support for children with special needs and suddenly called Mentally ill by an extremely corrupt family court. Judge Sheri Eisenpress doesn't have very good press herself. There was an article written on July 6th, 2016, by Lee Higgins and Jonathan Bandler in The Journal News, "Rockland Judge Tied To FBI Sting." Apparently in this article, "an FBI informant at the center of a political corruption probe that brought down the former state Senate majority leader says he helped elect Rockland Family Court Judge Sheri Eisenpress by using her money to bankroll an illegal campaign finance scheme and by bribing a public official, an investigation by The Journal News found."  However, this judge still is on the bench abusing families and their children. This judge is also active in the Supreme Court.    Now Antonella has been assigned a "gatekeeper." and has to go through that individual to file motion.  She can't file a motion without the judge's permission.There is a lot of control in this courtroom. After a court hearing was over, the judge said in a loud voice to the ex, "I give you permission to tell the kids their Mother doesn't want to see them." When Antonella asked several people around her they acted like they didn't want to get involved.     Another incident was when her 13 year-old was in the courtroom and asked the judge if she could see her mother, the judge stated to her, "you are starting to sound like your Mother."     Antonella has so many concerns for her children. She fears for her children's future. Her children had a happy life, she was hoping for that to continue after the divorce. However, now they are brought into corruption and abuse. Our children are our FUTURE. These judges are destroying their mental state and causing a general mistrust in people. I love Dive Bars. Go figure I met ‘my guy' in a dive bar. There are great dive bars in every state but I bought my local lohud newspaper last Sunday just to read reporter Jeanne Muchnick's story about the local dive joints. She found a great bunch of 'under the radar' dive bars to showcase in the Westchester and Rockland N.Y. areas but there are great  local dives bars all over the country. Many were challenged during the pandemic, but many prevailed and now serve up just the right nostalgic vibe people are craving. A fun read is the Best 33 Dive Bars in America from Thrillist.com. TimeOut.com just published the 18 Best Dive Bars in NYC.   I've become an online information junkie, but feeling nostalgic I bought an actual ‘physical' newspaper when the dive bar story caught my eye.  I thought it might be fun to keep handy and figure out how my boyfriend Dave and I could have some fun trying to hit all those dive bars at some point. Why are dive bars called dive bars? According to Wikipedia, the term ‘dive' was first used in the press in the U.S. in the 1880's to describe disreputable places that were often in basements into which one 'dives below'. Once considered a derogatory term, dive bar is now a coveted badge of honor bestowed by aficionados looking for authenticity in such establishments. “ Jeanne Muchnick, the fun and fabulous food and dining reporter for lohud.com/The Journal says, these days we're all craving 'nostalgia', so these neighborhood stalwarts have become more popular than ever. Jeanne describes the modern day dive bar as, “Humble decor (most often highlighted by a dart board and/or pool table or both) cheap beers, a long history and dedicated regulars.” Dive bars are places where all kinds of people from all walks of life drop by to feel ‘community'. And everyone has a favorite. The woman was severely burned and covered in scratches from dragging herself a quarter of a mile through branches and undergrowth.
