Dogs are being reported dead in Michigan and Indiana. And that's just the ones that get reported. Don't leave your animal companions out in the cold. Simple tips that will show you care and keep your animals alive. Emil talks with Emily Allen of PETA's CAP program. If you see an animal out in the cold, contact peta.org. See the impact of the cold weather here. Keep animals indoors. Freezing temperatures spell extra hardship for “backyard dogs,” who often go without adequate food, water, shelter, or veterinary care. If you see animals left outside without shelter from the elements and are unable to help, note their location and alert authorities immediately. (For information regarding what constitutes adequate shelter, click here.) In cold weather, you can provide birds and other animals with access to water by filling a heavy nonmetal water bowl (tongues can freeze to metal) and breaking the surface ice twice a day. When weather improves, be sure to remove any food offerings to encourage animals to move on to warmer areas. Anyone who leaves animals outside to suffer in severe weather may be prosecuted. The promise of a liberal arts education has always been the insight offered to us by classic texts about the human experience. Emily Allen-Hornblower and Nafeesah Goldsmith tell us the appeal is not limited just to traditional students in classrooms, but also students learning in environments as challenging as the American judicial system. Emily Allen-Hornblower is Associate Professor of Classics at Rutgers University. She is a graduate of the Ecole Normale Supérieure in Paris, France, and received her Ph.D in Classics from Harvard University. She has published articles on archaic and classical Greek literature, Greek and Roman historiography, and the twentieth-century reception of Greek drama. She is the author of “From Agent to Spectator: Witnessing the Aftermath in Ancient Greek Epic and Tragedy.” Her areas of interest include, storytelling, religion and gender, ancient cultural history, ancient Greek and Roman epic, Greek drama, and social justice. Her book and articles center on both ancient and modern conceptions and portrayals of the human condition, suffering, and connection and disconnection between individuals and groups. Allen-Hornblower has taught Classics and world history in medium and maximum security prisons in New Jersey, as part of the Scholarship and Transformative Education in Prisons (NJ-STEP) program. Nafeesah Goldsmith is the CEO of RISE, Real Intervention Supports Excellence, a mission-based sustainability initiative that supports initiatives that support at-risk communities and building prison-free futures. When she was 21 years old, she began serving a 15-year prison sentence at the Edna Mahan Correctional Facility for Women, where she began her college career through the Clinton College Bound/NJ-STEP program. Goldsmith was released from prison on June 23, 2015, and dedicates her time to speaking on incarceration, reentry, the School to Prison Pipeline, and the effects of incarceration on families and communities. She studied Criminal Justice at Monmouth University after earning a bachelor's degree in Sociology. She is also an alumna of Rutgers University and is currently pursuing a degree in law. Around 50 individuals who had been experiencing homelessness have found a temporary place to live at a former sorority house on El Colegio Road in Isla Vista. KCSB's Lisa Osborn speaks with Emily Allen, with the County of Santa Barbara Housing and Community Development Division, about the new South County Navigation Center, and "Hedges House of Hope" program, named in honor of the late Isla Vista resident and housing advocate, Father Jon-Stephen Hedges. Allen also provides information on a new emergency housing vouchers program aimed at supporting residents in achieving a more stable place to live.

In this episode of Inside Appalachia, we're revisiting some of the stories we have reported about economic development. We'll hear how these projects are doing today, and how the pandemic has impacted these efforts. Lavender An economic development project in southern West Virginia, partly funded by a $1 million grant from the Appalachian Regional Commission, planned to grow lavender on former strip mines in West Virginia, and to employ former miners and veterans. After our first story aired in early 2018, we heard from students in the program who felt misled by the promises of the project, called Green Mining. Roxy Todd revisited the site to find out what happened, in a story we originally aired later in 2018. Recently, we followed up with the CEO of the West Virginia Regional Technology Park to see how things turned out. Apple Orchards Another initiative to use abandoned mine land for economic development is being run by the West Virginia National Guard. In 2018, the guard received more than $5 million to grow apples in Nicholas County, West Virginia. We explore this project's ambitious goals to create jobs through apple farming. Farm Distribution The Sprouting Farms project in Talcott, West Virginia connects farmers with customers throughout West Virginia. In 2018, reporter Brittany Patterson visited the program. In the past year, Sprouting Farms has grown. As part of a collaborative project with other organizations, they've been selling more food through their online site, called Turnrow, where customers can purchase food directly from farmers and get the food delivered to their town the following week. The pandemic has increased demand for local foods, said April Koenig, one of the managers at Sprouting Farms. “The pandemic has absolutely highlighted how badly the West Virginia economy, the food sector, needs this,” Koenig said. Working Together The Sprouting Farms story highlights the need to work together. The West Virginia Community Development Hub works to connect initiatives statewide. Researchers at The Hub spent more than a decade studying the success of economic development projects. They found that many one-off federal investments prove largely unsustainable, but when people collaborate, they tend to be more successful long term. Now, they're encouraging groups and local governments to work together. Roxy Todd interviewed Stephanie Tyree, executive director of The Hub, in 2018, about why collaboration can help leverage federal investment for Appalachia. Tyree also points to Western Germany as a region that has found ways to jumpstart small business development, as they make the transition away from coal as a major economic driver. Outdoor Tourism Economic development in Appalachia was challenging before the pandemic. In some ways, it's even tougher now. On the other hand, outdoor tourism is a natural growth industry in the region. We listen back to a story Emily Allen originally reported in 2019, about ATV tourism on the Hatfield and McCoy Trails in Southern West Virginia — another recipient of federal investment.
