European Movement Ireland and Konrad- Adenauer- Stiftung (KAS) UK and Ireland hosted 'Artificial Intelligence - How will Europe Innovate?' The event explored the challenges and opportunities ahead for AI innovation, political leadership and the future development of AI across Europe, as the European Union sets out its ambitious agenda to become a global leader in AI. AI EU Innovation The EU AI act, which forms part of this vision, is the world's first act to regulate the use of AI globally. In force since 2024, with some exemptions for high-risk AI until 2027, the EU AI Act will be fully applicable from 2026, coinciding with Ireland's Presidency of the European Council. Given the presence of multinational tech companies, and leading research institutions in the country, Ireland is well positioned to influence how AI is advanced across the bloc into the future. Chair of the Oireachtas Committee on EU Affairs, Barry Ward TD said: "As Europe takes bold steps toward responsible AI innovation, today's discussion underscores the need for political leadership that is both visionary and grounded in our shared values. With Ireland preparing to take on the Presidency of the European Council in 2026, along with our thriving tech sector and academic excellence, we are uniquely placed to help lead this conversation and ensure AI development in Europe is ethical, innovative, and inclusive." Noelle O Connell, CEO European Movement Ireland said; "As the global race continues for leadership in AI, I am delighted to hear the statement from Minister Smyth, welcome Chair of the Oireachtas Committee on EU Affairs Barry Ward TD, and listen to the insights from the expert panel today on AI innovation, as it increasingly shapes all aspects of our daily lives and influences decision making. We are at a pivotal time when trust in institutions is falling, as revealed by EM Ireland's EU Poll 2025, a majority stated (40%) they do not trust any institution and less than one in three (30%) expressed trust in the EU in Ireland. Since the full-scale invasion of Ukraine by the Russian Federation, EU enlargement has regained pertinence. With eight candidate countries and two applicant countries, many have noted the need for reforms in how the EU operates before there can be a 37 Member State Union. In her address to the IIEA, Jessika Roswall, Minister for EU Affairs of Sweden, gives a timely survey of the Swedish government's view on the topics of EU enlargement and the future of the EU. About the Speaker: Jessika Roswall is the incumbent Minister of EU Affairs and Nordic Cooperation, having held that role since 2022. She has been a member of the Riksdag (the Swedish Parliament) since 2010. Prior to her current ministerial role, Ms Roswall was Chair of the Moderate Party in Uppsala County. She also served as a member of the advisory councils of the Swedish Agency for Work Environment Expertise, the Uppsala County Administrative Board, and the Swedish Consumer Agency. Prior to entering politics, Ms Roswall was a practising lawyer for many years.

In her address to the IIEA, Minister for Justice Helen McEntee outlines her work on domestic, sexual and gender-based violence (DSGBV) and the putting in place of integrated prevention measures. As a key priority for the EU and the Council of Europe, the Minister discusses DSGBV in the context of Ireland's Presidency of the Council of Europe and examine the role played by Ireland in tackling this issue at a multilateral level. About the Speaker: Helen McEntee TD is the Minister for Justice. She was appointed to this role in June 2020. Helen was elected to Dáil Éireann in a By-Election in March 2013, and re-elected in the February 2016 general election. Deputy McEntee was appointed by the Taoiseach Enda Kenny TD to be Minister for Mental Health and Older People at the Department of Health in May 2016 as part of the new Partnership Government. In June 2017, as part of a government reshuffle by newly appointed Taoiseach, Leo Varadkar TD, Minister McEntee was promoted to the position of Minister of State for EU Affairs.

Hosted by Siebe Van Der Zee About André Haspels André Haspels is the ambassador of the Kingdom of the Netherlands to the United States based in Washington, D.C.. Haspels grew up in Uithoorn in the province of Noord-Holland. His father was a flower trader who imported flowers from all over the word, including ferns from Florida. Since he was a young boy, Haspels has always seen flowers, and that's how he learned about agriculture and trade. Haspels studied politics at the Vrije Universiteit of Amsterdam. In 1987, he joined the Ministry of Foreign Affairs, where he served in many capacities. In 1997, he became head of the Political Department at the embassy in South Africa (Pretoria), where he was involved in the cooperation between the two nations, among others in the setup of the South African Truth and Reconciliation Commission. He later served as ambassador in Vietnam and South Africa and most recently as director general of political affairs in the Hague. Joined the Ministry of Foreign Affairs in 1987 and followed its diplomatic service training program. Held the following posts: 1988 – 1990     Policy officer, Political and Economic Affairs Section at the embassy in Colombo, Sri Lanka. Writing political reports, maintaining contacts, focus on economy and trade. 1990 – 1992     Press secretary to Minister for European Affairs Piet Dankert, Ministry of Foreign Affairs, The Hague 1992 – 1994     Seconded National Expert (SNE) at the European Commission in Brussels, DG 23 (business policy/SMEs). More than 1.7 million people have fled Ukraine so far, and the United Nations expects more than 4 million others will leave the country and need protection and assistance in the coming months. Those fleeing to neighboring countries, mostly women and children, have been met with an impressive voluntary and government mobilization to answer immediate needs. Similarly, European Union (EU) policymakers are organizing an unprecedented response, unanimously approving the first-ever activation of the Temporary Protection Directive that will provide immediate protection and rights, reduce pressures on national asylum systems, and enhance responsibility sharing. Questions remain, however, about how the directive will work in practice and how quickly it will be rolled out, in particular as European asylum agencies and migration authorities face a range of operational issues for the first time. They will need to set up a new process to register people, but also organize which agencies (including EU ones) and which funding mechanisms will be tapped to ensure adequate reception and emergency assistance. In the medium term, populations fleeing Ukraine will need access to affordable housing, education, the labor market, and health care. How can European countries with tight housing markets and overburdened health-care systems, yet simultaneously pressing labor shortages, plan for the more medium- and long-term needs of those displaced by the war? And how can Ukrainian diasporas be mobilized effectively in the response without being overburdened with untenable demands? This MPI Europe webinar features expert views from the European Commission's Asylum Unit Head Esther Pozo-Vera, Alexander Sorel from the European Union Agency for Asylum, Sophie Magennis from the United Nations High Commissioner for Refugees (UNHCR) Representation for EU Affairs, and MPI Europe's Hanne Beirens and Jasmijn Slootjes. Slovenia assumed the Presidency of the Council of the EU on 1 July 2021, the third in the ‘GPS' Trio Presidency that commenced with Germany in June 2020 and Portugal in January 2021. In his webinar address, Minister Logar discusses the priorities of the Slovenian Presidency, which focus on reinforcing EU resilience to current and future health threats and on the effective implementation of the Next Generation EU fund and national recovery and resilience plans. It will also prioritise the importance of rule of law in the EU, and underscore the importance of the Western Balkans region in terms of EU engagement and enlargement. About the Speaker: Minister Logar is the current Minister of Foreign Affairs of Slovenia and has served in the role since 2020. Before this, he was a member of the Slovenian National Assembly as a member of the Slovenian Democratic Party where he headed a commission of inquiry into abuses in the Slovenian banking system. He was also Chairman of the parliamentary Public Oversight Committee as well as a member of the Finance, EU Affairs and Foreign Policy Committees. He has also served as Minister Plenipotentiary for OECD Relations in the Ministry of Foreign Affairs from 2013-2014, as Director of the Slovenian Government Communication Office and he was the spokesperson of Slovenia's EU Council Presidency in 2008. Before joining the Slovenian Government Office for European Affairs he was an advisor in the European Parliament and worked for SKB Banka. He holds a BA from the University of Ljubljana, a Master's from Nova Univerza, and a PhD in Sociology from the School of Advanced Social Studies.

On 12 November 2020, the European Commission launched its first ever LGBTIQ Equality Strategy. While the strategy was published against the backdrop of overall increasing public support for LGBTIQ equality in the EU, it paradoxically also follows a recent increase in instances of discrimination, as well as substantial curtailments of LGBTIQ rights in some Member States. In this online discussion, Minister Byrne addresses Ireland's position on the new EU strategy and consider how Ireland's policies on LGBTIQ rights inform its global role. Director O'Flaherty offers analysis of the challenges facing LGBTIQ equality at European level and the work of the EU Agency for Fundamental Rights on this issue. This event is part of our Global Europe project, supported by the Irish Department of Foreign Affairs. About the Speaker: Thomas Byrne TD assumed the role of Minister of State for EU Affairs in July 2020. He has been a TD for the Meath East constituency since 2016. Minister Byrne is a qualified solicitor. Prior to his appointment as Director of the EU Agency for Fundamental Rights, Michael O'Flaherty was Established Professor of Human Rights Law and Director of the Irish Centre for Human Rights at NUI Galway. About the Speaker: Dr Enrico Letta was Prime Minister of Italy from April 2013 to February 2014. He previously served as Minister for EU Affairs and Minister for Industry, Commerce. Dr Letta was a Member of the Italian Parliament from 2001 to 2004 and from 2006 to 2015 and of the European Parliament from 2004 to 2006.
