Hello and welcome to the ZimmCast. I'm Chuck Zimmerman. ZimmComm is now entering its 21st year. Who would have thought? We officially announced our company at the 2004 National Agri-Marketing Conference. We had our first booth at the conference in 2005 which means we've exhibited for twenty of them! I thought you might like to hear the first audio podcast I recorded in January of 2005. We were just starting to figure out what we could do with our AgWired blog. It's a short episode. I'm going to share some other audio after this. So, that was the start and it has sure changed over the years. So, let's look at this year. I was working at the Beltwide Cotton Conferences in New Orleans and thought I'd focus on the outlook for cotton. I would not be surprised if there are some changes after the presidential inauguration. But I'm going to start with Gary Adams, CEO of the National Cotton Council. He talks about the cotton industry outlook and then moves onto the farm bill.  Following Gary is Daren Abney, Executive Director, U.S. Cotton Trust Protocol. He talks about the last year of the program and an outlook of what's next. You can find a lot of photos as well as interviews and session audio on the AgNewsWire virtual ag newsroom here. A Texan will lead the National Cotton Council in the coming year.  The NCC released its annual planted acreage survey.  Texas High Plains corn farmers may have a better year in 2023.  The sale of a ranch can have big effects for tenants with leases on that ranch.  Farmers in deep South Texas are rolling the corn planters.  It is difficult to know if a calf on pasture has received enough colostrum.  The Texas Parks and Wildlife Department is working with landowners to prevent human conflicts with black bears.

Friday's AOA began with a look at the cotton crop across the southern plains with Susan Everett, Member Services Representative with the National Cotton Council; NCC just wrapped up their PIE tours of cotton condition. Then, Geoff Cooper, President and CEO of Renewable Fuels Association, discussed the $100M biofuels infrastructure investment program announced by USDA on Tuesday, and looked ahead to an additional $500M in funding to be released later this year. In segment 3, meteorologist and founder of Best Weather, Inc Jim Roemer discussed the weather challenges hitting growing regions around the world, from Europe, to China, and the US. The episode closed with a breakdown of Fed Chairman Jerome Powell's remarks from Jackson Hole, WY.

Dan Hunter serves as Assistant Commissioner for Water and Rural Affairs. He is the top advisor on the critical issues of water and the important role it plays in agriculture and the Texas economy.  He also oversees programs involving rural affairs, including rural health care and marketing.Hunter has an extensive background in agriculture, research, water, and policy development. Most recently he served as Executive Director of the Texas Institute for Applied Environmental Research (TIAER) at Tarleton State University.  When TIAER was established by the Texas Legislature in 1991 one of its charges was to “provide national leadership on emerging environmental policy”.  Hunter's background in working with national constituencies, including state and federal agencies, Congress, and producer and consumer organizations is vital in providing the national leadership the Legislature envisioned. TIAER is a leader in the field of environmental research around the world.When Hunter joined TIAER in 2006, he was already a part of the Tarleton State University family, serving as an adjunct professor for the College of Agriculture and Human Sciences for several years.  Prior to joining the Institute he was the Executive Officer/Manager of the Southwestern Peanut Growers' Association, where he managed a multi-million dollar producer cooperative.  As the chief executive, Hunter provided the primary guidance on all legislative, research, marketing, regulatory and media related issues.  Earlier in his professional career he served as the Government Relations Representative for the National Cotton Council, a multifaceted trade association in Washington, DC.   He also worked as a primary legislative staff member for former Congressmen Larry Combest and Fred Grandy.  Hunter received degrees from Texas Tech University and Tarleton State University. He has written numerous articles for several publications, and provided testimony for legislative and regulatory committees. Additionally, he has given presentations around the world including the United Nations Foreign Agriculture Organization in Rome.

This week's Open Mic guest is Gary Adams, president and CEO of the National Cotton Council. Like other crop farmers, Adams says cotton farmers are burdened with uncertain input supplies and prices for the new crop year. Adams says infrastructure bottlenecks are also proving a challenge of satisfying market shipments to customers in the U.S. and around the globe. He says growers need predictability from Washington on what crop protection products will be available for the coming season and a realistic definition of the jurisdiction of water and land under the Clean Water Act.

Last week, Congress and the president managed to avoid a government shutdown with a continuing resolution that funds the federal government for the next six months.  Unbeknownst to most lawmakers, a last-minute rider, nicknamed the "Monsanto Protection Act," found its way, anonymously, into the continuing resolution before President Obama signed it last Tuesday.  Senator Jon Tester, Democrat from Montana, was outraged. "These provisions are giveaways worth millions of dollars to a handful of the biggest corporations in this country and deserve no place in this bill," he said. As Tom Philpott, food and agriculture correspondent for Mother Jones, explains, the U.S. Department of Agriculture has to approve genetically-modified crops before companies could sell the seeds to farmers. In 2008 and 2009, the Center for Food Safety, along with other environmental groups, sued the USDA in federal court, claiming that the USDA approved two genetically engineered crops without a detailed environmental impact statement.  The Center for Food Safety won the suit in both cases, but the rider on this year's continuing resolution would bar environmental groups from suing the USDA for these purposes.  The Monsanto Company declined The Takeaway's request for an interview, but they released the following statement: As a member of the Biotechnology Industry Organization (BIO) and the American Seed Trade Association (ASTA), we were pleased to join major grower groups in supporting the Farmer Assurance Provision including the American Farm Bureau Federation, the American Soybean Association, the American Sugarbeet Growers Association, the National Corn Growers Association, the National Cotton Council, and several others.   The point of the Farmer Assurance Provision is to strike a careful balance allowing farmers to continue to plant and cultivate their crops subject to appropriate environmental safeguards, while USDA conducts any necessary further environmental reviews.  The attached letter, submitted by the industry in June 2012, should provide you with additional information and context about what the provision is intended to accomplish.  A broad bipartisan group of legislators in both the House and Senate have supported the provision dating back to June 2012, and it passed with broad bipartisan support.
