Says deputies punished for writing too few tickets The union representing Putnam County Sheriff's Office deputies said it has filed a complaint with the state labor board alleging that its members are penalized for failing to meet quotas for writing tickets. The Sheriff's Office PBA announced on May 10 that an action has been filed with the state Public Employees Relations Board (PERB) against Sheriff Kevin McConville, Putnam County and County Executive Kevin Byrne. Neither the union nor the sheriff or county executive's offices responded to emails about the allegation, but a Facebook post by the PBA said Capt. James Schepperly, who heads the Sheriff's Office's patrol division, has used quotas "as a gauge of a deputy's performance," in violation of department policy and state law. The Sheriff's Office only publicizes its use-of-force policy. But state labor law bars police agencies from penalizing officers - including "reassignment, a scheduling change, an adverse evaluation, a constructive dismissal, the denial of a promotion or the denial of overtime" - for failing to meet quotas for writing tickets or arresting or stopping people. Putnam deputies who did not write enough tickets "had their schedules changed and were subjected to a change of duty assignment or location as punishment," according to the PBA. "It's our expectation that once our case is heard by PERB they will side with the PBA and these unlawful, retaliatory actions, that create an increase in tax dollars, will stop." According to data provided by the state Department of Motor Vehicles, Putnam deputies wrote 5,422 tickets in 2024, 20 percent fewer than 2023. Most drivers were cited in Southeast, followed by Philipstown and Putnam Valley. The most common infraction was an expired or missing state safety inspection, followed by driving without a license, lack of registration, speeding and disobeying a traffic device. According to Jackie Fielding, a fellow with the Brennan Center for Justice in New York City who co-authored a 2022 report on ticket quotas, they "can incentivize officers to prioritize enforcement activities that can be completed quickly and easily," rather than "investigating more complex or violent crimes that significantly impact public safety." "In the more extreme case, officers can resort to malfeasance to meet their quotas: fabricating a reason for a stop or arrest, assigning tickets to fictitious drivers or even recording tickets for dead people," she said. One case occurred in February 2023, when the Westchester County district attorney charged a state trooper, Edward Longo, with writing at least 32 tickets over 10 years on the Sprain and Taconic parkways for drivers he never stopped, including someone who had died before the ticket was issued. Longo was charged with 32 felony counts. The trooper who filed the paperwork charging Longo said his division "monitors its officers for performance-related goals in the issuance of traffic tickets," according to The Journal News, and may counsel those "who do not meet expectations or whose productivity falls below their peers."

Paranormal researcher Alex Matsuo joined guest host Rich Berra (email) to explore the darker side of Christmas traditions. For centuries, societies, particularly in pagan traditions, believed that the veil between the living and the spirit world was thinner during this time, with figures like Odin leading the Wild Hunt to collect souls, she explained. This belief in wandering spirits and darker forces inspired tales and traditions, which were later blended into festive storytelling, most notably by Charles Dickens in A Christmas Carol. This juxtaposition of joy and darkness is characteristic of the season, she added.Matsuo shared how personal experiences shaped her exploration of Christmas's darker lore. Following the loss of close family members and grappling with personal grief, she found solace in delving into the macabre aspects of Christmas traditions. She highlighted figures like Krampus and Frau Perchta, who imposed moral lessons through fear, as well as the evolution of these traditions into more playful modern interpretations. This historical curiosity also revealed how pre-Christian practices were often absorbed into Christian festivities, she noted.Matsuo traced the origins of various Christmas figures and their traditions from around the world, emphasizing the Scandinavian roots of many customs. For example, she examined Krampus's role as Saint Nicholas's enforcer, punishing naughty children, and Finland's Joulupukki, a goat-like figure evolved from darker mythological roots into a gift-giving entity akin to Santa Claus. The cultural importance of leaving offerings for these figures is a recurring theme, symbolizing respect and gratitude to mythical guardians, she pointed out.------------------------------------------During the latter half of the program, bestselling author William Forstchen touched on drone sightings in the U.S., and the potential dangers of solar flares and EMPs. He expressed frustration with the bureaucracy's sluggishness in addressing aerial threats, likening it to the inefficiencies of the Department of Motor Vehicles. He noted that clear, decisive action, such as shooting down unverified objects, could provide answers and alleviate public concern. Forstchen critiqued the federal government's response to incidents like the Chinese spy balloon, which traversed the U.S. largely unchallenged.Shifting to EMPs, Forstchen elaborated on the catastrophic consequences of such an event, detailing how it could cripple electrical grids and lead to societal collapse. The U.S. Supreme Court has sided with Virginia Gov. Glenn Youngkin to allow the state to continue purging voter registrations flagged as potential non-citizens just days before the election. Virginia has been removing voters based on Department of Motor Vehicle data, leading to the cancellation of over 1,600 registrants. But many critics say the system is flawed. The Supreme Court's conservative majority ruled in favor of the program without explanation. This, despite lower courts blocking it to prevent eligible citizens from being taken off the rolls. Voters who discover they're being removed can re-register and vote on election day using same-day registration. In the wake of the decision, the NAACP called an emergency briefing to mobilize local advocates and leaders about how this is connected to broader election subversion efforts and how the organization plans to work to ensure that purged voters are re-registered and able to cast effective ballots. Imagine you're at home when you hear a knock. At your door are people who want you to share, in detail, who you voted for in the last election, months ago. When you ask them who they are and where they're from, they remain vague and perhaps even aggressive.This was the case for some Americans in the years after the 2020 election, part of a spate of behaviors by election skeptics and deniers that, in some cases, amounted to voter intimidation. The history of voter intimidation in the United States is sordid and violent, especially in the century between the U.S. Civil War and the passage of strong voter protections in the 1960s. But it's important to remember that voter intimidation is against the law. Whether you're voting in-person, by mail or via election dropbox, you should never be made to feel unsafe or intimidated while exercising your freedom to vote..Carly Koppes, the clerk and recorder of Colorado's enormous Weld County, describes to us the steps she and fellow officials took when they received reports of unwelcome and unofficial vigilante election “auditors” going door to door in 2021. Christina Das of the NAACP Legal Defense Fund walks us through the bleak history of voter intimidation in America. She received her Colorado Election Official Certification from the Colorado Secretary of State in October 2007 and finished up her national designation of Certified Elections/Registration Administrators (CERA) through the Elections Center's Professional Education Program at Auburn University in July of 2014. Carly is a 2016 graduate of the Leadership Program of the Rockies and in 2019 she received her Public Leadership certification from Pepperdine University through the International Association of Government Officials. Carly was also honored along with the Colorado County Clerks Association to receive the Defender of Democracy Award from The Center for Election Innovation and Research in 2022. In 2023 Carly was appointed to the national Local Leadership Council of the Election Assistance Commission and was elected as the Vice Chair of the Council. Carly is the youngest person to be elected to the position of Weld County Clerk and Recorder.  Carly is currently serving on the Executive Board for the Colorado County Clerks Association; Carly was President of the Colorado County Clerks Association in 2021 and will serve as President in 2026.Christina Das is Counsel on the Black Voters on the Rise team with LDF, an interdisciplinary team leading year-round election protection and election administration advocacy efforts across the South, using legal, organizing, and advocacy tools to defend and advance the rights of Black voters to participate in our democracy. Christina's experience includes executing strategic campaigns to expand voter access, such as passing legislation for in-person Early Voting in South Carolina in 2022 and working with state-based coalitions to implement jail-based polling places for eligible detained individuals across Texas. She co-leads the national Election Protection Working Group for Jail and Post-Release Voting and has been working with system impacted individuals over the past four years to break down procedural barriers to accessing the ballot behind bars. Christina will lead LDF's election protection program in Texas for the 2024 cycle and support ongoing litigation efforts. Post-election, she works to safeguard the election certification process from any targeted sabotage efforts, as well as working on future policy and election administration reforms at the local, state, and federal level.Jonathan Diaz is Director for Voting Advocacy and Partnerships at Campaign Legal Center. Jonathan helps lead CLC's work on combating election manipulation and participates on behalf of CLC on a number of democracy reform coalitions, coordinating CLC's work with partner organizations at the national, state and local levels. He also litigates voting rights cases across the United States, including VoteAmerica v. Raffensperger (N.D.Ga.), LUCHA v. Fontes (D.Ariz.), and Raysor v. Lee (N.D.Fla./11th Cir./SCOTUS).
